Role of Nuclear Energy in Japan Post–Fukushima : Alternatives and their Impact on Japan’s GHG Emission Targets

The purpose of this paper, “Role of Nuclear Energy in Japan Post – Fukushima: Alternatives and their Impact onJapan’s GHG Emission Targets”, is to emphasize that Japan’s expected new energy policy must be in accordancewith its existing environmental targets with regards to GHG emissions. The main research question is how Japan cancontinue to meet its emissions targets in the aftermath of the Fukushima crisis, where public opinion—gaugedthrough newspaper articles—in Japan has now become outright anti-nuclear, and Japan has become compelled toadopt a new nuclear-free energy policy built around renewable energy. However, given the extremely low share ofrenewable energy in Japan’s existing energy mix, an extremely pro-nuclear government, an influential energy lobbyand an overall lack of suitable infrastructure; this goal does appear ambitious. The framework of analysis in thispaper will be of ‘sustainable development’, entailing an analysis of the three pillars of sustainability – environment,economy and social factors. In addition to these factors, security of supply will also be considered as a vital measureto determine the policy’s overall sustainability. The paper will show that while it is indeed possible for Japan tomeet its GHG emissions targets by replacing nuclear energy with renewable energy, Japan’s ability to deployrenewable energy at such a large scale remains inadequate. Through a comparison with the German experience inrenewable energy, any withdrawal from nuclear energy without properly propping up renewable energy will onlyresult in a greater shift towards primary fossil fuels – jeopardizing Japan’s emission targets, security of supply andincurring heavy import costs to its economy. The result of this analysis is to suggest measures such as an expansiveFeed-in tariff system, grid integration and stability and investment in R&D as major components of a focused andlong term energy policy up till 2030, to promote renewable energy. This paper will also posit steps required toimprove the safety and efficiency of its nuclear reactors during the interim period when renewable energy grows inits share of Japan’s energy mix.

The thesis of is to strengthen the capacity building of nuclear safety and disaster prevention all over the world from a preventive perspective, and to ensure zero probability of any nuclear disaster in the world. In the face of threat from skyrocketing fossil fuel prices and the pressure of GHG emission reduction, nuclear power generation, with its advantages on low carbon emission, has been valued once again. More and more countries have taken positive and active attitudes toward nuclear power generation, facilitating the development of it or adopting nuclear energy as a potential alternative energy option in the future. Through information sharing, knowledge dissemination and cross-organizational collaboration aim at assisting enery country in their capacity building of nuclear safety and nuclear disaster prevention, and to promote conformity of enery operation towards nuclear safety and disaster prevention. Thus we should seek to help to promote every country¡¦s public education and communication of nuclear safety and to contribute to energy security and sustainable development in the world.

Sie wird als ein substanzieller Bestandteil in einem ausgewogenen Energiemix gesehen. Kernenergie ist sicher, zuverlässig, ressourcenschonend und CO2-frei. Fast alle technisch hoch entwickelten Länder planen bzw. realisieren den Neubau von modernen Kernkraftwerken. Die technologisch auf diesem Gebiet führenden Nationen haben sich zu einer Interessengemeinschaft zusammengeschlossen, die es sich zum Ziel gestellt hat, die Kernkraftwerke der nächsten Generation zu entwickeln. Deutschland ist noch nicht dabei. / The intensive discussion regarding a sustainable energy strategy is focused centrally on the international role of nuclear energy. Nuclear energy is considered a substantial component in a balanced energy mix. It is safe and reliable, saves resources and produces no CO2. Almost all technologically highly developed countries are planning or building new modern nuclear power stations. The technology leaders in this field have formed a pool aimed at developing nuclear power stations of the next generation. Germany has not yet joined this pool.

Overall, South African organisations face the urgent challenge of attaining competitive advantage through the effective utilisation and retention of skilled employees who contribute to the basis of their success. A major motivation for this study derives from the urgent challenge of attaining competitive advantage through the effective utilisation and retention of skilled knowledge workers in a multi-cultural South Africa. The influence of leadership style to employee commitment to the organisation has not been adequately addressed in the nuclear industry. A need therefore exists for greater understanding of the relationship between the leadership style and work-related attitudes (such as employee commitment) in order to develop a leadership style that will encourage organisational commitment. This study examines the relationship between leadership style, and employee commitment.

The utilisation of alternate sources of energy has reached critical levels due to the constantly growing demand for energy and the diminishing of fossil fuels. The production of hydrogen through the Hybrid Sulphur process is a possible alternative that may contribute towards alleviating the pressure on the world's energy resources. The two-step thermochemical cycle for decomposing water into hydrogen and oxygen offers the potential to obtain acceptable thermal efficiencies, while still using common and inexpensive chemicals. The process mainly makes use of two unit process operations: an electrolyser and a chemical decomposition reactor. This research project focuses on the concept design of the decomposition reactor operated adiabatically as a multi-stage reactor system with inter-stage heating, in order to simplify the reactor design. This approach allows for the independent evaluation of the reaction kinetics and the heat transfer mechanism. / Thesis (M.Ing.
