Evaluation of the Landowner Incentive Program in Texas: 1997-2007

The Landowner Incentive Program (LIP) was developed by the Texas Parks and Wildlife Department in 1997 in response to controversy and conflict between wildlife conservation agencies and landowners. The incentive was meant to encourage voluntary enhancement or establishment of habitat for rare species in the state, by providing technical assistance and a 75% cost-share. To evaluate the program in its first decade of existence, I gathered feedback from stakeholders via interviews, a mail survey, and case studies of LIP projects that focused on the black-capped vireo. The stakeholders I identified as administrators of the program, field personnel who acted as liaisons between administrators and landowners, and the landowners themselves. I used a qualitative theme analysis for interviews and open-ended survey responses to capture salient topics from the various perspectives. I analyzed closed-ended mail survey responses with descriptive statistics and ANOVA. For the case studies, I conducted vireo and habitat surveys and report the results with descriptive statistics or anecdotes. Stakeholders were generally pleased with the program in its first decade regarding rare species habitat improvements. Most of the 126 projects were completed and resulted in an increase of habitat for a variety of species across the state. The funding sources changed over the decade, bringing with them new directives, but in general LIP investments benefitted rare and declining species, whether listed under the ESA or not. Relations between landowners and conservation agencies also seemed to be improved in some cases and to be created in others. Every program has its difficulties to work through as it evolves, and LIP is no exception. The first 7 years of the program were state-administered and encountered a variety of modifications due to personnel changes and differing opinions on program priorities. In 2002, LIP became a national program, requiring Texas to compete for funds, and also federal clearance requirements that caused many administrative delays. My recommendations for program improvement included improved monitoring of project outcome, immediate evaluation of participants, increased communication and cooperation among various agencies who work with landowners, and dedicated staff to assist all other stakeholders in the LIP process.

This study determines the impact of ESTA on estate planning. The researcher indicates the extent to which ESTA alters the traditional property concept and analyses the practical implications of ESTA on estate planning. It appears, from the research that the traditional property concept has developed to include rights in property which are inferior to traditional ownership. The land reform process creates new rights which are afforded constitutional protection. These new rights create tension between land owners' perception of what their ownership entails, and the reality. Assessment of non-industrial private forest landowner willingness to harvest woody biomass in support of bioenergy production in Mississippi

Harvesting woody biomass for biofuel has become an important research topic. In Mississippi, feasibility of utilizing woody biomass for bioenergy lies in the willingness to harvest by non-industrial private forest (NIPF) landowners, who control 71% of forestlands. A mail survey of Mississippi NIPF landowners elicited preferences concerning utilizing logging residues for bioenergy. When presented with hypothetical situations that compared bioenergy utilization attributes along with those of standard harvesting practices, more landowners preferred the bioenergy scenarios, even when more money was offered for standard harvesting. Older landowners with larger landholdings were less likely to prefer bioenergy scenarios. Higher educated landowners who were financially motivated, concerned with climate change, and considered habitat management an important goal were more likely to prefer bioenergy scenarios over standard harvesting. Available markets for logging residues could increase NIPF harvest rates based solely on the different harvesting attributes, which should increase availability of feedstocks for producers.

Human Dimensions of Young Forest Conservation Programs: Effects of Outreach, Post-Program Management, and a Coupled Systems Perspective

Achieving long-term conservation gains through the framework of conservation incentive programs requires an understanding of both the ecological and social components of these programs. Landowner program experiences and management decisions after program participation are important for long-term conservation, but these aspects of conservation programs are not well understood. To address this research gap related to conservation program participation, this thesis investigates Natural Resources Conservation Service programs that provide private landowners with financial and technical assistance to manage for young forest habitat in the eastern United States. We conducted a telephone survey to investigate private landowner experiences during and after participation in these NRCS conservation programs. Coordinating with biologists monitoring managed properties for birds, we assessed how in-person outreach and mailed monitoring results influenced landowners. Next, we evaluated how landowner motivations, resources, and cognitions were related to post-program young forest management intentions. Finally, we applied a coupled human and natural systems lens to investigate the linkage between wildlife outcomes, landowner perceptions, and continued young forest management. Our results demonstrate how in-person outreach can shape positive conservation experiences and increasing landowner trust in resource agencies. We also demonstrate the importance of both social and environmental factors for influencing landowner decision-making after conservation program participation. We detail the applications of this research for conservation agencies and professionals who work with private landowners. / Master of Science / The decline of young forest habitat and associated wildlife species is a major conservation issue in the eastern United States. Private Forest Landowners in Virginia and Ecosystem Management: An Analysis of Attitudes and Opportunities

