The effect of organisational restructuring at Xstrata Coal South Africa and its impact on the business culture at the Tweefontein division

Thesis (MBA (Business Management))--Stellenbosch University, 2008. / ENGLISH ABSTRACT: Xstrata Coal South Africa (XCSA) embarked on a restructuring exercise towards the end of 2005 to enable the organisation and its management to adapt to the pressures and requirements of an ever-changing South African coal industry. The executive team of XCSA felt that some of the business units were too large to be effectively managed by one general manager and his/her management team. The Tweefontein and Impunzi business units fell into this category. Further, the executive team felt that the existing organisational structures on the mines were unable to effectively manage the demands coming from an ever-changing coal industry. Most such demands emanated from sustainable development issues: workplace safety, environmental management, health-related concerns to do with the employees and community development around the mines. The restructuring took place towards the end of 2005, not long after the restructuring of the business performance went into decline. The author of this thesis, as the General Manager of the Tweefontein Complex from the beginning of 2006 until mid-2008, was responsible for the day-to-day management of the division at the time. After explaining the need for restructuring, as well as how the structure was changed, the author will describe a comprehensive literature research study. The aim of such a study is to create a common understanding with the reader of the principles relating to culture, leadership and change management. The author then compares the two climate assessments of the organisational culture of the Boschmans Colliery undertaken during 2005 prior to embarking on the restructuring exercise, and of the Tweefontein Complex undertaken during 2007, on completion of the restructuring. Boschmans Colliery employees now constitute most of the underground and surface operations areas of the Tweefontein Complex. The organisational culture of the Tweefontein Complex was found to have been influenced by the restructuring exercise. The author concludes with recommendations on how the organisational culture of XCSA as a whole could be aligned. Chief among the recommendations are that: • A cultural alignment programme should be implemented to create a common organisational culture across XCSA. • A leadership development programme should be implemented to promote the desired organisational culture. • A communication strategy should be implemented to support the cultural alignment programme. • A branding campaign should be launched to strengthen the image of XCSA within the surrounding community. / AFRIKAANSE OPSOMMING: Xstrata Coal South Africa (XCSA) het aan die einde van 2005 besluit om die besigheid te herstruktureer om aan te pas by die veranderende aard van die Suid-Afrikaanse steenkoolindustrie. Die gevoel van die uitvoerende komitee was dat sekere van die besigheidseenhede te groot was om effektief deur een algemene bestuurder, bestuur te word. Die Tweefontein- en Impunzi-besigheidseenhede het in die kategorie geval. Verder het die uitvoerende kommitee gevoel dat die bestaande bestuurstruktuur per myn nie voldoende was om al die verwagtinge vanuit 'n vinnig veranderende steenkoolindustrie effektief te kan bestuur nie. Die vernaamste verwagtinge van die vinnig veranderende industrie was die vanuit die veld van Volhoubaarheid, naamlik veiligheid op myne, omgewingsbewustheid, gesondheid van die werknemers, sowel as die opbou van die gemeenskap. An examination of the contribution of corporate social responsibility in a resource extraction industry to social sustainability: a case study of Lafarge Mining South Africa (Pty) Ltd and Ridgeview Quarry.

