Mobile Government In Turkey: Investigating Critical Success Factors, Drivers And Barriers

The number of mobile phone users in Turkey has already exceeded the number of households with the internet access. The presence of technologies which allowed more bandwidth and access from almost everywhere such as UMTS, Wi-Fi, or Wi-Max is putting a pressure on governments to enter into a new direction: m-government. As mobile phone penetration increases, its presence in the public sector is increasingly being viewed as inevitable. In this thesis, a strategic action plan model for the developing countries to achieve success in the development of m-government will be constructed. Meanwhile, critical success factors for Turkey are to be identified by a comparison of selected country cases. Moreoever, drivers and barriers for mobile government in Turkey and the affects of the demographic factors are examined by using the One-Way ANOVA and Pearson Chi-Square tests.

In this thesis, the latest developments in mobile telecommunications and mobile devices are investigated in order to integrate wireless connectivity and mobile computing in construction industry core business processes on site. The research includes current technologies and implementation in the construction industry and other industries. Wireless solutions are presented in order to improve information flow, quality of data, control and coordinate business processes in construction companies. The Marmaray project in Turkey is used as a project case study to present the necessary investment and benefits gained by the contractors. This study investigates and seeks to eliminate the barriers on the way to integrate mobile technologies in the construction industry business processes.

Using Mobile Communication Tools In Web Based Instruction

This thesis investigates the perceptions of students about using mobile communication tools in web-based instruction. A mobile learning portal that can be used by different mobile devices was designed for this purpose. This portal included a mobile discussion forum and a course information system. Sixty undergraduate and five graduate students from METU/CEIT department used this portal as a supportive learning activity in three different courses throughout two-three, and four-week periods. The discussion subjects related to course content were created by instructors in these courses and students used this portal by sending messages or creating new subjects. Assignment results and announcements were inserted into the system by the instructors of these courses. A user evaluation instrument was developed by the researcher and validated by field experts. At the end of the study, perceptions of students were collected about mobile learning, mobile learning technologies and mobile discussion forums by using this instrument. Descriptive statistics were calculated according to the responses of students. The study results show that most of the students enjoyed using mobile technologies in education and they want to use mobile technologies in other courses. Although they like using mobile technologies, they did not increase the level of learning and motivation of the students much. Furthermore, mobile technologies did not increase the communication between students and between students and teachers despite their highly developed communication capabilities. Students could easily use the mobile technologies but small screen sizes and limited keypads hindered them from performing the operations. According to students, the cost of using mobile technologies is quite important whereas the data communication security is not important.

O ambiente organizacional está cada vez mais embebido em tecnologias, que proporcionam novas formas de interação entre indivíduos e entre empresas. As tecnologias móveis, posicionadas nesse ambiente, são tecnologias que transformam o cenário dos gestores, trazendo facilidades e desafios ao mesmo tempo. Analisar a participação destas tecnologias na vida gerencial é relevante para poder perceber como os gestores lidam com elementos emergentes da intensa integração de suas atividades com as tecnologias móveis e todas as suas possibilidades. Neste cenário, os gestores financeiros lidam adicionalmente com uma transformação na sua profissão. A queda da rentabilidade do mercado de capitais fez com que uma série de produtos de investimentos proliferassem, exigindo deste profissional não apenas habilidades de operador, como também de gestor e aconselhador financeiro, para conseguir atrair e guiar seus clientes dentro de tantas novas opções disponíveis. Este estudo procurou compreender a participação das tecnologias móveis nas tarefas destes gestores financeiros, dada a realidade de sobrecarga do seu uso. Através de um estudo com 11 profissionais do mercado financeiro, foram aprofundadas as dimensões da sobrecarga do uso de tecnologia móvel, quais sejam a sobrecarga de recursos, de informação e de comunicação. Quanto a sobrecarga de recursos, os profissionais estudados relataram adequação das tecnologias móveis nas suas tarefas, especialmente no que tange à mobilidade e comunicação. Em relação a sobrecarga de informação, a percepção de grande quantidade de informação foi relatada por todos os participantes, alguns dos quais destacando também a replicação dessa informação e a dificuldade em encontrar fontes confiáveis. Por fim, na sobrecarga de comunicação, o aspecto de notificações instantâneas foi o mais comentado, não apenas no âmbito profissional mas também no âmbito pessoal. Dessa forma foi possível captar as percepções dos profissionais acerca da existência destas três sobrecargas, bem como alguns impactos nas suas tarefas profissionais, formando um conjunto de palavras-chave característicos de cada dimensão. / The organizational environment is increasingly embedded in technologies that provide new forms of interaction between individuals and companies. Mobile Technologies, inside this environment, are technologies that transform the managers’ scenario, bringing facilities and challenges at the same time. Analyze the participation of these technologies in managerial life is important to realize how managers deal with emerging elements of the intense integration of its activities with mobile technology and all its possibilities. Additionally, in this scenario, financial managers deal with a transformation in their profession scope. The profitability decline of capital markets has caused a number of investment products to proliferate, demanding from him not only professional skills of the operator, as well as manager and financial advisor skills, to attract and guide their clients in so many new options available. This study sought to elucidate the role of mobile technologies in the tasks of these financial managers, given the overload use reality. Through a study of 11 financial market professionals, were deepened the dimensions of the overload of using mobile technology, namely the resources, information and communication overloads. About the resources overload, professionals studied reported adequacy of mobile technologies in their work, regard especially with mobility and communication. In relation to information overload, the perception of a large amount of information was reported by all participants, some of which also highlighting the replication of this information and the difficulty in finding reliable sources. Finally, within the communication overload, the instant notifications aspect was the most talked about, not only in the professional but also on a personal level. It was thus possible to analyze the perceptions of this professionals about the existence of these three overloads as well as some impact on their professional tasks, forming a set of characteristic keywords in each dimension.

