Seamless Lidar Surveys Reveal Rates and Patterns of Subsidence in the Mississippi River Delta

Light Detection and Ranging (Lidar) data are used to report the temporal and spatial patterns of subsidence as well as the potential contributors to subsidence within the Barataria and Terrebonne Bays. In recent decades, subsidence in southeast Louisiana has become a topic of substantial and growing concern to the scientific community, the local residents, and all those invested in the region. Lidar data were acquired from the United States Geological Survey (USGS) and the LSU Center for Geoinformatics. The data has been manipulated to map the differenced Lidar, complete an instantaneous slope analysis, and determine the thickness of the Holocene sediments. The goal was to gain a more comprehensive understanding of the subsidence patterns and the dynamic processes driving subsidence within the study area. These efforts provide a better ability to plan for the future of the Louisiana working coast and mitigate against relative sea level rise and coastal land loss.

Modeling Spawning Habitat Potential for Chum (Onchorhynchus keta) and Pink Salmon (O. gorbuscha) in Relation to Landscape Characteristics in Coastal Southeast Alaska

In response to the increasing need for ecosystem services throughout the Southeast Alaska region, decision makers are tasked with balancing the need for natural resources with salmon conservation. However, accurate historical and current information on salmonid population abundance, freshwater distribution, and habitat quality are sparse with limited resolution for large portions of this remote and rugged landscape. Here, I created Intrinsic Potential (IP) models for chum and pink salmon to predict the potential for portions of coastal rivers to provide high-quality spawning habitat. I developed IP models for both species from field redd surveys and synthetic habitat variables derived from 1-m resolution digital elevation models. The surveys were performed at 49 study reaches in five coastal drainage basins on the north end of Chichagof Island, Southeast Alaska. I used a spatially balanced random sampling design that included field surveys for redds during two field seasons with contrasting precipitation patterns and disparate adult salmon escapements. The IP models predict probable spawning habitat for both species based on persistent landform characteristics and hydrologic processes that control the formation and distribution of spawning habitat across the landscape. Selection of persistent reach variables for both species IP models was informed by principal component analysis (PCA), resource selection ratios, random forest modeling, and regression models of field and synthetic variable comparisons. I observed primarily one spawning strategy by chum salmon associated with mainstem channels, and two distinct spawning strategies for pink salmon related to small moderate-gradient channels and tributaries, and lower drainage basin mainstem channels. The relationships suggest that chum and pink salmon primarily selected for unconstrained channel types in large-and small-size channels, with chum salmon being more selective toward the larger mainstem channels, and pink salmon selecting for smaller channels and tributaries. The prediction of chum salmon redd presence within a specific reach for both high and low streamflow regimes was explained by channel gradient, floodplain width, and mean annual flow in order of importance. In general, chum salmon redds were observed in larger unconstrained low-gradient floodplain reaches where accumulation of deposited gravels and adequate flow produce habitat heterogeneity suitable for spawning. Pink salmon redd presence for both survey years was explained by channel gradient, reach elevation, and mean annual flow, in order of importance. Specifically, when flows allowed upstream access, spawning pink salmon utilized smaller moderate-gradient channels where substrate size and flows were better suited to their smaller body size. Remotely sensed persistent fish habitat data is valuable information for helping understand fish population distributions across the landscape. These synthetic metrics enabled the identification and evaluation of persistent landscape features as probable predictors of IP. Validation of LiDAR-derived channel characteristics indicated channel lengths measured from the DEM were 12% longer than field measured channel length, primarily for channels wider than 10 meters. Thus, understanding the limitations of the data is important so that decision makers do not unintentionally set unrealistic objectives. This research highlights the utility of using IP models with high resolution remote sensing to expand known distributions and quality of spawning habitat for these two species in Southeast Alaska coastal streams.

