O ponto de partida deste trabalho pauta-se na ideia de participação de forma ampliada e conquistada, no sentido de tomar parte no processo decisório das ações de saúde e que, em consequência, podem repercutir ações que não se restrinjam ao espaço setorial da saúde. Essa noção vai para além dos textos legais-normativos, que têm o cunho de fiscalização das ações de saúde e têm como campo de estudo o Conselho Gestor de Unidade (CGU) de Saúde, espaço local de deliberação. Nesse sentido, o objetivo geral deste estudo é analisar a participação política de um conselho gestor de unidade de saúde de Piraí e suas repercussões no campo das ações intersetoriais locais; e os específicos são: descrever o funcionamento do CGU e sua relação com outros setores; identificar as práticas participativas do CGU e; examinar as possibilidades e dificuldades dessa forma de participação de fortalecer as ações intersetoriais locais. A proposta metodológica baseia-se em uma abordagem de investigação-ação, de cunho qualitativo, por intermédio do estudo de caso do CGU de Arrozal, no município de Piraí, acreditando que seja a melhor ferramenta para elucidação dos objetivos propostos. Dentre as principais questões teóricas discutidas, destacamos a importância da participação no processo de discussão, haja vista que as decisões conjuntas, quando deliberam por meio do compartilhamento, propiciam deliberações pertinentes ao caso e que são responsáveis por um processo tanto de construção da cidadania quanto, no caso da saúde, de fortalecimento do SUS. Podemos afirmar que as ações intersetoriais presentes no CGU de Arrozal alcançaram certo status quo que garante a legitimação e a potencialização das ações desse conselho, transformando e compartilhando responsabilidades, num agir integrado com outros setores com vistas à integralidade das ações. Denota-se a importância de que cada pessoa, instituição ou setor tem a sua responsabilidade de traçar planos mediante sua capacidade de resolução e de discutir ações intersetoriais para potencializá-las. A participação com a ideia da conquista possibilita que as ações sejam mais complexas e com maior criatividade tanto quanto sejam necessárias, uma vez que a barreira do tomar parte e fazer parte já foi transposta neste conselho. / The start point of this work is on an idea of political participation in order that socials actors could integrate the decisive process in health actions in such a manner as the repercussion couldnt be restricted only over the health sector. This notion require us to a reading that exceed the texts under law established to the sector in matter that is determinate to its controller attribute in health actions, so that the local deliberation space the most expressive is the managers council on health unities (MCHU). This application has like objective to analyze the political participation of socials actors of managers council of health unities in the municipality of Piraí RJ, and their repercussions in intersectorials actions. The adapted methodological strategy has consistence in research-action in manner of qualitative, starting from a study of the case from MCHU of Arrozal in Piraí municipality. Among the main theoretical questions discussed we could put in relief the importance of political participation inside the process of discussion therefore in it definition the decisions as a whole, when deliberated through sharing, they give us appropriated and responsible decisions in a process of construction of the citizenship and strengthening of the health unified system. We can be sure that the intersectorials actions settled in MCHU of Arrozal reached a real status quo that gives guarantee to the legitimacy and powerfully in actions of this council charging theirs practices and generating the sharing of responsibilities in a integrated proceeding with orders sectors with view to the integrality of the actions. It denotes the importance in what each person and/or institution and sector has their responsibility for making projects by means of it capacities of resolution and to discuss intersectorials actions to potencialize them. The political participation as an idea of conquest of rights and it effectivation in health to request horizontals means to construct answers to the demands and necessities of the community. The participations practices of socials actors that compose the CGU studied in the way of the intersectorials actions show us that the effectivity of theirs actions has a relevant result in front of the possibilities in view by several points of observation and they produce new practices in the resolution of problems.

