Ethical leadership in the Limpopo Provincial Public Service of South Africa: an imperative for good governanceSingo, Angeline Thivhilaeli 18 May 2018 (has links)
PhD (Public Administration) / Department of Public and Development Administration / The study reviews and assess the impact of ethical leadership in promotion of good governance in the Limpopo Province in South Africa. Since the inception of the province in 1994, the provincial government witnessed an alarming statistics of unethical behaviour within its echelons. The media reports is frequently dominated by negative news of ethical transgression within the province’s public institutions. The reports on fraud and corruption scandals ranges from conflict of interests which manifest itself through payment of ghost workers, tardiness, weak institutions, lack of accountability and honesty by senior and subordinate public officials. In 2011, some of the provincial government’s departments were placed under “Administration”, meaning the control of province by the National Treasury. The placement of the departments under administration confirms the public perception that the province is engulfed by ethical challenges which result to poor governance of the province. The findings from the study confirm that although the province attempted to put strategies to minimise acts of unethical behaviour in the province, there is still a concern of ethical transgression that is ongoing and unabated.
The study adopted the mixed methodology research design for data collection. The senior public managers and subordinate public officials were sampled as the population for the study. The aim is to assess the pivotal role that senior public managers as leaders play in fostering the organisational performance, hence good governance through modelling behaviour. The findings of the study assist to respond to the concern of why transgressions of ethical conduct occurs despite progressive legislative frameworks were introduced to promote good governance. In this study the problem concerning the contingency approach to the managerial tasks of the Black high school principal
was investigated by means of literature study, interviews and observations. As a result the problems and challenges facing
the Black principal were identified.
The managerial tasks of the principal in the South Africa of the l 990's were identified and defined. It became clear that
these tasks are performed under changing situational contingencies. The contingency approach, its basis, what it entails and
its importance in the RSA of today was described. When the contingency approach was related to the managerial tasks, it
became clear that under one set of circumstances one type of leadership style is effective.
Interviews and observations were conducted in certain schools and with certain principals. Research findings revealed that

The contribution of strategic management and organisational development theory, models and practice to the effectiveness of local churches : a study on a selected sample of South African urban and suburban churches at congregational levelRoux, C. H 12 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The idea of deliberately planning and measuring the work of congregations does not settle easily with
many church leaders and theologians. This study suggests that churches are becoming increasingly
socially ineffective because they do not understand and apply scientific management knowledge and
methods. Strongly held ideologies and dichotomies characterise the milieu of this topic.
There remains a very real social problem concerning the role of churches. That is what this study has
based its relevance on. The study is encouragingly supported by its finding that 90% of church leaders
surveyed, disagreed with the notion that the church has no responsibility to society at large for its actions.
92% of respondents further agreed that the role of the church is the well-being and upliftment of its
communities and not just to create converts. This study presents evidence that questions the success
claims of the Church Growth body of knowledge.
Evangelism world-wide has recently experienced the most extraordinary acceleration in the number of
conversions in the history of the Church, but research in the countries where this phenomenon has been
more prevalent, has found little equivalent growth in church membership. The work of researchers in the
USA has repeatedly drawn attention to the alarming levels of "unchurched" Christians and the falling
away of Pentecostal churches. This study confirms the trend in South Africa and reveals our unchurched
level to be 53%.
Analysis of congregational development interventions attempted by the sample reveals an almost three
times greater success rate reported by churches that did not apply the church growth principles or
combined them with management methods. The aim is to present explanations and solutions for the
difficulties churches are having both in the areas of managing their own development and in retaining
committed members for a nobler purpose than to laud their size over smaller, but possibly more caring and
socially effective churches.
An objective of this study is to present existing knowledge and methods from the field of management
science as a conceptual framework for systematically fitting disconnected elements of contemporary
Church Growth Theory into a holistic and integrated development approach that goes deeper than a mere
mechanistic extrapolation of theoretical ideas and praxis from one context into another. The survey found
a 74% support base from the South African church leaders surveyed for a synthesis of the best of both
Church Growth and business management methods in fulfilment of its mission.
The most compelling finding that this research contributes to social knowledge, however, is that local
churches found to have reported significantly more externally focused growth such as evangelism,
community work and church planting, applied strategic thinking, formal planning and management
methods to their development without compromising the Gospel message that the Church is called bring
to society. / AFRIKAANSE OPSOMMING: Hierdie studie beweer dat kerke word meer sosiaal oneffektief omdat hulle nie wetenskaplike
bestuurskennis verstaan en metodiek toepas nie. Dit is waarop hierdie studie se relevansie gebaseer is.
Die studie is bemoedigend ondersteun deur die bevinding dat 90% van die kerkleiers wat aan die
ondersoek deelgeneem het, nie met die mening saamstem dat die kerk geen verantwoordelikheid teenoor
die gemeenskap in sy geheel het en daartoe bydra nie. 92% van die respondente het ook saamgestem dat
die rol van die kerk is om by te dra tot die opheffing en welgesteldheid van die gemeenskap, en nie net om
bekeerlinge te skep nie. Hierdie studie lewer bewys wat die sukses-aansprake van die Kerkgroei
Beweging teenspreek.
Wereldwye evangelasie het onlangs 'n buitengewone versnelling ondervind in die aantaI bekeerlinge in
die geskiedenis van die kerk, maar navorsing toon dat in die lande waar hierdie verskynsel die sterkste
voorgekom het, baie min ekwivalente groei in kerklidrnaatskap plaasgevind het. Hierdie studie bevestig
die tendens in Suid Afrika en wys dat ons vlak van ongekerktes op 53% staan.
Ontleding van die gemeente se ontwikkellings-intervensies wat deur die kerke in die proefskrif onderneem
is, wys dat kerke wat nie kerkgroei beginsels toegepas het nie, of hierdie met bestuursmetodes kombineer,
amper drie maal groter sukses behaal het. Die doeI is om verduidelikings en oplossings aan te bied vir die
probleme wat kerke in beide die areas om hul eie ontwikkeling te bestuur asook die toegewyde lede te
behou vir 'n meer eerbare doel as om af te kyk op kleiner, maar moontlik meer sorgsame en sosiaaI
effektiewe kerke.
'n Doel van hierdie studie is om bestaande kennis en metodes in die bestuurswetenskappe as 'n
konseptuele raamwerk aan te bied vir die sistematiese passing van ontwrigtende elemente van
kontemporere Kerkgroei Teorie binne 'n holistiese en geintegreerde ontwikkelingsbenadering wat dieper
gaan as sIegs die meganistiese ekstrapolering van teoretiese idees en praktyk van een konteks na 'n ander.
Die navorsing het 'n ondersteuningsbasis van 74% bevind onder die Suid Afrikaanse kerkleiers wat aan
die ondersoek deeIgeneem het, vir 'n sintese van die beste van beide kerkgroei en
besigheidsbestuursmetodes in vervulling van die kerk se missie.
Die mees afdwingbare bevinding wat hierdie navorsing bydra tot sosiale kennis is egter dat plaaslike kerke
wat aansienlik meer in eksterne areas van evangelasie, gemeenskapwerk en kerkplanting groei, het
toegepaste strategiese denke, formele beplanning en bestuursmetodes aangewend sonder om die
Evangeliese boodskap waarvoor die kerk geroepe is om aan die gemeenskap te bring, te kompromitteer.

