Re-inventing educational leadership for school and community transformation: learning from the Educational Leadership Management and Development programme of the University of Fort Hare

This study explores educational leadership development and social change strategies pioneered by one programme, the Educational Leadership Management and Development (ELMD) programme of the University of Fort Hare. The programme seeks to model a way of doing social and educational transformation through educational leadership development. Conceptually, the model was meant to draw together a number of education stakeholders operating at various levels of the schooling system to undergo the same programme of leadership development. The programme participants, who included district education officials, schools principals, members of school management teams, educators and members of School Governing Bodies, were to enrol as teams. They would work on learning tasks that were both academic and practical in nature, with an emphasis on experiential learning that leads to the creation of district and community networks of partners, development teams or forums and communities of practice, as well as the production and implementation of district and school development plans. Informed by this conceptual position, the study was structured by two underlying questions. First, whether the ELMD was re-inventing educational leadership beyond the traditional focus on principalship towards one that is inclusive of other education stakeholders. Second, how leadership development as a vehicle for social and educational change can be carried out. The research process was guided by a multi-paradigm perspective which drew heavily on the interpretive and critical science orientations. This led to the crafting of research methods that looked for data that would assist in an understanding of what was happening in the programme, as well as what power dynamics were at play and with what consequences for innovation. The evidence emanating from the study suggests a number of possibilities for consideration by future leadership development programme designers. First, the ELMD programme delivery design shows what can be done to draw participants from various levels of the schooling system, district, school and community and teach them educational leadership together in a mode that mobilizes them for change. Second, how social distance separating different levels of the education hierarchy and status consciousness may disappear gradually as people are brought together to work on tasks of mutual concern. Third, after a year of engagement with ELMD ideas and approach, the participants in the programme appeared to have started a journey of selftransformation towards becoming qualitatively different people who saw themselves as teams capable of tackling education and social problems in their schools and communities. These participants had begun to forge working networks, but the extent to which these could be characterized as knowledge ecosystems and communities of practice remains a question to explore. Fourth, that the current higher education accreditation policies and practices do not accommodate innovative learning approaches of the kind that the ELMD is developing. In this regard, the ELMD experienced difficulties in coming up with an assessment policy and practices which meet the academic as well as the practical developmental concerns of the programme. Fifth, programme instrumentalities and mandates that are put in place do not, in themselves, bring about change. The actual change comes about through the actions of human leadership capable of navigating between structural enablers and constraints.

Guidelines for empowering secondary school educators, In loco parentis, in addressing truancy among early adolescent learners

This study examined the prevalence and the nature of truancy among early adolescent learners attending secondary schools in the Education Management and Development Centre (EMDC) in the eastern metropole of the Western Cape. The main purpose of the study was to answer the following question: How can secondary school educators, in loco parentis, be equipped with the required skills and resources in order to deal with the issue of truant behaviour among early adolescent learners? A comprehensive literature review was conducted to explore the character and extent of truancy. Thereafter, various theories of child development were highlighted, followed by a synopsis comprising different dimensions of the development of the early adolescent learner. The empirical investigation was carried out through quantitative as well as qualitative research methodology. A focus group interview was conducted with six learners, offering them an opportunity to express their perceptions and experiences as truants. Interviews were conducted with principals to obtain their impressions regarding truant behaviour. Thereafter, a questionnaire, which investigated truancy related aspects such as interaction with peers, parents and caregivers' involvement in learners' school activities, educators' influence on learners' school work and learners' self-esteem regarding their schooling, was administered to three hundred learners. The quantitative investigation revealed significant aspects about truant behaviour, indicating that predominantly more male than female learners (173 male and 26 as in the case of the present study) display this type of behaviour, truants generally originate from single parent families, and that they experience their educators and learning environments as extremely negative. Finally, two in-depth case studies were conducted on two learners, one identified as a truant and the other as a non-truant respectively. The purpose of the in-depth studies was to explore possible differences in their experiential worlds. Although the qualitative data is not generalisable, the findings of the case studies have revealed significant differences in the life worlds of the two learners. Comparatively speaking, it appears that non-truant learners are significantly better adjusted on all their functioning levels than truant learners. The results of the empirical investigation were compared with relevant findings which emerged from the literature study. Based on the present investigation, the study was concluded by offering a range of recommendations to secondary school educators, in loco parentis, empowering them in addressing the phenomenon of truancy among early adolescent learners in the Western Cape with its distinctive problems. / Educational Studies / D. Considering this context, and based on a surveystyle research, the present study aims to promote an analysis of the practices carried out in the management of product development processes of small and medium sized technology-based companies of process control automation. Among the main results observed, it was verified that the most important source of innovation for these firms is the application of their internally developed technology into their own products. Furthermore, the management techniques incorporated in the project and predevelopment phases, especially those implemented to obtain the product characteristics, the synchrony between the company strategy and projects, and the adequate translation of market demands into products, compose the major factors related to the success of each firm s production, according to the research accomplished in the present study. / A competência nas atividades de gestão do processo de desenvolvimento de produtos é reconhecida como fonte de vantagem competitiva para as empresas, especialmente para as de base tecnológica de pequeno e médio porte, que têm no lançamento de produtos com alto conteúdo tecnológico o seu principal fator de diferenciação no mercado. Considerando esse contexto, o presente trabalho tem como objetivo, a partir de uma pesquisa do tipo levantamento (survey), analisar práticas de gestão realizadas no processo de desenvolvimento de produto em empresas do setor de automação de controle de processos; de pequeno e médio porte de base tecnológica. Dentre os principais resultados observados, pôde-se constatar que o desenvolvimento interno das tecnologias aplicadas aos produtos que desenvolvem, sobretudo, devido ao conhecimento acumulado dos líderes das atividades de desenvolvimento de produtos, constituem o principal mecanismo de inovação utilizado por estas empresas. Além disso, os mecanismos de gestão estabelecidos na fase de pré-desenvolvimento e de projeto, especialmente para a obtenção das características determinadas para os produtos desenvolvidos, a adequada articulação entre os projetos de produto com a estratégia da empresa, e a tradução eficaz para o produto das necessidades do mercado são os fatores de maior influência para o sucesso ou o não sucesso dos produtos que as empresas pesquisadas desenvolvem.

