Comparative modelling of phosphorous production in rural catchments

Thesis (M.Ing.)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: The objective of this research has been to compare nonpoint sources assessment techniques for simulating phosphorous production in rural catchments which have a variety ofland use types. Four nonpoint source assessment techniques capable of simulating phosphorous production, operating at different spatial and temporal resolutions, were selected after an intensive literature review. The model selection criteria included the capability to simulate phosphorous production, the need for the study to cover a range of spatial and temporal resolutions, model data requirements, model affordability and availability in South Africa. The models selected using these criteria are the Phosphorous Export Model (PEM) (Weddepohl & Meyer, 1992), Impoundment and River Management and Planning Assessment Tool for Water Quality Simulation Model (IMPAQ) (DWAF,1995), the Hydrological Simulation Program Fortran (HSPF) (Bricknell,1993) and the Agricultural Catchments Research Unit Model (ACRU) (Smithers and Caldecott, 1994). Four ofthe study catchments were selected within the Berg River basin in the Western Cape and the remaining four were selected within the Amatole catchments in the Eastern Cape. The four subcatchments in the Berg River basin are the Twenty-Four Rivers, Leeu River, Kompanjies River and Doring River catchments and the four in the Amatole catchments are the Upper Buffalo, Cwencwe, Yellowwoods and Gqunube River catchments. The range of land use/cover types comprises: Western Cape catchments : wheat, grapes, natural vegetation and forestry Eastern Cape catchments : natural vegetation and forestry The PEM and IMPAQ models were applied reasonably successfully to all the catchments to simulate phosphorous production, with the observed flow as the input. The HSPF model could not successfully be applied to the catchments to simulate both the catchment hydrology and phosphorous production. Hence, the investigation into HSPF was abandoned, and in its place, the ACRU daily phosphorous yield model was incorporated at a fairly late stage in the research. ACRU was applied to only the Western Cape catchments. The estimated parameters for different land use types were compared to investigate the potential for parameter transfer in space and time. Both the PEM and IMP AQ models showed promise that land use parameters could be transferred in time for catchments located in the Western Cape catchments, but did not show promise for catchments located in the Eastern Cape. The IMPAQ model showed promise that land use parameters could be transferred in space for catchments located in the Eastern Cape, but did not perform as well in the Western Cape catchments. The PEM model showed promise that land use parameters could be transferred in space for catchments located in the Western Cape, but did not perform as well in the Eastern Cape. Since the ACRU phosphorous yield model was included at a late stage of the research, the potential for land use parameter transfer in space and time could not investigated. The model results were verified at the relevant flow and water quality gauging stations. The ACRU phosphorous model verification results showed promise for catchments located in humid parts of the Berg River basin, but did not perform as well in the catchment located in the semi-arid part. RECOMMENDATIONS FOR FURTHER RESEARCH: I. Intensive research should be undertaken to develop a database ofland use parameters/ export coefficients related to phosphorous production (and other non-conservative constituents) in South African catchments. Availability of these parameters would make phosphorous modelling much easier. HSPF should be configured and calibrated, more especially its water quality component, for catchments with hourly rainfall and rainfall stations located within/on the catchment boundaries, to investigate