Esta pesquisa tem por objetivo a análise do Conselho Municipal de Educação de Ribeirão Preto (CMERP) a partir de três aspectos essenciais - os contornos do seu desenho institucional, os conteúdos dos seus processos deliberativos e os sentidos da participação em seu contexto. Es-peramos que essa análise possa indicar os caminhos que têm sido tomados por conselheiras e conselheiros no espaço participativo do Conselho, bem como compreender suas conquistas e desafios na direção da ampliação democrática. Os objetivos específicos são a investigação sobre o traçado e o funcionamento instituicional, a efetividade dos processos deliberativos e as rela-ções que se estabelecem numa conjuntura de partilha de poder entre o Poder Público e a socie-dade civil. O enfoque metodológico é qualitativo, com a reunião de dados documentais e a coleta de entrevistas semiestruturadas. O fenômeno da participação democrática no Brasil, em especial por meio das mais diversas instituições participativas criadas desde a redemocratização do país, tem gerado um campo vasto de pesquisas empíricas que tomam por base a democracia como processo de deliberação argumentativa e buscam avaliar ganhos e dificuldades desse ca-minho. Os resultados produzidos dentro de algumas décadas de funcionamento das instituições participativas ganham a centralidade da agenda de pesquisa, que busca medir a capacidade de tornar mais democráticas as relações entre Poder Público e sociedade civil. Para a nossa pesquisa, realizamos a análise de dados colhidos sobre o CMERP - a legislação, as atas das reuniões ordinárias e extraordinárias, o Plano Municipal de Educação de Ribeirão Preto, as entrevistas com conselheiras e conselheiros e as notas de campo. O CMERP é um conselho em funcionamento e que cumpre com suas atribuições legais. A instituição conta com uma participação marcadamente fiscalizatória do Poder Público e das políticas educacionais, com uma representação concentrada nos segmentos da educação municipal, em especial do professorado. Dentre os desafios encontrados em termos de ampliação democrática, estão a aproximação da sociedade civil e a diversificação dos setores representados internamente. / This research aims to analyze the Municipal Education Council of Ribeirão Preto (CMERP) through three essentials aspects: the outlines of its institutional design, the contentes of its de-liberative processes and the meanings of the participation in its context. We hope this analysis may indicate the paths that have been taken by counselers in the Council\'s participative space, as well as the understanding of its conquers and challenges towards a democratic enlargement. The specific objectives are the investigation on the layout and the institutional operation, the effectivness of deliberative processes and the relations that take place in a conjucture of power sharing between public Power and the civil society. The metodologic approach is qualitative, gathering documental data and collecting semi-structured interviews. The democratic partici-pation phenomenum in Brazil, especially by the means of several participative institutions that were created since the country\'s redemocratization, has generated a wide field of empirical researches that base the democracy as an argumentative deliberation process and aim to evalu-ate gains and difficulties on that path. From this perspective, the results produced whithin a few decades of operations of the participatory institutions gain the centrality of the research agenda in this area, which seeks to measure its ability to turn the relations between public sector and civil society more democratic. For our research, we did the analysis of direct and indirect data gathered on the CMERP - legislation, the minutes of meetings (ordinary and extraordinary), the Ribeirão Preto\'s Educational Municipal Plan, the interviews with advisors and counselors and the field notes. We can say that the Council is in operation and fulfills its legal atributions. The institution has a participation thar markedly fiscalizes do Public Power and educational public policies, with concentrated representation in the fields of municipal education, in special the teachers. Among the challenges in terms of democratic expansion, are the approaching of civil society and the diversification of sectors represented internally.

A leitura que se realizou teve a intenção de aprofundar o entendimento sobre a teoria e prática da participação no campo teórico do Gerenciamento Costeiro Integrado e avaliar a condução desse processo pelos técnicos do Laboratório de Gerenciamento Costeiro da Universidade Federal do Rio Grande (LabGerco/FURG). A partir da perspectiva sócio-histórica de pesquisa qualitativa, as reuniões do Conselho que ocorreram no ano de 2008 foram acompanhadas e entrevistas realizadas com os conselheiros. O texto resultante da transcrição das falas dos entrevistados foi analisado em busca de entender as múltiplas determinações que definem e situam o processo participativo. Dentre as diversas questões levantadas ao longo da análise, consideram-se cruciais para entender este espaço participativo e seu funcionamento àquelas relativas à origem do Conselho e sua institucionalidade, ao papel da FURG e às visões de participação em disputa. O Conselho originou-se a partir de um processo empreendido por agentes externos à Ilha, não sendo um espaço de participação almejado pelos ilhéus e pelo qual lutaram. Antes disso, o Conselho resulta de uma luta que os ilhéus “perderam”, uma vez que resultou do embargo da obra da ponte que seria para os ilhéus a única forma de trazer o progresso para a Ilha. A segunda questão posta diz respeito ao Plano de Manejo da Ilha, documento que traça as principais linhas de ação do Conselho e assume uma visão de futuro para a Ilha dos Marinheiros. Foi observado que a aposta para o futuro da Ilha assumida pelos agentes condutores do processo (equipe do LabGerco/FURG), e presente no referido documento, difere do posicionamento dos ilhéus participantes do processo de planejamento, que depois se tornaram conselheiros. Este conflito centrase especialmente sobre o incentivo ao turismo defendido pelos elaboradores do Plano, enquanto os ilhéus afirmaram a necessidade de se trabalhar questões relativas à busca de melhores condições para sua vida, buscando centrar o Plano na mobilização de esforços para melhorar as atividades de agricultura e pesca. Já o papel do Conselho foi descrito de diferentes formas, entre