The SHARR Mountains : Spatial Development based on Cross-border Cooperation

For decades, the peaks of Sharr Mountains had defined the border between two federal units of Former Yugoslavia, but after the political changes in Central and Eastern European Countries this massif became an intersected mountain. To koindicira sa konstituisanjem prvog Nacionalnog parka na svijetu, Jelouston, Amerika. Formalno su za nacionalne parkove progla&scaron;ena područja Durmitora, Lovćena i Biogradske gore 1952. godine. Sljedeće za&scaron;tićeno područje, Skadarsko jezero, progla&scaron;eno je 1983. dok je najmlađi Nacionalni park Prokletije formiran 2009. godine. Najmlađe za&scaron;tićeno područje u Crnoj Gori je Regionalni park Piva. Činjenica da je Crna Gora prva deklarisana ekolo&scaron;ka država na svijetu, &scaron;to je Ustavom definisana kategorija, obavezuje sve subjekte na lokalnom, regionalnom i<br />državnom nivou da se aktivno uključe u proces organizovanog upravljanja i za&scaron;tite područja prirode i da na kompleksan način rade na unapređenju i održivom kori&scaron;ćenju njihovih resursa. Primarna funkcija u svim tim procesima mora biti za&scaron;tita prirodnih elemenata, stani&scaron;ta, vrsta i habitata.</p> / <p>The need for an organized protection&nbsp; and management of protected natural areas&nbsp; emerged in the late XIX century. it coincides with the establishment of the first national park in the world, Yellowstone, USA. Areas of Durmitor, Lovcen and Biogradska Gora were formally declared national parks in 1952.Skadar Lake became protected area in1983, while the youngest national park Prokletije was declared in 2009. The youngest protected area in Montenegro is the Regional Park Piva.The fact that according to theConstitution Montenegro was declared the world&#39;s first ecological state, obliges all parties at local, regional and state level to actively engage in a process of organized management and protection of natural areas, as well as to work on improvementand sustainable usage of their resources. Primary function in all those processes&nbsp; should be the protection of natural elements, species and habitats.</p>

Insbesondere für kleine und mittlere Softwareunternehmen stellen die Erhöhung der eigenen Innovationskraft und -geschwindigkeit entscheidende Überlebensfragen dar. Der heute als hierfür wichtig hervorgehobene Ansatz der „Open Innovation“ hat sich in der Softwareentwicklungsbrache bislang jedoch kaum durchgesetzt, obwohl den Kunden bzw. Anwendern von Softwareprodukten wegen ihres im Umgang mit den Softwareprodukten gewonnenen Erfahrungswissens ein großes Innovationspotenzial nachgesagt werden kann. Die Durchführung von Ideenwettbewerben stellt in diesem Zusammenhang eine leicht adaptierbare und kostengünstige Methode der Kundenintegration dar. Ziel dieses Beitrages ist, IT-gestützte Ideenwettbewerbe als ein vielversprechendes theoretisches Konzept zur Integration von Kunden in das Innovationsmanagement von Softwareunternehmen vorzustellen.