its performance under South African conditions. Given the complexity of the HSPF algorithms and the time required to familiarise oneself with the model, it is recommended that such an investigation be undertaken which is not inclusive of any other models. The spatial resolution ofPEM is extremely coarse, and should be improved to allow the user to partition the total flow in the catchment according to contributions from the variety ofland use types and to estimate soluble and particulate phosphorous parameters for each land use type. A study should be undertaken to investigate the potential for the ACRU phosphorous yield model parameter transfer in time and space. Sampling frequency of water quality data in South Africa should be improved, because it is difficult to assess the performance of the calibrated water quality models, more especially phosphorous export models, due to a lack of continuous data sets. Rainfall data collection in gauged catchments, more especially Western Cape catchments (e.g. Twenty-Four Rivers, Leeu, Kompanjies and the Doring River catchments), should be improved. There should be at least one rainfall gauging station located within the catchment boundaries. This would contribute towards achieving reasonable hydrological calibration or verification. Since runoff is the driving factor for water quality components, improved hydrological calibration/verification would result in reasonable water quality calibration/verification. / AFRIKAANSE OPSOMMING: Die doel van die navorsing was om die simulering van fosfaat produksie in landelike gebiede, wat 'n verskeidenheid grondgebruike het, met behulp van nie-punt bron evaluerings tegnieke te evulaeer. Vier nie-punt bron evaluerings tegnieke, met die vermoë om fosfaat produksie op verskillende ruimtelike en tyds resolusies te simuleer, is gekies na 'n intensiewe ondersoek van beskikbare literatuur. Die kriteria vir die keuse van die model het ingesluit die vermoë om fosfaat produksie te simuleer, die behoefte vir die studie om 'n reeks van ruimtelike en tyds resolusies te simuleer, model data vereistes, model bekostigbaarheid en beskikbaarheid in Suid Afrika. Die HSPF model kan nie met enige sukses gebruik word om beide die opvanggebied hidrologie en fosfaat produksie, te simuleer nie. Beskikbaarheid van hierdie parameters sal fosfaat modellering vergemaklik. Die HSPF model moet opgestel en gekalibreer word, meer spesifiek ten opsigte van die waterkwaliteit komponent, vir opvanggebiede met uurlikse reënval en reënvalstasies binne of op die opvanggebied grense, om die model se vertoning onder Suid Afrikaanse omstandighede te ondersoek. Gegewe die kompleksiteit van die HSPF algoritmes en tyd benodig om met model vertroud te raak, word dit aanbeveel dat so 'n ondersoek onderneem word met uitsluiting van die ander modelle. Die ruimtelike resolusie van die PEM model is uitermatig grof, en behoort verbeter te word ten einde die gebruiker toe te laat om die totale vloei in die opvanggebied in ooreenstemming met die bydraes van die onderskeie grondgebruik tipes te verdeel en om oplosbare en partikulere fosfaat parameters vir elke grondgebruik tipe te beraam. Die frekwensie van waterkwaliteit monitering in Suid Afrika moet verbeter word, aangesien dit moelik is om, weens 'n gebrek aan deurlopend waargenome data, die vertoning van gekalibreerde waterkwaliteit modelle te ondersoek, meer spesifiek nog fosfaat uitvoer modelle. Reënval inligting versameling in gemete opvanggebied, meer spesifiek die Wes-Kaap opvanggebiede (bv.Vier-en-Twintigriviere, Leeu, Kompanjies en Doringrivier opvanggebiede), behoort verbeter te word. Daar behoort ten minste een reënval stasie binne die opvanggebied grense te wees. Dit sal bydra tot die bereiking van redelike hidrologiese kalibrasie ofverifikasie. Aangesien afloop die dryfveer van die waterkwaliteit komponente is, sal verbeterde hidrologiese kalibrasie/verifikasie lei tot redelike waterkwaliteit kalibrasie/verifikasie.

