Development of a quality management system framework for dental assisting education in South Africa

Submitted in fulfilment of the requirements of the Degree of Master of Technology: Quality, Durban University of Technology, 2014. / There has been a call from society for both the provision of a quality education and for a quality “student” who can contribute to the economy and citizenry of South Africa. It therefore makes sense for any educational structure to develop and adopt, strategies and systems in order to meet these new calls, and to provide technologically relevant education that will meet the demands of modern society. This has led to a renewed need for consistency, conformity and quality within higher education. Concerns about students’ capabilities have been raised, and have led to questions about the accountability of higher education institutions. A quality management system framework may ensure that these higher education structures are able to deliver a quality education to their external and internal customers. This research investigated the current quality management systems used in dental assisting both locally and world-wide, and then developed a quality management system framework to suit South African conditions. An action research study, using data gathered from a purposive census sample, and data obtained by means of a mixed-method approach, was conducted in two phases. A preliminary study (Part A) was conducted amongst the four South African dental assisting education programme providers and deficiencies in the quality management systems of these programmes were identified. The preliminary work (Part B) in this study consisted of a comparative analysis of the quality management systems of a convenience sample of dental assisting education providers in twenty countries. Both good practices and deficiencies in practices were identified. A further review of the literature identified possible solutions to improve the quality of the dental assisting education programmes, and was used as the foundation for the development of the Dental Assisting Higher Education – Quality Management Framework (DAHE-QMF). The results of the preliminary study - the comparative analysis and the literature review - revealed that the development and implementation of a quality management system framework for dental assisting in South Africa could lead to an improvement of the standards of training, and thus the competence of the student. The framework will be presented to the four programme leaders at the four Universities of Technology that offer dental assisting education for their consideration of partial/total adaptation of the framework.

Making sense of leadership development : reflections on my role as a leader of leadership development interventions

This thesis examines my experience of leading leadership development. During the last three years I have been researching my role as Head of Leadership and Organisational Development at the University of Hertfordshire (UH), with a view to making sense of and rethinking leadership and approaches to leadership development more generally. This thesis considers how my own thinking and practice has changed and developed as a consequence of paying attention to and reflecting on personal experience, whilst at the same time locating my sense-making in the broader academic scholarship. Narrative accounts of the significant incidents and interactions that I have participated in during the past three years have been shared verbally with the participants on the programmes that I lead, and explored more extensively in written form with colleagues in the learning community on the Doctorate in Management (DMan) programme at UH, as a means of intensifying my sense-making and its generalisability to a community of engaged enquirers. My research was prompted by disillusionment with the dominant discourse on leadership and leadership development based as it is on theories, frameworks, tools and techniques that privilege a form of autonomous, instrumental rationality and deceptive certainty that did not reflect the social, non-linear, uncertain day-to-day realities faced by me and the managers with whom I worked. In this thesis, I draw on my experiences as a manager, leader of leadership development, and a student of leadership development, to problematise the mainstream managerialist conceptions of leadership and organisation that are now part of the organisational habitus (Bourdieu, 1977) in the UK. The rise and naturalisation of managerialist ideology across the private, public, and charitable sectors in the UK makes it an inordinately difficult perspective to contest without risking some form of exclusion. I contend that my experience of attempting to encourage radical doubt and enquiry rather than the mindless acceptance and application of conventional wisdom contributes to knowledge in the field of leadership and organisational development by providing insight into and an alternative way of thinking about and practising leadership and leadership development. In contesting dominant conceptions, I proffer a more reality congruent alternative to mainstream thought. I draw on the perspective of complex responsive processes of relating (Stacey et al, 2000, Griffin, 2002, Shaw, 2002), critical management studies (Alvesson and Willmott, 1996), social constructionism (Berger et al, 1966), and other thinkers critical of managerialist conceptions of leadership and leadership education (Khurana, 2007) to explore leadership as a social, relational activity where leaders are co-participants, albeit highly influential ones, in the ongoing patterning of relationships that constitute organisation. However, I argue that it is insufficient for management educationalists to snipe critically at managerialism from the sidelines, problematising one perspective and simply replacing it with another (Ford et al, 2007), leaving their participants ill-equipped to navigate the potentially destructive political landscape of day-to-day organisational life. While the dominant discourse on leadership and organisation is flawed, to avoid exclusion managers must still become fluent in the language and practice of managerialism, the ideology that has come to dominate the vast majority of organisational communities in which they find themselves. In this thesis, I argue that it is crucial for managers and leaders of leadership development to engage with a polyphony of perspectives, and develop the reflective and reflexive capacity to continuously explore and answer for themselves the questions who am I, and what am I doing, who are we, and what are we doing?

