D.Litt.et Phil. (Information Science) / Schools of library and information science, like all professional schools, are tied to the profession they prepare their students for. They must balance the needs and demands of the profession they serve and the needs and demands of the educational institution they form part of. In South Africa and elsewhere, there is a perceived gap between the product the library schools deliver and the needs of the library and information profession. The technikons in South Africa are relative newcomers to the training and education of librarians and information workers. Their task is seen mainly as the training of paraprofessional library workers, since it is the aim of technikons to provide relevant, vocational education and training through co-operation with the relevant industries/professions. The qualification structure of technikons makes provision for different levels of undergraduate qualifications in the form of national certificates, national higher certificates, diplomas and since 1994, technikon degrees. The conventional qualification structure used for library and information science training, does not however make provision for certificate qualifications - technikons at this stage offer only the National Diploma: Library and Information Practice. There is presently no possibility for technikon diplomates to upgrade their paraprofessional qualification to professional level. The education and training of librarians and information workers through the medium of distance education is well established in South Africa. The distance education institutions use the same qualification structure as the residential institutions, despite the fact that qualifying through parttime distance education takes much longer. Distance learners therefore could benefit from interim qualifications like certificates, since it could serve as indication to their employers that they are making progress with their studies. There are indications from the library and information science profession that there is a need for more undergraduate levels of qualifications because of the different needs of the different communities in South Africa, especially those of the disadvantaged communities. The qualification structure for library and information science education at Technikon SA, which teaches through the medium of distance education, can however not be changed without consulting the library and information profession. The aim of this study is to determine whether the profession would accept a changed qualification structure. To determine this, the Delphi method is used. A comparative study of the job functions of university and university of technology graduates and diplomates in special libraries and engineering firms

Submitted in fulfillment of the requirements of the Master of Technology Degree in Library and Information Studies in the Department of Information and Corporate Management, Durban University of Technology, Durban, South Africa, 2008. / This study investigated the job functions of university and university of technology graduates and diplomates in the staff structures of special libraries and engineering firms in KwaZulu-Natal. The objective of the study was to draw on possible trends and best practices in the latter for the Library and Information Services (LIS) work environment, as engineering like LIS draws its personnel from both traditional universities and universities of technology (UoT). Hence, the main target population for the study was university and UoT graduates and diplomates in special libraries and engineering firms in KZN. Graduates and diplomates were chosen for inclusion in the study using a census because of the smallness of the staff complements in these organizations. Two sets of self-administered questionnaires were distributed, one to graduates/diplomates and the other to employers in the selected organizations. Data collected was analysed using descriptive statistics and content analysis. Findings of the study revealed inconsistencies with the National Diploma: Library and Information Studies (ND: LIS) where these diplomates occupy paraprofessional as well as professional positions in special libraries whilst engineering graduates and diplomates tend to occupy job titles according to their highest academic qualifications. In both special libraries as well as in the engineering environment there is much task overlap and downshifting of job functions between paraprofessional and professional university and UoT graduates and diplomates. This study has revealed a valuable best practice from the engineering discipline for the LIS profession, which is that of professional registration. Professional registration of engineering staff with the Engineering Council of South Africa is a statutory requirement in the engineering profession and allows for the growth and development of those in the profession. It is recommended that the LIS profession, and the Library and Information Association of South Africa (LIASA) specifically, investigate a mechanism for professional registration of library and information workers.

Librarian skills in the 21st century workplace: the development, running and analysis of a training scheme for non-traditional library work contexts

Research suggests that recently graduated librarians are failing to find work in the traditional library context and consequently are seeking employment in related fields; also that internships are recognized as a valuable component of professional training, that students find them useful in developing skills, with demand outstripping supply. This study consisted of setting up, running, and analyzing an experimental intern training programme for MLS students outside the traditional library context. Its aims were to : i) Develop and manage an intern training programme (ITP) specifically focused on mentoring recent graduates and students in the application of their library skills in a non-library work context; ii) Use this model to facilitate students and recent graduates in transferring their library skills to a non-library work context; iii) Gauge whether participants found the ITP effective in preparing them for finding work – either in a traditional library or outside the traditional library setting. Through setting up this programme and running it since 2013, this study has made a primarily applied contribution to the discipline. In this written component of the study the researcher offers the documentation of the programme as a live case study analysed using a combination of tools including surveys, interviews and both qualitative and quantitative methods. Findings show that interns expect to use internships in the job searching process; that they expect to acquire new skills not developed on their MLS programmes; that they would still prefer traditional library jobs but that they expect their careers to involve non-traditional work contexts. Related to this, participants believe the internship has raised awareness of a wider range of suitable jobs. This indicates that they see the nature of librarianship changing – something reinforced by the way they believe librarianship is evolving through, for example, integrating social media into the role of the librarian. This study and its findings contributes to raising awareness in the library sector of the changing nature of the world of work for the next generation of librarians and, in turn, contribute to MLS programmes by indicating how they may adapt as the 21st century workplace continues to evolve. / Information Science / D. The development of a framework for blended learning in the delivery of Library and Information Science curricula at South African universities

