O presente trabalho trata do Hospital de Clínicas de Porto Alegre, um patrimônio moderno reconhecido no âmbito local, apesar do afastamento de sua concepção original de Jorge Moreira, autor das três versões preliminares realizadas entre 1942 e 1952. A conclusão do projeto se deu em 1958 por Oscar Valdetaro e Roberto Nadalutti, o projeto executado seguiu em grande parte a última versão de Moreira. O valor do grande bloco foi reconhecido com a salvaguarda municipal em 2011, quando a defasagem crescente entre estrutura física e serviços demandavam sua ampliação. O novo projeto proposto afetava “parcialmente a percepção do conjunto inventariado”, como apontou o parecer da Equipe do Patrimônio Histórico Artístico e Cultural. Indeferido pela via normal, foi aprovado através de Lei Complementar. A dissertação examina a intervenção acrítica realizada, com ampliação de 84.000m² e rearranjos no interior da preexistência. Analisa a complexa requalificação da “peça urbana” moderna cuja condição de bem protegido somado ao programa hospitalar são agravantes. A História da Arquitetura e a Preservação de Bens Culturais entendidas como campos disciplinares autônomos, providos de referenciais teórico-metodológicos próprios, suscitaram a investigação sobre os seus possíveis entrelaçamentos, a partir de uma perspectiva que incorpora o instrumental e as noções operativas no campo da preservação. As múltiplas temporalidades da obra arquitetônica, identificadas pelo estudo de suas transformações ao longo do tempo, a indagação ao objeto em sua consistência física à luz da cultura material e a utilização de suportes documentais diversos, resultam em um material historiográfico de interesse, possibilitando um novo olhar sobre a produção arquitetônica. Através desses pressupostos, analisamos obras de Gregori Warchavchik tombadas ou preteridas em processos de tombamento, propondo uma reconstituição de suas trajetórias e utilizando-as como estratégia para pensar em que medida as interpretações oriundas da historiografia da arquitetura moderna vêm orientando as práticas de salvaguarda e conservação do patrimônio moderno, ou, falando de outro modo, como fundamentam critérios de seleção e de intervenção sobre o moderno. / The Architectural History and the Preservation of cultural heritage understood as autonomous fields, provided by its own theories and methodologies, raised the investigation study about its possible entanglements, from a perspective that incorporates the instrumental and the operational preservation concepts. The multiple temporalities of the architectural work, identified by the study of its changes over time, the investigation of the object under the light of the material culture and the use of several document sets, result as a historiographical subject of interest, allowing a new point of view over the architectural production. These are the starting points of a Gregori Warchavchik\'s architecture analysis. The research selected listed and excluded works from listing, doing a reconstitution of their trajectories and use them as a strategy to think about how the historiographical interpretations have been guiding the conservation and protective practices, or, the intervention\'s criteria on the modern.