This research tries to identify and analyze what are their perceptions of these administrators in S??o Paulo city about the inclusion in the program. Because when included in the program the colleges have some taxes exceptions and this may provide more profit. Another point is that they can reduce the empty places, and socially, provide access to college to low income people. To achieve the objectives first it was made an exploratory study through bibliographic revision and documental research in the legislation about this subject to promote the theoretical basis on this theme. The second part was an interview with the administrators - rectors, administrative pro-rectors and controllers - of three colleges. The obtained data were classified in four analysis blocks and evaluated by the content analysis's technique, trying to identify agreements and disagreements in the perceptions in the interviewed people's statements. It could find that to the administrators, PROUNI is a government's program to send students of low income to private colleges, while they concede scholarships and receive some taxes exceptions and help when renewing their philanthropic and public utility certificates. It was verified that the perception of the rectors about PROUNI is deeper, more philosophic, while the administrative pro-rectors ideas are related to financial aspects and, controllers perceptions are related to the operational aspect, it means, how operate its functioning. Based on this facts, it is concluded that the perception of the administrators interviewed about PROUNI is incomplete, as each one tried to know aspects with relation to his or her area and not about everything. / Desde antes do seu lan??amento, o PROUNI vem revelando as percep????es de v??rios representantes da sociedade, mas n??o dos principais envolvidos - os gestores das IES privadas. Esta pesquisa buscou identificar e analisar qual ?? a percep????o destes gestores, na cidade de S??o Paulo, quanto ?? ades??o a este programa. Ao aderir ao PROUNI, as IES recebem isen????es de alguns tributos, o que poderia proporcionar maiores lucros. Programa dinheiro direto na escola : (re)formulações e implicações na gestão escolar e financeira da educação básica (1995 – 2015)

