High Occupancy Toll Lanes with a Refund Option: A Stated Preference Survey of the Phoenix-Metropolitan Area

abstract: Managed Lanes (MLs) have been increasingly advocated as a way to reduce congestion. This study provides an innovative new tolling strategy for MLs called the travel time refund (TTR). The TTR is an “insurance” that ensures the ML user will arrive to their destination within a specified travel time savings, at an additional fee to the toll. If the user fails to arrive to their destination, the user is refunded the toll amount. To gauge interest in the TTR, a stated preference survey was developed and distributed throughout the Phoenix-metropolitan area. Over 2,200 responses were gathered with about 805 being completed. Exploratory data analysis of the data included a descriptive analysis regarding individual and household demographic variables, HOV usage and satisfaction levels, HOT usage and interests, and TTR interests. Cross-tabulation analysis is further conducted to examine trends and correlations between variables, if any. Because most survey takers were in Arizona, the majority (53%) of respondents were unfamiliar with HOT lanes and their practices. This may have had an impact on the interest in the TTR, although it was not apparent when looking at the cross-tabulation between HOT knowledge and TTR interest. The concept of the HOT lane and “paying to travel” itself may have turned people away from the TTR option. Therefore, similar surveys implementing new HOT pricing strategies should be deployed where current HOT practices are already in existence. Moreover, introducing the TTR concept to current HOT users may also receive valuable feedback in its future deployment. Further analysis will include the weighting of data to account for sample bias, an exploration of the stated preference scenarios to determine what factors were significant in peoples’ choices, and a predictive model of those choices based on demographic information. / Dissertation/Thesis / Masters Thesis Civil and Environmental Engineering 2015

HOT Lanes with a Refund Option and Potential Application of Connected Vehicles

abstract: Priced Managed Lanes (MLs) have been increasingly advocated as one of the effective ways to mitigating congestion in recent years. This study explores a new and innovative pricing strategy for MLs called Travel Time Refund (TTR). The proposed TTR provides an additional option to paying drivers that insures their travel time by issuing a refund to the toll cost if they do not reach their destination within specified travel times due to accidents or other unforeseen circumstances. Perceived benefits of TTR include raised public acceptance towards priced MLs, utilization increase of HOV/HOT lanes, overall congestion mitigation, and additional funding for relevant transportation agencies. To gauge travelers’ interests of TTR and to analyse its possible impacts, a stated preference (SP) survey was performed. An exploratory and statistical analysis of the survey responses revealed negative interest towards HOT and TTR option in accordance with common wisdom and previous studies. However, it is found that travelers are less negative about TTR than HOT alone; supporting the idea, that TTR could make HOT facilities more appealing. The impact of travel time reliability and latent variables representing psychological constructs on travelers’ choices in response to this new pricing strategy was also analysed. The results indicate that along with travel time and reliability, the decision maker’s attitudes and the level of comprehension of the concept of HOT and TTR play a significant role in their choice making. While the refund option may be theoretically and analytically feasible, the practical implementation issues cannot be ignored. This study also provides a discussion of the potential implementation considerations that include information provision to connected and non-connected vehicles, distinction between toll-only and refund customers, measurement