Given the destabilizing effect which conflicts have had on Africa's socio-economic and political development, attempts have been (and are still being) made by a combination of state and non-state actors towards ensuring the prevention of conflicts before they occur, including the setting up of the required capacity to deal with them. Epitomizing this tradition is Nigeria, which courtesy of its regional hegemonic status and geographic location as well as its military and economic strength has been one of the leading nations in conflict resolution, peace building and peacekeeping in Africa. In view of the foregoing, this study revisits Nigeria's conflict resolution mechanisms in Africa, through an analysis of its role within Economic Community of West African States (ECOWAS)-sponsored projects; such as the Nigerian-led military intervention in Liberia between 1990 and 1997. Using the realist approach as its framework of analysis and content analysis as its research methodology, the study interrogates the connection between Nigeria's interventionist role in Africa and the possible nexus or otherwise with its foreign policy dictates. The study further examines the gains or otherwise that have been achieved courtesy of the Africanization of Nigeria's foreign policy objectives from 1960 to 2010; and the probable factors responsible for the much 'politicized' shift to citizen diplomacy. The study reveals that what is presently at play is a continuation of Nigeria's traditional Afro-centric posture and advocates the need for Nigeria to put an end to its seemingly 'charity inclined foreign policy orientation'. Africa's foreign policy and political borders : Nigeria and her neighbours

International boundaries inherited from colonialism have given room to territorial disputes and the existing boundary conflicts in the West African Region, and are an endemic feature of Nigeria's relations with her immediate neighbours. The thesis examines the 18 border disputes that Nigeria has been involved in since independence. The thesis begins by setting the scene in terms understanding Nigeria's foreign policy principles and objectives since independence and, in particular, its policy towards border disputes across the continent of Africa such as the Congo/Katanga, Uganda/Tanzania, Ethiopia/Somalia and Morocco/Algeria (chapter 2). The thesis then moves on to consider the underlying problems that have faced Nigeria as regards its borders as a result of colonisation (chapter 3). As the history is traced of the stages in the definition of Nigeria's boundaries, it becomes apparent that many border issues were unresolved or that decisions were made that were likely to be contested in the future. In chapter 4 the thesis turns to a detailed examination of the border disputes that have arisen in the last 43 years of independence between Nigeria and her close neighbours, Benin, Chad, Equatorial Guinea, Cameroon and Niger. Chapter 5 analyses the data provided. It finds that the way the dispute was handled was closely related to the regime type. Under the liberal democratic regimes of Balewa, Shagari, Obasanjo II, disputes were largely dealt with by diplomacy and negotiation. Whereas under the autocratic regimes of military leaders such as Generals Ironsi, Gowen, Muhammed, Obasanjo, Buhari, Babangida, Abacha's and Abubaker's the disputes brought a response of a threat of force or aggressive use of force. It concludes that liberal democracy profoundly affects how border disputes are handled and is a force for peace and stability.

Hegemonic order and regional stability in Sub-Saharan Africa : a comparative study of Nigeria and South Africa.

Barely twenty years after the end of the Cold War, the international political system has experienced an unanticipated shift from a United States (US) led unipolar global order to a new order marked by its fresh wave of multiple competitors (Prys 2009:137). The global burden on the US had reciprocally inspired the appearance of a range of actors: regional (middle) powers such as Brazil, China, India and Russia; European Union (EU); South Africa and Nigeria. Consequently, an increasing level of expectation has been imposed on regional powers to provide the right leadership direction capable of promoting international stability and paving the way for development in these regions. In the light of the above, this thesis examines the implication of the hegemonic stability theory in understanding the power dynamics within Africa. In essence, the study specifically seeks to operationalize the concept of regional hegemony by drawing on insights from a comparative foreign policy study of African regional powers with emphasis on Nigeria and South Africa. Using largely qualitative and secondary data supplemented with primary data, the study examines the underlying assertions of a possible hegemonic influence of both countries and, thus, addresses the dearth of literature on regional power and leadership dynamics - particularly in Africa. Since the celebrated entry of South Africa into the African democratic arena, the resultant implication of this has been a change in the power, leadership and economic equations in Africa. From a theoretical projection of hegemonic stability theory, this study concludes that there is undeniable linkage between the foreign policies of Nigeria and South Africa and their hegemonic ambitions in the continent. However, by extrapolating the hegemonic stability theory at a regional level of analysis, the study finds very little empirical evidence to suggest the application of the theory at the regional level. While Nigeria and South Africa have been called upon repeatedly to play hegemonic roles within the continent, the study shows that both countries lack the conditions to effectively play such roles within a continent with major historical, internal and external constraints that puncture the possibility of a hegemonic influence. The essence of this thesis is to explore the role of Nigeria, West Africa's hegemon, in the intervention efforts by the Economic Community of West African states (ECOWAS) through its Cease-fire Monitoring Group (ECOMOG) in both Liberia (1990-1997) and Sierra Leone (1993-2000). While the thesis has sought to understand the leading role played by Nigeria in first establishing the ECOWAS and being the primus motor for its functions, I have also attempted to analyse the rationalities for the transformation of ECOWAS from a purely economic integrative scheme to a security organisation. While the economic agendas for ECOWAS have not changed, the argument in this thesis is that security related issues and realities have taken precedence over the original economistic agendas. One of the thesis' major arguments is that the nature of results attained in both Liberia and Sierra Leone are different because of (a) the leadership role of Nigeria and (b) the nature of international responses and contributions to the resolution of these conflicts. In the thesis, I argue that in the Liberian case, Nigeria took a more domineering leadership role albeit tinged with the characteristics of the actions of a benevolent hegemon. Here, Nigeria through different processes either through leadership, consensus-seeking processes and dialogue managed to get other ECOWAS states to coalesce around its leadership. However, in Sierra Leone, Nigeria's leadership role was not permitted to unfold. The resultant effect was the shift from NIFAG to ECOMOG and eventually "rekindling hatred" of these troops as UN troops. China's changing foreign policy and resource diplomacy towards Africa : the role of China in the socio-economic development of Nigeria