Maximising the effectiveness of aerial 1080 control of possums (Trichosurus vulpecula)

Aerial control using 1080 (sodium monofluoroacetate) baits is widely used in New Zealand for the control of introduced brushtail possums (Trichosurus vulpecula), with the aim of protecting national conservation and agricultural values from these damaging pests. This thesis integrates research, completed over 25 years, that was motivated by growing recognition in the 1970s of the extent of possum impacts and the need to improve the effectiveness and efficiency of the control operation. Field research assessed the palatability of three types of cereal-based pellet baits and carrot baits in different regions, habitat types and seasons. Palatability was assessed by the consumption of the different bait types presented independently of each other on 15-30 plots, with rotation of bait types at plots on successive nights to provide equal exposure to each bait type. There was regional variation in possums' bait preferences, possibly reflecting genotypic differences, whereas seasonal variation was less evident. Carrot bait was preferred or equally preferred to cereal bait in 14 out of 20 field trials. The proportion of possums eating baits was then investigated by, firstly, developing a technique for tracing bait acceptance using rhodamine B, a UV-fluorescent dye. In four field trials, more than 95% of possums accepted three types of dye-marked bait, eliminating bait refusal as a major reason for low kills in winter control operations. In a fifth trial, conducted in summer, only 68% of possums accepted bait suggesting that seasonal availability of favoured foods may influence bait acceptance. Since possums must encounter baits before deciding whether to eat them, field studies were undertaken to assess the coverage achieved in normal aerial baiting operations. Large gaps, up to 400 m in width, were often found between baiting swaths; these could allow some possums to survive. A controlled field experiment, using acceptance of rhodamine-dyed bait as a measure of effectiveness, showed that bait distribution was least accurate where flight paths were not marked. Where gaps of 100 m between flight paths were deliberately created, bait acceptance was slower and less than where coverage was complete. Sowing baits at 3 kg/ha was as effective as at 10 kg/ha, indicating the potential for substantially reducing operational costs by using machinery capable of faultlessly distributing baits at low rates. Navigational guidance systems were evaluated and found to improve the accuracy of bait distribution. During 1993-1997, when a lower sowing rate of 5 kg/ha was adopted operationally by regional managers, control effectiveness was unchanged but annual savings of around $9 million accrued. Because of the lack of suitable sowing machinery, a bucket was developed to permit faultless distribution of baits at lower rates, demonstrating the possibility of yet further cost-savings. The possibility of seasonal food availability affecting bait acceptance was investigated in three different forest habitats. Dyed baits were aerially distributed on 100 ha at each site in each season over two years. In each trial, fat-based condition indices of possums were calculated and the abundance of possum-preferred plant foods described. Bait acceptance was consistently high (85-100%) in the 24 trials, and was not influenced by either condition or availability of preferred foods. It seems likely that seasonal variation in operational effectiveness is caused by either the availability of sharply seasonal, scarce foods that possums may feed on intensively for brief periods, or by warmer temperatures that render 1080 less effective. The influence of 1080 on acceptance of (rhodamine-dyed) baits was investigated in a field trial. Examination of possums for dye-marking showed that 25% of possums refused to eat either a lethal quantity of bait or any bait at all, compared with 98% of possums eating non-toxic bait. This indicated that 1080 is aversive to possums, which is a potential major reason for their surviving control operations. Pen trials were therefore conducted to further examine the problem and to seek solutions. Toxic carrot baits were rejected by 27.5% of possums, equally by smell and taste aversion, whereas toxic cereal pellets were rejected by 34%, mainly by taste aversion. Orange and cinnamon were shown to be among the most preferred of 42 flavours tested and, when applied to toxic baits, 1080 was effectively masked. Bait refusal was reduced to ≤7%, the same as that recorded for possums presented with flavoured non-toxic baits. For long-term control of possum populations, aerial 1080 baiting can be used sequentially with other poisoning methods. However, the compatibility of these methods is dependent on the likelihood of possums developing bait shyness if sublethally dosed. Studies were therefore conducted to characterise and compare the four main toxicants used (1080, cyanide, cholecalciferol and brodifacoum) for induction and mitigation of bait shyness. Shyness was induced in approximately 80% of possums sublethally dosed with cyanide, 60% with 1080, 20% with cholecalciferol, and 0% with brodifacoum. Cyanide and 1080 shyness were found to persist in many possums for at least 12 and 24 months, respectively. Use of alternative bait types, and of baits containing an alternative slow-acting toxin (brodifacoum) were shown to be effective ways of overcoming shyness. This, and other related research, is reviewed to provide operational specifications that maximise the likelihood that all targeted possums will (i) encounter bait, (ii) eat it, and (iii) die. The likely future use of aerial 1080 baiting is described and the technological, economic, environmental and social constraints on its sustainability are discussed. Finally, the uptake of the research by possum managers is considered, and areas identified in the thesis where information is incomplete are summarised as prioritised topics for further research.

