The Effects Of European Union Funding On Turkish Civil Society

Arkan, Seda 01 January 2007 (has links) (PDF)
The thesis explores the impact of European Union funding on Turkish non-governmental organizations in the post-Helsinki period. The European Union financial aids in the post-Helsinki period is analysed with a specific emphasis on civil society and how Turkish civil society is affected from these financial aids. The search for impact analysis is done through case studies of three different civil society organisations at several levels. The organisations studied are, Women Entrepreneur&rsquo / s Support Foundation of Turkey (KAGiDER), Mother-Child Education Foundation (A&Ccedil / EV) and Southeast Anatolia Project- Entrepreneurs Development Centres (GiDEM) The importance of these three cases is being representative of different strata of civil society and operating in priority areas in such as, women, entrepreneurship and basic education the pre-accession stage. The effects of EU funding will be analysed in different subject areas and levels, such as organisational changes, operational changes, mission differentiations and changes in relations with third parties. The study concludes with the analysis if these impacts have a permanent effect on Turkish civil society and civil society organisations, together with the critiques of the extent EU funds can be utilised by an average NGO.

The Governmental Policies And Military Methods Against The Workers Party Of Kurdistan (pkk) In The 1990s

Ay Hamdan, Zuhal 01 December 2009 (has links) (PDF)
This study deals with the question of what governmental policies and military methods were adopted in the 1990s in order to overcome the PKK (Partiya Karkaren Kurdistan, or Workers Party of Kurdistan) that was regarded mainly as a terrorist organization against national security for it challenged Turkish state establishment via its ethno-political discourse. Based on this question, this thesis analyses each government&rsquo / s approach and counterinsurgency policies as well as Turkish military&rsquo / s tactics and operations in order to curb the PKK threat that complicated the Turkey&rsquo / s Kurdish question, and challenged Turkish state from three directions / namely southeast Turkey, northern Iraq, and Western Europe. Therefore, the thesis evaluates the PKK&rsquo / s armed and political activities / anti-terror measures in the southeast region and throughout Turkey / the social, political, and economic impact of these measures over the southeastern population / human-rights violations / each government&rsquo / s southeastern policies / the impact of the counterinsurgency policies on Turkey&rsquo / s foreign relations, particularly with Iraq, Syria, and the European Union. Although the anti-PKK policies during each governmental period did not differentiate much from each other, the aim is to show that Turkish civilian authorities failed to take the initiative on, and the military-dominated approach aggravated the social and political circumstances in the region, hence, strengthened the PKK&rsquo / s anti-state discourse that led to the rise of Kurdish nationalism.

The States System under Globalizations

Lee, Puw 18 February 2003 (has links)
What does the global situation look like after the end of Cold War? To the scholars on the international politics, what they put focus on is the establishment of global order and the configuration of the international society. Compared with the situation during the Cold War era, the changes of political conflicts, development of technology and the nature of human culture have been getting intense and frequent in the past ten years. The main trend of international relationship is the move toward global integration, and that gradually replaces the notion of putting the nation on the center of issues. The importance of transnational units and un-military forces is getting more impressive and powerful. As a result, besides nations, many non-nation units gradually occupy the global stage. The words like non-governmental organizations, transnational corporations and transnational financial institution all become popular in the post- Cold War era as well. That the occurrence of these non-nations stands for the collapse of the boundary of nations has caused impact on the international system consisting of sovereign nations, and the result the impact might cause is the main issue of global change and globalization. What foreseeable is that nations aren¡¦t the sole unit of global politics anymore. The activities of international non-governmental organizations have gradually affected the foreign policy-making of these nations; the expansion of transnational corporations has also directly influenced the change of global economy. Meanwhile, with the move of capitals these transnational corporations need, the role played by the global financial institution deserves more attention. In this dissertation, the words, globalization and globalism, will be properly defined and reviewed. Then, on the basis of understanding the birth of sovereignty and nations, I will discuss the operational rules and the essential parts of nations. Finally, what impact the nations will face in the process of globalization will be analyzed