Uma das modalidades de operadoras que mais têm tido dificuldade na sobrevivência são as filantrópicas, apesar de sua importância para o setor de saúde. Entre as dificuldades, a principal delas está relacionada a parte financeira. Foi utilizada, neste estudo, uma abordagem quanti-qualitativa, sendo a primeira etapa um conjunto de indicadores econômico-financeiros para analisar o impacto da gestão financeira no desempenho das operadoras de planos de saúde. Na etapa qualitativa, estudou-se em profundidade duas operadoras de planos de saúde filantrópicas. Ainda que muito se discuta acerca da sinistralidade, o custo das operadoras não representa um diferencial entre elas, tendo como principal fator competitivo e de sobrevivência a gestão financeira. Foi possível identificar que práticas como instituição de comitê financeiro, realizações diárias e definição de caixa mínimo aprimoram o desempenho da OPS. Nesse sentido, é essencial que as companhias deste segmento direcionem esforços para a melhoria da gestão financeira, uma vez que os custos estão equiparados para operadoras de bom e mau desempenho financeiro. / One of the modalities of operators who have had the most difficulty in survival are the philanthropic ones, despite their importance for the health sector. Among the difficulties, the main one is related to the financial part. In this sense, the study used a quantitative-qualitative approach, the first stage being a set of economic-financial indicators to analyze the impact of financial management on the performance of healthcare plan operators. At the qualitative stage, two philanthropic health plan operators were studied and depth. Although much is discussed about the accident rate, the cost of the operators does not represent a differential between them, having as main competitive and survival factor the financial management. It was possible to identify that practices such as financial committee institution, daily realizations and definition and minimum cash register improve health plan operator\'s performance. In this sense, it is essential that companies in this segment direct efforts to improve financial management, since the costs are equated to operators with good and poor financial performance.