An economic analysis of the domestication of the tuna fishery - the case of Kiribati

The Western and Central Pacific Ocean (WCPO) is home to the largest tuna fishery stock in the world. However, Pacific Island members of the Western and Central Pacific Tuna Commission (WCPTC) argue that their share of the economic rent from the tuna catches taken out of the Pacific region is very small, being on average only about 6% of the total net benefit, when compared to the share earned by Distant Water Fishing Nations (DWFNs). Kiribati is one of the Pacific Island Countries (PICs), which relies heavily on its fishery for its economic development and sustainability. Kiribati earns 40% - 50 % of its government revenue from fisheries access fees paid by DWFNs for tuna caught in the the Kiribati EEZ. The Government of Kiribati (GoK) believes that Kiribati could get greater benefit if they develop their own domestic tuna fishery. This study uses Cost-Benefit Analysis (CBA) and SWOT Analysis to investigate whether domestication of the tuna fishery is the right move for Kiribati or not. The CBA reported in this thesis adapted a model developed by Campbell (2004) to investigate and evaluate fisheries policy in Papua New Guinea (PNG). However the model in this thesis is reflective of the situation and case of Kiribati. In analyzing the different options identified in this study, the CBA indicated negative (-) NPV(s) for the medium-sized vessel option and positive (+) NPV(s) for the large-sized vessel option. The SWOT analysis however, complemented the CBA by further investigating the tuna domestication options in the economic, social and business and business environment of Kiribati. The SWOT analysis indicated that the existing situation and business conditions in Kiribati appears to favor the small to medium sized vessel options which are less risky than the large purse seine vessel option.

Arsenic Contamination in Groundwater in Vietnam: An Overview and Analysis of the Historical, Cultural, Economic, and Political Parameters in the Success of Various Mitigation Options

Although arsenic is naturally present in the environment, 99% of human exposure to arsenic is through ingestion. Throughout history, arsenic is known as “the king of poisons”; it is mutagenic, carcinogenic, and teratogenic. Even in smaller concentrations, it accumulates in the body and takes decades before any physical symptoms of arsenic poisoning shows. According to the World Health Organization (WHO), the safe concentration of arsenic in drinking water is 10 µg/L. However, this limit is often times ignored until it is decades too late and people begin showing symptoms of having been poisoned. This is the current situation for Vietnam, whose legal arsenic concentration limit is 50 µg/L, five times higher than the WHO guidelines. Groundwater in Vietnam was already naturally high in arsenic due to arsenic-rich soils releasing arsenic into groundwater. Then, in the past half century, with the use of arsenic-laden herbicides dispersed during the Vietnam War and subsequent industrial developments, the levels of bio-available arsenicals has dangerously spiked. With the proliferation of government-subsidized shallow tube-wells in the past two decades, shallow groundwater has become the primary source for drinking and irrigation water in Vietnam. This is a frightening trend, because this groundwater has arsenic concentrations up to 3050 µg/L, primarily in the +3 and +5 oxidation states, the most readily available oxidation states for bioaccumulation. This thesis argues that measures must be taken immediately to remedy the high concentration of arsenic in groundwater, which in Vietnam is the primary and, in some cases, the sole source of water for domestic consumption and agricultural production. Although there are numerous technologies available for treating arsenic in groundwater, not all of them are suited for Vietnam. By analyzing the historical, cultural, economic, and political parameters of Vietnam, several optimal treatments of groundwater for drinking water emerged as most recommended, a classification that is based on their local suitability, social acceptability, financial feasibility, and governmental support. Further research on irrigation water treatment is proposed due to the need for sustainable crop production, the safe ingestion of rice and vegetables, and the continued growth of Vietnam’s economy, which is heavily dependent on agriculture.

