Integrated Decision Support System for Infrastructure Privatization under Uncertainty using Conflict Resolution

Infrastructure privatization decisions have an enormous financial and social impact on all stakeholders, including the public sector, the private sector, and the general public. Appropriate privatization decisions, however, are difficult to make due to the conflicting nature of the objectives of the various stakeholders. This research introduces a multi-criteria decision-making framework for evaluating and comparing a wide range of privatization schemes for infrastructure facilities. The framework is designed to resolve conflicts that arise because of the varying points of view of the stakeholders, and accordingly, determine the most appropriate decision that satisfies all stakeholders’ preferences. The developed framework is expected to help in re-engineering the traditional conflict resolution process, particularly for construction conflict resolution and infrastructure privatization decisions. The framework provides decision support at the management level through three successive decision support processes related to 1. Screening of feasible solutions using the Elimination Method of multiple criteria decision analysis (MCDA); 2. Analyzing the actions and counteractions of decision makers using conflict resolution and decision stability concepts to determine the most stable resolution; and 3. Considering the uncertainty in decision maker’s preferences using Info-gap Theory to evaluate the robustness of varying uncertainty levels of the decisions. Based on the research, a procedure and a decision support system (DSS) have been developed and tested on real-life case studies of a wastewater treatment plant and a construction conflict. The results of the two case studies show that the proposed DSS can be used to support decisions effectively with respect to both construction conflicts and infrastructure privatization. The developed system is simple to apply and can therefore save time and avoid the costs associated with unsatisfactory decisions. This research is expected to contribute significantly to the understanding and selecting of proper Public-Private-Partnership (PPP) programs for infrastructure assets.

Nos últimos anos, a discussão sobre a implementação do conceito de modelagem da informação da construção tem permanecido nas pautas das empresas do setor da construção civil em todo o mundo; no entanto, no cenário brasileiro, o descompasso entre a estratégia setorial e as iniciativas individuais de algumas empresas tem chamado a atenção. Partindo do princípio de que o conceito de modelagem da informação da construção, em função do seu caráter de inovação tecnológica, carrega consigo a necessidade de mudanças, a reflexão e adaptações sobre os diversos processos que permeiam a produção dos empreendimentos de construção torna-se fundamental. Nesse contexto, o objetivo desta tese é propor um conjunto de Diretrizes para Gestão do Processo de Projeto em Empresas Incorporadoras e Construtoras. As Diretrizes estão pautadas na necessidade de definir o projeto como um processo estratégico, inserindo a sua gestão como elemento fundamental para a facilitação e integração do fluxo de informações no âmbito do empreendimento. Para a concretização do objetivo da tese, realizaram-se Estudos de Caso em empresas Incorporadoras e Construtoras brasileiras com o objetivo de diagnosticar as práticas vigentes de gestão do processo de projeto. Em paralelo, conduziu-se a reflexão sobre as responsabilidades do gestor do processo de projeto no âmbito da modelagem por meio de Grupos de Foco envolvendo gestores do processo de projeto e especialistas em tecnologia da informação aplicada à construção. Além disso, a metodologia de pesquisa contempla um Estudo de Caso com foco para a implementação do Conceito de Modelagem da Informação no contexto setorial do Reino Unido. Como resultado das Diretrizes, apresenta-se o Modelo para Gestão do Processo de Projeto no Contexto da Modelagem, seguido pelo Plano de Reestruração para o Departamento de Projetos, o qual visa à proposição de um modelo estruturado para condução das mudanças necessárias nas áreas responsáveis pelo processo de projeto das empresas Incorporadoras e Construtoras. / The discussion about BIM (Building information Modelling) implementation has remained on the agendas of construction companies worldwide in recent years; however, in the Brazilian context, the gap between the industry strategy and few companies which have decided to implement BIM autonomously has been the main aspect that draw attention. Assuming BIM as a technological innovation, which carries with it changes, it is fundamental to analyse and adapt the design and construction processes. In this context, the thesis aims propose a set of Guidelines to Manage the Design Process of Brazilian Real Estate Development Companies. The Guidelines has taken the Design Management as a strategic process which must facilitate and integrate information flow among the Construction Project agents. In order to achieve the objective of Thesis, Case Studies have carried out in order to diagnose the design management current practices in the Brazilian Real Estate Development Companies. Aiming to discuss the Design managers\' responsibilities in contexts where BIM is applied, Focus Groups were organized and Design Managers, BIM specialists and also Academics have participated in the discussions sections. In addition, the research methodology have included a Case Study focusing on the BIM implementation in United Kingdom construction industry. As results and Guidelines, the Design Management Modeling in BIM context, followed by the Restructuring Planning are proposed. The Restructuring Planning was defined specifically for Real Estate Development Companies and aims to propose structured way, comprehending processes which should be re-designed and a set of steps for driving the necessary changes in order to use Design Management Guide in BIM context are proposed.

