Local economic development projects in the Amathole District Municipality

The global economy has been reeling from the continued effects of the economic crisis since 2007. A range of approaches to economic recovery have been followed, ranging from financial bailout during the 2007/08 financial crisis, to austerity measures in the most recent 2011/12 sovereign debt crisis, but each with limited success. South Africa has similarly experienced significant shockwaves from the meltdown. The South African economy officially entered into recession in the second quarter of 2009. The economy was quick to emerge from economic recession by the first quarter of 2010, but has been on a bumpy path of recovery since. Moreover, economic recovery has been thwarted by the ensuing sovereign debt crisis in the Euro. South Africa is characterised by inequitable growth and development, a high incidence of poverty, a relatively underdeveloped economic base, low levels of skills development and low levels of access to basic services and infrastructure. LED has had a difficult birth in South Africa with regards to accomplishing its objectives of job creation and poverty alleviation. In an attempt to address these problems, the Amathole District Municipality has implemented a number of local economic development projects within the area aimed at improving the wellbeing of communities through the creation of job opportunities and sustainable livelihoods. The study is intended to assist the municipality to identify and address challenges that affect the successful implementation of LED projects. The following research aims to identify and assess the impacts that these projects have had on beneficiaries and the district as a whole. Furthermore the research aims to identify project successes as well as highlight shortcomings in order to enhance the economic impact of these projects in the future.

Assessing the 'breaking new ground in housing' policy of South Africa in meeting the objectives of community participation

Community participation is an important aspect of South African government policies that deal with integrated development planning and sustainable development. This report presents aspects of community participation in infrastructure delivery and in particular housing in Reeston which is part of the Duncan Village Redevelopment Initiative in East London area of the Buffalo City Metropolitan Municipality. The importance of community participation is acknowledged as it enhances the ability of the community members to demonstrate and use their own views to deal with specific issues and to address the needs and problems that emerge and prevail in their societies. The two emerging paradigms of community participation suggest that the participating communities should be involved in the ‘selection, design, planning and implementation’ of projects that will have an effect on them and from which they are going to benefit ; and that continuous feedback to communities forms a fundamental part of any development activity. This report explores how the “Breaking New Ground in Housing” (BNG) policy of the South African Government meets its objectives in the context of community participation.

To evaluate the roles and functioning of community health committees within the Nelson Mandela Bay Municipality

Community participation is a concept that has been advocated for by bodies such as the World Health Organization (WHO) for over two decades. In South Africa, community participation was included in the National Health Act (61 of 2003). Clinic and Community health facility committees were legislated as a method of involving communities in promoting health and improving health outcomes. During the year 2010, a process was initiated by the Nelson Mandela Bay Municipality (NMBM) to establish and train health committees at all health facilities. The purpose of this research report was to evaluate the effectiveness of community health committees within the Nelson Mandela Bay Municipality, since 2010. Guidelines given in the Policy on the Establishment and Functioning of Clinic and Community Health Centre Committee (2009) were utilized as a point of reference for this study. The results showed that the community health committees trained in 2010 were functioning effectively as a result of the policy guidelines given. There still needs to be an improvement in the involvement of ward councilors, as stipulated in the National Health Act (61 of 2003), as well as in the implementation of the fundraising role, as set out in the Health Departments policy guidelines for health committees to implement.

Exploring the effects of financial management training on task performance of selected school governing bodies in the Eastern Cape Province

The primary objective of this study was to explore the effect of financial management training on task performance of selected School Governing Bodies (SGBs) in the JS Skenjana Circuit, Dutywa District in the Eastern Cape Province. The study looked at the extent to which financial management training assisted the SGBs in performing their roles and responsibilities effectively. A qualitative research was employed to gain a deeper understanding of the experiences of the members of the SGBs regarding the effects of financial management training on their task performance. Data were collected through in-depth interviews, focus group discussions and secondary documents. Respondents were members of the finance committee of the SGBs. The findings of the study show that training offered by the Department of Education (DoE) was inadequate and did not equip the SGBs adequately to manage school funds efficiently and effectively. Members of the SGB did not clearly understand their roles and responsibilities, including the legal framework regulating the management of school finances. This study recommends that the content of training offered to the SGBs should be reviewed to ensure its alignment with the context, roles and responsibilities of this important body. The DoE should use qualified trainers/facilitators and should also provide constant monitoring and support to SGBs. Further, the DoE should provide schools with mentors to support them on the management of finances. The DoE should develop a procurement management system that is evaluated at the level of a circuit and further ensure that all schools have functional procurement committees. Twinning of schools should also be considered to promote partnership and collaboration among schools. This should be done to increase financial prudence and overall school performance. The DoE should develop a financial assessment plan and remedial programmes, to assist schools that are not performing well in the management of finances. / Business Management / M. Com. An evaluation of the practices and operations of community police forums in Tshwane