Corporate social responsibility is increasingly becoming an important component of the business world. With growing scrutiny of commercial operations, businesses are increasingly being driven to satisfy the expectations of society in order to thrive. In essence, businesses adopting corporate social responsibility believe that by operating ethically and responsibly, they have a better opportunity of success. This thesis examines Lafarge Mining South Africa and its Ridgeview Quarry located in Durban, South Africa, in order to assess the contribution to social sustainability of corporate social responsibility practices in the resource extraction industry. Literature used for this research is compiled from concepts such as sustainable development, social sustainability, social justice, public participation, vulnerability and well-being and furthermore evaluates conventional arguments for corporate social responsibility. The methodology used for this research was based on a qualitative approach, where both secondary and primary data were used. The empirical materials needed for this research was collected through in-depth interviews conducted with stakeholders involved within the social upliftment programmes as well as discussions forums. Furthermore, purposive sampling was used for this study, as the study was concerned with individuals involved with the discussion forum and the social responsibility programmes. The thesis investigates the nature of public participation in the discussion forum with respect to social sustainability. With regards to the discussion forum, meetings were held intermittently, on an ad hoc basis, therefore affecting the degree to which total social sustainability was achieved in the decision-making process. However, it was found that when meetings were convened that the discussion forum was inclusive and in no way discouraged any form of participation from the community, hence contributing to some form of social sustainability. The research encompassed aspects of evaluation research, whereby summative evaluation and impact evaluation was used to summarise information and examine the outcomes of the two corporate social responsibility initiatives, namely; the education-related and the skills-related social upliftment programmes. The research evaluated these two programmes, in order to assess the degree to which social sustain ability was achieved. However these initiatives are a small part of the broader corporate social responsibility agenda. The key findings of the research were that social sustainability was very weak. Minimal difficulties were experienced by participants in the education-related social upliftment programme, where one of the challenges was to uplift learners from grassroots level (primary school level). However, with regards to the skills-related social upliftment programme, individuals participating in the project, experienced more difficulties than compared to those participating within the education-related social upliftment programme. Difficulties that arose with regards to the skills-related social upliftment programme were that Lafarge Mining South Africa reneged on certain material promises and showed no interest in monitoring how the programme was facilitated. Furthermore, participation in the programme did not secure any employment opportunities for the women. Thus corporate social responsibility has become a major focus of interest in society. Corporate social responsibility is not just a buzzword for businesses, it has developed into an invaluable tool for exploring ways to reduce and manage social and bio-physical costs, as well as provide many businesses with the opportunity to be successful. The white death: silicosis (miner's phthisis) on the Witwatersrand gold mines 1886-1910