Assurer la pérennité d’immeubles locatifs des années 1960 à Montréal

Les années 1960 ont marqué la ville de Montréal et ont participé considérablement à l’ancrage de son identité. La quantité impressionnante d’habitations locatives construites à cette époque pour répondre à l’insalubrité des quartiers populaires nous laisse un parc immobilier important peu reconnu et négligé. Ces habitations sont intéressantes aux niveaux social et culturel, tout d’abord parce que les loyers sont abordables et parce qu’elles ont une identité singulière représentative du courant moderne propre à Montréal. Dans ce contexte, la présente recherche porte sur l’approche à prioriser pour assurer la pérennité et augmenter la reconnaissance de cette typologie. Les objectifs principaux sont de démocratiser l’accès aux enjeux patrimoniaux, de déstigmatiser les locataires et l’architecture de ces habitations en plus de faire avancer les connaissances méthodologiques de la mise en valeur du cadre bâti. Dans le but de mieux comprendre le concept de pérennité en architecture et la qualité sociale de la typologie, le cadre théorique est basé sur les notions patrimoniales et la notion complexe de l’habiter. La gestion du patrimoine par les valeurs et la place identitaire du patrimoine dans les sociétés contemporaines théorisées par le Getty Conservation Institute, Françoise Choay et France Vanlaethem confirment la pertinence du sujet de recherche. Les écrits de Perla Serfaty-Garzon et de Thierry Paquot sur l’expérience d’habiter et l’importance de l’attachement au chez-soi dans le développement personnel de l’habitant appuient la qualité fonctionnelle des habitations. Les entretiens semi-dirigés avec les professionnels et l’affichage thématique démontrent que chaque méthode est pertinente à différents niveaux en fonction du résultat souhaité. Ainsi, la pérennité des habitations dans la mémoire collective est possible par un travail de sensibilisation et de verbalisation ainsi que par la réalisation d’un inventaire. Une approche communicative, centrée sur le partage d’expériences, d’avis et de différents points de vue, favorise une approche dynamique de la mise en valeur du cadre bâti. Cette approche communicative rend également accessible à un plus grand public une compréhension des enjeux architecturaux contemporains. Au terme de l’étude, il semble possible de réduire les préjugés auxquels font face les habitations et leurs locataires. Pour ce faire, il faut un travail considérable de sensibilisation aux qualités architecturales des bâtiments, leur place dans l’identité caractéristique de Montréal et de partager les propos des locataires sur leur attachement au logement et leur appropriation du lieu. Finalement, la recherche démontre qu’il est pertinent de conserver certaines habitations locatives des années 1960 emblématiques en s’appuyant sur les valeurs patrimoniales, dont la valeur sociale, culturelle et architecturale. / The Sixties made a mark on the City of Montreal and significantly contributed to the definition of its identity. The considerable amount of rental housing developed in that time as a response to decrepitude issues which paralyzed working-class neighborhoods leaves us with many neglected and undervalued buildings. Those buildings are of interest for both their social and cultural contexts; first, because the apartments are affordable and second, because they are representative of the modern movement for which Montreal is globally recognized. In this context, the research project aims to better understand which approach would be suitable in order to ensure the sustainability and increase in recognition of this type of building. The main goals are to democratize the access to building heritage issues, to destigmatize the tenants and the architecture of those buildings and to advance the methodological knowledge on how to raise awareness and appreciation towards the built environment. In order to better understand the core concepts of sustainability in architecture and the social quality of the buildings, the theoretical framework is based upon building heritage notions and the complex notion of dweling. The built heritage fundamentals, by the analysis of the work of Aylin Orbasli and Françoise Choay; who tackle the approach of value-based management of the built heritage and the core place of heritage in the definition of the identity of contemporary societies; confirms the relevance of the research subject. Publications by Perla Serfaty-Garzon and Thierry Paquot on the experience of dweling and the importance of home attachment in the personal development of the inhabitant confirms the functional quality of the housing buildings. The semi-structured interviews with professionals and the thematic display of the research demonstrates that every method used is relevant at different levels, depending on the expected outcome. Thus, it is likely that the sustainability of some housing buildings from the Sixties is feasible by a sensibilization and verbalization campaign and by developing an extensive inventory. A communicative approach centered on the sharing of experiences, opinions and points of views promotes a dynamic approach to build heritage and the built environment. This approach also facilitates access to contemporary architectural issues to a wider audience. In retrospect, it seems possible to reduce the stigma toward tenants and the buildings themselves. To achieve this, considerable work is needed to raise awareness of the architectural qualities of the buildings, their place in the identity of Montreal and promote the tenants’ point of view of their attachment and approval of the apartments. Finally, the research shows that it is relevant to preserve some iconic housing buildings from the Sixties based on heritage values, including social, cultural, and architectural values.

Identifying key problems regarding the conservation of designed landscapes : designed landscapes of the recent past

The purpose of the study was to improve the understanding of the present situation and the key problems regarding the conservation of designed landscapes of the recent past. Another aim was to investigate roles and initiatives undertaken by key stakeholders and recommend key areas for measures and action to enhance the conservation and protection of designed landscapes of the recent past. The emphasis of the research was on the United Kingdom but relevant findings and actions from an international context were included. A qualitative method was applied using the between-method triangulation research methodology, which combined two methods of investigation, namely data triangulation and theory triangulation. Theory triangulation allowed for an investigation of the wider context or ‘the general’ and a comparison of findings from published sources and records, including an examination of the existing inventories and the roles and initiatives of key stakeholders. The data triangulation used a case study survey, with questionnaires and interviews, to enable the collection and analysis of data from different categories of stakeholders from a site-specific perspective or ‘the particular’ context. The case study survey investigated eleven case study sites using questionnaires and interviews. A total of 146 respondents were contacted and 103 completed responses were received. The results revealed that several recommendations for actions to improve the conservation and protection of heritage of the recent past exist, and that general conservation principles and methodologies exist for the conservation of designed landscapes, but that a lack of recognition and awareness for the significance of designed landscapes of the recent past results in poor implementation of such principles, and the continuing destruction and disfigurement of significant sites. The findings of the study led in the conclusions to the preparation of recommendations for measures and actions by stakeholders, to improve the protection and conservation of landscapes of the recent past.