Microclima e ocorrência de ramulose no algodoeiro em diferentes densidades populacionais. / Microclimate and ocurrence of ramulose in different cotton plant population densities.

Com o objetivo de avaliar o microclima e a ocorrência de ramulose (Colletotrichum gossypii South. var. cephalosporioides Costa) em diferentes densidades populacionais do algodoeiro (Gossypium hirsutum L. var. latifolium Hutch.), foi conduzido um experimento com as cultivares IAC 23 e Coodetec 401, em espaçamento de 0,9 m entre linhas e com 5, 10 e 15 plantas por metro na linha de plantio, perfazendo um total de seis tratamentos, subdivididos em parcelas inoculadas e não inoculadas com o fungo. A temperatura do ar medida na altura do terço superior da cultura apresentou diferença significativa em relação à medida a 2m do solo, na estação meteorológica, mas, não significativa entre as diferentes densidades. A umidade relativa foi maior quanto maior a densidade da cultura e significativamente menor na estação meteorológica. Porém, essa diferença ocorreu na fase inicial da cultura pois, a partir de um determinado grau de desenvolvimento, as diferenças entre densidades se minimizaram. A duração do período de molhamento (DPM) ocorreu de modo análogo à umidade relativa, porém com diferenças proporcionalmente maiores entre as densidades. Aos 30 dias após emergência (DAE), a DPM foi, em média, de 9,4, 10,2 e 11,7h, respectivamente, nas densidades de 5, 10 e 15 plantas por metro. Aos 45 DAE, a DPM foi de 11,2, 12,3 e 13,6h, nas mesmas densidades, respectivamente. Houve grande diferença de intensidade de doença entre as duas cultivares mas, não houve diferenças entre as três densidades, mesmo ocorrendo diferenças significativas entre os microclimas. Atribuiu-se a isso as condições macroclimáticas amplamente favoráveis ao patógeno, no decorrer do experimento. A área sob a curva de progresso da doença (AUDPC) nas parcelas inoculadas foi, em média, de 108 unidades na cultivar IAC 23 e 238 unidades na Coodetec 401. Nas não inoculadas, a AUDPC foi de 52 e 61 unidades, respectivamente. A duração da área foliar (DAF) entre 0 e 150 DAE, nas densidades de 5, 10 e 15 plantas por metro foi, respectivamente de 351, 502 e 645 IAF.dia na cultivar IAC 23, sem diferença entre parcelas inoculadas e não inoculadas. Na cultivar Coodetec 401, a DAF foi de 276, 482 e 606 IAF.dia nas parcelas não inoculadas, com redução de 8%, 22% e 20% nas parcelas inoculadas. Praticamente não houve diferença de rendimento de algodão em caroço entre as densidades. Na cultivar IAC 23 o rendimento foi de 0,42 Kg.m -2 nas parcelas não inoculadas e de 0,36 Kg.m -2 nas inoculadas. Na cultivar Coodetec 401, o rendimento foi de 0,44 Kg.m -2 nas parcelas não inoculadas e de 0,24 Kg.m -2 nas inoculadas. Com o monitoramento microclimático foi possível identificar um período bastante favorável à ocorrência da infecção, o qual precedeu um explosivo aumento de incidência da doença, próximo aos 87 DAE, que se caracterizou por um período com temperaturas noturnas menores, que 14ºC - o que aumenta o grau de predisposição do algodoeiro às doenças - seguido de dias com elevada umidade relativa do ar e DPM. / With the goal of evaluating the microclimate and the occurrence of ramulose (Colletotrichum gossypii South. var. cephalosporioides Costa) in cotton (Gossypium hirsutum L. var. latifolium Hutch.) crop with different population densities, it was conducted an experiment with the genotypes IAC 23 and Coodetec 401, in the spacing of 0.9m between lines and with 5, 10 and 15 plants per meter in the planting line, performing a total of six treatments, subdivided in areas, inoculated and not inoculated with the pathogen. The air temperature, measured within the crop canopy was significantly different from the measure obtained at 2m in a weather station but it was not significantly different among densities. The relative humidity increased with the crop density and was larger at the crop level than at the weather station. However, the difference among densities occurred in the initial phase of development, being minimized with the crop growth. The wetness period presented variation similar to the relative humidity, however, with larger differences between densities. At 30 days after emergence of seedlings (DAE), wetness period was 9.4, 10.2 and 11.7h, respectively, in the densities of 5, 10 and 15 plants per meter. At 45 DAE, wetness period was 11.2, 12.3 and 13.6h, at the same densities, respectively. There was huge difference of disease intensity between genotypes but there was no difference between the three densities, even occurring significant differences in the microclimate. This was attributed to the macroclimatic conditions which were widely favorable to the pathogen during the experiment period. The area under disease progress curve (AUDPC) in the inoculated areas was, on the average, 108 units in the genotype IAC 23 and 238 units in Coodetec 401. In the not inoculated areas, it was 52 and 61 units, respectively. The duration of the leaf area (DAF) between 0 and 150 DAE, in the densities of 5, 10 and 15 plants per meter was, respectively, 351, 502 and 645 LAI.day in the genotype IAC 23, without difference between inoculated and not inoculated areas. In the genotype Coodetec 401, DAF was 276, 482 and 606 LAI.day in the not inoculated areas, occurring reduction of 8%, 22% and 20% in the inoculated ones. There was no difference in the cotton yield between densities. In the genotype IAC 23 the yield was 0.42Kg.m -2 in the not inoculated areas and 0.36Kg.m -2 in the inoculated ones. In the genotype Coodetec 401, the yield was 0.44Kg.m -2 in the not inoculated areas and 0.24 Kg.m -2 in the inoculated. With the daily evaluation of the microclimate conditions it was possible to identify a favorable period to the pathogen infection, which preceded an explosive increase of the disease incidence, near to 87 DAE, which was characterized for a period with smaller nocturnal temperatures, under 14ºC - what increases the predisposition degree of the cotton to diseases - followed by days with high air relative humidity and wetness period.