Submitted in fulfillment of the requirements of the Doctor of Philosophy in Library and Information Science: Information and Corporate Management, Durban University of Technology, Durban, South Africa, 2015. / The core interest in blended learning lies in the need to provide more engaged learning experiences while recognizing the potential of ICTs which has a profound impact on all aspects of life including the Library and Information Service (LIS) field. This doctoral study was undertaken with the objective of exploring the educational and pedagogical issues in blended learning for the development of a framework for designing and implementing blended learning in the delivery of LIS curricula in South African universities. The target populations for this study included, LIS educators from higher education institutions in South Africa offering LIS education, LIS students from these institutions exposed to blended learning interventions and facilitators of blended learning (individuals in institutional teaching and learning units) from the various institutions offering LIS education and using blended learning. The study adopted a mixed method research approach using a fully mixed dominant status design to explore and understand the phenomenon of blended learning at a more detailed level by using qualitative follow-up data (for example, interviews with LIS educators and institutional facilitators of blended learning and focus group discussions with LIS students) to explain and explore the results of a largely quantitative Web survey. The theoretical framework that underpinned the study involved various learning theories, learning styles as well as blended learning models relating to the higher education environment. The key findings of the study reveal that blended learning remains a complex concept with no clear consensus on the key components that need to be blended, how much of each component to blend and the criteria that are needed for the interventions to be regarded as blended learning. This flexibility, to an extent, allows for institutions to tailor the concept and maximise the potential of blended learning while still being responsive to the diverse student populations at South African higher institutions. The framework for blended learning in the delivery of LIS curricula at South African universities proposed by this study is generated from the theories informing this study; the literature reviewed; existing frameworks for blended learning such as Khan’s octagonal framework and the Community of Inquiry (CoI) framework; the findings of this study; the researcher’s own educational experiences; and, is grounded in the larger field of higher education. The use of blended learning has the potential to transform LIS education and training by encouraging LIS educators to reflect on their teaching and learning practices and to use the proposed framework as a guideline to design and implement pedagogically sound blended learning interventions for LIS education and training.

Evaluating e-Training for public library staff: A quasi-experimental investigation.

A comparative evaluation framework of instructional interventions for implementation of online training for public library staff would enable a better understanding of how to improve the effectiveness, efficiency and efficacy of training in certain training environments. This dissertation describes a quasi-experimental study of a two-week, asynchronous online training course that was provided at four levels of instructional intervention to public library staff in the United States. The course content addressed the complex issues of difficult patron policy development and situational coping techniques. The objective of the study was to develop and demonstrate a theoretically grounded, evidence-based impact evaluation framework. The framework was used to assess the relative impact of an online course for public librarians at four levels of instructional intervention. The researcher investigated the relationships between the type of e-Training instructional interventions and the short- and long-term impacts on participants' knowledge, self-efficacy, and workplace performance. The study used a longitudinal, quasi-experimental design that included a pretest, posttest and three-month delayed posttest with follow-up survey. 194 participants completed all three phases of the study. The evaluation tools measured course content related knowledge and self-efficacy at all three phases (pretest, posttest, and delayed posttest) and assessed workplace application of training at 3-month follow-up. The results of this study contributed to evaluation theory and learning theory literature applied to the online learning environment and informed public library staff online training practices and evaluation methodologies.

Recognition of Prior Learning (RPL) implementation in library and information science (LIS) schools in South Africa

Owing to past injustices, the South African higher education sector is characterised by inequalities of resource allocation and of learning opportunities. Through the National Qualification Framework (NQF), recognition of prior learning (RPL) was established to address the previous inequalities in higher education and training. RPL can be used as a mechanism to offer non-traditional learners such as workers, adult learners, and community workers access to learning programmes in Library and Information Science (LIS) schools. It can also be used for up-skilling within LIS sector, to enable staff to migrate from paraprofessional to professional roles. LIS schools could possibly use this approach to offer experienced but unqualified library workers opportunities for progressive professional development and career growth. Despite it being a national policy and its obvious benefits, very little is known about RPL implementation in LIS schools in South Africa. This study was conducted to investigate the nature of RPL implementation in LIS schools in South Africa and make recommendations for effective and efficient RPL practice in these schools. The study used the questionnaire as the main data collection tool. In addition, document analysis was used to validate the collected data. The results of the study indicated that there were islands of good RPL practice in LIS schools in South Africa specifically with regard to the aspect of RPL assessment process. However, certain weaknesses were identified in other aspects of RPL implementation in LIS schools including the policy environment, training of personnel conducting RPL assessment and the quality management systems. Among other things, the study recommends that RPL quality management system (QMS) should ideally be driven by the head/chair of the school/department. Furthermore, an integrated student management system should be used to monitor the progression of RPL candidates through the formal academic system post RPL. / Information Science / D. Litt et. Phil.
