The Power and Politics of Cybersecurity: A Quantitative Study of Federal Cash Windfall Allocation as a Measure of Impact on Comprehensive Cybersecurity Posture

In their attempts to create a comprehensive cybersecurity posture, chief information security officers (CISOs) can only be as effective as the resources they garner. In the federal context, budgets and spends are ultimately under the auspices of the agency heads who set priorities and direction. This study sought to gain insight on the impact of organizational power and politics in the cybersecurity post-budgetary process within U.S. federal government agencies through a comparative examination of budgeted versus actual spending. It addressed one research question: To what extent do power and politics impact the federal cybersecurity budgetary cash windfall allocation and the resultant organizational cybersecurity posture? The literature of organizational power and politics establishes means to measure the impact of individual and group power on budgets, funding, allocations, expenditures, and gamesmanship. Applied in the federal cybersecurity arena, the impact of power and politics on budgets and spend can be measured to better understand and mitigate risk factors in cybersecurity posture. A quantitative cross-sectional causal-comparative approach with a CISO survey was leveraged to study the topic ex post facto. The study utilized three phases of data collection from publicly available sources and primary data collection, as well as five phases of data analysis covering 2009 to 2016, to examine civilian cabinet-level agencies across the executive branch of the federal government. Findings showed that most agencies were budgeting cybersecurity in a comprehensive fashion. However, actual expenditures were significantly reduced from budgetary allocations and remained focused on the area of technology, leaving the people, process, and policy aspects of cybersecurity posture at times unfunded. Further, the results showed that the agency head and CISO had little to no power or political connectedness and there were intractable barriers against improving their dyadic relationship. The CISO’s career at the agency and political awareness, among other factors, were statistically significant in predicting the differences of cybersecurity technology budgets and spends, but the greatest effect was seen in agency head connectedness and political connectedness. Considering the vital importance of the CISO in the federal sphere, these findings point to issues that need to be further studied and addressed to effectuate a comprehensive cybersecurity posture.

A organização e tratamento da informação nos arquivos é um processo essencial na prática arquivística, que comporta um conjunto de atividades encadeadas para propiciar pesquisas e acesso aos documentos nela abrigados. O objetivo inicial da presente pesquisa foi compreender as teorias e métodos subjacentes a esse conjunto de processos. A hipótese inicial foi a de observar as teorias e práticas arquivísticas de organizar e tratar documentos e apontar suas interações com a Ciência da Informação. A pesquisa, de natureza qualitativa, utilizou o método hipotético dedutivo como ponto de partida, tendo como objeto empírico um corpus de artigos científicos da área da arquivística, do período de 2000-2015. Foi possível identificar nesse corpus as mudanças propostas para a realização de atividades de classificação, indexação, descrição arquivística, normalização e diplomática, ao longo desse período. Ao final, foi possível constatar que a arquivística é uma disciplina com fundamentos teóricos e práticos sedimentados, conta com um conjunto de métodos, procedimento e instrumentos específicos para organizar e tratar a informação. Foi possível identificar conceitos comuns entre a Ciência da Informação e a Arquivística, tais como classificação, análise de informação e indexação, entre outros. No entanto, não há ligação teórica ou prática explícita entre as duas áreas, visto que esses conceitos, na arquivística, são utilizados atrelados aos princípios arquivísticos da proveniência, da ordem original e do ciclo de vida dos documentos. Com base nesses princípios, a arquivística responde adequadamente, aos problemas contemporâneos relacionados ao complexo problema da autenticidade dos documentos digitais. Trata-se, portanto, de uma área em contínuo desenvolvimento, que constrói teorias, métodos e procedimentos próprios que respondem satisfatoriamente às demandas sociais de busca e acesso a informações para garantir os direitos dos cidadãos e a gestão de políticas públicas. / The organization and information processing in archives is an essential process in archival practices and includes a set of linked activities to facilitate the search and access to documents. The initial objective of this research was to understand the fundamental theories and methods that support this process. The initial hypothesis was to explore the relations of the archival practices of document processint and organization to point out their interactions with Information Science. This research has qualitative approach, used the hypothetical deductive method as a starting point and the content analysis of a corpus of scientific articles presented in serials dedicated to archival sciences, published in 2000-2015. It was possible to identify common concepts used in Archival science and Information Science, such as classification, analysis and indexing, but this does not denote an explicit theoretical and practical connection between the two domains, since these concepts are used in the archival science coupled with the archival principles of provenance, original order and the document life cycle. Based in these principles, the Archival Science present solutions, to the contemporary questions as the complex problems related to the authenticity of digital documents. It was possible to identify the changes that occurred in the activities of classification, indexing, archival description, normalization and diplomatics throughout this period. Archival Science is a domain that develops reflecting and constructing specific theories, methods and procedures to promote satisfactory responses to social demands of access to information to the citizens and to the management of public policies.

