<p>The paper focuses specifically on the South African Military Aerospace Industry as most of the weapons procured under the arms deal were military aircraft. Taking into account the numerous social needs of South Africa, the purpose of this paper is to inter alia try to establish the rationale behind the South African government's decision to to purchase an array of military weapons from foreign suppliers at an initial cost of almost thirty billion rand. In order to gain a better undrstanding of the topic, the author gives a brief overview and history of the South African Aerospace industry.Furthermore, an examination of the politics of the transition from apartheid to democracy and how this affected the aeropace industry is given.</p>

The logic of ballistic missile defence procurement in Japan (1994-2007) : from hedging through self-imposed restraints toward hedging from the position of military strength

This thesis asks why Japan decided to procure BMD if it meant building an infrastructure which, because of its technological nature, had the potential to disrupt Japan’s preferred security strategy of hedging, that is, maintaining ambiguity of commitment, vis-à-vis China and the US. The investigation was divided into three parts dealing with the following questions – Why did Japan's BMD procurement matter? Who mattered? Why were the BMD and related decisions made? Such a structure of research was informed by “neoclassical realism,” according to which the relative material power of a country sets the parameters of its foreign policy, but the policy choices within these international constraints are made by political elites. A range of policymaking heuristics were used to investigate the domestic element of the approach. In addition to the conventionally specified policymaking actors such as MOD, MOFA, Prime Ministers, an original attempt was made to identify the possible influences of several elite networks. On the basis of the notes from the Japan-US Security Strategy Conference, two elite networks were analysed, namely the Japan’s Congressional National Security Research Group and Japan-US Centre for Peace and Cultural Exchange. It was concluded that they have probably had some influence on shaping Japan's BMD decisions. The conclusion of this research is that BMD was procured despite its disruptive potential because it was a tool of shifting Japanese policy from one hedging policy to another, that is, from one based on self-imposed restraints toward one exercised from the position of military strength. An analysis of international relations in East Asia in 1994-2007 and an analysis of the views of the security elites make Japan's transition toward a military strength-based hedging appear rational and confirm BMD's utility as a tool in this transition. Some negative consequences of a possible disruption to hedging, induced by BMD, can be contained exactly because of such a reformatting of hedging.

軍事採購為國軍建軍備戰重要工作之一,兼具扶植及發展國內自主性防工業與支援經貿、外交的任務,故制度上是以前瞻性眼光律定具體措施,並以公平,公開、透明之採購程序,提昇採購效率與功能,確保採購品質。 本研究主要目的在了解陸軍在現行通信裝備採購的現況,並探討執行通信裝備採購人員之生涯發展管道為何,提供單位作為參考,促成各單位協調合作,並令個人在生涯發展上,有可資遵循之方向,尤其是在自高階層乃至於低基層幹部,普遍都非常關心個人生涯發展的情形下可知,追求更高的成就一向都是人心理上基本之需求,而滿足這項需求之方法,除了自己個人之努力外,尚需良好之生涯發展規劃,並且在過程當中不斷的克服困難,達成自己的理想。本研究同時希望相關部門了解,人才是要靠培養的,沒有良好的人才培養計畫,單位是無法有良好的績效產生。 經過實證研究調查結果發現以下幾個問題值得省思與探討: 一、國軍終身學習推廣的省思。 二、專業人才培育與發展的管道之探討。 三、採購部門、人事部門、主管與個人努力之探討。 四、學、經歷完整與通信專業兩者升遷發展之迷思。 透過質的研究之方法,從管理學的角度,對於人力資源運用的主要面向,包括甄選、訓練、發展設計、評估與獎勵分別提出相關建議。 / Military purchase is part of national defense it’s also are the guarantee of national security, to nurture and develop the national defense industry’s independence and to support to economic development, task to diplomatic relations so the above policy is prospected and use fair, disclosure and transparent of purchase procedure, the reason to develop this policy is to make highly efficiency on purchasing and quality. The main purpose of this research is to find out the situation of military procurement of communication equipment. We also explore into a problem “what is the channel of the career development for the procurement officers?” provide reference for each operating agencies, and promote the coordination and cooperation among each unit. To make everyone on the career development has direction to follow especially from higher rank officer to basic staff are normally concerned about personal career development. To achieve higher success always are the basic demand on human mind, but the way to achieve either personal strive also need a good career development plan therefore need to overcome the problems during the process to achieve personal perfection. Our research is also wish related organization to understand that without a good personnel training plan, unit will not create good results. After the research we had found out following question which is worth to think and discuss: 1. Military life-long learning program. 2. Discuss about professional personnel’s nurture and development. 3. Discuss about purchase department, personnel department, director and personal strive. 4. Confused about learning, complete experience and specialized in communication By use the qualitative research method from management point of view, force on the human resource’s application and provide related suggestion about how to select, training, development plan, evaluate and rewards.
