Hur kan boendesegregation motverkas? : En studie om hur boendesegregation beskrivs och vilka åtgärder som lyfts för att motverka boendesegregation i Malmös kommunala dokument

The purpose of this study is to research how residential segregation is described within a municipalities municipal planning document. Furthermore, proposed strategies to prevent and work against residential segregation will also be researched in the same documents. The chosen area for the research is Malmö municipality, Hyllie and Rosengård which are neighborhoods within Malmö municipality.  The research represents how residential municipality is described in the chosen areas of the studies. In addition, the research also represents the suggested approaches to prevent residential segregation. The informational for the research has been collected by examining relevant documents provided by the Malmö municipality. The result of the study shows that there are several keywords that are used to describe the phenomenon residential segregation. With the help of previous research, it was not difficult to determine such keywords. Social sustainability, mixed housing, integration, equality are examples of terms used to describe residential segregation.

This essay examines how urban planners work with the political ambition of creating integration and sustainable development through mixed housing. The essay compares how urban planners have worked in two residential areas/districts, in which both districts have been expansive since the start of the millennium.  Although both areas have been expansive, there are otherwise both structural, historical, and cultural differences. The essay thus examines how urban planners work with these different structures.  Even though the municipality have the planning monopoly, they are dependent on various actors for the implementation of the political visions and ambitions. In this respect, the private actors are often driven by the market. Hence, the essay examines how the planners work towards the politicians as well as other actors in the implementation. The essay shows that if the municipality has a large landholding in an area, they have also good positions to negotiate with the private actors, even if the planners cannot influence or determine which form of tenure the buildings will have. The essay studies and compare how the urban planners work with implementation in two different districts, in order to investigate if there are any differences between the two.  The study shows that, in theory, it seems easier to plan in an area that are built from scratch, but in practice the plans can be easier to implement and realize in an area that are slowly developed over time, because the conditions tend to change over time.

Många svenska städer står idag inför utmaningen att dämpa de negativa effekterna som uppstår från den ökade segregationen. Det finns en tydlig rumslig åtskillnad mellan personer med olika socioekonomiska förutsättningar vilket påverkar individens valmöjligheter att arbeta, utbilda eller bosätta sig var hen vill. Syftet med detta arbete är att undersöka, genom en fallstudie, hur arbetet i Linköping ser ut för att motverka boendesegregationen i staden. Genom kvalitativa intervjuer med personer, involverade i segregationsfrågan, har detta undersökts med den fysiska miljön och organisatoriska åtgärder som utgångspunkt. Studien visar att genom tydlig tvärsektoriell samverkan och blandade bostadsmiljöer möjliggörs förutsättningarna för en blandad befolkningssammansättning, men att det krävs ett mångsidigt ansvar från alla individer för att minska stigmatiseringen kring utsatta områden. / Many Swedish cities face the challenge of mitigating the negative effects that arise from the increased segregation. There is a clear spatial segregation between people with different socio-economic backgrounds which affects the individual's choices to work, education or live wherever they want. The purpose of this study is to investigate, based on a case study, how measures are taking place in Linköping to counteract increased housing segregation. Through qualitative interviews with people involved in the segregation issue, the subject has been investigated with the physical environment and organizational actions as a starting point. The study shows that through cross-sectoral cooperation and incorporating mixed housing environments the conditions for a mixed population are made possible, but that responsibility is required from all individuals to reduce the stigma around the vulnerable areas.
