This diploma thehis is focused on the financing of public services in municipalities in the Czech Republic related to demographic changes, which take place in the Czech Republic. As is generally known, population in the Czech Republic ages. But the aging is only one of the factors influencing the demographics. The goal is to assess the impact of demographic changes on municipal expenditures associated mainly with municipal waste management, but also to the overall municipal relationship to the environment. The thesis is divided into two parts, theoretical and practical. The theoretical part deals with the public municipal services and demographics in the Czech Republic in time and also deals with the system of financing these services, whether the municipality's own resources, e. g. the property taxes, or other funds from the state budget or from the EU funds. The second, practical part, is formed as a case study including specific data from specific municipality. It contains detailed information about municipality's waste management and about population growth in Karvina city during the specific time period.

The Master Thesis outlines planning and valuation of solid waste incinerator with energy recovery. The focus of due diligence, made before valuation, is on the assessment of the input data in regard to current and future market situation. The beginning of the thesis explains the valuation process with methods used later on. The two subsequent parts describe respectively current market situation and define data for valuation process made in Excel sheet attached. Before concluding the outcomes are compared with other possibilities with changes in financing structure.

The purpose of this study was to investigate how successful the goal and follow-up measures of the municipal waste plans are, but also how the follow-up measures can contribute to achieving environmentally sustainable development in accordance with the national environmental diversity goals. Methods used were a literature study and a questionnaire, which was sent to people responsible for the follow-up of the waste plans. The results of this study showed that a large part of the follow-ups worked well. The national environmental diversity goals were integrated through various activities in the waste plans, for example information efforts regarding minimizing plastic use. It was not possible to see any statistical differences between follow-up frequency and municipality size. However, the common aspect was that an improved structure would improve the goal and measures fulfilment. A part of the survey was to investigate the need for a structured digital system for monitoring the waste plan. In order to function and be adequate, it was important that the digital system was integrated into the company's own operations. A structured digital system for monitoring the waste plan can increase recycling rates. It can contribute to increase the chances of achieving the national environmental diversity goals and reach circular economy.

Atliekų valdymo problema šiandien aktuali daugeliui ES valstybių, įgyvendinančių ES atliekų valdymo politiką. LR dar tik žengia pirmuosius žingsnius, pertvarkydama atliekų valdymo sistemą. Atliekų tvarkymas įstatymuose apibrėžiamas priemonė, bet ne kaip nuoseklus valdymo procesas. Tai sukelia nesusipratimų valdžios struktūrose. Didžiausia atsakomybė tenka savivaldybėms, jos įgyvendina atliekų tvarkymą tiesiogiai, o valdymo klausimus turinčios spręsti valdžios institucijos, dubliuodamos viena kitos veiklą, nepriima radikalių sprendimų, kurie šiandien jau būtini. Tvirtas požiūris į šią problemą ir raginimas kurti atliekų deginimą buvo išsakytas ir pačios prezidentės Dalios Grybauskaitės 2009 m. rugsėjo 2d, Kaune vykusiame susitikime su Kauno miesto savivaldybės vadovais, raginusios greitu metu imtis veiklos, kadangi žinoma, jog LR yra remiama ES, yra ir įsipareigojusi ES. Išanalizuotos direktyvos, įstatymai, planai, ataskaitos įgalina teigti, kad būtinas valdančių struktūrų greitas sprendimų priėmimas ir tikslų įgyvendinimas, apibrėžiant įstatymuose tiksliau institucijų pareigas ir užduotis, imantis sukauptų atliekų gyvavimo ciklo pratęsimo, įvertinant LR valstybės piliečių sąmoningumą atliekų tvarkyme (diegiamos naujovės įsitvirtina negreitai, o atliekos kaupiasi sparčiai). / Waste management problem in today's relevant for many EU countries to comply with EU waste management policy. Republic of Lithuania yet just takes its first steps in restructuring of the waste management system. Waste management legislation is defined as a tool rather than as a management process. This leads to misunderstandings inside power structures. The main responsibility lies with the municipalities, they implement waste management directly, and the authorities having to address governance issues, duplicating each other's activities does not accept radical solutions, which today are essential. Robust approach to this problem and call for the incineration of waste has been expressed by president Dalia Grybauskaite on 2009 September 2nd at a meeting with Kaunas municipality heads, she called in short time to take action, since it is known that RL is supported by the EU, is committed to the EU. Analyzed directives, laws, plans, reports allows to assert that the rapid decision-making and implementation of the objectives is necessary for managing structures, defining duties and tasks of the authorities more precisely, through the extension of the life cycle of the waste generated, taking the RL state citizens' awareness of waste management (innovation far from gaining ground, and waste builds up quickly).

China’s growth and development have opened the door to a new world. Shandong province’s 90 million inhabitants are entering into a consumption society and the waste stream from households, restaurants and commercials has become a challenge. So far, the waste has mostly been burned in backyards, thrown into rivers, put on open dumps or taken to landfills. The environmental consequence is strong. This study was carried out in Shandong province and presents the current situation of the municipal waste management. The result of the study is organised into social, economical, technical and environmental parameters. It mostly covers the years 2006 to 2010. In the discussion, the strength, weakness, opportunities, and threats to the management are analysed, which gives an overview of the complex situation. The final conclusion is that there are a lot of opportunities in developing municipal solid waste management in Shandong province since the work and planning is new and economy is good. Threats are for example a larger waste stream. The municipal waste management has some strengths, such as a lot of projects going on, but also a lot of weakness for instance implementation of the regulations and laws. / Kinas starka tillväxt håller på att skapa ett konsumtionssamhälle som påminner om det västerländska. Med högre konsumtion och starkare ekonomi växer avfallsmängderna snabbt. I Shandong provinsen finns mer än 90 miljoner invånare som varje dag gör sig av med 0,5 – 1,5 kg sopor. Det är en utmaning för samhällsplanerana och ingenjörerna att ta hand om dessa volymer. Hittills har det mesta av avfallet bränts på bakgårdar, kastas i vattendrag, ut i naturen eller lagts på deponi. Miljöskadorna är stora. Denna studie beskriver avfallshanteringens situtation i Shandong provinsen. Faktan är uppdelad utefter sociala, ekonomiska, tekniska och ekologiska parametrar. Studien täcker åren 2006 till 2010. Olika avfallsanläggningar och konstruktioner besöktes, utländsk litterlatur användes och en handledare från ett kinesiskt provinskonstruktionsföretag bidrog med information och data. Studien är delvis dokumenterad med foton. I diskussionen analysers styrkor, svagheter, möjligheter och hot med avfallshanteringen för överblick av situationen. I slutsatsen framgår det att det finns många möjligheter i utvecklingen av ett avfallshanteringssystem eftersom det är nytt, flexibelt och ekonomin är god. Det finns även hårda miljö och säkerheteslagar som påminner om EUs och USAs. Till hoten räknas stora avfallsvolymer som kan vara svårkontrollerade, samt att alldeles för hårda lagar kan hindra nya innovationer och teknik. Styrkor som finns är att fler än 111 stycken projekt är på gång, och att kunskap finns på högre ledningsnivå. Svageheterna är dålig implementering av lagar samt dålig kunskap på lägre nivå. Eftersom avfallhanteringen är i ett initierande stadie så kan de val som görs nu påverka på väldigt långt sikt.