of actual travel time, refund calculation and processing and safety and human factors issues. As the market availability of Connected and Automated Vehicles (CAVs) is prognosticated by 2020, the potential impact of such technologies on effective demand management, especially on MLs is worth investigating. Simulation analysis was performed to evaluate the system performance of a hypothetical road network at varying market penetration of CAVs. Uma rede local necessita ter a sua configuração gerenciada para manter a sua utilidade dentro da organização a qual pertence. Esta gerencia a complicada pela heterogeneidade da rede e pela sua importância dentro da organização. A tentativa de solucionar este problema passa pela utilização de um padrão de gerencia de rede e pelo desenvolvimento de ferramentas que permitam a gerencia eficiente da rede pelo administrador. Este trabalho apresenta uma proposta de gerencia de configuração de redes locais. São apresentados os objetos gerenciados necessários a gerencia de configuração. Parte destes objetos são previamente definidos pela IAB (Internet Activities Board) em normas; e parte 6 definida neste trabalho. Os objetos são definidos de acordo com o formato proposto pela IAB. Entretanto, para que os objetos sejam definidos, é necessário, antes, que as funções de gerencia de configuração_ sejam delineadas. Os objetos são definidos a partir das funções que se deseja executar. Portanto, antes da apresentação dos objetos, são definidas funções de gerencia de configuração. Também é apresentada a implementação de um protótipo de gerente que realiza varias das funções definidas no trabalho, utilizando o padrão SNMP (Simple Network Management Protocol). Este protótipo utiliza o pacote de programas CMU (Carnegie Mellon University) SNMP para a implementação das funções. A partir do protótipo pode-se perceber como se realizam as funções de gerencia e como deve ser a interface de , um gerente de configuração, a fim de que este seja •realmente útil nas tarefas do administrador da rede. Por ultimo, e feita uma modelagem dos objetos gerenciados de acordo com a norma OSI (Open Systems Interconnection). Várias são as modificações decorrentes delta modelagem diferenciada. Silo apresentadas as diferenças que ocorrem na gerencia de configuração quando se utiliza o modelo de dados OSI, em vez do modelo de dados Internet. / In order to keep a LAN useful to its organization, its configuration has to be managed. Heterogenity and importance of networks makes management more difficult. An attempt to solve this problem has to consider the management standards and the development of tools which allow an efficient network management. This work presents a proposal of local area network configuration management. Managed objects necessary to manage configuration are presented. Part of these objects are, previously, define in IAB (Internet Activities Board) standards, and part of them are defined here. Objects are defined according to the format proposed by IAB. However, before the definition of objects, it is necessary to define configuration management functions. Objects are defined according to the functions one wants to implement. Thus, before the presentation of objects, configuration management functions are defined. It is also presented a manager prototype which executes many of the functions defined in this work, using SNMP (Simple Network Management Protocol). The prototype uses CMU (Carnegie Mellon University) SNMP software package to implement functions. It is possible to notice, from the prototype, how functions are realized and which characteristics the interface of a configuration manager must have to be useful in the tasks performed by human manager. Finally, modelling of managed objects is done according to OSI (Open Systems Interconnection) standards. Many changes occur because of this diferent modelling. The changes in configuration management which occurs when one uses OSI data model, instead of Internet data model, are presented.