Este trabalho tem como objetivo central avaliar o estado de conservação e o uso atual de um dos principais exemplares da arquitetura Moderna brasileira: o Conjunto da Pampulha. Sabida sua função patrimonial no contexto histórico e cultural, procura-se identificar as já passadas intervenções para compreender a transformação pela qual esse conjunto passou. Pretende-se identificar quais os problemas práticos e burocráticos mais correntes na preservação dos edifícios Modernos no Brasil. Bem como especular quais podem ser os principais problemas e entraves na preservação dos bens modernos, que já fazem parte de uma memória arquitetônica, artística e cultural da nação. Para atender os objetivos de análise, uma breve revisão das origens da arquitetura Moderna Brasileira abrirá o presente trabalho; contextualizando projetos icônicos e seus respectivos autores no tempo/espaço. A revisão bibliográfica reunirá informações sobre o tema reconhecimento e valorização do patrimônio histórico arquitetônico, com uma revisão concisa de suas teorias e doutrinas. Ainda, revisitará as legislações patrimonialistas vigentes e o posicionamento de órgãos nacionais e mundiais responsáveis pela proteção de patrimônios arquitetônicos do estudo de caso. No contexto de intervenção em uma obra arquitetônica construída, serão diferenciadas em termos gerais as intervenções de restauro, reforma e reciclagem. Munido deste material, o trabalho entra no estudo de caso. A história, contexto, percalços e triunfos do projeto de Oscar Niemeyer para a Pampulha serão avaliados a partir da coleta dos dados em livros, revistas, fotografias, material obtido em órgãos públicos do estado de Minas Gerais em visita, e documentação disponível das intervenções ao conjunto ao longo do tempo. Da fundamentação teórica, bibliográfica e documental, a dissertação do curso de mestrado pretende uma análise crítica e parecer especulativo do objeto de estudo (Conjunto da Pampulha), reunindo informações a quem interesse desenvolver um estudo preliminar de reciclagem de edifícios modernos. / This body of work aims to evaluate the conservation state and actual use of one of the primary examples of Brazilian Modern architecture: Niemeyer’s Pampulha. By knowing its role in its historical and culture context, we seek to identify past interventions to comprehend the transformations that took place in this collection of architecture works. The purpose is to identify the most common, practical and bureaucratic problems in preservation of Modern Architecture in Brazil. And to speculate which might be the main issues and obstacles in the preservation of Modern properties, that are already part of this nation’s architectural, artistic and cultural memory. To reach these goals of analysis, a brief review of the origins of Brazilian Modern architecture opens the present paper to set its architectural plans and authors in time/space. The literature review will gather information on the topic ‘recognition and appreciation of the architectural heritage’ with a recall of its theories and doctrines. The thesis will also revisit current heritage statutes and the understanding of national and world institutions responsible for architectural heritage care. In the context of architectural interventions, restoration, reform and recycling will be differentiated in general terms. Provided with this material, this work enters into case study. History, context, mishaps and triumphs of Oscar Niemeyer’s Pampulha original design will be evaluated from data collected in books, journals, photos, obtained through personal research in public agencies of the State of Minas Gerais and in available documentation gathered through time. From theoretical foundation to literature and documentation this master’s degree thesis intends to offer a critic overview and a speculative insight of its point of interest, gathering information for whomever seeks to develop a preliminary study in Modern buildings’ recycling.