Os serviços de uma biblioteca por muito tempo ficaram restritos aos seus acervos em papel. Com o surgimento de novas ferramentas para auxiliar nos processos de recuperação da informação, oferecida por intermédio das tecnologias da informação, transformaram-se os métodos de trabalho e a forma de acesso aos serviços das bibliotecas, especificamente os serviços de referência e informação. Foi constatado que não há como prever se há como aliar o momento em que um usuário tem uma necessidade informacional com o momento em que tem recursos computacionais para acesso remoto aos serviços de referência e informação por ela oferecidos. Porém, observou-se que atualmente, os sistemas de comunicação sem fio e os dispositivos móveis são tecnologias que permitem acesso remoto e ininterrupto à Internet. Isso faz com que as bibliotecas esforcem-se para ampliar as condições de acesso e uso aos seus serviços, independente da restrição de seu horário de funcionamento para atendimento presencial ou de sua localização física. O objetivo geral concentrou-se em analisar aspectos de acesso e uso de serviços de referência e informação em ambientes digitais e digitais móveis em bibliotecas norte-americanas e brasileiras. A metodologia utilizada inicialmente foi a pesquisa bibliográfica e documental que ofereceram base para investigação das bibliotecas norte-americana e brasileira que tiveram seus serviços de referência e informação otimizados para ambientes digitais móveis. The services of a library for a long time were restricted to their collections on paper. With the emergence of new tools to assist in the process of information retrieval, offered through information technology, transforming the working methods and ways of access to library services, specifically the services of information and reference. It was noted that there is no way to predict if it’s possible to ally the moment when a user has an informational need with the moment in which computing resources to have remote access to information and referral services offered by it. However, it was noted that currently, the wireless communication systems and mobile devices are technologies that allow remote access and uninterrupted to the Internet. It makes the libraries try hard to improve the conditions of access and usage to their services, regardless of the restriction of their working time to attend in person or their physical location. The general objective focused on examining aspects of access and use of the services of reference and information in digital environment and in digital mobile libraries in United States and Brazil. Initially, the used methodology was the bibliographical and documental research that could provide the basis of research for Brazilian and American libraries who had their services of information and reference optimized for mobile digital environments. L'impact des technologies d'automatisation des collaborateurs de terrain sur la coordination : le cas des techniciens d'intervention de France Télécom / The impact of fields force automation technology on coordination : the cases of intervention technicians of France Télécom