gender studies that have been conducted pertaining to the advancement of women
leaders. The aim of the study is therefore to establish the reasons for the underrepresentation
of women in senior- or executive-level positions in organisations, and
then, to put forward an appropriate leadership development plan for women to better
explore leadership opportunities that present themselves.
Commencing with an overview of leadership theory in general, the study progresses
on to topics specific to women in leadership, and more specifically, women leaders in
the magazine publishing industry in South Africa. To this end, the study comprises
both primary and secondary research.
The primary research was conducted amongst women in the magazine publishing
sector, based in the Western Cape, holding positions as senior managers, publishers
or editors. The research was structured as qualitative research, in the form of in-
depth, personal interviews, which were designed in a semi-structured interview
format.
The secondary research is based on an extensive literature review which covers a
very broad spectrum of topics and concepts on leadership and the publishing
industry in South Africa.
The research found that women's access to leadership positions has increased not
only on a worldwide playing field but also, more specifically, in the publishing industry
in South Africa. Although a great deal of work still has to be undertaken, the
prospects of advancement for women in today's business environment are far more
positive than five or ten years ago.
Organisations and educational institutions need to change their approach to
developing leaders. They need to build a new future that is able to contend with
global changes and that utilises all its leaders - regardless of gender. / AFRIKAANSE OPSOMMING: Hierdie studie bestudeer die vernaamste tendense en vraagpunte rondom
leierskapsteorie asook verskeie geslagstudies wat gedoen is oor die bevordering van
vroue-leiers.
Die studie begin met 'n oorsig van leierskapsteorie in die algemeen; daarna verdiep
dit na onderwerpe wat spesifiek betrekking het op vroue in leierskapsposisies, en
meer spesifiek, vroue-leiers in die tydskrif-uitgewersbedryf in Suid-Afrika. Derhalwe
behels die studie beide primêre en sekondêre navorsing.
Primêre navorsing is gedoen onder vroue in die Wes-Kaap wat senior posisies in die
tydskrif-uitgewersbedryf beklee, soos senior bestuurders, uitgewers en redakteurs.
Die navorsing was ook kwalitatief van aard deurdat dit die vorm van in-diepte, semigestruktureerde,
persoonlike onderhoude aangeneem het.
Die sekondêre navorsing is gebaseer op 'n omvattende literatuurstudie wat 'n baie
breë spektrum van onderwerpe en leierskapkonsepte, asook die uitgewersbedryf in
Suid-Afrika, dek.
Die navorsing toon dat vroue wêreldwyd, en spesifiek in die uitgewersbedryf in Suid-
Afrika, al hoe groter toegang tot leierskapsposisies verkry. Alhoewel nog baie
vordering in dié verband gemaak moet word, is die vooruitsigte vir die bevordering
van vroue in die hedendaagse sakewêreld meer positief as vyf of tien jaar gelede.
Organisasies en opvoedkundige instellings behoort hul benadering tot
leierskapsontwikkeling te verander - hulle behoort rekening te hou met wêreldwye
verandering en help bou aan 'n toekoms waar die geslag van 'n leier irrelevant is.