A THESIS SUBMITTED TO THE FACULTY OF ARTS, UNIVERSITY OF THE WITWATERSRAND, JOHANNESBURG, IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY. / In its chronic form silicosis had always been been taken for granted as one of the occupational hazards of mining. But both during and shortly after the Anglo-Boer War it manifested itself in a new accelerated form amongst former Witwatersrand rock drillers. Despite the appointment in the Transvaal of a commission of enquiry in 1902 and the promulgation of dust precaution measures, by 1912 the prevalence of and mortality from the disease amongst the Witwatersrand miners had not diminished. This finding suggests two of the purposes of the study: first, the reasons for the continued prevalence of the disease; and second, the extent of the mortality from silicosis amongst the miners. Because of the apparently low prevalence of and mortality from the disease amongst African mineworkers, the disease was ironically nick-named the "white death". Therefore another aim of the study is to examine the validity of the medical claim that the short contracts of African migrant workers safeguarded them from contracting accelerated si licosis. As the subject is complex, the study uses a thematic approach. Chapters two to nine deal with significant themes: first, the growing medical knowledge concerning silicosis, the mining and medical precautions against the disease and the age-old disregard for the occupational illness in its chronic form; second, the industrialists* need to reduce working costs, the development of mass-production technologies and the resort by management to "speeding up"; and third, the miners' needs for job and wage security, the encroachment of African competitors in semi-skilled and skilled spheres of mining and the introduction and the extension of the colour bar. Chapter nine deals with underground health conditions. Chapter ten explores the awareness of the new form of the disease, accelerated silicosis, and the establishment in 1902 of the first Transvaal commission on silicosis. Chapter eleven discusses the failure to implement remedies. Finally, chapter twelve explores the prevalence of and mortality from silicosis and the impact of the disease on the workforce of the mines. In chapters ten, eleven and twelve a synthesis is offered of the themes and findings of the previous chapters. The project is based almost entirely on contemporary primary and published sources. Apart from silicosis, a unifying theme throughout the discrete sections is the perceptions of miners of their vocation in general, and of this occupational disease in particular. The study requires periodization. As silicosis is a slow-developing disease the starting point of the investigation is 1886, when gold was discovered on the Rand. The study ends in 1910 because the establishment of Union in 1910 and the legal award of compensation in 1911 heralded a new era in the history of silicosis on the South African gold mines. The following are the conclusions. First, almost an entire generation of overseas miners, most of whom remained migrants and whose skills pioneered the South African gold mining industry, died from silicosis. Second, for reasons of self-interest, some of which they shared with one another, both the Transvaal state and the Randlords did virtually nothing to remedy the occurrence of the disease. Both parties were culpable for the neglect of the health of the industry's workforce: using only perfunctory dust safeguards, management intensified production through the deployment of both modern technology and labour intensive practices, peculiar to the Witwatersrand; and most of the state's interventionist initiatives were the result of pressure from the British House of Commons. Third, the fear and anger of miners at being the victims of a preventable occupational disease, provided the catalyst for their militancy during the period. Fourth, the industry's power was partly responsible for causing both the press and medical profession to be silent about the problem until 1910. A Dissertation Submitted to the Faculty of Science University of the Witwatersrand, Johannesburg for the Degree of Master of Science. / Beatrix Mine is located 35 km south of the city of Welkom in the Welkom Goldfield and as such forms the most southerly of the Witwatersrand-type gold mines. The Beatrix Reef overlies an angular unconformity at the base of the Turffontein Subgroup, Central Rand Group Significant, southerly truncation of over 600m of the Johannesburg Subgroup, and the lower formations of the Turffontein Subgroup, occur at this unconformity in the Beatrix area.. characteristics of the Beatrix Reef conglomerates such as the morphology, sorting and packing of clasts, and the arrangement. of the sediments in various sedimentary structures and facies/ sequences, suggest deposition within a braided fluvial environment on a coarse-grained braid-delta. Sedimentation occurred after the fluvial degradation of previously deposited units, and culminated in a marine/ lacustrine transgression. Low aggradation rates led to significant reworking and concentration of placer materials in a depositional model probably typical of ventral Rand Group placer formation. Heavy minerals (and gold) are concentrated in response to hydraulic conditions and show a close association with large and small scale sedimentary features. Transport directions deduced from the sedimentary structures suggest a north to south dispersal of sediment down the braid plain. Sedimentary structures in the finer rained units at the base of the Eldorado Formation are indicative of tidal influences and document the marine transgression as the culmination of the degradational events. The lithologys sedimentary structures and facies sequences of the coarser grained units of the Eldorado Formation well as the overall coarsening upward of these lithologies indicate sedimentation in a braided , fluvial system, on an alluvial fan prograding across the preyiously deposited units" Sedimentary ~tructures and lithologic variations confirm a continued north to south dispersal pattern. In the area south of the Sand over the period of fluvial degradation and transgression after the formation of the Beatrix: Reef was followed by more rapidly aggreding fluvial progradation due to a major change in base level in response to compressional tectonics and uplift along the Western Margin Structure. Only in post-Central Rand Group times did relaxation and extensional tectonics result in the outpourings of the Ventersdorp .supergroup lavas and the cessation of active Witwatersrand Supergroup sedimentation. / Andrew Chakane 2018

Best practice for personnel, material and rock transportation in ultra deep level gold mines.

