Information is currently available at all sectors and organizational levels, taking an important role for the decision making process for operational and strategic business activities. This scenario also occurs at hospitals, where it can be related to the human life and all the social and ethical aspects that this could involve. This work has the objective of proposing an instrument for the maturity evaluation of Information Security processes for hospitals. The instrument development was carried out based on a literature review on issues as Information Security, including existing models and processes evaluation methods, with special attention in the context of hospitals and health care institutions. For the instrument analysis were applied pre-tests with information security specialists. It has been followed by an exploratory research of qualitative nature with case studies interviewing professionals of 3 hospitals. The interviews were carried out based on a semi-structured questionnaire and the content analysis of the results have considered the instrument applicability, logical structure, questions clarity and adherence to its objectives. Conclusion taken from this work lead to the approval of the instrument regarding its application for evaluating the maturity of information security processes of hospitals and the current gap considering the best practices present in the literature reviewed. / As mudanças no cenário internacional têm levado as organizações a preocuparem-se com o valor e responsabilidades em relação ao uso das informações, as quais têm reconhecido seu papel como um ativo de importância crescente. As informações estão cada vez mais disponíveis a todos os segmentos de negócios, com um papel importante no suporte à tomada de decisões em níveis operacionais e estratégicos. Este cenário também ocorre em instituições hospitalares, onde pode estar relacionada com a vida humana e todos os aspectos sociais e éticos que isto pode envolver. Este trabalho tem por objetivo propor um instrumento de avaliação da maturidade dos processos de Segurança da Informação para instituições hospitalares. Para a elaboração do instrumento foi realizada uma revisão da literatura procurando relacionar assuntos relativos a Segurança da Informação, incluindo modelos existentes e formas de avaliação de processos no contexto de instituições hospitalares. Para análise do instrumento proposto foram aplicados pré-testes com especialistas em segurança da informação. A seguir foi elaborado um estudo exploratório de natureza qualitativa com estudos de caso aplicados a profissionais de 3 instituições hospitalares. Este estudo foi elaborado com questionário semi-estruturado para posterior análise do conteúdo das entrevistas com as opiniões sobre a aplicabilidade do instrumento, estrutura lógica, clareza das questões e aderência aos objetivos propostos. Ao final, foram feitas as análises e inferências dos resultados obtidos com as percepções dos entrevistados. Como conclusão do trabalho cabe destacar a aprovação do instrumento em relação a sua utilidade para avaliar a maturidade de processos de segurança da informação em instituições hospitalares e a atual carência em relação as melhores práticas preconizadas pela literatura.

Its about a qualify study, report in a critical dialectic method. It matters, in this landmarks of this paper, to understand the social process that permeate the constitution of a model of a emergent social management established with social pacts beturen the social instances and effective in public areas no-states-owed. In focus of study we learn over in organizations or civil society linked in politic of social services, hanging its relations, with the state and with its instances of social control, these relations permeate of conflicts and of interests, buts its relations reinforce the process of democratization, for the effective and the expansion of the social rights. The process of management in these organizations of the civil society, that doesn’t have in its genese politic and/or ideological, presents a lot of fragilities, that need improvement, training and the participation of the workers and the users. To finish the study, we will reflect on the contribution of these organizations of the civil society to the publish social management, limited the execution of the politic, or with potential to be like and area contra-hegemonic based in the demand of the population, and not based in private benefits. / O presente estudo investiga a Gestão Social, objetivando analisar sua configuração no contexto das organizações da sociedade civil de Porto Alegre, que compõem a rede sócio-assistencial, visando contribuir com subsídios para um trabalho viabilizador da cidadania. Trata-se de um estudo qualitativo, referenciado no método dialético-crítico. Interessa, nos marcos desta dissertação, compreender os processos sociais que permeiam a constituição de um modelo de Gestão Social emergente, firmado por pactos sociais entre as instâncias sociais e efetivado em espaços públicos não-estatais. Como lócus de estudo nos debruçamos em organizações da sociedade civil vinculadas à Política de Assistência Social, enfocando suas relações com o Estado e com as instâncias de controle social, relações essas permeadas de conflitos e de interesses, porém relações que reforçam o processo de democratização, em prol da efetivação e a expansão dos direitos sociais. O processo de gestão nessas organizações da sociedade civil, em cuja gênese, não há motivação político e/ou ideológica, apresenta várias fragilidades, que necessitam de aprimoramento, profissionalização e de participação dos trabalhadores e usuários. Como conclusões do estudo, refletiremos a respeito de qual tem sido a contribuição dessas organizações da sociedade civil à Gestão Social, limitada à execução da política, ou com potencial de se constituir como um espaço contra-hegemônico, baseado nas demandas da população, e não em interesses privativos.

Over this period, the afro organizations had different configurations according to their contexts, their forms of composition and their claims arise from the conditions or from their lack, coming from a broader society. Such organizations, either of religious nature, mutual aid, cultural or, under the current perspective, of non-governmental organizations, comprise a common feature that is translated into the preservation of the identity and into the claims for the establishment of fair survival conditions for the afro-descendents. Due to the absence of documentation of the historicaleducational trajectory of the afro population in the official means of divulgation, statistics and in the traditional historiography, this investigation aims at registering this history through specific publications and reports from reference people, what allows recovering the performance profile of these organizations and setting the memory of what respects their constructions and historical and educational claims. / Esta pesquisa investiga e interpreta a construção de estratégias educacionais por afrodescendentes implementadas por várias organizações negras em Porto Alegre, RS, a partir dos finais do século XIX, ao longo da Primeira República, Estado Novo e respectivas redemocratizações, até o ano de 2002. Ao longo desse período, as organizações negras tiveram diferentes configurações, de acordo com seus contextos, suas formas de composição e suas reivindicações surgem a partir das condições, ou falta delas, advindas da sociedade mais abrangente. Essas organizações ¾ de cunho religioso, de ajuda mútua, cultural ou, na perspectiva atual, de organizações não-governamentais ¾ encerraram em si uma característica comum que se traduz na preservação da identidade e nas reivindicações para o estabelecimento de condições dignas de sobrevivência aos afrodescendentes. Devido à ausência de documentação da trajetória histórico-educacional da população negra, nos meios oficiais de divulgação, estatísticas, historiografia tradicional, esta investigação visa registrar esta história através de publicações específicas e de relatos de pessoas de referência, os quais permitem recuperar um perfil da atuação dessas organizações e fixar a memória daquilo que diz respeito a suas construções e reivindicações históricas e educacionais.