Analysis of Mammoth Cave Pre-Park Communities

Before the creation of Mammoth Cave National Park, this area was home to numerous communities, each with a sense of identity. To prepare for the creation of the National Park, all residents living within these communities were relocated, and many of these communities were lost to the passage of time. Today, public memory of these lost communities is being fostered by the descendents of the pre-park area. Through the use of a Historical Geographic Information System, 1920 Edmonson County manuscript census data, and statistical analysis, the demographic composition of these lost communities was explored. This project not only brought to light a past that is not well known, but also built interest in sustaining public memory of the Mammoth Cave pre-park area through the use of historical GIS and public participation.

Cette recherche porte sur les origines et les effets de la dégradation de l’environnement dans le désert de Thar, au Rajasthan en Inde. Elle expose les processus politico-économiques qui conditionnent la gestion des ressources naturelles dans la région du Marwar depuis l’indépendance de l’Inde à aujourd’hui. Les modes de gestion des ressources environnementales et agraires dans le contexte du système jagirdari, un système foncier domanial qui prévalait dans la région avant l’indépendance de l’Inde, sont d’abord présentés. S’en suit une analyse de la manière dont les diverses idéologies liées au développement postcolonial ont reconfiguré le paysage socio-administratif et environnemental de la région. Ces transformations ont engendré des désordres écologiques qui ont donné lieu à une crise environnementale et agraire qui connaît son paroxysme avec les nombreux déficits pluviométriques qui sévissent depuis la dernière décennie dans la région. À partir d’une recherche de terrain effectuée dans la communauté de Givas, l’impact – au plan physique et métaphysique – de ces problèmes environnementaux sur la population locale est examiné. L’étude porte également sur les réponses à ces changements, soit les stratégies de subsistance adoptées par la population locale, de même que les interventions déployées par une organisation non gouvernementale et par l’État indien – à travers le National Rural Employment Guarantee Act (NREGA). L’analyse démontre que l’expérience de la dégradation de l’environnement, à travers ses effets et les stratégies d’adaptation qui s’en suivent, est tributaire de facteurs politiques, économiques et socioculturels et donc différenciée selon le genre, la classe et la caste. / This research focuses on the origins and the consequences of environmental degradation in the Thar Desert in the State of Rajasthan, India. It outlines the political and economic processes that have influenced how natural resources are managed in the region of Marwar since Indian independence. First are presented the modes of agrarian and natural resources management that were current during the jagirdari, the pre-independence land tenure system that prevailed in this region. This is followed by an analysis of how different ideologies of postcolonial development have reshaped the social, administrative and environmental landscape of this region. These changes have led to ecological disruptions which have given rise to an environmental and agrarian crisis that has now reached a critical point with the rainfall deficits of the past decade in this region. Based on field research conducted in the community of Givas, the implications – physical and metaphysical – of these environmental problems are analyzed. The study also looks at the responses generated in order to cope with these changes, namely the livelihood strategies adopted by the local people, as well as the interventions from a non-government organization and the Indian state – through the National Rural Employment Guarantee Act (NREGA). The analysis reveals that the experience of environmental degradation, through its effects and responses, is conditioned by political, economic and sociocultural factors, and thus differentiated by gender, class and caste.