A indústria da construção é responsável por grande parcela da economia em todas as nações, quase sempre excedendo 10% do PIB - Produto Interno Bruto e sendo, inúmeras vezes, o setor responsável pelo maior número de empregos. Nas últimas décadas a globalização, com as suas exigências de adequação do Brasil aos padrões de competição internacionais em todas as áreas, as exigências de consumidores mais atentos, com mais liberdades e mais direitos (Código do Consumidor), a velocidade das mudanças sociais e culturais, tudo isto catalisado pela tecnologia da informação têm provocado um grande número, que não para de crescer, de disputas na construção civil. A insatisfação com os métodos tradicionais de solução dos conflitos na indústria da construção civil fez com que grande variedade de alternativas fosse e continuasse a ser explorada. A investigação das técnicas e procedimentos usados para gerenciar os conflitos, prevenir e solucionar as disputas, deles originados, nos empreendimentos de construção civil é necessária para a definição e criação de mecanismos que contribuam para seu eficaz gerenciamento, evitando a perda de tempo e dinheiro com intermináveis discussões e litígios nos tribunais. A existência de conflitos nos empreendimentos da construção é um fato e decorre diretamente da natureza das suas atividades: a singularidade de cada empreendimento, cada um deles constitui uma experiência sempre primeira e única, o tamanho e duração das obras, a complexidade dos documentos contratuais, as mudanças das condições, a limitação dos recursos, problemas financeiros, projetos inadequados, questões trabalhistas, despreparo dos gestores nestes temas. A revisão bibliográfica dos mecanismos existentes em outros países e no Brasil, comparando-os, serve de embasamento para outras pesquisas, seja na proposição de um sistema de gestão para estes conflitos e de solução para as disputas, adequado às características do Brasil, ou, ainda, na condução de um estudo de caso onde as técnicas poderão ser utilizadas e sua eficiência comprovada, ou ainda uma pesquisa para determinar as perdas provocadas por estas disputas. / The construction industry is responsible for great portion of the economy in all countries, almost always exceeding 10% of the GDP - gross domestic product and being countless times the largest employer. In the last decades the globalization, demanding Brazil adaptation to the international patterns of competition in all areas, the more attentive consumer\'s demand with more freedoms and more rights (Consumer\'s Code), and the speed of social and cultural changes, all of those, catalyzed by the information technology, have been provoking a great and growing number of disputes in the building site. The dissatisfaction with traditional methods of conflict resolution in the construction industry led to the use of a wide range of different alternatives, and new ones continue to be explored. The investigation of these new and alternative techniques and procedures used to manage conflicts, to prevent and resolve disputes in the civil construction projects is necessary for the definition and creation of mechanisms to contribute to the effective project management, avoiding waste of time and money with endless discussions and litigations in the tribunals. Because of the characteristic of their activities: the singularity of each project, each one of them is a first and only experience, the size and duration of the works, the contractual documents complexity, the variations, the resources limitation, financial problems, inadequate projects and labor subjects, the existence of conflicts in construction projects is a fact. Bibliographical revision and comparison of the techniques adopted in Brazil and other countries serves as basis for other researches, such as the proposition of a conflict management plan appropriated to Brazilian industry characteristics, or as a case study in which techniques can be used and its efficiency proven or, still as a research to determine the losses caused by these disputes.

Review of waste management in the UK construction industry

The construction industry is considered the world over as a major contributor to the high rates of waste generation in developed countries. The negative influence of waste generation on the environment, natural resources, and the profitability of firms puts increasing pressure on the industry to reduce the waste it generates. The pressures to reduce waste are heightened by current trends demanding sustainable management of waste for the purposes of economic, social, and environmental gains. Literature on factors influencing waste management (WM) suggests government legislation is the most critical success factor for ensuring waste is sustainably managed. A review of the literature however indicated that researches holistically investigating the practices of construction firms and the extent to which these practices meet the intended outcomes of government legislation on waste are not present. Thus this research was undertaken to holistically investigate WM practices in the UK construction industry, to identify best practices and the extent to which they meet the intended outcomes of government WM legislation ad policy. The study adopted a multiple case study design to examine WM approaches, strategies and practices at both the corporate and project level within construction companies. Four construction companies who had won awards for their sustainability and environmental performance were purposefully selected to investigate best practice WM. Data was collected through semi-structured interviews, passive observations, and documentary analysis. Analysis of the data revealed that the drivers for WM in the construction industry are: economic considerations; company sustainability agenda; company image; client requirements; environmental concerns; government legislation; moral and social demands; industrial benchmarking; environmental concerns; and the requirements of standards. Regarding the influence of legislation, the results revealed that government legislation plays a secondary role in influencing WM as clients are interested in using only compliant firms. Best practices targeting design to reduce waste through standardisation and prefabrication; on-site segregation through multi-skip provision; supply take back schemes; intensified site education; and the use of incentives were identified to lead to improved WM. The results also indicated that company sustainability agenda is the most influential driver for achieving sustainable construction, demolition and excavation (CD&E) WM. The findings highlighted the importance of having a clear vision and structure for WM at the corporate level alongside strategies to be implemented on projects to ensure sustainable WM is achieved. To help construction firms in achieving sustainable WM, which is the ultimate goal of government legislation, a best practice framework has been developed based on the findings from the study and evaluated using semi-structured interviews with selected target participants. The framework presents a coherent and systematic approach for achieving sustainable WM in construction companies by providing a roadmap for instituting measures at both corporate and project levels, taking into account factors that are likely to promote or inhibit the achievement of sustainable WM.