Esta tese se insere no campo de análise de políticas educacionais e com esse escopo faz a análise do Programa Dinheiro Direto na Escola (PDDE), uma das políticas públicas de financiamento da União à educação básica mais longeva, iniciada em 1995, e a única que envia dinheiro direto às escolas públicas brasileiras. O Programa envolve várias ações e objetiva a melhoria da infraestrutura física e pedagógica das escolas e o reforço da autogestão escolar nos planos financeiro, administrativo e didático, contribuindo para elevar os índices de desempenho da educação básica. Trata-se de uma pesquisa de caráter qualitativo que teve por objetivo analisar as (re)formulações ocorridas no PDDE em vinte anos de sua implementação (1995-2015), compreendendo a regulação da política, os recursos disponibilizados na criação de novas modalidades e suas implicações na gestão escolar e financeira da educação básica pública. Nos aspectos teórico-metodológicos, o estudo se fundamenta na teoria da educação crítica e utiliza o conceito de análise relacional de Michael Apple para compreender os movimentos da política educacional, examinando as posições econômicas, culturais e políticas. Utiliza a análise de conteúdo para o estudo de documentos, de produção técnicocientífica sobre o PDDE e de depoimentos de atores da política colhidos em entrevistas. O Modelo de Múltiplos Fluxos de John Kingdon foi utilizado para compreender a etapa de formulação e o processo pelo qual a agenda é definida. Também utiliza a abordagem do ciclo de políticas de Stephen Ball para o entendimento da complexidade dos contextos políticos e os efeitos das políticas. O ordenamento constitucional, legal e institucional da educação, os conceitos de descentralização, autonomia, gestão democrática, assim como características do financiamento da educação básica, foram referência para o estudo. No desenvolvimento da tese foi caracterizado o programa PDDE básico e suas dez modalidades e as (re)formulações ocorridas em cada ciclo de governo. Além da continuidade do Programa em diferentes ciclos governamentais, os achados do estudo indicam que o PDDE, formulado no governo de Fernando Henrique, partiu de princípios neoliberais de descentralização, com a ideia de reduzir a responsabilidade do Estado com as escolas públicas. Já nos governos de Lula da Silva e durante o primeiro mandato de Dilma Rousseff, mesmo com o hibridismo entre políticas macroeconômicas voltadas para o mercado e políticas de maior inclusão social, foi verificada, com as reformulações no/do PDDE, a ampliação dos recursos para suplantar as deficiências infraestruturais e pedagógicas das escolas; nas instituições onde a gestão financeira e o controle social foram efetivos, as modalidades agregadas ao PDDE promoveram mais inclusão social. Porém, os recursos ainda são insuficientes para garantir os insumos necessários para uma educação com qualidade social. Ao longo desses vinte anos, houve uma intensificação no trabalho dos gestores escolares, mas também um grande aprendizado na gestão financeira dos recursos. / This thesis falls within the field of educational policy analysis and with this scope makes the analysis of the program Money directly from school (PDDE), one of the public policies of Union funding to basic education more long-lived, initiated in 1995, and the only one who sends money straight to Brazilian public schools. The program involves several actions and objective the improvement of the physical infrastructure and pedagogical schools and strengthening self-management plans school financial, administrative and didactic, contributing to raise performance levels of basic education. This is a qualitative character that aimed to analyze the (re) formulated the PDDE in twenty years of its implementation (1995- 2015), understanding the policy adjustment, the resources available in the creation of new modalities and implications for school and financial management of basic education. Theoretical and methodological aspects, the study is based on critical education theory and uses the concept of relational analysis of Michael Apple to understand the movements of educational policy, examining the economic, cultural and political positions. Uses content analysis to the study of documents, technical and scientific production on the PDDE and statements of policy actors collected in interviews. The model of multiple streams of John Kingdon was used to understand the formulation stage and the process by which the schedule is set. Also uses the policy cycle approach of Stephen Ball for the understanding of the complexity of the political contexts and the effects of policies. The constitutional, legal and institutional planning of education, the concepts of decentralization, autonomy, democratic management, as well as characteristics of the financing of basic education, was a reference to the study. In the development of the thesis was characterized the PDDE program basics and its ten modes and the (re) formulated in each cycle of Government. In addition to the continuation of the programmer in different governmental cycles, the findings of the study indicate that the PDDE, formulated in the Government of Fernando Henrique, left-liberal principles of decentralization, with the idea of reducing the liability of the State with public schools. Already Governments of Lula da Silva and during the first term of Dilma Rousseff, even with the hybrid between market-oriented macroeconomic policies and greater social inclusion policies, was verified, with the reformulations in/of the PDDE, the expansion of resources to overcome the infrastructural and educational shortcomings of schools; in institutions where the financial management and social control were effective, aggregated to the PDDE arrangements promoted more social inclusion. However, the resources are still insufficient to ensure the supplies needed for a quality education. Throughout these twenty years, there has been intensification in the work of school managers, but also a great learning experience on financial management of the resources.

A goal of my dissertation is to find out current educational conditions of gifted children in Czech Republic. What legislative, financial and methodological proceedings of state policy influence education of talented children and their possible impact on schools. Another aim is to verify how important this educational field is attributed by headmasters at primary schools and what helps or complicates introducing methodical education of gifted pupils. The dissertation contains of three parts. The first one is theoretical which acquaints readers with educational field of talented children in the Czech Republic in sphere of legislative, including the glance abroad. Second part is an empirical questionnaire survey, based on interview detecting conditions for education of exceptionally gifted children at primary schools. It focuses on headmasters, their motivating, educating and evaluating of teachers and what advantages for school it brings. Another goal is to find out possibilities and differences in financing the work with talented children in particular regions. On the basis of established data is created a manual, which could help headmasters to introduce methodical education of gifted pupils. The manual is drawn up as a gradual successive approach.

