Estas leis fazem parte do conjunto de medidas relacionadas ao âmbito das políticas tecnológicas desenvolvidas pelo governo brasileiro e têm como instrumento a concessão de incentivos fiscais. A intenção é analisar a concepção e a formulação dessas leis, com ênfase na análise da avaliação governamental (quando existente). Parte-se da hipótese que a avaliação governamental das leis estudadas é inexistente ou qualitativamente insuficiente, o que se constitui em uma grande falha de gestão governamental, já que as políticas tecnológicas que têm como instrumento os incentivos fiscais exigem das empresas beneficiárias o cumprimento de requisitos e contrapartidas financeiras para fruição do incentivo fiscal. Assim, a contribuição desta pesquisa dar-se-ia no sentido de levantar possíveis deficiências e sugerir melhorias na formulação de políticas tecnológicas que tenham como instrumento os incentivos fiscais / Abstract: The aim of this research is to analyze two federal laws: the "Law of Good" and the Law of Informatics. These laws are part of the set of measures related to the scope of the technological policies developed by the Brazilian government, whose instrument is the concession of fiscal incentives. The main intention is to analyze the conception and formulation of these laws, with emphasis on the analysis of government assessment (when it exists). This work presumes that the governmental assessmentof these laws is nonexistent or qualitatively insufficient, which constitutes a major failure of governmental management, since technological policies based on fiscal incentives require from beneficiary companies to achieve some goals as well as financial compensation for the tax incentives. The transition will focus attention on a total integration of office technologies. This dissertation focused upon the key office technologies currently available in the marketplace and then concentrated on Texas-based public corporations1 use and desire for these tools. The major thrust of this research was to examine the relationship of a company's annual sales, industry type and geographic operation type with its present level of technological sophistication, strategies toward office systems and the optimum office configuration.

Origin and development of records scheduling in North America

This thesis begins by tracing the development of the practice of records scheduling in the federal governments of United States and Canada, from the initial concern with records disposal in the late eighteen hundreds, to the implementation of formal records schedules in the 1940s in the United States and the late 1950s in Canada. These federal initiatives provided a model for later developments at the state and provincial level. However, changes in scheduling methods have lately become necessary to meet the demands of the increasing volume of records, organizational complexity and change, and the widespread use of new media, particularly electronic records. Many of these changes have occurred at the provincial and state level, where the limited size of government has allowed the agencies responsible for scheduling to be more responsive and innovative. For this reason, analysis of current records scheduling practices in the provinces of British Columbia and Ontario, and the states of Washington and New York were conducted. These studies reveal schedules which are both flexible in their use and adaptable over time because they attempt to accommodate both records in all media and organizational change. Among the scheduling techniques examined are the addition of media specific elements, the use of functional schedule arrangement, the integration of schedules with other management tools, like classification, and the expanded use of general schedules for records common to more than one organization. These techniques are capable of dealing with the volume, complexity and variety of records which are being created in government today. Despite the changes demonstrated, the studies show that records scheduling remains a viable practice to control the life cycle of all records, from creation until disposal. Throughout this investigation, the role of archivists is discussed. Archivists' involvement in scheduling began with the earliest developments and continues still today. Archivists have been central to the initiation, development and adaptation of records scheduling in government. Development of guidelines for using office simulation to teach office practice in the Vietnamese public high schools

The Vietnamese secondary school system is experimenting with the comprehensive concept. The office of education program, one of the first fields included in the process, is at its initial stage of development in Vietnam. A reference guide for a realistic teaching technique is needed to help develop a different approach for the program. Statement of the Problem: The problem studied was to prepare a set of guidelines for using office simulation to teach office practice in the Vietnamese comprehensive high schools. Purposes of the Study: The main purposes of this study were to: (1) introduce a different and realistic approach in the teaching and learning situation for the office practice course in Vietnam; and (2) Provide a general reference guide for an office simulation approach in teaching office practice in Vietnamese public high schools. Methods and Procedures: Research studies and reports, as well as professional writings pertaining to simulation approach in office education and other fields, were reviewed, analyzed and synthesized. The period covered was from 1962 to 1971. The preliminary review revealed the six major areas that were necessary in building guidelines for the Vietnamese business educators and School administrators who have not used the simulation technique. The later selection of data was made based on these six identified areas: The objectives of the office practice course. The simulation technique and its contribution to the office practice course. The criteria for designing an educational simulation model. The organization of the simulated environment. The operation of office simulation. The teacher's role in the simulation program. Telephone interviews were made with the former business education advisor in Thu Due Demonstration High School to acquire a general outlook into the present status of the office practice course in Vietnam. Findings: The findings of this study were presented as a set of general guidelines. These guide lines were based on the theoretical and practical principles and opinions on instructional simulation, in office education and other fields, as experimented researched and expressed in the United States. They were organized into four areas: Design guidelines included the following steps: a. Establishment of objectives b. System analysis c. Data collection d. Establishment of model framework e. Manual and script writing f. Model tryout g. Student evaluation procedure h. Model redesign Administrative guidelines concerned: a. Administrative supports b. Course prerequisites and planning c. Curriculum planning d. Equipment and furniture e. Class sizes f. Employee’s manuals g. Business supplies and forms h. Classroom layout Operational guidelines concerned: a. Pretests b. Simulation orientation c. Intensive training d. Employment interview and role assignment e. Simulation warmup f. Full-scale simulation g. Debriefing sessions h. Post-simulation debriefing i. Post-tests Teacher education guidelines involved: a. Teacher's attitude b. Teacher's role c. Working competency d. Professional responsibility Main Recommendations: As the result of the study, it was recommended that: A field experiment be conducted to test the workability of the guidelines with the Vietnamese business educators. Business teacher education in the Vietnamese educational institutions include the training to use, design, and modify existing simulation games. Commercial simulation packages used in other educational systems be made available to the Vietnamese teachers. Research and evaluation be done in view of the use of mobile office education units in Vietnam. Workshops or practicum be organized to introduce the simulation technique to business education teachers and school administrators.

A compliance study of secretarial roles in organizations

The compliance theory of Amitai Etizioni was employed as a base for the assessment of involvement and power to describe the role of the secretary in organizational administrative units. The majority of Certified Professional Secretaries reported their involvement as moral and the power exerted by their supervisors as normative. Moral involvement and normative power are congruent, and thus effectiveness is assumed. Most of the correlates of the compliance theory further supported the described congruency of moral involvement and normative power. Those organizational elites who serve in supervisory roles with the Certified Professional Secretaries supported the moral involvement and normative power descriptions reported by the CPSs. In a majority of cases, noncertified secretaries in the administrative units also supported the congruency reported by the Certified Professional Secretaries. The minority group of Certified Secretaries who reported moral involvement but remunerative power described incongruent situations. Much of the correlational data further described situations of disharmony in these incongruent units. However, the power and involvement reported by the supervisors and the noncertified secretaries in these units failed to support the incongruencies reported by the CPSs. The defined role of the secretary morally involved and normatively controlled is a description of an entrenchment in a traditional role for a large group of workers who are hindered in their attempts to reach goals which are more supportive of their societal role and recent status attainments. The congruency of moral involvement and normative power is a natural and historically reinforced · situation. Recent emphasis on professionalism for secretaries further reinforces the entrenchment. If a movement is to occur, it is most likely to be successful if initiated and powered from within with efforts which are directed against reinforcement of normative power and moral involvement and toward remunerative power and calculative involvement. Role and title changes for secretaries are suggested and educational training activities which give emphasis to calculative involvements and remunerative power control are recommended. / Ed. D.
