A research of regulations on poverty issues

The right of existence in the Constitution and the living support to request right in Public Assistance Act ensure the right to minimum of subsistence. But the right of existence in the Constitution ensures individual right, Public Assistance Act ensures family. It is specifically feasible to discuss that the living support to request right in Public Assistance Act is enacted to care for the people of low incomes and help them to live on themselves in a moment. This paper studies regulations of Public Assistance primarily. Therefore the research project of this paper includes¡GThe living supports to request right, administrative organ¡¦s organization, the regulations of behavior do conform to legally the administrative requirement. Second, the administrative relief, the judicial relief and Legal Aids Act forming a complete set. Third, by the principle of equity examines regulations of Public Assistance, that whether it is to be suitable ¡§the substantive equality under law¡¨. To be brief, this paper anticipates constructing more rational regulations of poverty.

Study on establishing foreign worker managerial system under perspective of national cultural dimensions¡XUsing Filipino workers in ASE as a case study

With the takeoff economy in 1980¡¦s, which we call ¡§the era of economy miracle¡¨, many working opportunities boomed at that time in Taiwan. Plus the prevalent education and the low birth rate has stagnated the growth of labors which resulted in more and more mid-sized companies feel the shortage of labor force. In view of those factors, government has approved importing foreign workers for the first time in the year of 1989. Since those foreign workers come from different countries where cultures have dissimilarities from those in Taiwan, while managing those workers, different cultural backgrounds, religions, values and customs need to be taken into account. The purpose of this paper is to study foreign worker management under national cultural dimensional perspective. The respondents are Taiwanese and Filipino entry level workers from ASE (Advanced semiconductor Engineering Group), the world's largest provider of independent semiconductor manufacturing services in assembly and test. located in NEPZ (Nantze Economic Processing Zone). The research methodology I used is a re-fined paper questionnaire based on Hofstede¡¦s international attitude survey which was revised by Lu Long-Chuan to incorporate a much more suitable questions for industries, From the results, we know that different management should be applied to foreign workers who have different cultures from Taiwanese. Filipino workers have higher mean on ¡§Power distance¡¨, ¡§Masculinity¡¨, and ¡§Individualism¡¨, and Taiwanese workers have higher mean on ¡§Uncertainty avoidance¡¨ and ¡§Long term orientation¡¨. The higher mean, the higher inclination to each dimension. By incorporating those dimension inclinations with living management and working management, plus the interviews, I came up with improved management for employers¡¦ references.

Abstract With respect to the combining program of ROC Military Academy, Naval Academy, Air Force Academy, the ROCMA has been conducting organization transformation and personnel downsizing since 2005; however, due to the time constraint, the rashly conducting of those works mentioned above has caused sense of instability and pressures to most of the school staff and faculty members. Besides, it may also affect the work quality and living contentment of the school staff and faculty members. This research, The Effect of Organization Transformation to the Work Quality and Living Contentment of the Organization Members, is focused on the school staff and faculty members of the ROCMA. It discusses the correlation between the organization transformation, the quality of work and the contentment of living, in order to provide the policy making element the references in making the follow up organization transformation policies avoiding the loss on the quality of work and the focus of living; therefore, the transformation policies could be implemented along with the improving of organization performance and the achieving of mission objectives. Through the focus group interview and questionnaires design, the following results are found, and they could be applied to the plan and personnel sections as references: The research is focus on ROCMA staff and faculty members besides general officers. 400 surveys were sent out, and 362 of them are valid, so the valid survey return rate is 90.5%. The results are: 1) The variables of organization transformation and work quality are positively correlated. 2) The variables of organization transformation and the contentment of living are positively correlated. 3) The quality of work and the contentment of living are significantly correlated; in which, the quality of work is positively correlated with the contentment of living in the aspects of work autonomy, work significance and work versatility; in the aspects of work feedback and work developing, however, the correlation is not significant. The contentment of living is positively correlated with the work quality in the aspects of organization rules, group relationship, job security and work reorganization; in the aspects of work environment and welfare though, the correlation is not significant. The suggestions according to this research are as follows: the simplicity of transformation process and the management theory should be combined for the research object during the transformation period in order to increase the efficiency, minimize redundant works, and avoid lobbying for jobs so that every jobs can be took by suitable person; finally, the way to reach the perfection and increase transformation efficiency with all the organization members¡¦ expectation is to correct exactly all the problems found during transformation period. A Study of Administrative Division Adjustment in Taiwan