The overall objective was to understand the process of transfer of learning acquired in MBA programs to the workplace. The theoretical framework is grounded in the international literature and presents and analyzes the models that evaluated the transfer of learning in different types of educational activities, including the MBA itself. We also sought to understand the characteristics of the MBA as a program in management education. In this sense, it was presented a brief history of this program, contextualizing the model of MBA in Brazil and the main criticism it has received over the past few years. The research of descriptive character, was developed based on the assumptions of the basic or generic qualitative studies. This option was considered the most appropriate because it seeks to understand a phenomenon, from the perspective of the research participants, in this case, the MBA students. The interview was the main strategy used for data collection. Thirteen students and alumni of MBA with specialization from a higher education institution in the city of São Paulo were interviewed. The interviews were analyzed, allowing the generation of analytical codes hierarchically organized into categories, facilitating the analysis and interpretation of meanings. The main results reported in the research show that the student is the protagonist in the transfer of learning process from the MBA to the workplace. The factors related to the design of the course and the work environment were less significant. The results also revealed that the transfer of learning occurs in various disciplines throughout the course. Finally, it was found that the hard skills are easier to be transferred and generate faster results. / Esta pesquisa investigou o fenômeno da transferência da aprendizagem, a partir da seguinte questão orientadora: Como se dá o processo de transferência das aprendizagens obtidas nos programas de MBA para o trabalho, na visão de alunos e ex-alunos? O objetivo geral foi compreender o processo de transferência das aprendizagens adquiridas em programas de MBA para os locais de trabalho. O referencial teórico está embasado na literatura internacional e apresenta e analisa os modelos que avaliaram a transferência de aprendizagem em diferentes tipos de ações educacionais, incluindo o próprio MBA. Procurou-se também compreender as características do MBA como um programa de educação gerencial. Neste sentido, apresentou-se um breve histórico sobre esse programa, contextualizando o modelo de MBA no Brasil e as principais críticas que ele vem recebendo ao longo dos últimos anos. A pesquisa, de caráter descritivo, foi desenvolvida com base nas premissas dos estudos qualitativos básicos ou genéricos. Esta opção foi considerada a mais adequada, pois visa compreender um fenômeno, a partir da perspectiva dos participantes da pesquisa, no presente caso, os próprios alunos do MBA. Como estratégia de coleta de dados, foram realizadas treze entrevistas com alunos e ex-alunos de cursos de MBA com especialização de uma instituição de ensino superior na cidade de São Paulo. As entrevistas foram analisadas, possibilitando a geração de códigos analíticos organizados hierarquicamente em categorias, facilitando a análise e a interpretação dos significados. Os principais resultados revelados na pesquisa mostram que o aluno é o protagonista no processo de transferência das aprendizagens do MBA para os locais de trabalho. Os fatores relacionados ao desenho do curso e ao ambiente de trabalho se mostraram menos significativos. Os resultados revelaram ainda que a transferência das aprendizagens ocorre nas várias disciplinas ao longo do curso. Por fim, foi possível verificar que as habilidades do tipo hard skills são mais fáceis de serem transferidas e geram resultados mais rápidos.

Decreasing Acute Diabetes Complications Through Self-Management Education

Diabetes mellitus is a chronic disease that affects millions of people in the United States. The purpose of this project was to develop a guideline to help clinical staff provide clear and concise diabetes self-management instructions to patients in a community setting. Orem's self-care deficit theory (SCD) and health belief model (HBM) provided a platform to assess how patients' self-care deficit contributes to illness and the effect of patients' perception of illness. SCD theory and the HBM provided the framework for the development of the guideline to decrease diabetes acute complications through self-management education. The practice-focused question was whether the diabetes treatment guideline would decrease diabetes complication, improve the quality of care received by the diabetic patients, and if the facility would adopt the developed guideline. AGREE II Tool was used to assess the quality of the guideline and the staffs' desire for the adoption of the guideline. Data were collected from questionnaires given to staff members at the practice site in 2 rounds. Six medical staff were asked to critique the initial guideline, and 5 medical professionals were asked to assess the final guideline. Most of the participants' scores indicated strong agreement that full consideration was met. The score in all 6 AGREE II domains was above 90%, and 100% of the participants recommended the guideline to be adopted in the facility. Data analysis indicated the diabetes practice guideline is valid, will enhance the treatment of diabetes, and the practice site employees were eager to adopt the treatment guideline. Findings may be used to increase population health and reduce acute complications from diabetes mellitus.