The purpose of the study is to evaluate practices and operations of Community Police Forums and their sub-structures in Tshwane. This includes various approaches that are used to implement and manage the operations of Community Police Forums and their sub-structures. This research is designed to determine different operational approaches that are used by the Community Police Forums and their sub-structures to curb the criminal activities including those of their respective members. The qualitative research method was utilised for this study, achieving stated research objectives and answering the research questions. The population in the study included members of the South African Police Service and Community Police Forums in Tshwane District, as well as officials in the Directorate Community Police Relations within the Gauteng Department of Community Safety. The study revealed that Community Police Forums and their sub-structures are essential in the reduction of crime and they can be used as force multipliers to the South African Police Service. It also shows that there are legislative framework that Community Police Forums and their sub-structures are supposed to function under and adhere to. Monitoring mechanisms are in place to ensure that these structures function within the stipulated framework. The evaluation of strategies used to reduce maternal mortality in the Fezile Dabi District (Free State Province)

The purpose of this study was to describe and evaluate the strategies used to reduce maternal mortality of the Fezile Dabi District in the Free State Province, South Africa. A quantitative descriptive study was conducted at three hospitals to describe and evaluate the strategies. Data collection was done by using the Maternal and Neonatal Programme Effort Index (MNPI) self-administered questionnaire. The study population comprised of 71 (midwives (52), doctors (13), management-operational managers (6). The overall response rate for the three hospitals was (43.5%). The study indicated that programme efforts for maternal health are similar across the three hospitals, however, there are particular areas in each hospital that need more attention. The ratings of all the strategies generally showed weak to partial effort. The findings revealed general poor performance under the following strategies: postpartum care, training arrangements, information, education, communication and hospital protocols. Este estudo pretendeu avaliar a influência dos serviços prestados pela Estratégia Saúde da Família após sua implantação, no período de 2007 a 2008, utilizando indicadores de resultado. Trata-se de um estudo de caso, com caráter exploratório-descritivo, centrando-se numa abordagem quantitativa. Para análise dos resultados da implantação da ESF do Município de Morro Agudo foram utilizados alguns indicadores de processo e resultado obtidos através do Sistema de Informação da Atenção Básica (SIAB) e de repercussões sobre o sistema local de saúde. Os dados levantados no período do estudo foram: Número de encaminhamentos para outros níveis de complexidade do sistema municipal ou regional de saúde, Número de contra-referência recebida de outros níveis de complexidade do sistema municipal ou regional de saúde, Número de Cesáreas, Número de Partos realizados, Referências da equipes de SF para internações hospitalares nas clínicas básicas, urgências e emergências, Total de casos novos de tuberculose bacilífera curados, Casos de hanseníase diagnosticados nos anos das coortes 2005 e 2004, e curados até 31/12/2008 e Número de óbitos femininos por causas maternas (obstétricas diretas, indiretas e não especificadas - 095) e outros utilizados na elaboração dos indicadores de saúde aprovados e monitorados no Pacto da Saúde (2006). A resolutividade foi 99,12% para o ano de 2007 e de 97,35% para o ano de 2008, com uma diminuição em 11% da taxa de cesariana no período, observando-se também uma melhoria na maioria dos indicadores assistenciais. A análise de cada um dos núcleos mostrou um incremento na produção assistencial, embora a recente implantação das Unidades de Saúde da Família não possibilitou perceber mudanças nos indicadores epidemiológicos da população da área. O estudo concluiu que há necessidade de um período maior de monitoramento para observar mudanças sobre os indicadores de saúde, embora o processo assistencial já aponte algumas melhorias na utilização do sistema de saúde local. / This work intend to evaluate the influence of the services that were done by the Strategy Family Health (Estratégia Saúde da Família) after its implantation, from 2007 to 2008, based on index results. The collected data were: patient referrals amount for another complexity levels of the local or town health system; the counter reference amount of another levels of the local or town health system; caesarean section amount; birth amount; FH team references to hospital internations into basic clinics, urgency and emergency; total amount of healed bacillary tuberculosis new cases; Hansen\'s disease cases that were detected from 2004 to 2005 and healed until 12/31/2008; amount of female deaths related to giving birth procedures and others that were sources for the health indexes monitored and aproved in Health Pact - Pacto da Saúde (2006). The solving result was 99,12% (2007) and 97,35% (2008), with 11% less caesarean sections during the period, with an improvement of the most assistencial indexes. Each core´s analisys has shown the improvements in assistential production, although the recent implantation of Unidades de Saúde da Família didn´t permit to notice changes on epidemological indexes of the area population. The conclusion is that a longer period for monitoring is needed to observe changes on health indexes, although the assistential process has already pointed out some improvements in the use of the local health system.

The influence of policy on classroom literacy instruction : the case of the Foundations for Learning Campaign in the Mopani District in Limpopo, South Africa

In response to local and international findings which reflected over a number of years that South African learners cannot read and write at their expected levels, the Department of Education (DoE) launched the Foundations for Learning Campaign (FFLC) in March 2008 as an intervention strategy. It is against this background that a research project was initiated to investigate the impact of the FFLC on teachers’ classroom instruction and the reading culture of foundation phase learners. Qualitative interviews and observations were used to collect data from the participants. While many of the participating teachers had found creative ways to make the new policy work in their own literacy classrooms, the study found that there was no sufficient training of teachers and other stakeholders prior to the launch of the FFLC. The lack of monitoring and support by the DoE was also seen as a hindrance to the success of the initiative. I concluded the study by recommending that the time is ripe for a more detailed and introspective reflection and review of the FFLC policy. / Curriculum and Instructional Studies / M. Ed.