A Praia de Redonda tem o segundo maior contingente populacional do municÃpio a que pertence â IcapuÃ, com 3.000 habitantes, com um total de aproximadamente 610 famÃlias, e tem o segundo maior nÃmero de embarcaÃÃes à vela destinadas à pesca de lagosta, atrÃs somente da capital Fortaleza. O estudo propÃe a construÃÃo de um modelo de gestÃo participativa â co- gestÃo â que pode promover a conservaÃÃo da pesca e dos recursos pesqueiros em grande escala, a partir da implementaÃÃo de modelo piloto em comunidades pesqueiras, integrando o elemento humano (usuÃrio) ao manejo pesqueiro. O objetivo geral dessa proposta foi realizar um levantamento do estado da arte do setor pesqueiro na comunidade de Redonda e estabelecer um marco de trabalho para o desenho dos planos de gestÃo dos recursos pesqueiros. Os planos de gestÃo incorporam princÃpios de sustentabilidade utilizando uma aproximaÃÃo de gestÃo integrada das Ãreas costeiras. O modelo de gestÃo foi baseado na participaÃÃo de todos os agentes envolvidos no setor pesqueiro, local ou nÃo, participando no processo de desenho, elaboraÃÃo e implementaÃÃo do plano de co-gestÃo. O estudo comeÃou a partir da aceitaÃÃo da necessidade de um novo modelo de gerenciamento pesqueiro cooperativo na Comunidade objeto do estudo, passando pela compreensÃo de que o sucesso da co-gestÃo pesqueira nÃo à somente dependente da boa implementaÃÃo do programa, mas tambÃm sobre o modo de como a idÃia foi concebida. Nosso foco no estÃgio da prÃ- implementaÃÃo nos levou a examinar a origem da idÃia e de que maneira, ou circunstÃncias, esse processo comeÃou na Comunidade para, a partir desse ponto, ter inÃcio a fase de levantamento de dados. A coleta de dados foi realizada entre 2007 e 2010 e esteve baseada na coleta de dados primÃrios e dados secundÃrios. O principal conflito relatado por moradores na Praia de Redonda à a luta de seus pescadores contra a presenÃa de mergulhadores na Ãrea de pesca de Redonda. A soluÃÃo da crise apresentada pela populaÃÃo à a criaÃÃo de uma AMP - Ãrea Marinha Protegida, com 2.200 kmÂ, dentro do que preconiza a lei do SNUC â Sistema Nacional de Unidades de ConservaÃÃo, beneficiando 13 comunidades pesqueiras pertencentes aos municÃpios de Aracati e Icapuà e aproximadamente 1930 pescadores. Foram contabilizadas 229 embarcaÃÃes pesqueiras somente em Redonda e, dessas, 180 unidades sÃo denominadas bote de casco e representam 78,6% da frota local. As principais artes de pesca utilizadas em Redonda sÃo as cangalhas para a captura de lagosta, enquanto que para a captura de peixe sÃo utilizadas as redes de espera, espinhel e linha de mÃo. A produÃÃo mÃdia de lagosta viva desembarcada em Redonda, no perÃodo de 2004 a 2009 foi 47,8 kg/barco/dia. AlÃm de lagosta, os peixes mais pescados sÃo: guaiÃba, cioba, dentÃo, sirigado, guarajuba, cavala, dourado, agulhÃo e albacora. O estudo demonstra a necessidade da implementaÃÃo do sistema de co-gestÃo pesqueira para a pesca artesanal na regiÃo leste do Estado como forma de propiciar a sustentabilidade da atividade pesqueira. / Redonda, a fishing village that is 200 km away from Fortaleza, capital of Cearà State - Brazil, located at geographical coordinates 04 25â 28,79â S and 037 54â 17,97â W. Redonda Beach has the second largest population in the city, to which it belongs - IcapuÃ, with 3,000 inhabitants, with a total of about 610 families and a large number of sailing lobster boats, second only to the State capital, Fortaleza. The purpose of this study is the building of a model of participative management â co-management â which can promote the conservation of fisheries and fishery resources in a large scale, through the implementation of a pilot model in artisanal fisheries villages, integrating the human element (user) to fisheries management. The overall objective of this proposal was to survey the state of the art of the fishing sector in the Redonda community and establish a frame of work for the design of management plans for fishery resources. Management plans incorporate principles of sustainability using an approximation of integrated management of coastal zones. The management model was based on the participation of all stakeholders in the local fishing industry or not, participating in the process of designing, developing and implementing the plan of co-management. The study began by accepting the need for a new model of cooperative fishery management in the Community object of study, and realizing that the success of fisheries co-management is not only dependent on the successful implementation of the program, but also how the idea was conceived. Our focus at the pre-implementation stage led us to examine the origin of the idea and in what manner, or circumstances, this process began in the Community, and from there, began the data collection phase. Data was collected between 2007 and 2010 and was based on primary and secondary data. The main conflict reported by residents in Redonda Beach is its fishermenâs struggle against the presence of divers in the fishing area of Redonda. The solution presented by the population was the creation of an AMP - Marine Protected Area, with 2,200 square kilometers, in accordance with SNUC - National System of Conservation Units, benefiting 13 fishing communities belonging to the municipalities of Aracati and Icapuà and about 1,930 fishermen. In Redonda, alone, 229 fishing boats were accounted for out of which 180 are called boat hull and represent 78.6% of the local fleet. The main fishing gear used are cangalhas to catch lobster and fish is caught through the use of gill nets, longlines and hand line. The average landing of live lobsters in Redonda, from 2004 through 2009 was 47.8 kg/boat/day. Other than lobster, some important landed species are: yellowtail snapper, red snapper, dentÃo, sirigado, guarajuba, mackerel, dourado, marlin and yellowfin tuna. The study demonstrates the need of implementation of a fisheries co- management system for artisanal fisheries in the eastern coast of the State as a means to provide the sustainability of the fishing activity.