Thus, the thesis answers question on the state of strategic management at various levels of the education system of the Czech Republic. The theoretical part defines the term "strategic management", which is generally characterized by determination, process, tools, meaning and obstacles in its application. The following chapter deals with strategic management in the education system, in particular by identifying four levels of management (national, regional, local, school) represented by the relevant institutions. At the theoretical level, education policy is considered to be an indication of directions and content that are embedded in public policy documents. A gestão em cursos de educação a distância via internet : uma visão a partir dos fatores críticos de sucesso

Esta tese apresentada ao Programa de Pós-Graduação em Informática na Educação (PPGIE), linha de pesquisa ambientes informatizados e ensino a distância, tem como objetivo geral analisar os Fatores Críticos de Sucesso (FCS) relacionados com os elementos de gestão em cursos de educação a distância via internet. Como objetivos específicos busca identificar os FCS no gerenciamento dos recursos nos cursos em educação a distância via internet; e propor novos elementos que auxiliem o processo de gestão dos cursos de educação a distância via internet. Os elementos de gestão para a educação a distância (EAD) foram definidos com base na literatura e pela análise conjunta da autora e de especialistas. A partir disto destacam-se os elementos de gestão: qualidade, gerenciamento, infra-estrutura, recursos humanos, recursos financeiros, e modelo pedagógico. Estes elementos utilizados no protocolo do estudo de caso para a identificação dos FCS foram validados com especialistas em EAD e no Curso de Graduação em Administração a distância da Universidade Federal do Rio Grande do Sul (UFRGS). A metodologia da pesquisa é o estudo de casos-múltiplos baseado no Curso de Graduação em Pedagogia - Licenciatura (PEAD), e no Curso de Graduação Tecnológica - Planejamento e Gestão Para o Desenvolvimento Rural (PLAGEDER) da UFRGS. A partir dos resultados obtidos nos estudos de caso constatou-se que alguns dos FCS identificados não estavam associados aos elementos correspondentes. Verificou-se também, que um mesmo FCS está ou pode estar relacionado a mais de um elemento de gestão. Neste sentido, os FCS identificados foram resgatados e reagrupados nas categorias dos elementos de gestão. Estas constatações possibilitaram uma nova reflexão sobre os FCS e os elementos de gestão. A partir do resgate teórico, percebe-se a existência de FCS que, embora não tenham sido identificados na pesquisa, merecem uma atenção especial. Dessa forma, alguns fatores foram incorporados, por estarem relacionados com os novos elementos de gestão da EAD. Assim, apresentam-se os novos elementos para auxiliar o processo de gestão em cursos de educação a distância via internet são: qualidade do ensino, responsabilidade da coordenação do curso, gerenciamento dos recursos e modelo pedagógico do curso. / The general objective of this thesis, which was presented at the Graduate Program in Computer Science in Education (PPGIE), line of research computed environments and distance learning, is to analyze Critical Success Factors (CSF) associated with management elements in distance learning courses via the Internet. The specific objective is to identify CSFs in the management of resources in distance learning courses via the Internet and to propose new elements to help the management process in distance learning courses via the Internet. Management elements for distance learning (DL) were defined based on the literature and on a conjoint analysis by the author and specialists. The following management elements stood out: quality, management, infrastructure, human resources, financial resources and pedagogical model. These elements, used in the case study protocol to identify CSFs, were validated by specialists in DL and by the Distance Business Undergraduate Course of Universidade Federal do Rio Grande do Sul (UFRGS). The research methodology is the study of multiple cases based on the Undergraduate Course in Pedagogy - Teaching (PEAD) and on the Technological Undergraduate Course - Planning and Management for Rural Development (PLAGEDER) of UFRGS. Based on the results obtained from case studies, some CSFs identified were not associated with the corresponding elements. It was also observed that one CSF is or may be related to more than one management element. In this sense, identified CSFs were rescued and regrouped into the categories of management elements. Such findings allowed a new reflection on CSFs and management elements. Based on the theoretical background, there is an existence of CSFs that, although not being identified in the study, deserve special attention. Therefore, some factors were incorporated for being related to new management elements of DL. Thus, the new elements presented to aid the management process in distance learning courses via the Internet are as follows: teaching quality, responsibility of course coordination, resource management and course pedagogical model.