The quality of knowledge management practices and success factors in Malawian non-governmental organisations

This study aims to identify the quality of knowledge management practices and success factors of non-governmental organisations in Malawi, and their influence on the knowledge management process. A questionnaire-based survey is used to establish the knowledge management practices being implemented and the extent to which they are being followed through on. A statistical-based analysis enabled the researcher to determine the influence of these practices on knowledge management processes. Results suggest an unbalanced pursuit of knowledge management practices in Malawian non-governmental organisations, which are oriented towards the knowledge generation process but fall short in knowledge application activities. This study contributes to strategy formulation and decision making in respect of adopting and investing in knowledge management initiatives in the non-profit sector. More importantly, it joins the debate on identification of appropriate practices which effectively address organisational needs. Data is limited to non-governmental organisations in Malawi; therefore, findings may be tied to a specific geographical location / School of Computing / M.Sc. (Computing)

EVALUATION OF VEGETATED FILTER STRIP IMPLEMENTATIONS IN DEEP RIVER PORTAGE-BURNS WATERWAY WATERSHED USING SWAT MODEL

In 2011, the Deep River Portage-Burns Waterway Watershed was identified as a priority in the Northwest Indiana watershed management framework by the Northwester Indiana Regional Planning Committee. 319 grant cost-share programs were initiated in effort of maintaining and restoring the health of Deep River Portage-Burns Waterway Watershed. A watershed management plans have been developed for this watershed which proposed the implementation of vegetated filter strips (VFS) as an option. In this thesis work, the effectiveness of VFS as a best management practice (BMP) for the Deep River system was evaluated using a hydrological model scheme. <div><br></div><div>In this research, a Nonpoint Source Pollution and Erosion Comparison Tool (NSPECT) model and a Soil Water Assessment Tool (SWAT) model were constructed with required watershed characteristic data and climate data. The initial hydrologic and nutrient parameters of the SWAT model were further calibrated using SWAT Calibration and Uncertainty Programs (SWAT_CUP) with historical flow and nutrient data in a two-stage calibration process. The calibrated parameters were validated to accurately simulate the field condition and preserved in SWAT model for effectiveness analysis of BMP implementations. </div><div><br></div><div>To evaluate the effectiveness of VFS as a BMP, four different scenarios of VFS implementations along the Turkey Creek was simulated with the calibrated SWAT model. With the implementation of VFS in the tributary subbasin of Turkey Creek, the annual total phosphorus (TP) of the VFS implemented subbasin was reduced by 1.60% to 78.95% and the annual TP of downstream subbasins were reduced by 0.09% to 55.42%. Daily percentage of TP reductions ranged from 0% to 90.3% on the VFS implemented subbasin. Annual TP reductions of the four scenarios ranged from 28.11 kg to 465.01 kg.<br></div>

Com o monitoramento microclimático foi possível identificar um período bastante favorável à ocorrência da infecção, o qual precedeu um explosivo aumento de incidência da doença, próximo aos 87 DAE, que se caracterizou por um período com temperaturas noturnas menores, que 14ºC – o que aumenta o grau de predisposição do algodoeiro às doenças – seguido de dias com elevada umidade relativa do ar e DPM. / With the goal of evaluating the microclimate and the occurrence of ramulose (Colletotrichum gossypii South. var. cephalosporioides Costa) in cotton (Gossypium hirsutum L. var. latifolium Hutch.) crop with different population densities, it was conducted an experiment with the genotypes IAC 23 and Coodetec 401, in the spacing of 0.9m between lines and with 5, 10 and 15 plants per meter in the planting line, performing a total of six treatments, subdivided in areas, inoculated and not inoculated with the pathogen. The air temperature, measured within the crop canopy was significantly different from the measure obtained at 2m in a weather station but it was not significantly different among densities. The relative humidity increased with the crop density and was larger at the crop level than at the weather station. However, the difference among densities occurred in the initial phase of development, being minimized with the crop growth. The wetness period presented variation similar to the relative humidity, however, with larger differences between densities. At 30 days after emergence of seedlings (DAE), wetness period was 9.4, 10.2 and 11.7h, respectively, in the densities of 5, 10 and 15 plants per meter. At 45 DAE, wetness period was 11.2, 12.3 and 13.6h, at the same densities, respectively. There was huge difference of disease intensity between genotypes but there was no difference between the three densities, even occurring significant differences in the microclimate. This was attributed to the macroclimatic conditions which were widely favorable to the pathogen during the experiment period. The area under disease progress curve (AUDPC) in the inoculated areas was, on the average, 108 units in the genotype IAC 23 and 238 units in Coodetec 401. In the not inoculated areas, it was 52 and 61 units, respectively. The duration of the leaf area (DAF) between 0 and 150 DAE, in the densities of 5, 10 and 15 plants per meter was, respectively, 351, 502 and 645 LAI.day in the genotype IAC 23, without difference between inoculated and not inoculated areas. In the genotype Coodetec 401, DAF was 276, 482 and 606 LAI.day in the not inoculated areas, occurring reduction of 8%, 22% and 20% in the inoculated ones. There was no difference in the cotton yield between densities. In the genotype IAC 23 the yield was 0.42Kg.m -2 in the not inoculated areas and 0.36Kg.m -2 in the inoculated ones. In the genotype Coodetec 401, the yield was 0.44Kg.m -2 in the not inoculated areas and 0.24 Kg.m -2 in the inoculated. With the daily evaluation of the microclimate conditions it was possible to identify a favorable period to the pathogen infection, which preceded an explosive increase of the disease incidence, near to 87 DAE, which was characterized for a period with smaller nocturnal temperatures, under 14ºC – what increases the predisposition degree of the cotton to diseases – followed by days with high air relative humidity and wetness period.