Syftet med denna studie var att undersöka hur projektledare i byggbranschen arbetar med hållbarhet och hur de upplever att EU:s nya hållbarhetsdirektiv som infördes 1 januari 2024 kommer att påverka byggprojekt och byggprojektledning. Studien genomfördes med en kvalitativ ansats och nio semistrukturerade intervjuer med projektledare verksamma i byggbranschen. Datat som insamlats genom intervjuerna analyserades genom tematisk analys vilket resulterade i tre huvudteman: Ekonomin är alltid No.1, Social och miljömässig hållbarhet som incitament och Tung papperstiger i ryggsäcken för små aktörer. Resultatet av studien visar att det är svårt att bedriva ett hållbart projektarbete utan att prioritera det ekonomiska perspektivet av hållbarhet först. Oavsett hur goda intentioner en projektledare har att implementera hållbarhet i projektarbetet behöver den förhålla sig till budgeten allra först även om de globala målen slår fast att de tre hållbarhetsaspekterna ekonomiskt, socialt och miljömässigt är integrerade och odelbara. Vissa projektledare kan använda hållbarhetsarbetet som ett incitament för vinstsyfte. Andra aktörer har svårt att prioritera mer hållbara material och metoder på grund av att det kostar för mycket. Detta är avhängigt storlek på verksamhet samt verksamhetens art. Resultatet tyder också på att små aktörer på byggmarknaden kommer att bli mer negativt påverkade av de nya hållbarhetsdirektiven eftersom det kommer kräva mer administration som är svår att ta ikapp ekonomiskt. Samtidigt upplever de mindre aktörerna att deras möjlighet att påverka hållbarheten i projekten är minimal. Större aktörer på byggmarknaden har ofta specialister anställda för att sköta den typen av arbetsuppgifter och kan ofta använda sig av certifieringar vilket höjer värdet på byggnadsverket och gör att de kan tjäna igen sina administrativa kostnader. Slutsatserna är bland annat att det behövs skallkrav i upphandlingar av byggprojekt för att hållbarheten ska bli verklighet i praktiken men att det samtidigt krävs mod av byggaktörerna att testa nya arbetssätt och utveckla nya hållbara material. / The purpose of this study was to investigate how project managers in the construction industry work with sustainability and how they experience that the EU's new sustainability regulations, which was introduced on January 1, 2024, will affect construction projects and construction project management. The study was carried out with a qualitative approach and nine semi-structured interviews with project managers active in the construction industry. The data collected through the interviews was analyzed through thematic analysis which resulted in three main themes: The economy is always No.1, Social and environmental sustainability as an incentive and Heavy paper tiger in the backpack for small practitioners.  The results of the study show that it is difficult to conduct sustainable project work without prioritizing the financial perspective of sustainability first. Regardless of how good a project manager's intentions are to implement sustainability in the project work, the person needs to approach the budget first, even if the global goals state that the three aspects of sustainability economically, socially and environmentally are integrated and indivisible. Some project managers may use the sustainability work as an incentive for profit. Other actors find it difficult to prioritize more sustainable materials and methods because the costs are too high. This depends on the size of the business and the nature of the business.  The result also indicates that small players in the construction market will be more negatively affected by the new sustainability directives because it will require more administration which is difficult to catch up financially. At the same time, the smaller actors experience that their possibilities to influence the sustainability of the projects is minimal. Larger players in the construction market often have specialists employed to handle this kind of tasks, and can often make use of certifications, which increase the value of the construction work and give them a chance to recoup their administrative costs. The conclusions are, among other things, that there is a need for basic requirements in the procurement of construction projects in order for sustainability to become a reality in practice, but at the same time that courage is required for the building operators to test new working methods and to develop new sustainable materials.

The second part applies the theoretical knowledge to a concrete construction project. Primarily, the benefit analysis is performed for the chosen project delivery methods. Subsequently, the personal proposal for the management process is developed, which incorporates organizational, time, cost, quality and risk components of the project.