Leadership style practices of construction and project managers in the South African construction industry26 June 2015 (has links)
M.Tech. (Construction Management) / The construction industry is an important sector in the development and economic progression of South Africa. Moreover, projects in the South African construction industry involve different individuals and organizations that collaborate to achieve a specific task at a specific time. Hence, leadership is essential in any construction organization to achieve organizational goals and to promote individual professional achievement in the industry. This study evaluates different leadership style practices of construction and project managers in the South African construction industry. The study further investigates leadership development approaches in the industry. The data used in this research were derived from both primary and secondary sources. The secondary data were collected via a detailed review of related literature. The primary data were collected through a structured questionnaire aimed at 150 construction and project managers in the South African construction industry. The study revealed that project and construction managers in the South African construction industry prefer transformational leadership, followed by transactional and democratic leadership. It was also revealed that communication skills, vision, honesty and reliability are some of the important traits of a project leader. This study also suggests ways in which leaders can be developed in the construction industry. Formal leadership training, mentoring and personal development are highlighted as some of the ways in which construction leaders can be developed in the construction industry. It is therefore recommended that construction organizations in South Africa should invest more than they are currently doing in leadership development programs, so that future project and construction managers can be developed to be effective leaders in the industry. The current study contributes to the body of knowledge on the subject of leadership in the construction industry. The value of the study is to facilitate and understand the different leadership style practices in the construction industry and to determine the relationship between leadership styles and project success. This research also provides new information on how to improve leadership in the South African construction industry.

Partners for possibility: experiences of cross-sectoral partnerships designed to improve school leadership in South AfricaKirori, Maureen Wambui January 2017 (has links)
A research project submitted in partial fulfilment of the requirements for Masters in Development Studies in the Faculty of Humanities, University of the Witwatersrand, Johannesburg, March 2017. / This study explores a partnership model designed by Partners for Possibility (PfP), a South African
non-profit organization (NPO) attempting to reform the country’s education system. Through its
partnerships, PfP aims to address the identified problem of weak school leadership in order to
improve the educational outcomes in schools. In this model, school principals of underperforming
schools are paired up with business people with leadership experience for a period of one year to
address the challenges facing their schools. The model includes a 12-month structured training
programme which seeks to capacitate and support the paired principal and business leader in their
partnership-building process.
This study provides an in-depth investigation of the experiences of the partnerships and of the
influence of the structured programme on these partnerships from the perspectives of the principals
and of the business leaders. The effect of social differences on the partnerships was also considered.
Among the theories used in this study are critical action learning and common ingroup identity. A
qualitative research design was employed and data was collected from 10 school principals of “no
fee” schools and from 12 business leaders.
The results of the study reveal that the functionality of these partnerships is determined by their
focus, which can be long-term and transformative or short-term and tending towards resolving the
school’s immediate material needs. Further, these partnerships were found to be capable of
improving school performance if the partners engaged in activities that promoted teaching and
learning. Despite this potential, there was little monitoring of school performance. The results also
indicate that the group-learning aspects included in the structured programme could encourage the
partnership to focus on short-term goals which tend not to lead to long-term sustainable change in
the school. The social tensions attributed to race and class divisions were found to have a minimal
effect on the partnerships studied since the partners’ common vision, namely, to improve schools,
allows them to maintain their unique identity either as principals or as business leaders. Because
education reform is a complex and long-term project, the recommendations following this study
point to the need for a more integrative approach in the PfP process, and a greater awareness of the
need for a longer time scale in order to bring about the desired transformation in schools and
consequently to South Africa’s education system. / XL2018

Media representation of political leadership and governance in South Africa: press coverage of Jacob ZumaNkomo, Sibusiso January 2017 (has links)
A research report submitted to the School of Literature, Language and Media in the Faculty of Humanities, University of the Witwatersrand in partial fulfilment of the requirements for the degree of Master of Journalism and Media Studies by combination of coursework and research, Johannesburg, 2016 / This research report examines news media representation of political leadership and governance in South Africa between 2007 and 2013, when President Jacob Zuma served his first terms as ANC leader and later as the head of state. The research sought to find out what themes and ideas exist about political leadership in news media more than 20 years since the advent of democracy. Quantitative manifest content analysis is utilised to analyse newspaper articles from the City Press, Mail & Guardian, the Sunday Independent and the Sunday Times. The results show that media representation of political leadership is most discussed in opinion articles and editorials and relies on key democratic concepts such as freedom of expression and freedom of the media. The key themes and ideas that emerge include the personalisation of leadership, defining leadership, debate on how to lead, Zuma’s own leadership traits versus expectations and it became clear that news media evaluated Zuma as head of state or leader of the nation more often than as president of his party. / XL2018