L'objectif de cette thèse est d'explorer une nouvelle technologie qui remporte un certain succès dans les organisations de service connue sous l’appellation Field Force Automation (FFA). Cette technologie appartient à un vaste domaine émergent, les applications professionnelles mobiles (M-Business). Ce terme englobe tous les types d’applications mobiles destinés aux entreprises ; son succès est principalement lié à sa capacité à relier à l’entreprise, les collaborateurs de terrain (par exemple, les techniciens, les pompiers, les chauffeurs routiers etc.) qui travaillaient préalablement sans liaison directe avec leur base. L’utilisation de ces technologies, permet à ces travailleurs d’accéder à, de collecter et de traiter des données à distance et en temps réel. Le fait de connecter les collaborateurs mobiles permet à l'entreprise d'accroître sa performance, en augmentant la productivité des techniciens tout en réduisant les coûts liés aux déplacements. Malgré tous ces avantages, l’utilisation de cette technologie pose des problèmes aux communautés de techniciens, plus particulièrement ceux qui subissent des changements fondamentaux dans leur mode de travail, car cette technologie a profondément modifié la manière dont ils coordonnent leur travail. En effet, avant l'utilisation de ces technologies, les techniciens se rendaient à la station centrale afin d'obtenir leur charge de travail. Ils doivent maintenant partir en intervention directement de leur domicile. Les organisations ont appliqué un changement technique, mais ont mal pris en compte l’impact de ce changement sur la structure sociale. Notamment le fait que les techniciens ne se rendaient pas à la station centrale uniquement pour obtenir leur charge de travail mais aussi pour y échanger leurs expériences, discuter des problèmes rencontrés et des solutions apportées accroissant ainsi l’efficacité de leur travail. Selon l’approche sociotechnique, le manque d’attention à la structure sociale dans l’application de cette nouvelle technologie condamne à l’échec ces technologies au niveau des organisations qui ne prendraient pas en compte cette dimension. Ce phénomène est à l’origine de ce projet de recherche. Cette recherche a pour but d’explorer comment et pourquoi le fait de se concentrer sur la dimension technique peut mener l’implantation de ces technologies à l'échec et impacter négativement la performance des organisations. Pour analyser cette problématique, nous avons appliqué une approche sociotechnique afin d’étudier le changement organisationnel, car cette approche se base sur deux propositions majeures: le changement technique seul impacte négativement la performance de l'organisation et le changement sociotechnique impacte positivement la performance de l'organisation. Afin d’examiner et comparer ces propositions, un design de cas multiples est nécessaire pour les confirmer. L’entreprise France Télécom correspond à ce design de recherche, sollicitée elle a accepté de m’accueillir pour effectuer cette recherche. L’observation de cas au sein de cette organisation nous permet d’identifier et de comparer plusieurs exemples concrets reflétant le changement technique et ce que nous appelons le changement sociotechnique. / The aim of this thesis is to explore a new emerging technology, now gaining success in organization, called Field Force Automation (FFA) that belongs to an ever-widening, area called the Mobile Business (M-Business), a term that encompasses all kinds of mobile applications addressed to companies. This success is mainly related to its capacity for connecting Field workers, like technicians, the Fire Brigade, truck drivers and many others to corporate organizations. These workers were previously working in disconnected mode, but can now access, collect and process data remotely and in real-time. As a result, this new way of technological connectivity allows companies to increase their performance by increasing technician productivity and reducing travel-related costs. However, despite these advantages, its use is problematic, especially for the communities of technicians because its implementation implies fundamental changes of their work context, particularly concerning coordination. Before the use of these technologies, technicians went to the central station in order to get their workload. However, with the use of this technology, they can start working directly from home. In doing so, organizations applied a positive technical change but overlooked the human dimension, more precisely the collaboration between the technicians, which increases efficiency at work by exchanging experiences, discussing problems and solutions and the usual friendly interaction which gives team cohesion. According to the socio-technical approach, missing this social structure in the implementation of this new technology condemns it to failure. It is through this observation that this research project has taken shape with the aim of exploring how and why accentuating the technical dimension at the expense of the social one leads to the failure of the Information Systems (IS) innovation and decreases the overall performance of the organization in question. To analyze this problematic we applied a socio-technical theory, applied to organizational change because it argues that technical change alone can negatively impact the work performance whereas socio-technical change can impact an organization’s performance positively. Multiple-case design is required to compare these two cases and confirm or refute the above theory. France Télécom was the company selected because those types of change could be observed separately and subsequently compared. The results of this research take the form of concrete examples from the real world of what we can call technical and socio-technical change.

Mobile technologies are seen as an emerging technology that affects individuals and organizations. These technologies are becoming more affordable and accessible over time with advanced designs and computing capabilities. These technologies affect how people use and access the internet, how people create and access content or services, and how people choose to communicate. In addition these technologies have infiltrated the educational sector, and effected how educational institutions such as a university deliver services to academics, students and staff. As these technologies are effecting educational institutions academic libraries that support such educational institutions have had to embrace these technologies by adapting and adding additional services to accommodate users. Examples of such new and emerging services can be seen through the establishment of mobile library websites, mobile library applications available for users from various types of mobile devices such as cell phones, mobile tablets, and e-readers. Libraries are adapting traditional services such as catalogues, resources and other services to be accessible and usable from such devices. This study is focused on a South African academic library, taking a closer look at mobile library service delivery, to investigate whether library services delivered from mobile devices can enhance service delivery. This thesis is focused on the use of enterprise information systems (ERP) provided as a service (SaaS) together with mobile technologies in an enterprise with logistics activities. The goal of the thesis is to find out whether a Czech market offers the ERP provided as a service suitable for needs of the model enterprise. This is achieved by specifying a set of criteria and following comparison and evaluation of the chosen ERP systems in two phases. The result is one chosen system which suits the best to specified criteria and therefore the needs of the model enterprise. Subsequently for the chosen system (and its offered func-tionalities) possibilities of its use with mobile technologies are described for model enterprise processes.