USING GIS TO DELINEATE HEADWATER STREAM ORIGINS IN THE APPALACHIAN COAL-BELT REGION OF KENTUCKY

Human activity such as surface mining can have substantial impacts on the natural environment. Performing a Cumulative Hydrologic Impact Assessment (CHIA) of such impacts on surface water systems requires knowing the location and extent of these impacted streams. The Jurisdictional Determination (JD) of a stream’s protected status under the Clean Water Act (CWA) involves locating and classifying streams according to their flow regime: ephemeral, intermittent, or perennial. Due to their often remote locations and small size, taking a field inventory of headwater streams for surface mining permit applications or permit reviews is challenging. A means of estimating headwater stream location and extent, according to flow regime using publicly available spatial data, would assist in performing CHIAs and JDs. Using headwater point-of-origin data collected from Robinson Forest in eastern Kentucky along with data from three JDs obtained via a Freedom of Information Act (FOIA) request to the U.S. Army Corps of Engineers (USACE), headwater streams in the Appalachian Coal Belt were characterized according to a set of spatial parameters. These characteristics were extrapolated using GIS to delineate headwater streams over a larger area, and the results were compared to the National Hydrography Dataset (NHD).

Institutional change and ecosystem dynamics in the communal areas around Mt Coke State Forest, Eastern Cape, South Africa

Through a combination of theoretical discussion and case study analysis from two villages in the Eastern Cape Province, South Africa, this thesis explores the relationship between institutional change and ecosystem dynamics through a multi-scale approach that combines local and scientific knowledge. Several conceptual approaches were combined in this study. These included; the Resilience perspective, the Sustainable Rural Livelihoods approach, the Millennium Assessment framework and principles, and the Environmental Entitlements approach. Various participatory research techniques were employed which combined with GIS technologies, existing data sets, and historical records. Common pool resource areas are social spaces, where local values attached to resources are institutionally mediated, politically nuanced, economically interpreted and historically situated. Political driving forces at various scales have played a disproportionate role in local level institutional functioning in the case study area. In particular, inappropriate state-lead interventions into land use planning have weakened local level institutions, and have reduced the ability of the linked social-ecological system to cope with change and uncertainty. People and ecosystems become more vulnerable when driving forces such as political upheaval, economic depression and drought over-lap. However, rural people are not mere spectators in the face of these driving forces; they respond both reactively and proactively to ensure resilience to change and uncertainty. Ecosystems at Mt Coke play a key role during times of crisis in rural livelihoods. These ecosystems have undergone various short-term cyclical changes largely in response to rainfall fluctuations, and some longer-term changes linked to political events and trends that have affected management practices and local institutions over time. Orthodox ecological interpretations of ecosystem change appear to ignore four key factors identified in this study: 1) the role of institutions in shaping access to resources, 2) the demand for resources in rural livelihoods, 3) the dynamic interaction between social and natural systems, and 4) the interaction between social and natural systems across scales of analysis. The future of common pool resource management lies in the combination of local and scientific knowledge through an adaptive management approach that encourages learning and adaptation in local level institutional structures.

Bolivia's Coca Headache: The Agroyungas Program, Inflation, Campesinos, Coca and Capitalism In Bolivia

Bolivia in the 1980s was wracked by monetary inflation approaching levels of the German Weimar Republic. Immediately following this time of great financial crisis in Bolivia, the U.N. founded a project through the U.N.D.P. to encourage peasant farmers in Bolivia to switch from growing coca (the plant used manufacture cocaine) to growing other cash crops for market. This crop substitution and development program, called the Agroyungas Project, lasted from 1985 to 1991 and is the focus of this study. While many U.N. pundits and journalists considered the program’s initial small successes promising, it has been considered since its conclusion to be a failure. The program was poorly conceived, poorly funded and poorly executed from the start. So one question remains: why was the Agroyungas Project a failure? Additionally, was the project simply a way to steer Bolivians away from the illicit coca/cocaine economy? While on the surface this might appear to be the case, one must probe the complex situations in Bolivia deeply to uncover the true missteps behind this U.N. program. By looking at the evidence, it is apparent that crop substitution programs like the Agroyungas Project failed for a variety of reasons. Besides poor planning and execution of project plans, the project’s developers, planners and workers simply did not understand Bolivian indigenous culture and Bolivian history. However, the project was not doomed to fail. The lack of knowledge and understanding of indigenous Bolivian realities, Bolivian geography and Bolivian history directly led to the failures of the Agroyungas Project.