Ultra deep mining presents many challenges to the mining engineer, one of which is the logistics to support mining operations quickly and efficiently. Typically, Witwatersrand gold mines operate at depths in excess of 2000 m with stoping taking place to 3500 m and investigations underway to mine to a depth of 5000 m. As mining progresses deeper and further from the shaft, the role of logistics becomes increasingly important if production targets are to be achieved. Access to the workings is often via sub vertical and even tertiary subvertical shaft systems with working faces as far as five kilometers from the shaft. It is inevitable therefore, that distance will negatively impact the working time available at the stope face, material transportation and distribution, as well as the removal of broken ore. Possible solutions to these logistical problems may be found in the use of different transportation systems or by applying sound design and operational principles to transportation systems, both in the horizontal and instope areas. This thesis investigates the challenges of logistics for ultra deep level gold mining in the Witwaterstrand basin for mining layouts planning to mine between 3000 m and 5000 m underground with typical horizontal distances of over 3000 m. The transportation needs analysis recognised that vertical transportation is a wellmanaged and organised system and is mainly the same for both shallow and deep level operations. As a result of this, the thesis only focuses on the logistical issues of the horizontal and in-stope processes. The literature review indicates that the majority of work previously conducted on transportation focused around the area of horizontal transportation with limited inputs to in-stope transportation systems. The review concludes that the traditional locomotive transportation system is the most applicable mode of horizontal transportation. Thus, special emphasis is given to trackbound transportation. An integrated approach is taken towards mine transportation advocating that underground logistics be considered as equally important as any other discipline, Le. rock engineering, ventilation, etc. In addition, the transportation process should consider each area equally important. All to often, the transportation of rock is considered of paramount importance over the transportation of personnel and material. Thus, the planning any transportation system should incorporate personnel, material and rock. To enable this, scheduling, communication and control are important with special attention required for transfer points in the transportation system. As each site has its own particular requirement, thus the final transportation systems must be drawn up based on the specific requirements of each mine. A guideline is proposed for the design of ultra deep level underground transport systems for personnel, material and rock transportation. Thus, providing mining engineers with sufficient information and data to select an appropriate transportation system to meet specific mine requirements. A geological, petrological and mineralogical study of the UG3 chromitite seam at Modikwa Platinum Mine : significance to exploration and PGE resources

The UG3 at Modikwa Platinum Mine occurs as a platiniferous, planar chromitite seam. It is stratigraphically located in the Upper Critical Zone of the Eastern Bushveld Complex. Field work study comprise of underground mapping, sampling, surface mapping, borehole core logging, microprobing and microscopic investigations carried out at the Rhodes University. The UG3 at the Modikwa Platinum Mine is about 22cm thick chromitite seam underlain by a white fine grained anorthosite and overlain by a brown medium grained feldspathic pyroxenite. It is an incomplete cyclic unit consisting of chromite and feldspathic pyroxenite. The UG3 reef at the Modikwa Platinum Mine lease area represents a Platinum Group Metal resource of 300 million tons of ore at an in situ grade of 2.5g/t. Under the current market conditions the UG3 reef remains unprofitable to mine in an underground operation due to the operational cost involved. However, it has been illustrated that the UG3 chromitite seam can increase profit margins in an open pit operation provided it is mined together with the economic UG2 chromitite seam. The extraction of the UG3 as ore in the four Modikwa UG2 open pits would result in a combined operating cash profit of R330 million. The UG3 chromitite seam is platiniferous. The platinum-group minerals (PGM) range in size from less than 10μm to about 70μm. The PGMs are associated with sulphides and are both located in the interstitial silicates and are concentrated in the chromitite seam. The PGMs show a strong preference to contact boundaries of the silicate grains, the chromite grains and the sulphide phases. In some instances, they are enclosed within the chromite grains in association with sulphides. The general sulphide assemblage comprises pentlandite and chalcopyrite whereas, the PGMs assemblage comprises cooperite, ferroplatinum, laurite, FeRhS and PtRhS.