Among the classification system that has been proposed by literature, a strategic environmental management system is the most advantageous for the organization considering that it assists in responding to environmental challenges and can provide sustainable strategic advantages. The Environmental Department positioning is crucial on influencing the strategic environmental management within the company. Therefore, this study sought to evaluate if Environmental Departments of companies are developing environmental management in a strategic approach. For this purpose, a data collection instrument was developed, called Environmental Radar, which seeks to analyze if the Dynamic Capabilities are being developed throughout the investigation of knowledge management practices that support this process. The model was based on existing evaluation methodologies, adapted to the environmental management reality and it is organized according to the four growth challenges: (i) Recognizing Opportunities, (ii) Capturing Opportunities, (iii) Implementing Opportunities and (iv) Managing Growth. The Environmental Radar was applied in four companies and, therefore, it was possible to identify which practices are executed systematically, which occur in an isolated way and also those that are not performed by the participants. In addition, some practices not suggested initially by the Environmental Radar, but that complemented its objectives, has been detected, “Recognizing Opportunities” has revealed to be the challenge that concentrated the most practices performed systematically by the companies studied and “Implementing Opportunities” was the one with lesser adherence. The practices chosen, that make up the Environmental Radar, also allowed to investigate the strategic environmental management approach, as a source of competitive advantage for the company, because it analyzes "what to do", being the "how to do" detailed by the organization. That is, it became possible to conduct investigations in a standardized manner, but respecting and identifying the individualities and particularities of each case. In this way, the tool has proved to be effective not only on evaluating the practices performed by the company, but also serving as a basis for its recognition of the importance of the behavior of the Environment Department that leads to strategic environmental management. / A questão ambiental nas empresas é influenciada pelo ambiente externo, dinâmico e turbulento, e as organizações, neste cenário, respondem às pressões de forma distinta. Das abordagens descritas pela literatura, a mais vantajosa para a organização é a gestão ambiental estratégica, pois auxilia na resposta aos desafios ambientais e pode proporcionar vantagens estratégicas sustentáveis. O posicionamento da Área de Meio Ambiente é determinante em influenciar a gestão ambiental sobre a orientação estratégica da empresa. Diante disso, o trabalho buscou avaliar se as Áreas de Meio Ambiente das empresas estão desenvolvendo uma gestão ambiental de forma estratégica. Para tanto, foi elaborado um instrumento de coleta de dados, denominado Radar Ambiental, que busca analisar se as Capacidades Dinâmicas estão sendo desenvolvidas por meio da investigação de práticas da gestão do conhecimento que suportam tal processo. O modelo foi embasado em metodologias de avaliação práticas existentes, adaptado à realidade da gestão ambiental e está organizado de acordo com os quatro desafios para o crescimento: (i) Reconhecer Oportunidades, (ii) Capturar Oportunidades, (iii) Implementar Oportunidades e (iv) Gerenciar o Crescimento. O Radar Ambiental foi aplicado em quatro empresas e, dessa forma, possibilitou identificar quais práticas são executadas sistematicamente, quais ocorrem de forma pontual e também aquelas que não são executadas pelas participantes. Além disso, viabilizou detectar algumas práticas não sugeridas inicialmente pelo Radar Ambiental, mas que complementam seus objetivos. O desafio que mais concentrou práticas executadas sistematicamente pelas empresas estudadas foi Reconhecer Oportunidades e o de menor aderência se revelou Implementar Oportunidades. A escolha das práticas que compõe o Radar Ambiental ainda permitiu investigar a gestão ambiental estratégica como fonte de vantagem competitiva para a empresa à medida que analisa “o que fazer”, sendo o detalhamento do “como fazer” a cargo da organização. Ou seja, tornou-se possível conduzir investigações de maneira padronizada nas unidades de análise, mas respeitando e identificando as individualidades e peculiaridades de cada caso. Dessa forma, a ferramenta se mostrou eficaz à medida que, além de avaliar as práticas executadas pela empresa, serve de base para que ela reconheça ainda mais a importância do comportamento da Área de Meio Ambiente que conduz à gestão ambiental estratégica.