Cette recherche est consacrée aux pratiques de protection des monuments à Athènes, et ce depuis l’Indépendance. Elle est ainsi associée à une analyse précise de la législation, des débats qui l’ont accompagnée et des pratiques de sauvegarde des monuments historiques et des sites archéologiques de la capitale. Ce travail espère contribuer ainsi à une meilleure connaissance de l’évolution de la notion de patrimoine en Grèce. Une évolution qui est ponctuée par les évènements politiques qui ont mené à la construction de l’État grec pendant tout un siècle, mais aussi par les différentes ratifications des conventions européennes et internationales relatives à la protection du patrimoine. Cependant, la traduction de ces instruments normatifs s’avère contraignante dans un pays où l’héritage culturel est associé essentiellement aux témoignages matériels conformes à l’histoire nationale. Le régime patrimonial grec s’orchestre de ce fait, non sans difficultés, à une notion de patrimoine en perpétuelle évolution. Cet héritage qui était un bien national à l’image d’un peuple homogène héritier de la Grèce antique et de l’Empire byzantin devient aujourd’hui synonyme de legs diversifiés et produits de différentes « communautés ». Athènes à qui l'on a réfuté les témoignages « post-byzantins » inaugure aujourd’hui son premier « archontikó » ottoman. / This research is devoted to the practical conservation of monuments in Athens since Independence. It is thus associated with a precise analysis of the legislation, debates that accompanied it, as well as practical conservation of historical monuments and the capital of archaeological sites. This work hopes to contribute to a better understanding of the evolution of the concept of heritage in Greece. This evolution is punctuated by political events that led to the construction of the Greek State for a whole century, but also by the different ratifications of European and international conventions concerning the heritage protection. However, the translation of these normative instruments proves compelling in a country where cultural heritage is associated primarily with material evidence in accordance with the national history. Greek patrimonial regime orchestra thus not without difficulty, to a notion of heritage in constant evolution. This legacy was a national asset for the image of a homogeneous people heir of ancient Greece and the Byzantine Empire now becoming synonymous with diverse legacies and products of different "communities". Athens who are denied the "post-Byzantine" testimony today inaugurated its first "archontikó" Ottoman.

Jockey club do Rio Grande do Sul : patrimônio moderno e requalificação urbana

A presente dissertação tem como mote o estudo do caso do Jockey Club do Rio Grande do Sul como intersecção entre patrimônio moderno a ser preservado e grande área urbana ser recuperada. Este estiado oferece subsídios para o entendimento do problema que envolve a preservação das instalações do Hipódromo do Cristal, obra prima da arquitetura moderna em solo porto alegrense, de autoria do arquiteto uruguaio Román. Fresnedo Siri, e da área que abriga o conjunto, parte vital do sistema de espaços abertos verdes da orla do lago Guaíba. A deteriáração do Jockey Club do Rio Grande do Sul tanto em suas estruturas físicas quanto financeiras favorece a simples dissolução do patrimônio construído e do bolsão de espaço verde no interior da cidade. São apresentados de forma concisa alguns conceitos básicos para o entendimento do.equipamento hipódromo como feito urbano e cultural da humanidade. A seguir são indicadas as razões para a decadência do conjunto de Porto Alegre, analisadas as legislações incidentes e as propostas elaboradas para a área, as perspectivas de transformação do espaço e casos semelhantes em outras entidades da mesma natureza no Brasil e no mundo, tendo por objetivo embasar futuras iniciativas promovam uma revitalização da região. / This work has as the theme the case study of Jockey Club in Rio. Grande do Sul, as an intersection between modern heritage to be preserved and a major urban area to be reclaimed. It provides insights to understand the problem that involves preservation Hipódromo do Cristal facilities, a masterpiece of modern architecture in Porto Alegre city, authored by the Uruguayan architect Roman Fresnedo Siri, and the area that shelters the hippic set, a vital part of green open spaces system that borders Guaiba lake. Deterioration of Jockey Club do Rio Grande do Sul, both in its physical and financial struçtures, promotes the simple dissolution of built heritage and green hollow space inside the city. Some basic concepts are presented concisely, for the understanding of how racecourse equipment as urban and cultural feat of mankind. Then are listed reasons for the decline of Porto Alegre set, are studied incident laws and the proposals developed to area, the perspectives of space transformation and similar cases in other entities in Brazil and abroad, with the goal of base future initiatives that promote the region revitalization.