Genesis of karst-hosted manganese ores of the Postmasburg Manganese Field, South Africa with emphasis on evidence for hydrothermal processes / Genesis of karst-hosted manganese ores of the Postmasburg Manganese Field and the implications of related hydrothermal activity, Northern Cape, South Africa

The Postmasburg Manganese Field (PMF), located in the Northern Cape Province of South Africa, once represented one of the largest sources of manganese ore worldwide. However, the discovery of the giant manganese deposits of the Kalahari Manganese Field (KMF) led to the gradual decline in manganese mining activity in the PMF. Two belts of manganese ore deposits have been distinguished in the PMF, namely the Western Belt of ferruginous manganese ores and the Eastern Belt of siliceous manganese ores. Prevailing models of ore formation in these two belts invoke karstification of manganese-rich dolomites and residual accumulation of manganese wad which later underwent diagenetic and low-grade metamorphic processes. For the most part, the role of hydrothermal processes in ore formation and metasomatic alteration is not addressed. The identification of an abundance of common and some rare Al-, Na-, K- and Ba-bearing minerals, particularly aegirine, albite, microcline, banalsite, sérandite-pectolite, paragonite and natrolite in the PMF ores studied in this thesis, is indicative of the influence of hydrothermal activity. Enrichments in Na, K and/or Ba in the ores are generally on a percentage level for the majority of samples analysed through bulk-rock techniques. The discovery of a Ba-Mn arsenate/vanadate similar to gamagarite may also indicate that the hydrothermal fluid affecting the ores was not only alkali-rich but also probably contained some As and V. The fluid was likely to be oxidized and alkaline in nature and is thought to have been a mature basinal brine. Various replacement textures, particularly of Na- and Krich minerals by Ba-bearing phases, suggest sequential deposition of gangue as well as oreminerals from the hydrothermal fluid, with Ba phases being deposited at a later stage. The stratigraphic variability of the studied ores and the deviation of their character from the pigeon-hole-type classification of ferruginous and siliceous ores in the literature, suggests that a re-evaluation of genetic models is warranted. The discovery of hydrothermallydeposited alkali-rich assemblages in the PMF and KMF provides grounding for further investigation into a possible regional-scale hydrothermal event at least re-constituting the ores. Some shortcomings in previous works include disregard for the highly variable nature of the PMF deposits, the effects of hydrothermal activity of the ores and the existence of stratigraphic discrepancies. This study provides a single, broad model for the development of all manganese deposits of the PMF. The source of metals is attributed to all formations that stratigraphically overly the Reivilo Formation of the Campbellrand Subgroup (including the Reivilo Formation itself). The main process by which metals are accumulated is attributed to karstification of the dolomites. The interaction of oxidized, alkaline brines with the ores is considered and the overlying Asbestos Hills Subgroup BIF is suggested as a potential source of alkali metals.

Preservation or exploitation? : a study of the development of the mining rights legislation on the Witwatersrand goldfields from 1886 to 2008

Elinor Ostrom (2005: 238) assumes that in understanding the make up and behaviour of institutional systems governing natural resources: “Resource users are explicitly thought of as rational egoists who plunder local resources so as to maximise their own short-term benefits. Government officials are implicitly depicted, on the other hand, as seeking, the more general public interest, having the relevant information at hand and the capability of designing optimal policies.” This thesis examines the validity of this assumption through an historical analysis of the deep-level gold mining industry of the Witwatersrand, South Africa. The main focus of the assessment is on the institutions of ownership – that is, the development of mining rights and title legislation between 1886 and 2008. The study looks at the legislations’ transformation and implementation from the perspective of the gold mining industry – made up of the mining finance houses and the Chamber of Mines of South Africa – and that of the state. The transformation of the mining industry’s institutional framework was both a choice by government as well as that of the firms in the mining industry. The theoretical framework is constructed from four areas of economic thought. These include: the neoclassical and Keynesian schools of macroeconomic thought; industrial organisation and its relevance to the relationship between firms and the market; institutional and new institutional economics; and finally property rights. The determinants of policy design and the impact of such design on firms and industry is examined. The development, implementation and use of the aforementioned legislation is examined from two perspectives, namely, that of preserver or exploiter. Throughout the history of this prominent South African industry, the motivation for action from the industry or government has oscillated between the two extremes of preserver or exploiter over the time period examined. The conclusion is drawn on an overall and broad focus of actions – with a strong focus on the most recent developments in mining legislation – post-1992.