The purpose of this study was to analyze landowner perceptions of an ecosystem management program proposed by The Nature Conservancy. This creation of this program, The Forest Bank, is an attempt to protect the unique ecological and biological resources of the Clinch River Valley of Southwest Virginia. This study analyzed the attitudes and characteristics of landowners that contribute to their decision to enroll in such a program. Data were collected by a 8-page mail questionnaire sent to 2000 landowners in a five-county area of Southwest Virginia. The final sample size resulting from this effort was 816 landowner surveys, representing an overall response rate of 45%. Two separate analyses were undertaken with respect to this data, each representing a unique and informative approach to landowners and The Forest Bank. The first analysis summarizes how landowners perceived the individual components of the program, their level of interest in enrollment, and what types of landowners would be most likely to express interest in such a program. Twenty-three percent of landowners expressed interest in enrolling in The Forest Bank at some time. In general, those interested in enrollment perceived the individual components of the program differently than those who were not interested in enrolling. Landowners who expressed enrollment interest were more likely to be younger, more affluent, more educated than those who did not express interest in enrollment. The second analysis employed a structural equation model in order to determine what attitudes and motivations influence attitudes toward an ecosystem management program such as The Forest Bank. Variables such as attitudes toward property rights, environmental attitudes, trust in sources of information, and level of community attachment were included in this model. Results indicate that while attitudes toward property rights and the environment were not as important as previous literature suggested, landowner reasons for owning land were key indicators in determining attitudes toward The Forest Bank. Results from this study provide valuable information to managers and researchers concerning landowner attitudes toward ecosystem management and their level of interest in enrolling in an ecosystem management program. This information will help managers better understand how landowners perceive individual components of these types of programs, as well as determining the types of landowners who would be interested in enrolling. These findings can then be used to tailor programs that are more consistent with landowner objectives, and to better understand the complex attitudes and characteristics of private forest / Master of Science

Testing the afforestation reservation price of small forest landowners in New Zealand

The estimation of afforestation reservation prices for small landowners in New Zealand has not been the subject of much research despite its importance in predicting future land use. Reservation prices for planting represent the minimum payment a landowner must receive before converting land from agriculture to forest. A survey of 728 landowners from every region of New Zealand who own between 20 and 200 hectares of forest as well as other unplanted land used for agriculture were surveyed about forestland, forest land owner demographics, ownership objectives, silviculture and reservation prices. In this study, reservation price strategies were investigated by offering hypothetical annual and one-time payments for converting land from agriculture to forestry. From this survey, the average one-time payment a landowner would be willing to accept to convert a hectare of land from agriculture to forestry was $3,554 and the average annual payment to convert a hectare of land was $360. The key factors influencing the reservation price were; whether or not the landowner lived on the property, if one of the ownership objectives was income from carbon, the primary agricultural enterprise and total household income. An implied discount rate was calculated for each landowner and excluding those who would not accept any payment the average after-tax discount rate was 9.7%. Small landowners indicated that their primary reason for owning plantation forest was income from timber with very few landowners using their forest land for recreation. The median farm size was 400 hectares and the median forest plantation was 37 hectares. Planting of radiata pine peaked in 1994 and 1995 with more radiata pine planted in 1994 than in all the years from 2000-2009. Most landowners are performing some type of silviculture in their forests. Ninety percent of landowners are pruning in the current rotation while only 61% plan to prune in the future. Only 26% of landowners have engaged in any commercial harvesting in the past ten years but as their current rotation matures 71% plan to replant on the same site. A majority of respondents thought the situation for forest landowners was getting better. Understanding the reservation price strategies of landowners is important for predicting future land use patterns and recognizing how close landowners are to converting land. The ownership objectives of landowners and the replanting decisions they make are critical for future timber supply. The results of this study can assist in the development of forest establishment incentive programmes. Better information about landowner characteristics will result in enhanced decision-making for the timber industry and the government in New Zealand.