A critical evaluation of the introduction of managed health care into the South African private health care industry

M.Comm. / Health care is recognised as a basic human right. The current position of private health care in South Africa is of great concern. Not only is health care almost unaffordable but the future quality of health care also causes great concern. With this in mind it is obvious that alternatives to conventional medical aids and health insurance are necessary to guarantee the continued availability of quality medical care to the South African public. Most people would agree that our private sector health care system is characterised by a depressing history of inadequate planning, control and management. It is for this reason that amendments to the Medical Schemes Act were considered necessary. Certain of these amendments will extend the role played by medical schemes in the management of health care resources. This will result in the traditional boundaries and relationships between the public, health professionals and health care facilities, and the financiers in our private health care system being altered. A new philosophy will evolve based on open and participative practices, as well as increased coordination, integration and cooperation (Veliotes et al, 1993: 12). Internationally, the health care objectives of most countries are to provide access to highquality care for all the people, and to provide this care efficiently and effectively. In the last decade the task of achieving these potentially conflicting objectives has become more difficult. At present, private health care is funded by medical schemes, health insurance companies, employers and individuals themselves. Neither medical aids nor health insurance companies are able to contain the rise in health care cost, which has led to the emergence of a new method of finding, namely Managed Health Care (MHC). Health care cost has accelerated at a rate far above the consumer price index(CPI). Rising health care costs in the private sector have been blamed on structural inefficiencies in the medical aid system. While patients have little incentive to minimise care expenditure, providers have an incentive to overuse the system.

Computer Competencies for School Administrators

The problem with which this study is concerned is that of identifying, validating, and ranking a set of computer competencies for school administrators. A set of thirty five proposed computer competencies for school administrators was prepared and submitted for validation to a panel composed of ten members. These ten panel members judged the competencies and suggested additional competencies that they felt should be added to the list of proposed competencies. These additional competencies were also validated by this panel. A final list of forty-two validated competencies was established and submitted to a panel composed of thirty-one members for the purpose of determining the importance the panel members attached to each competency.

Assessing the Integration of Technology into the Academic Administrative Environment: College Administrators and Microcomputers

This study was conducted to determine the administrative functions that community college academic administrators perform with microcomputers; to identify demographic characteristics that distinguish administrators who rate their overall use of the microcomputer higher than others; to ascertain whether the importance placed on (1) microcomputer uses, (2) computer training, and (3) non-training conditions affecting computer use differed from the perceived current uses, training, and adequacy of conditions. Data for this study were collected through a survey instrument that was devised and evaluated for use in the study. The survey instrument was delivered during the fall, 1984 semester to the forty—two division chairs serving at the seven colleges that comprise the Dallas County Community College District. Thirty five division chairs responded to the survey for an 83.33 per cent return rate, and thirty-four of the survey forms returned were useable for analysis.

Thesis title: Insolvency of a managed person and the consequences for the corporate group This thesis deals with the bankruptcy of controlled affiliate and its legal consequences for operating of the whole corporate group in the Czech legal system. Firstly, it states the theoretical basis for the legal regulation of corporate groups and their basic elements - corporations. In relation to the regulation of corporate groups it points out the conflict between entity approach and enterprise approach, both addressing the corporate group differently with respect to corporate personality. It further provides a brief explanation on the nature of bankruptcy and defines it as an occasion where the ownership of the corporation does in fact fundamentally change. Secondly, it introduces some legal instruments of the company law and the law of the corporate groups governing both, the liability of controlling entity for its conduct in the management of the controlled affiliate and the duties of persons with certain functions or influence over the corporation in the so called twilight zone of insolvency. It is argued that the object of such provisions is to prevent the bankruptcy and to provide a remedy to creditors and shareholders in case of abuse of the corporate group structure by the controlling entity. Further there is mentioned the basic arrangement and the parting of the logistics and also there are described the methods used in the logistics, there's also shown company's strategy and its objectives. The second part of diploma work is devoted to the characteristic of the material parts entering to the production of the view ABC analysis, there's also pointed out to the distinctness in character of difficulty with ensurance these items of the view purchase costs and costs of production. Further there's an illustration of usage the ABC analysis as an instrument for inventory management and some possible resource while usage logistic technologies. The objective of the third part is the identification of individual types of productions namely of the view of the characteristic the consumption of parts and recommendation what is the optimal way of supply for a particular kind of the production of the view Vendor Managed Inventory while connection accessories supply by system Kanban-TB. The last part of diploma work is devoted to the process of implementation the system Kanban-TB into the practise, where's dealt with a concrete real example of system implementation to the manufacturing corporation of company Gama. Whole process is described from the starting identification of requirements upon this system, its processing, up to its full implementation including representation of brought effects and savings.
