Computerized evaluation of library service effectiveness

Evaluation of library service effectiveness is important in identifying the areas where improvement is most needed, and in justifying library budgets. Traditional methods of service effectiveness evaluation have been too costly and impractical for regular use. However, most of the data required for this evaluation can be collected inexpensively and quickly with automated library systems which many libraries have already started using. This study reviews traditional methods of library service effectiveness and proposes new methods which take advantage of electronic data processing. The proposed methods are practical and inexpensive so that they can be used routinely. / Ph. D.

The use and effectiveness of the East Africana collection in the provision of information and resources for teaching and research at the University of Dar Es Salaam, Tanzania.

This study investigated the use and effectiveness of the East Africana Collection in the provision of information and resource for teaching and research at the University of Dar es Salaam, Tanzania. The East Africana Collection is mainly used as a source of obtaining information by students, lecturers and researchers in and off campus. The Collection's goal is to meet user needs and make available valuable materials and services for the purpose of supporting the learning, teaching and research needs of the University of Dar es Salaam community. Special collections in academic libraries especially in the so-called Third World countries have been suffering from financial constraints. The reduced government budget and the economic problems, have forced some special collections to operate ineffectively without any new incoming materials to supplement the old ones. The East Africana Collection of the University of Dar es Salaam Library which operates as a defacto national research collection in the country has also been affected by the government budget cut. In order to find out the use and effectiveness of the East Africana Collection in the provision of information and resource for teaching and research at the University of Dar es Salaam, Tanzania, a study sample consisting of 52 teaching and research staff was chosen from four faculties and three Institutes of the University of Dar es Salaam. The teaching and research staff was surveyed by means of a self-administered questionnaire to investigate the user satisfaction, availability of materials, resources and effectiveness of the services to cater for the information needs of users. Other information requested from respondents related to the East Africana services was library staff services and what problems teaching and research staff encountered when using the Collection's materials and services. A total of36 teaching and research staff (representing 64.9%) responded. The results were analysed manually. Content analysis was used to analyse open ended questions. The results were shown in the form of tables and elaborations. The study revealed that East Africana Collection had experienced heavy use of its materials, services and resources by both students, teachers and researchers within the University community and outside the campus. It is an indication that Collection usage among teaching and research staff was generally very high. However, the Collection faces the problem of lack of sufficient facilities and resources. Whatever the problems users experienced, the majority of the teaching and research staff were aware of the East Africana Collection and its information materials and services. Recommendations and suggestions for the future betterment of the services were made by both researcher and respondents with regard to the findings of the study and the literature reviewed. / Thesis (M.I.S.)-University of Natal, Pietermaritzburg, 2000.

O caso de gestão estudado irá discutir o preparo da Biblioteca Universitária Central (BU) da Universidade Federal de Juiz de Fora para a avaliação de cursos de graduação pelo Ministério da Educação (MEC). Os objetivos definidos para este estudo foram: averiguar as condições da biblioteca perante o Instrumento de avaliação do MEC e seus critérios avaliativos para bibliotecas; a preparação dessa biblioteca para a visita in loco dos avaliadores; as condições do Projeto Político Pedagógico dos cursos que ela subsidia no que se refere às indicações da bibliografia das disciplinas. Nesse sentido, a pergunta que norteia esta dissertação é: como adequar a estrutura e o acervo da biblioteca ao instrumento avaliativo de cursos de graduação do MEC? Assumimos como hipótese que a biblioteca deve ter um tempo hábil para se adequar ao instrumento de avaliação, deve saber a data da visita in loco para conferência dos requisitos avaliativos do instrumento, deve revisar o quantitativo de indicações dos professores nas ementas das disciplinas e da construção das bibliografias das disciplinas devem estar de acordo com o acervo disponibilizado na biblioteca. Para tanto, utilizamos como metodologia para essa dissertação uma pesquisa de campo, através de um estudo de caso e como técnicas de pesquisa entrevistas semiestruturadas que foram realizadas com três coordenadores e uma vice-coordenadora dos cursos que a BU subsidia, a coordenadora e a gerente de atendimento do Centro de Difusão do Conhecimento que gerencia as bibliotecas da UFJF . Como referencial teórico, utilizaremos as análises de Lancaster (1996), Lubisco (2011), Oliveira (2004), Xavier Junior e Gomes (2004), Machado (2009), Almeida (2000), França e Portela (2016), Oliveira (2002), Brasil (2012), Dziekaniak (2006) e Maia e Santos (2015). Apresenta-se ao final desta dissertação um Plano de Ação Educacional (PAE) composto de recomendações e ações visando adequar a biblioteca universitária ao instrumento de avaliação de cursos de graduação do MEC, inspirado no trabalho realizado no SISBI/UFU. / The present dissertation is developed under the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd/UFJF). The management case studied will discuss the preparation of the Central University Library (BU) of the Federal University of Juiz de Fora for the evaluation of undergraduate courses by the Ministry of Education (MEC). The objectives defined for this study were: to analyze the conditions of the library before the MEC Evaluation Instrument and its evaluation criteria for libraries; the preparation of this library for the on-site visit of the evaluators; the conditions of the Political Pedagogical Project of the courses that this library subsidizes with regard to the indications of the bibliography of the disciplines. In this sense, the question that guides this dissertation is: how to adapt the structure and the collection of the library to the evaluation instrument of undergraduate courses of MEC? We hypothesize that the library should: have a time to adjust to the evaluation instrument, know the date of the on-site visit to ascertain the evaluation requirements demanded, review the quantitative indicators of teachers in the subjects and their bibliographies‟ constructions to be properly in accordance with the collection available in the library. For that, we used as methodology for this dissertation a field research, supported by a case study and using the research techniques of semi-structured interviews that were carried out with three coordinators and a vice-coordinator of the courses that the BU subsidizes, the coordinator and the manager of the Knowledge Diffusion Center that manages the UFJF libraries. As a theoretical reference, we will use the analyzes of Lancaster (1996), Oliveira (2004), Xavier Junior and Gomes (2004), Machado (2009), Almeida (2000), France and Portela (2016), Oliveira 2002), Brazil (2012), Dziekaniak (2006) and Maia and Santos (2015). At the end of this dissertation is presented an Educational Action Plan (PAE), composed of recommendations and actions aimed at adapting the university library to the MEC undergraduate evaluation instrument, based on the work carried out at SISBI/UFU.