Apesar desse grande destaque da indústria da construção civil brasileira na economia nacional, o setor é grande consumidor de recursos naturais, pois as obras utilizam grande quantidade e variedade de materiais de construção que, na maioria das vezes, por falta de planejamento, são desperdiçados e transformados em Resíduos da Construção Civil (RCC). O crescimento progressivo dos RCC tem ocorrido juntamente com o aumento da população, e traz consigo problemas ambientais em virtude do crescimento da construção civil, que no intuito de atender as expectativas da sociedade, caminham lado a lado com este crescimento. O município de Palmas/TO nos últimos anos vem passando por um processo acelerado de verticalização, acompanhado da geração de uma grande quantidade de RCC. No que tange às disposições desses resíduos no município e os impactos que eles provocam, esta pesquisa propôs diagnosticar a atual situação, baseado em um framework teórico de boas práticas e manejo, e da classificação e quantificação dos RCC gerados pelo período de um ano. Estas informações subsidiaram a elaboração de um manual de gerenciamento baseado em boas práticas de gestão e manejo. O método de pesquisa caracteriza-se como abordagem qualitativa, de natureza aplicada, com objetivos, exploratório e descritivo, sendo utilizados como método de trabalho, a pesquisa bibliográfica, documental e estudo de caso. Os dados foram coletados através da aplicação de questionários abertos e entrevistas com roteiro previamente definido. Os principais achados são: a falta de fiscalização e ineficiência da administração pública municipal; e a falta de gerenciamento ambientalmente correto pelas empresas construtoras, que as impedem de terem ganhos financeiros com a reutilização e reciclagem dos RCC. As recomendações para trabalhos futuros tratam-se da investigação da eficácia das certificações ISO 9001 e P-BQPH nas empresas construtoras, em especial no município de Palmas; a viabilidade do ponto de vista técnico e ambiental da adoção do manual de boas práticas proposto, para que se comprove sua eficácia quanto ao gerenciamento dos RCC, e por fim, a aplicação do framework teórico em estudos de campo. / The construction industry has a significant contribution to the countries’ economy development, especially if considered the created jobs amount and the direct influence across the sectors that produce raw materials, equipment and services for use in its production process. In spite of this major highlight of Brazilian civil construction industry in the national economy, the sector is large consumer of natural resources, since the construction uses building materials in large quantity and variety , most often, for lack of planning, are wasted and turned into Construction Waste (CW) The progressive growth of the CW has been in conjunction with an increase in population, and bring with them environmental problems arising from construction growth that in order to attend the expectations of society go hand in hand with this development. the city of Palmas/TO in the past years has experienced an accelerated process of verticalization, accompanied by the generation of a large amount of CW. Regarding to the provisions of this waste in the city and the impacts they cause, this research proposed to diagnose the current situation, based on a theoretical framework of good practices and managing, and classification and quantification of CW generated for a period of one year. This information supported the development of a management guide based on best management and handling practices. The research method is characterized as a qualitative approach, with applied nature, exploratory and descriptive objectives, being used as a working method, bibliographical, documentary research and case study. Data were collected through the application of open questionnaires and interviews with pre-defined script. The main findings are: the lack of supervision and inefficiency of the municipal government; and the lack of environmentally proper management for construction companies, preventing them from having the financial gains from the reuse and recycling of CW. Recommendations for future studies are: the investigation of the effectiveness of ISO 9001 and PBQP-H certifications in construction companies, especially in the city of Palmas; the viability of the technical and environmental point of view of the adoption of the proposed the best management guide, in order to prove its effectiveness as the management of CW, and finally, the application of theoretical framework on field studies.

Seeing the Forest but Missing the Trees: The Role of Judgments in Performance Management

Various solutions have been proposed to “fix” performance management (PM) over the last several decades. Pulakos, Mueller Hanson, Arad, and Moye (2015) have presented a holistic approach to improving PM in organizations. Although this approach addresses several key elements related to the social context of PM, namely the buy-in of organizational stakeholders, timely and regular feedback, and future-directed feedback, we believe that several robust findings from the PM research literature could further improve this process. Are Pulakos et al. looking at the forest but missing the trees? In the following commentary, we offer several reasons that performance judgments and perhaps even informal ratings are still operating and occurring in the proposed holistic system. Therefore, advancements in other areas of PM research may offer additional ways to fix PM.
