Programa de Leitorado: diálogo entre política linguística externa e formação de professores de PFOL no Brasil / Programa de Leitorado (lectureships): dialogue between international linguistic policy and teacher training for Portuguese to Speakers of Other Language

A globalização, deflagrada pelos navegadores da Renascença, trouxe à tona, dentre outras coisas, o movimento de internacionalização idiomática. Atualmente, como parte das políticas linguísticas externas de muitos estados-nação, o referido processo é encarado como pertencente a um mercado de línguas (CALVET, 2002), dentro do qual são produzidos e comercializados bens e serviços ligados aos diferentes idiomas do mundo. O governo brasileiro, por sua vez, no âmbito do Departamento Cultural do Ministério das Relações Exteriores (MRE), mantém a Rede Brasil Cultural, por meio da qual promove planejamentos diversos no sentido de internacionalizar o idioma oficial nacional. Dentre eles, está o Programa de Leitorado política datada de 1960 e cuja principal ambição é divulgar a língua e a cultura do Brasil em universidades do exterior, contando para isso com profissionais (professores-leitores) selecionados via edital, por meio de parceria entre a Coordenadoria de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) e o MRE. Nesse contexto, a presente tese volta-se ao objetivo de revelar o que o perfil profissional de ex-leitores e as experiências de cada um deles sugerem à prática de internacionalização idiomática desenvolvida pelo Programa de Leitorado, bem como à formação brasileira de professores de português para falantes de outras línguas (PFOL). Para isso, a linha metodológica, abrigada no âmbito da pesquisa qualitativa, organizou-se a partir da realização de entrevistas, pesquisas documentais, aplicação de questionário e análise discursiva semiolinguística. De modo geral, mediante um contexto de desprofissionalização da docência, a discussão gerou a percepção de que pontos de fragilidade caracterizam a execução do Programa de Leitorado, o que também esclareceu a existência de demandas relativas a reconfigurações. Partindo disso, do objetivo estabelecido pelo MRE para o Programa de Leitorado, bem como dos discursos de ex-leitores, de suas sugestões e dos dilemas relatados quanto à experiência de ser leitor brasileiro, o trabalho termina com a proposição de um curso voltado à formação de futuros leitores, o que diz respeito tanto a uma tentativa de ampliar as capacidades dessa política quanto de repensar a formação de professores de PFOL em solo nacional. / Globalisation, triggered by the explorers of Renaissance, has brought up, among other issues, the movement of language internationalisation. Currently, as part of numerous nation states external linguistic policies, such process is regarded as language market (CALVET, 2002), in which languages from different parts of the world are linked to economic and political relations and used to produce and sell goods and services. Brazilian government, for their part, within the scope of The Ministry of Foreign Affairs (Portuguese: Ministério das Relações Exteriores - MRE), maintains the Rede Brasil Cultural whereby varied projects, aimed at internationalising the official national language, are undertaken. Among such projects, we can mention Programa de Leitorado (Lectureships) a policy dated back to 1960, whose main ambition is to disseminate Brazils language and culture to foreign universities around the world via university professors (readers / lecturers). These positions are offered through public notice, published by the Brazilian Ministry of Foreign Affairs and the Coordination for the Improvement of Higher Education Personnel (Portuguese: Coordenadoria de Aperfeiçoamento de Pessoal de Nível Superior CAPES). Within this context, this thesis is meant to verify what the profile of former lecturers and their experience arouse concerning the practice of the internationalisation of the language developed by Programa de Leitorado as well as Teacher Training for Portuguese to Speakers of Other Languages (Portuguese: Português para Falantes de Outras Línguas - PFOL). Hence, the methodological approach in qualitative research was carried out by means of surveys, documental examination, questionnaires and semiolinguistic discursive analysis. As a whole, before a scenario of teaching deprofessionalisation, the examination depicts the frailties of Programa de Leitorado as well as the demands on its reconfiguration. Taking into consideration the established objective by MRE for this programme along with the account provided by former lecturers, their suggestions and posed dilemmas concerning their experience of being a Brazilian lecturer, the paper ends with a proposal on a course focusing on potential lecturers. It reflects not only on an attempt at expanding the competences of this policy but also on re-evaluating PFOL teacher training in Brazilian territory.

Mellan akademi och kulturpolitik : Lektorat i svenska språket vid tyska universitet 1906–1945 / Zwischen Akademie und Kulturpolitik : Lektorate der schwedischen Sprache an deutschen Universitäten 1906-1945

The aim of this thesis is to analyze the establishment and development of lectureships in the Swedish language in German universities during the first half of the 20th century. Building on earlier research about the role of language teaching abroad for public diplomacy, the study sees the lecturer as a part of both the the academic and political fields in Germany and Sweden. The establishment of and changes in the system of lectureships in Swedish 1906–1945 are explained through an analysis of the actors involved and of the assets allowing the actors to control both the establishment of lectureships and the appointment of lecturers in Germany. During the Weimar Republic a number of actors were involved in the establishment of the lectureships. They included academics with a scholarly interest in Scandinavian languages and old Norse,, the German state, which worked to promote the study of foreign countries and interna­tional academic mobility as a way of breaking German isolation after World War I, and the Swedish organization for the preservation of Swedishness abroad for which the teaching of Swed­ish abroad was a way of increasing the academic status of the language. After the National Social­ist takeover in 1933 the NSDAP and the Swedish foreign ministry also took an interest in the Swedish lectureships in Germany for propaganda purposes. The dissertation shows how a system for the appointment of Swedish lecturers to Germany was established through interaction between the actors. Central in this process were the control over economic assets, a social network which made recommendations of lecturers possible, and the control over communication between both the lecturers and universites and between the German and Swedish states. The study also shows that the uneven distribution of assets between German and Swedish actors resulted in an inferior position for the German state and organizations in relationship to their Swedish counterparts.
