No Rio Grande do Norte n?o foi diferente. Aqui, o cultivo de cana-de-a??car se manteve de forma praticamente ininterrupta do in?cio da coloniza??o at? os dias de hoje. Mas, poucos s?o os estudos que tratam dos antigos engenhos potiguares. Este trabalho tem por objetivo estudar os antigos engenhos de a??car do Rio Grande do Norte e sua rela??o com o processo hist?rico de forma??o e estrutura??o do seu litoral oriental, marcado historicamente pelo cultivo da cana-de-a??car, destacando tr?s escalas de an?lise desse territ?rio: a regional, a urbana e a arquitet?nica. Na escala regional analisamos as caracter?sticas ambientais do litoral oriental potiguar que condicionaram a implanta??o da cultura canavieira e como esta contribuiu para a forma??o das principais vias de comunica??o. Na escala urbana estudamos a forma??o e o desenvolvimento dos principais munic?pios do litoral oriental associados ? produ??o e comercializa??o do a??car. Na escala arquitet?nica analisamos as caracter?sticas dos principais remanescentes dos antigos engenhos do litoral oriental. Analisando essas tr?s escalas do territ?rio, pudemos perceber que se formou ao longo do tempo uma rede de produ??o, transporte e comercializa??o do a??car em que os fluxos dessa mercadoria (e tamb?m de m?o de obra, de capitais, etc.), circulavam entre centros de produ??o (engenhos) e centros de distribui??o e comercializa??o (portos e pra?as comerciais dos n?cleos urbanos) por interm?dio de articula??es (rios, caminhos, estradas e ferrovias), dinamizando a regi?o. Esses fluxos do a??car contribu?ram para o fortalecimento de n?cleos urbanos e para a implanta??o de vias de comunica??o e, em ?ltima inst?ncia, para o pr?prio processo de estrutura??o do litoral oriental potiguar. / Sugar was one of the first economic products in Brazil and its production was responsible for the occupation of much of the coast of what is currently defined as the Northeast, a region where the cultivation of sugar cane and the production of sugar still have economic relevance. In the State of Rio Grande do Norte it was no different. The first sugar mill was established in the seventeenth century, soon after the start of the effective colonization process of the captaincy, and sugar cane cultivation remained virtually uninterrupted to the present day. However, few studies address the old sugar mills in Rio Grande do Norte and their relation with the process of formation and organization of the state?s eastern coast, a region historically associated with sugar cane plantation. The analysis of this territory occurred according to three dimensions: the regional, the urban and the architectural. In the regional dimension, we analyze the environmental characteristics of the state?s eastern coast that conditioned the implementation of sugar cane and how this contributed to the development of the main communication routes in the region. In the urban dimension, we study the emergence and development of the east coast?s main cities associated with sugar production and commercialization. In the architectural dimension we describe the remnants of old buildings (casa grande, capela, f?brica) that made up the east coast?s mills ? that is, the material vestiges of the sugar cane culture ? and we try to identify some general characteristics of the sugar architecture in the State of Rio Grande do Norte. Such mills were the center of a network that developed along the time involving sugar production, transport and commercialization. The flow of goods (but also labor, capital, etc.) circulated among production centers (mills) and distribution and commercialization centers (ports and commercial plazas within urban nuclei) through the use of articulations (such as rivers, routes, roads and railways) therefore boosting the region. These sugar flows contributed to the strengthening of urban centers and to the development of communication routes and, ultimately, to the very process of structuring Rio Grande do Norte?s eastern coast.

The private appropriation of these accesses, for secondary residences, constitute in an issue-problem of the research. The principal goal is to analyze the relationship of the consumers/users of secondary residences with the public space; and, specifically, identify how the government has been acting and manifesting itself about the occupation of the coastal of N?sia Floresta; as also to verify how the secondary residence has been appropriating privately of the public access of the coastal. On account of the scarce literature about secondary residences and the importance of the public access to beaches for the inhabitant, the present work aims to contribute to the discussion of this theme. The secondary residences in Rio Grande do Norte began in the late nineteenth century, becoming more common in the 90s, when the coast south of Natal is appropriated from local vacationers. In 2000, foreign investment began to be applied in real state and tourism, producing closed developments, served in leisure infrastructure, trade, and hospitality, mainly to external demands. The methodology included a bibliographic survey, data collection and in l?cus observation. Applied questionnaires and interviews were performed with consumers/users of the secondary residences, permanent residents and government, respectively. To the legal grounding, taken as a reference the article. 10, of the law 7.661/88 to establish that the beaches are goods of common use . Considering the conclusive analysis of the research, can be said that the right of free access and use of the beach is committed for the benefit of the consumers/users of secondary residences, due to the negligence and omission of the government / Considerando-se que o turismo se reproduz tendencialmente privatizando as ?reas onde se instala, a resid?ncia secund?ria tem sido elemento urbano respons?vel pela apropria??o privada dos espa?os p?blicos litor?neos de N?sia Floresta. A apropria??o privada desses acessos, por resid?ncias secund?rias, se constitui na quest?o-problema da pesquisa. O objetivo geral ? analisar a rela??o dos consumidores/usu?rios de resid?ncias secund?rias com o espa?o p?blico; e, especificamente, identificar como o poder p?blico vem atuando e se manifestando com rela??o a ocupa??o do litoral nisiaflorestense; como tamb?m verificar de que forma a resid?ncia secund?ria tem se apropriado privadamente dos acessos p?blicos costeiros. Em raz?o da escassa bibliografia sobre resid?ncias secund?rias e a relev?ncia dos acessos p?blicos ?s praias para o cidad?o, o presente trabalho pretende contribuir com a discuss?o dessa tem?tica. A resid?ncia secund?ria no Rio Grande do Norte iniciou-se no fim do s?culo XIX, tornando-se mais comum na d?cada de 90, quando o litoral ao sul de Natal ? apropriado por veranistas locais. Nos anos 2000, investimentos externos come?aram a ser aplicados no setor imobili?rio e tur?stico, produzindo empreendimentos fechados, servidos de infraestrutura de lazer, com?rcio, e hotelaria, predominantemente para demandas tamb?m externas. A metodologia compreendeu levantamento bibliogr?fico, coleta de dados e observa??o em l?cus. Aplicaram-se question?rios e realizaram-se entrevistas junto aos consumidores/usu?rios de resid?ncias secund?rias, moradores permanentes e poder p?blico, respectivamente. Para a fundamenta??o jur?dica, tomou-se como refer?ncia o art. 10, da Lei 7.661/88 por estabelecer que as praias s?o bens de uso comum do povo . Considerando-se as an?lises conclusivas da pesquisa, pode-se afirmar que o direito de livre acesso e uso da praia est? comprometido em benef?cio dos consumidores/usu?rios de resid?ncias secund?rias, devido a neglig?ncia e omiss?o do poder p?blico, em n?o aplicar a legisla??o pertinente.