In view of globalization, technology and the influence of the technological progress in transportation, after the opening of the high-speed railway in 2007, the distance from north to south becomes much shorter, thereby pushing through the formation of the one-day living circle. What¡¦s more, due to the development of the metropolitan areas, the gap between urban and rural areas is shortened. Therefore, the primary mission for Taiwan¡¦s administration in the future should be not only to rethink the distribution of the current 23 counties and 358 township cities, but to figure out the appropriate adjustments. With more than 50 years of H.R.(Home Rule) in Taiwan, the relationship between the central government and local ones has been inconsistent. Local governments actively seek to build the major public constructions, such as setting up the Science Park, ports, airports, one characteristic for one town¡Kand so on. However, these phenomena lead to the reduplication of administrative resources, the unequal distribution of social resources, the excessive personnel costs caused by the operation of the system, and the heavy financial burden to local governments. Hence, we must rethink how the regions should be redrawn in coordination with such ways as national land planning, city planning or establishment of divisional laws for administrative regions. This policy-making process not only involves political, administrative, social, legal, and economic dimensions, but also attracts many politicians¡¦ attention. Only through the theories and practice will the sustainable development of Taiwan's system be established. As a result of the necessities and urgency for the redistribution of the administrative regions, this paper, in conclusion, takes the viewpoint of land-planning framework and network , as well as proposes to use the idea of regional government to help all counties solve cross-border governance issues. Furthermore, owing to highly political attention, the issue for the adjustment of administrative division may be settled by civic awareness, promotion of civic accomplishments, or even a referendum in the end.

Reuse of Grey water in Peri-urban areas in Dar es Salaam, Tanzania : Minor Field Study

<p>The purpose of this thesis is to understand and analyse the issues of grey water generation and disposal in peri-urban areas of Dar es Salaam in Tanzania and to propose a suitable solution to which includes designing a treatment system for grey water (water from shower, washing and kitchen). The purification will eliminate the sanitation issues that are brought by exposing untreated grey water to the environment as well save freshwater. This will be implemented with regard to local conditions in Dar es Salaam, Tanzania.</p><p>Water-borne and vector-borne diseases are mainly brought by untreated grey water, which sadly enough causes thousands of death cases every year in Tanzania. The year between 2004- 2005, 154551 cases of dysentery were reported with 170 deaths. It was also reported, 863488 cases of typhoid with 1167 deaths and last but not least 12923 cases of cholera from with 350 deaths. Deaths that were caused by diarrhoea were also reported, whereby, 90 % of them are children.</p><p>According to the interviews that were conducted, people would not want to recycle the grey water for example for washing due to socio-cultural context where water is considered dirty even after treatment. They had difficulties in believing that the same dirty grey water can be purified and reused again for various domestic activities.</p><p>The conducted characterisation of grey water showed the tested grey water has relatively high levels of BOD, basic pH, higher than average values of TSS, relatively low levels of DO, increased salinity and average level of FC. The analyses were performed on the most polluted grey water from every source. The volume of household produced grey water varies strongly, depending on socio-economic situation of the household and type of access to water supply. From estimation, the volume varies approximately between 60 -160 l/day and household for a low income household.</p><p>Living wall was proposed as grey water treatment system, because of its suitability to the peri-urban settlement and tropical climate. The system consists of concrete boxes placed over each other, filled with inner porous material and planted with plants. The system purifies grey water as it percolates through it and at the same time provides a vertical space for growing plants.</p><p>The plants for the treatment system were chosen to Typha latifolia and Scirpus species. The plants are growing in Tanzania and are being used for wastewater treatment purposes. The plants are tolerant to increased salinity and can grow in alkaline soil.</p><p>The cleaning effectiveness of the system was not tested, but only roughly estimated with help of values from a similar treatment system build in Gotland, Sweden.</p><p>Hence, the reuse of grey water in this geographical location suits best for irrigation in rural and peri-urban areas with potential for agriculture as well as groundwater recharge in the peri-urban and urban areas. Recharging groundwater with treated grey water has a potential to be observed as an indirect and long term reuse of the water as it reconnects in the hydrological cycle.</p>
