No que concerne ao trânsito da mulher na política, sem dúvida, existem inúmeras reflexões que podem ser esmiuçadas. Temos que a luta das mulheres pelos espaços de poder vem carregada de muitos desafios e obstáculos que teimam em colocá-las na esfera privada, muitas vezes vista como sinônimo de privação, enquanto que os homens permeiam na esfera pública, entrelaçada com o poder, regalias e prestígio. Pensar sobre a inserção da mulher na política nos remete a desigualdade de gênero nas relações humanas e sociais e ao patriarcado ainda vigente. Nesse sentido, essa investigação científica teve como propósito examinar e entender a participação de mulheres no espaço de representação política, verificar como funciona a dinâmica da inserção da mulher nesse espaço de poder, refletir sobre a temática de gênero, entender a dominação masculina e suas imbricações, refletir sobre a luta feminista que galgava legitimação e reconhecimento das mulheres nos espaços de poder, inclusive da política, a ideologia patriarcal ainda influente sobre as relações humanas da sociedade e no Direito, a discriminação e preconceito existente no espaço político e por suas instituições comandadas em sua grande maioria por homens, a ineficácia da lei de cotas, bem como outras temáticas que merecem ser destacadas no presente trabalho. Para tanto, para uma correta compreensão de nossa análise, focamos nossa pesquisa nas vereadoras do município de João Pessoa e nas Deputadas do Estado da Paraíba, mediante uma abordagem de ordem qualitativa nos voltando para a captura de uma realidade que não pode ser quantificada. Os dados coletados se deram através de entrevistas com base em um roteiro de perguntas que aborda algumas questões essenciais para a apreensão de pontos relevantes sobre o tema tratado. / Male domination in several nobler sectors is something that has been perpetuating over time. As far as the transit of women in politics is concerned, there are undoubtedly innumerable reflections that can be broached. We have that the struggle of women for the spaces of power comes loaded with many challenges and obstacles that insist on placing them in the private sphere, often seen as synonymous with deprivation, while men permeate in the public sphere, intertwined with power, perks and prestige. Thinking about the insertion of women in politics reminds us of the gender inequality in human and social relations and the patriarchy still in force. In this sense, this scientific investigation aimed to examine and understand the participation of women in the space of political representation, to verify how the dynamics of the insertion of women in this space of power works, to reflect on the theme of gender, to understand male domination and its imbrications , To reflect on the feminist struggle that gauged women's legitimation and recognition in the spaces of power, including politics, patriarchal ideology still influential on human relations in society and on the Law, discrimination and prejudice in the political space and its commanded institutions In its great majority by men, the inefficacy of the quota law, as well as other themes that deserve to be highlighted in the present work. To do so, for a correct understanding of our analysis, we focused our research on councilors in the city of João Pessoa and in the Deputies of the State of Paraíba, through a qualitative approach, returning us to capture a reality that can not be quantified. The data collected were given through interviews based on a questionnaire that addresses some essential issues for the apprehension of relevant points on the subject treated.

Entendemos que o estudo deste percurso se faz necessário para compreendermos a difícil e cultural participação das mulheres nos espaços de poder no país nas esferas municipal, estadual e nacional. Para isso, nosso objeto de análise se detém aos relatos de cinco prefeitas paraibanas sobre a política formal. São elas: Pollyana Yasnaia (PT) prefeita reeleita em 2012 na cidade de Pombal PB; Ednacé Henrique, prefeita reeleita em 2012 no município de Monteiro – PB; Euda Fabiana, prefeita reeleita em 2012 em Cuité – PB; Luzinectt Costa, prefeita reeleita em 2012 em Barra de São Miguel – PB e Rosângela Leite, prefeita eleita em 2012 em Desterro – PB. Foi necessária a realização de uma pesquisa qualitativa sobre a inserção das mulheres na política formal, em que o entendimento dos valores morais e simbólicos nas falas que coletamos foram imprescindíveis ao nosso estudo. Neste sentido, a “entrevista” foi uma técnica importante para que pudéssemos entrevistar as prefeitas e estudar as falas delas como um rico conjunto simbólico. A nossa hipótese é de que as mulheres quando no exercício do poder público continuam reproduzindo o poder histórico da prática política dos homens. Percorremos o objetivo de afirmar que mesmo alcançando determinado cargo público tais mulheres assim o conquistam pela força das relações de parentesco. Apesar disso, acreditamos que é uma vitória para as mulheres assumirem cargo público de poder político, tal como a prefeitura de uma cidade, mas também acreditamos que ao assumir reproduzem estereótipos da mulher na sociedade. Ou seja, as prefeitas assumem uma postura da imagem da mulher culturalmente arraigada nas suas práticas de diferença em relação ao homem: são mais sensíveis, tem um olhar mais clínico, têm a capacidade de fazer muitas tarefas ao mesmo tempo, são mais comedidas, são cuidadoras, e são as mães do povo. A pesquisa buscou compreender a ideia de que a presença da mulher neste espaço de poder, na Paraíba, reproduz o poder masculinizado da política, uma vez que as práticas tradicionais exercidos pelos “donos do poder” são reproduzidos por estas mulheres, a exemplo do assistencialismo social, do uso da “fé religiosa” e da imagem da “mãe pátria”, tais atributos contribuem para angariar votos e com isso perpetuar o poder de família no grupo político do município e região. Tais práticas corroboram para a reprodução de estruturas de poder político e econômico que se constituíram historicamente no Estado e agora estão