elas está o controle da entrada de iniciativas e atividades na Ilha, no entanto, o Conselho não dispõe dos instrumentos, institucionalidade e poder necessário para tanto. O Conselho também teria o papel de lutar por mudanças e garantir a participação da comunidade no desenvolvimento, além de ser um espaço de discussão dos problemas e criação de soluções, que seriam propostas a outros órgãos. Neste ponto, reside um problema que diz respeito à indefinição do agente executor do Plano de Manejo, a quem o Conselho deveria aconselhar. Outra questão importante é sobre o papel da FURG no processo, assumindo uma função que pode ser metaforizada pela imagem de um controlador neutro. Por um lado há o discurso do “aprender a aprender” e da neutralidade desta instituição. Por outro lado, o controle das ações do Conselho é exercido de diversas formas. Partindo da análise sobre a concepção de educação e de participação adotados, não foi possível a construção da emancipação nem contribuir ao empoderamento dos educandos, gerando uma relação de profunda dependência. Isto se apresenta como um risco à sobrevivência do Conselho pela intenção expressa da equipe da FURG retirar-se do processo “em um momento ou outro”, o que é agravado pelo fim do Programa Costa Sul que dotava os recursos financeiros que subsidiaram a atuação de tal equipe. Finalmente, permeando diversas das questões postas está o conflito e a disputa entre diferentes sentidos para a participação. Uma alinha-se à tendência hegemônica enquanto a outra pressupõe sua crítica. O dado essencial é que esta disputa permanece velada, ao menos aos olhos dos agentes internos. Partindo destas questões levantadas, há propostas para ação educativa organizadas em três momentos: curso de formação dos conselheiros ilhéus; reflexões com a equipe condutora do processo; e reflexões no âmbito do Conselho como um todo. As propostas fundam-se na necessidade posta aos educadores progressistas de aproveitar os espaços de participação na luta pela transformação da sociedade (FREIRE, 2003). / This study aimed at achieving a reading of the participatory process in the Environmental Council of Ilha dos Marinheiros by the prospect of Transformative Environmental Education. Such reading was held with the intent on deepening the understanding of the theory and practice of participation in the theoretical field of Integrated Coastal Management. Therefore, evaluating the conduct of that process by the technicians of the Laboratory of Coastal Management, Universidade Federal do Rio Grande (LabGerco/FURG), was also an essential part of the objective. The Council meetings were attended throughout 2008 and interviews with the counselors were carried out from the socio-historical perspective of qualitative research. The resulting text from the transcript of the speech of interviewees was analyzed in search of understanding the multiple determinations which define and place the participatory process. Among the various issues raised during the analysis, the keys to understand that space and its operation are those related to the origin of the Council and its institutionalities, to the role of FURG, and to the views of participation under disputation. Originated from a process undertaken by staff from outside the island, the Council is not a space of participation sought by the islanders, by which they fought; in fact, it stems from a fight they “lost”, as the result of the restriction on the construction of the bridge that the islanders believed it would bring progress to the Island. The second question raised concerns the Management Plan of Ilha dos Marinheiros, which outlines the leading actions for the Council and is a vision of future for the island. The bet taken by the team driving the process for the future of the island (the team of LabGerco/FURG), as registered in the document, was considered to differ from the positioning of islanders participating of the planning process, who then became counselors. The conflict focuses specifically on the tourism promotion advocated by the Plan designers. The islanders expressed the need to work on issues in search of better conditions for living, as they tried to focus the plan on mobilizing efforts to improve the activities of agriculture and fishery. The Council’s role was described by the interviewees in different ways, among which was the control of entry of initiatives and activities to the island. However, the Council did not have the instruments, institutionality, nor power for that. The Council should also play the role of fighting for change and ensuring community participation in the development, besides being a forum for discussing problems and creating solutions to be proposed to other sectors of society. At this point, there is a problem concerning the vagueness of the official executioner of the Management Plan of Ilha dos Marinheiros, which the Council itself must advise. Another important issue is the role of FURG in the process, assuming a role that can be illustrated as the image of a neutral controller. On the one hand there is the discourse of “learning to learn” and the neutrality of the institution. On the other hand, the control of the Council is exercised in several ways. From the analysis on the concept of education and participation adopted, we concluded that construction of empowerment and emancipation was not possible. Furthermore, the form that the technicians had conducted the process created a deep relationship of dependency. Such a fact shows a risk to the survival of the Council, given the intention expressed by the FURG’s team of withdrawing from the process “at a time or another”. That is exacerbated by the end of the Programa Costa Sul, which gave financial support to subsidize the activities of the team. Finally, all this issues are permeated by the conflict and dispute among different senses of participation. One of them joins to the hegemonic trend while the other assumes its criticism. The key element is that such dispute remains hidden, at least in the eyes of islanders counselors. Taking these issues into account, a proposal for educational activity are herein presented organized in three stages: a training course for islander counselors; discussions with the team driving the process; and reflections within the Council as a whole. The proposals are based on the need put to progressive educators to use the spaces for participating in the struggle of transforming society (FREIRE, 2003).