China’s economic expansion in recent years is one of the most important geopolitical developments of the 21st century (Mockli, 2007). More interestingly, Africa relations with China continue to be of keen concern to many, precisely because these two countries have been humiliated severely during the years of colonialism. This study examines, to the extent possible, Chinese changing foreign policy and resource diplomacy towards Africa, using Nigeria as a case study specifically looking at socio–economic issues. The study uses the Hegemonic Stability Theory as a framework of analysis. While the method of data collection is premised on existing qualitative and quantitative analysis on Africa–China relations, faceto- face interviews and one telephonic interview with an expert on Africa–China relations were conducted as a method of gathering new data. The present study, finds that China’s economic expansion can be detrimental to Africa in many ways. For instance, China continues to export to Africa cheap manufactured goods, while extracting raw materials to fuel its own industrialization. This situation works against intra–Africa trade, which could potentially address the socio–economic issues facing the continent. However, to maintain its resource supply and stable market, China’s foreign policy of ‘non–interference’ has changed significantly, particularly towards Africa. For example, China recently opened its first military base in Africa. This study argues that, because of the above mentioned arguments, the repercussions of the Africa–China relations could be dangerous for Africa since the continent is not really benefiting from these dealings. Furthermore, this study notes that China is contributing negatively towards the socio–economic development of Nigeria, despite the fact that it provides Nigeria with aid and loans, primarily for infrastructure projects. / Development Studies / M.A. (Development Studies)

Britain and the development of leftist ideology and organisations in West Africa: the Nigerian experience, 1945-1965

Although organised Marxist organisations did not emerge in Nigeria until the mid-1940s, leftist ideology had been prevalent among nationalist and labour leaders since the late 1920s. Both official documents and oral histories indicate deep-rooted support for leftism in Nigeria and anxiety among British colonial officials that this support threatened the Colonial Office's own timetable for gradual decolonisation. This study analyses the development of leftist ideology and attempts to establish a nationwide leftist organisation in colonial and post-independent Nigeria. The role of the Zikist movement is retold in light of new evidence, while other leftist organisations are salvaged from the footnotes of Nigeria nationalist history. More importantly, the adaptability of Marxist-Leninist ideology to colonial reality by the different leftist groups in Nigeria is emphasized. The reaction of Anglo-American officials in Lagos and the metropolis towards the Communist Party of Great Britain and other leftist organisations' sponsorship of Marxist groups in Nigeria are discussed. Lastly, the continuity between the departing colonial power and the Balewa administration is addressed to juxtapose the linkage between the two governments. The study thus provides a lucid explanation for the failure of leftist ideology and organisations in Nigeria during the twentieth century. In this eight-chapter thesis I consistently argue, based on official documents from England, Nigeria, and the United States, that the role of Marxists and Soviet Cold War interests in colonial territories are relevant to nationalism and decolonisation in Nigeria; that the issue is not to determine or measure whether or not Anglo-American policies are direct response to Soviet interests; that there are political, economic, and diplomatic policies carried out as part of the transfer of power process; and that the success of these is partly a result of collaboration with local subaltern leaders and official resolve to institutionalise imperial preferences before independence on October 1, 1960. / History / D.Litt. et Phil.
