Grönområden innehar oumbärliga värden för en hållbar framtid men måste i en växande stad konkurrera om marken med flera andra viktiga funktioner. För grönområden och dess värden utgörs det största motsättande intresset av ny bebyggelse och den fragmentering av grönstrukturen som det medför. Dessutom hindrar ofta de administrativa gränserna funktionell förvaltning av naturresurser och dess ekosystem. En förståelse för komplexiteten av olika skalor och aktörer i förvaltningen av grönområden är därför av betydelse.  Uppsatsen undersöker hur regional grönstruktur som spänner över flera administrativa gränser förvaltas i kommunal planering. Genom fallstudien Rösjökilen i norra Stockholm presenteras skillnader och likheter i de sex berörda kommunernas styr- och policydokument inom ämnet. Planeringsförutsättningar, svårigheter och förbättringsmöjligheter undersöks genom intervjuer med tjänstepersoner från kommunerna och regionala aktörer samt exemplifieras med två utvalda stadsutvecklingsprojekt i anslutning till kilen. Dessutom undersöks påverkan av en utpekad regional grön kil och en tillhörande kilsamverkan.  Uppsatsen visar på att arbetssättet och det framtagna kunskapsunderlaget skiljer sig i de studerade kommunerna. Vidare indikerar studien att utpekandet av kilen har haft stor påverkan på den övergripande kommunala planeringen. Den aktiva kilsamverkan ses som ett bra exempel på att arbeta med en gemensam naturresurs på landskapsnivå, men det finns utvecklingspotential i vilka frågor som tas upp. Studien uppmärksammar ett behov hos tjänstepersonerna att, antingen inom kilsamverkan eller genom nya nätverk, samverka kring hur grönstruktur ska inkorporeras på bästa sätt med andra typer av samhällsplanering, specifikt kring det konkurrerande markintresset. / Green space comprise indispensable values for a sustainable future but has to compete for the same physical space as multiple other important functions in the growing city. As for green areas and their inherent values the most pressing contradicting interest is new development and the fragmentation of green structure it entails. Additionally, the administrative borders often hinders functional management of natural resources and their ecosystem services. It is therefore of importance to create an understanding of the complexity of the different scales and actors involved in the management.  The thesis investigates how regional green structure that spans several administrative borders is managed in local municipal planning. The case study of Rösjökilen in Stockholm highlights similarities and differences between its six concerned municipalities in terms of their policy documents. Municipal civil servants as well as regional actors are interviewed to study preconditions for planning, difficulties and possible improvements. The effect of having a defined regional green wedge and a formal collaboration tied to it is also investigated.  The thesis shows that the way in which the selected municipalities work with green structure as well as amount of produced reports differs. Furthermore, the thesis indicates that the defined regional green wedge has had a large impact on the municipal planning. The active formal collaboration within the green wedge is seen as a good example of working with a collective natural resource on a landscape scale, but that there is a potential to elaborate on what type of issues to include. In the thesis it is highlighted a need among the civil servants to, either within the existing collaboration in the green wedge or through new networks, collaborate on how green space is best incorporated with other matters of urban planning, especially in terms of the competing new development.

Syftet med denna uppsats är att undersöka hur mediebevakningen av Kallak-konflikten sett ut och hur samiska intressen och värden gjorts förståeliga i och genom bevakningen av konflikten. Metoden som har använts är det diskursanalytiska logikperspektivet, vilket strukturerar materialet genom att identifiera och beskriva de logiker som används för att förstå situationen. Teorin är baserad på internationell forskning kring ursprungsfolk som behandlar hur marken förstås och värderas, och även behandlar vilka större komplexa implikationer en markkonflikt kan ha för ursprungsfolk. Analysen består av citat eller utdrag ur tidningsartiklar, och i slutsatsen diskuterar jag de tre större logikerna som har identifierats i materialet: Ekonomilogiken, Miljölogiken och Rättighetslogiken. / The aim of this thesis it to examine how the 'Kallak-conflict had been portrayed in the news coverage and how Sami interests and values has been made comprehensible through and by the news coverage. The method that has been used is the discourse analytic logic perspective, which, by structuring the material can identify and describe the logic’s that are used to understand the situation. The theory is based on international research on indigenous people that handle how the land can be perceived and valued, and handle the bigger more complex implications a land conflict can have for indigenous people. The analysis is based on quotes, or sections from newspaper articles, and in my conclusion I discuss the three major logic’s I found in the material: The economic logic, the environmental logic and the logic of rights.