reproduzidas na atualidade a partir, também, da “entrada” delas na política. / The thesis discusses the symbolic representations of women's participation in politics, to do a theoretical course on the experiences of women in the feminist struggles in Brazil and the context of submission and inequality of rights for their entry into formal politics. We understand that the study of this path is necessary to understand the difficult and cultural participation of women in the spaces of power in the country at the municipal, state and national levels. For this, our analysis makes uses of the reports from five female mayors from the State of Paraiba about formal politics. They are: Pollyana Yasnaia (PT) mayor re-elected in 2012 in the city of Pombal PB; Ednacé Henrique, mayor reelected in 2012 in the municipality of Monteiro - PB; Euda Fabiana, mayor reelected in 2012 in Cuité - PB; Luzinectt Costa, mayor reelected in 2012 in Barra de São Miguel - PB and Rosângela Leite, mayor elected in 2012 in Desterro - PB. It was necessary to carry out a quantitative - qualitative research on the insertion of women in formal politics, in which the understanding of moral and symbolic values in the speeches we collected proved essential to our study. Our hypothesis is that women in the exercise of public power continue to reproduce the masculinized power of political practice. We have concluded that when they reach such a public office, women generally conquer it by the force of kinship relations. Despite this, we believe that it is a victory for women to assume public office of political power, such as a city hall, but we also believe that when they assume such an office, they reproduce women's stereotypes in the society. That is to say, the female mayors assume a position of the image of the woman culturally rooted in their practices of difference in relation to the man: they are more sensitive, have a more clinical look, have the capacity to do many tasks at the same time, are more restrained, are caregivers, and are the mothers of the people. The research sought to understand the idea that the presence of women in this power space, in Paraíba, reproduces the masculinized power of politics, since the traditional practices exercised by the "owners of power" are reproduced by these women, such as social welfare, the use of "religious faith" and the image of the "mother country". These attributes contribute to win votes and thereby perpetuate the power of dynasties in the political group of the municipality and region. These practices contribute to the preservation of structures of political and economic power that have historically constituted themselves in the State and continue to be reproduced today, starting from the "entry" of women into politics.

Hoje, ainda que de maneira lenta e gradual, esta realidade vem sendo modificada e as mulheres têm reivindicado sua presença nos espaços do poder. No entanto, é fato também, que o número delas nesse meio é extremamente baixo: na Câmara Federal, elas são apenas cerca de 10% da representação. Desse modo, a Assembleia Legislativa da Paraíba que é estruturada em 36 cadeiras, tem hoje uma representação feminina composta por apenas três nomes: Camila Toscano, Daniella Ribeiro e Estela Bezerra. Assim, é nosso objetivo nessa dissertação, entender como essas mulheres se inseriram na política, quais as vias de acesso por elas utilizadas: os nomes de família (grupos oligárquicos) ou a participação em movimentos sociais, e desse modo, analisar a construção de seus mandatos e de suas proposituras, considerando se elas têm como base sua condição de gênero ou não. A maneira pela qual essas parlamentares entendem e vivenciam o ambiente da política e como compreendem o papel da mulher nesse meio, foram fundamentais para a construção dos argumentos aqui expostos. A categoria de gênero e a compreensão da delimitação de papéis sociais distintos para homens e para mulheres, foram basilares nesse processo. A análise de suas agendas políticas, o acompanhamento de sessões parlamentares que contaram com sua presença, bem como a realização de entrevistas com as três deputadas e o percurso feito pelas mulheres ao longo da história social e política do país, encerram os meios utilizados para estruturar tais argumentações. / The determination of differentiated and rigid social roles in which women were subjugated to the private sphere of the home, care, reproduction and self-denial, and men were privileged with the occupation of public space, knowledge, discussions and consequently, politics, ended up, for a long time, preventing their presence in this environment. Nowadays, although slowly and gradually, this reality has been modified and women have claimed their presence in power positions. However, it is also a fact that their numbers are extremely low: in the Federal Chamber, they are only about 10% of representation. Thus, the Legislative Assembly of Paraíba, which is structured in 36 seats, now has a female representation composed of only 3 names, Camila Toscano, Daniella Ribeiro and Estela Bezerra. Therefore, it was our goal, through this research, to understand how these women were inserted in politics, what access routes they used: family names (oligarchic groups) or participation in social movements, and thereby, to analyze the construction of their political mandates and their candidacy, considering whether these are based on their gender condition or not. The way in which these parliamentarians understand and experience the political surroundings and how they understand the role of women in this environment were fundamental to the construction of the arguments presented here. The gender category and the understanding of the delimitation of distinct social roles for men and for women were fundamental in this process. The analysis of their political appointments, the follow-up of their parliamentary sessions, as well as interviews with the three women deputies, the course taken by women throughout the social and political history of the country, contain the means used to structure such arguments.
