This context, an?lise the public politics implemented in the Grande Pirambu, so like the processes of nonterritorialization and reterritorialization unchain by the program os settlement and indemnification of the Projeto Costa Oeste. Aim to learn the transformations that unroll in the studied ?rea, based in proceding methodologic that privileged the interviews with many social actors resettled, indemnificators, intirenants, livers and fishmen. The public politics analyzes run to the Grande Pirambu infer that the same answer at trying of urbam requalification of the ?rea, object of the new exigence pretender by the touristics activities developed in Fortaleza, wish to incorporate this ?rea at the turistics dynamic of the city. However, the implementation of the Projeto Costa Oeste do not occuring in calm way, by opposite sence the beginning, the same has been propitiated polemics and discussions, stired up about public politics between the municipa and state power, to bring about injury in the public coffers, to the developing turismo f the city and, mainly to the living around Grande Pirambu, unquiet and sad with the buildings of the referring project that there is running for four years / PARA ONDE SOPRAM OS VENTOS met?fora utilizada para indicar o direcionamento de pol?ticas p?blicas de turismo para a zona oeste de Fortaleza, contrariando a dire??o para onde at? ent?o estas pol?ticas p?blicas eram atra?das, para a zona leste. Nesse contexto, o presente trabalho analisa as pol?ticas p?blicas implementadas no Grande Pirambu, assim como os processos de desterritorializa??o e reterritorializa??o desencadeados pelo programa de reassentamento e indeniza??o do Projeto Costa Oeste. No intuito de apreender as mudan?as sociais que se desenrolam na ?rea em quest?o, optamos por procedimentos metodol?gicos que privilegiem as entrevistas com os diversos atores sociais reassentados, indenizados, barraqueiros, moradores e pescadores -. A an?lise das pol?ticas p?blicas direcionadas para o Grande Pirambu, infere que a mesma responde ? tentativa de requalifica??o urbana da ?rea, fruto das novas exig?ncias impostas pela atividade tur?stica desenvolvida em Fortaleza, ansiosa para incorporar a ?rea ? din?mica tur?stica da cidade. No entanto, a implanta??o do Projeto Costa Oeste n?o vem ocorrendo de forma passiva, pelo contr?rio, desde o in?cio, o mesmo tem propiciado pol?micas e discuss?es, acirrando disputas pol?ticas entre o poder p?blico municipal e estadual, acarretando preju?zos aos cofres p?blicos, ao desenvolvimento tur?stico da cidade, e principalmente aos moradores do Grande Pirambu, inquietos e angustiados, com a constru??o do referido projeto que se arrasta h? quatro anos
