Ambos são ricos em termos econômicos, mas com diferenças nos indicadores sociais. Após a revisão teórica das principais teorias de desenvolvimento e das visões mais importantes do neoinstitucionalismo, foram escolhidos alguns elementos das teorias estruturalistas, além dos conceitos de homogeneização, integração, polarização e hegemonia de Carlos Brandão, e outros elementos das teorias de David Harvey, Sérgio Boisier, Ignacy Sachs, D. North, Alejandro Portes e Robert Putnam, entre outros. Este percorrido na literatura resultou na construção de um aparelho teórico-analítico destinado à análise dos estudos de caso a partir de uma perspectiva histórica. Os dados primários apresentados são resultado de pesquisas de campo nos municípios citados, onde foram entrevistados representantes de organizações e entidades da sociedade civil, de organismos públicos, assim como da iniciativa privada local. Os dados secundários foram recolhidos de diferentes bases de dados disponíveis. Assim, constatou-se que em Itabira a relação existente entre as instituições e o desenvolvimento é virtuosa, já que ao longo da história foi incrementado o capital social e empoderado forças endógenas que resultaram em uma maior capacidade dos atores políticos em modificar as situações estruturais iniciais. Já em Parauapebas, essa relação não se mostrou virtuosa. Ainda existem fortes atributos de enclave que, junto à persistente fragilidade institucional, fazem com que os atores políticos não consigam reverter essa situação. _______________________________________________________________________________________ ABSTRACT / The present work aims to analyze the relationship between development processes and institutions in two contexts of mineral-based economy: the Brazilians municipalities of Itabira (MG) and Parauapebas (PA). Both are rich in economic terms, but with differences in social indicators. After the theoretical review of the main theories of development and the most important approaches of the neo-institutionalism, elements of structuralist theories were chosen, and concepts such as homogenization, integration, polarization and hegemony by Carlos Brandão, and other elements of the theories of David Harvey, Sergio Boisier, Ignacy Sachs, D.North, Alejandro Portes and Robert Putnam, among others. This literature review resulted in the construction of a theoretical-analytical apparatus for the analysis of the case studies from a historical perspective. The primary data presented are the result of field research in the mentioned municipalities, where representatives of the civil society organizations, public institutions, as well as the private sector were interviewed. Secondary data were collected from different databases available. Thus, it was found that in Itabira the relationship between institutions and development is virtuous, since throughout history the social capital has been increased and endogenous forces were empowered, which resulted in greater capacity by political actors to modify the initial structural situations. Meanwhile in Parauapebas, this relationship was not found to be virtuous. There are still strong enclave attributes that, with the persistent institutional fragility, make political actors unable to reverse this situation.

Grammatical studies in the Akkadian dialects of Babylon and Uruk, 556-500 B.C

Neo-Babylonian (NB) was the last surviving dialect of the Semitic language known as Akkadian and it was still being used for the compilation of records at the beginning of our era. Many thousands of NB economic and legal documents and letters exist, particularly from the sixth century B.C., yet the language is still to be studied, as the various ways in which a word could be spelled suggested it was no longer coherent as a language and therefore that it was not worth studying. Aramaic was presumed to have taken over. I have attempted to find out if this is the case by making a synchronic grammatical study of the NB dialects of Babylon and Uruk from 556 to 500 B.C. These cities have been chosen because they have produced considerable amounts of material. The period also spans the Persian conquest of 539 B.C. Part one deals with syntax and morphology. Consistency of syntactical patterns indicates that NB was a living and evolving language and that the influence of Aramaic and Old Persian was minimal. Part two deals with orthography and suggestions on pronunciation and stress. The main difficulty in establishing how much NB has changed from earlier phases of Akkadian (including earlier NB) lies in understanding how the loss of short final vowels has changed word shape. The extent to which words could end in consonant clusters is not clear as cuneiform is unable to represent consonant clusters in word final position. I conclude that the lack of difference between the NB dialects of Babylon and Uruk suggests that efforts were being made to preserve the language and that the scribal teaching methods must have been similar in the two cities.

The Institutionalization of Restorative Justice: A Canadian Perspective

Restorative justice emerged in the western world as an alternative to the existing retributive penal system. An alternative that no longer relied on lawyers and judges to resolve criminal matters and community disputes, but rather empowered victims, offenders, and community members to do justice themselves. Throughout the past thirty years restorative justice has distanced itself from the traditional criminal justice system by focusing on repairing the harm caused by an offence rather than charging an offender for committing a crime against the state. This study focuses on the institutionalization of restorative justice. Specifically, this thesis conducts a content analysis of five Canada institutionalized restorative justice programs with the purpose of answering one primary research question. This question asks: are institutionalized restorative justice programs within Canada structured to reflect the core values of restorative justice? In order to answer this question, this thesis analyzes all the available textual documents pertaining to the five selected restorative justice programs for evidence of core restorative justice values and values associated with the co-opting institution, the retributive criminal justice system. This thesis concludes that yes, the five analyzed restorative programs are structured to reflect the core values of restorative justice. Although, the programs are also structured to reflect the core values of the current political ideology of neo-liberalism.

Does depression require an evolutionary explanation?

No / In this paper I examine how Darwinian thought has been applied to understanding the evolutionary origins of depression. The application of evolutionary theory has produced a significant number of adaptive hypotheses for the origins of depression. Some of the main models are discussed. The ‘separation-distress’ emotional system described Watt and Panksepp (Neuropsychoanalysis 11:7–51, 2009), provides a convincing evolutionary-conserved neurochemical and emotional system which may form the basis of a depressive response in humans. By reflecting on these models, I discuss whether depression in humans can be considered to be an adaptation in evolutionary terms, or whether it is a maladaptive response to adverse life events.

This thesis presents extended program notes for a recorded graduate classical guitar recital consisting of the following works for solo guitar with string quartet and chamber orchestra: Mario Castelnuovo-Tedesco: Quintet for Guitar and Strings, Op. 143; Leo Brouwer: Concerto No. 3 (“Elegiaco”). Both works are pioneering and invaluable contributions to guitar literature. Tedesco’s Quintet for Guitar and Strings, Op. 143 is the first quintet ever composed to properly showcase the virtuosity of the guitar within a chamber setting. Concerto “Elegiaco” demonstrates the refinement of Leo Brouwer’s use of post-modern tonality and minimalism within classical form, and showcases his unique compositional style.