Valuation of Governmental Guarantee in BOT Project Finance with Real Option Analysis

Jun, Jae Bum 14 January 2010 (has links)
The limitation of public funds available for infrastructure projects has induced governments to attract private entities to participate in long-term contracts for financing, constructing, and operating huge infrastructure projects through Public Private Partnerships (PPPs) to reduce debt, constrain taxation, and share financial risks and rewards between the public and private sectors. Because these projects have such complicated risk evolutions, diverse contractual forms for project members to hedge their risks are necessary. Hence, the Build-Operate-Transfer (BOT) model has been considered as a very popular type to accomplish PPPs with the characteristic of a shared-ownership. For the government to attract private sector?s participation, they have used incentive systems such as debt payment guarantee, Minimum Revenue Guarantee (MRG), or direct cash support. These incentive systems have been important critical success factors in BOT projects yet they have remained unfavorable in bidding process by failure of the traditional capital budgeting theory, Net Present Value (NPV) analysis, in evaluating the guarantee values. This is because NPV analysis can not reflect the guarantee agreements? contingent characteristic. For this reason, ?Real Option Concept? imported from ?Option Pricing Theory? in finance has been used as an effective way in estimating the guarantee value during the construction and operation of the project. However, there are still open issues in identifying, formulating, and calculating the guarantee agreements? contingency due to the complexity of option pricing theory and in considering the uncertainty of the underlying asset. Furthermore, in recent real option-related research that evaluate BOT investment projects, the volatility of rate of return in underlying asset (project value) is assumed to be just given or too simplified in its calculating process despite its significant impact on the guarantee value. The purpose of this research is to develop the binomial real option model to better evaluate the MRG value by complementing existing real option models without violating the option pricing theory. To do so, the developed model in this research is to formulate the MRG agreement as a put option, consider the uncertainty of the underlying asset, and use the more detailed level of volatility with a Monte Carlo simulation approach. To verify the applicability of the developed model, the model is applied to three different BOT project case studies, then, the results are compared with those by NPV analysis, Cheah and Liu (2006)?s real option model, and option pricing theory derived from Black-Scholes model. Finally, based upon the results and analyses, the developed real option model appears to provide a practical and theoretical framework to quantitatively evaluate the MRG agreement under the BOT scheme and help the government establish better BOT policies and help the developer make appropriate bidding strategies in its investment.

Government funding and INGO autonomy: from resource dependence and tool choice perspectives

Chikoto, Grace Lyness 20 August 2009 (has links)
Using a qualitative multiple case study methodology, this study explores the relationship between government funding and INGO autonomy in three INGOs through resource dependence and tool choice frameworks. Adapting Verhoest, Peters et al.'s (2004) conceptualization of organizational autonomy as the extent of an organization's decision making capacity in matters concerning agency operations and human resource and financial management; this research regards the authors second definition of financial, structural, legal, and interventional constraints not as types of autonomy per se, but as the mechanisms through which INGOs' actual use of their decision making competencies is constrained. The findings in this research suggest that relative to other funding sources, government funding disproportionately impacts INGOs' operational and managerial autonomy. This is largely accomplished through various ex ante and ex post constraints such as, rules and regulations on inputs allocation and use, performance controls and evaluation requirements attached to government funding. This research also finds that the tool of choice used by government to finance INGO activities also steer, direct and influence INGO grantees' decisions thus positioning INGOs to incorporate government policy interests, preferences and priorities. However, INGOs can exercise their autonomy through various strategies ranging from program design, contract negotiation, and participation in advisory groups.

Det svenska försvaret : Från förråd till fält

Larsson, Madelene January 2009 (has links)

This essay takes the three models from Allison and Zelikow book Essence of decision and applies them on the Swedish defense system. After the cold war the Swedish defense system had to undergo changes to be a more modern defense and be able to defend Sweden against threats. To also be able to cooperate with other countries in peacekeeping operations the Swedish defense had to be reorganized. The solution was to change direction from a defense system that was organized for invasion to instead be a movable defense ready for any challenge in Sweden or abroad. This reorganization will be analyzed according to the three different models.