No entanto, há o risco de os substitutos documentais serem construídos com biases em dois contextos: em um contexto negativo, quando deixam de incluir diversas características, desprivilegiam grupos e temas (OLSON, 2002b) ou contêm inclinações, desvios ou preconceitos. Já em um contexto positivo, percebem-se direcionamentos ou vieses que visam garantir especificidade a determinadas comunidades usuárias. Neste cenário polissêmico, surge uma questão importante: como as biases se compõem, se constroem e se comportam teoricamente na representação de assunto? Face a uma constatada lacuna na literatura de Biblioteconomia e Ciência da Informação de estudos sobre esses temas, propomos uma discussão crítica no campo da organização da informação que possa situar, definir e caracterizar o fenômeno bias na representação de assunto. Para tanto, essa pesquisa exploratória e de caráter qualitativo adota uma metodologia mista e documental baseada na releitura que Frohmann (1994) faz da Análise de Discurso Foucaultiana e numa postura epistêmica pós-estruturalista, pois não estamos em busca de verdades universais, mas de uma outra maneira de entender a representação de assunto e os substitutos documentais construídos pelos bibliotecários. Elegemos o método Desconstrução (OLSON, 1996, 2001a, 2002b) para descentralizar a oposição binária “neutralidade versus interesses especiais”, isto é, de um lado temos a crença do bibliotecário em evitar a interferência de seus valores morais na busca de uma suposta imparcialidade; e do outro, a necessidade deste mesmo profissional realizar julgamentos de valor visando melhor representar comunidades usuárias... / Subject representation presupposes a power supported by conventional processes and tools for the construction of products − the document surrogates, which will enable the user to have access to the desired information. However, document surrogates may be constructed with bias in two contexts: in a negative context, they may introduce bias by leaving out diverse features, disenfranchising groups and topics (OLSON, 2002b) or by conveying inclinations, detours or prejudices. In a positive context, slanting or tendency aimed to ensure specificity to a particular community of users can be perceived. Relevant questions arise from this polissemic scenario: how are biases composed and constructed and how do they act in subject representation from a theoretical point of view? Considering that the literature in Library and Information Science lacks studies on these issues, we propose a critical discussion in the field of information organization in order to situate, define, and characterize bias in subject representation. This dissertation is exploratory and documentary and adopts a mixed methodology based on Foucauldian Discourse Analysis (FROHMANN, 1994) and poststructuralist epistemology, as we are not searching for universal truths, but for another way to understand subject representation and the document surrogates constructed by librarians. Deconstruction (OLSON, 1996, 2001a, 2002b) was the method used to descentralize the binary opposition “neutrality versus special interests”. Thus, we have on one hand the librarian’s belief to avoid interference from his moral values while pursuing a supposed impartiality and, on the other hand, his need to make value judgments to better represent specific discursive communities. Orientador: Mariângela Spotti Lopes Fujita / Banca: João Batista Ernesto de Moraes / Banca: Mariângela Pisoni Zanaga / Resumo: A Catalogação de Assunto (Subject Cataloging) é um dos processos de representação temática da informação e foi desenvolvida nos Estados Unidos a partir da consolidação da Biblioteconomia estadunidense e dos processos biblioteconômicos que evidenciaram a necessidade de maior desenvolvimento dos catálogos, pois estes se afirmaram como instrumento indispensável às bibliotecas e suas comunidades usuárias. No entanto, a despeito de o Brasil ter sido fortemente influenciado pela Biblioteconomia estadunidense, há pouca literatura nacional a seu respeito e assim, pouca discussão dos aspectos históricos, conceituais e metodológicos da Catalogação de Assunto. Assim, abordamos esses aspectos por meio de estudo teórico e também da obra de Charles A. Cutter, nome fundamental para a evolução da Catalogação, e dos princípios propostos em sua obra Rules for a Dictionary Catalog. Dessa maneira, tivemos por objetivo auxiliar na compreensão desses fundamentos acerca da Catalogação de Assunto e conceder subsídios teóricos que pudessem contribuir para a diminuição da carência desse tema em língua portuguesa. A partir disso, realizamos o percurso histórico da Catalogação de Assunto partindo de seu contexto mais amplo, que é a Catalogação como um todo, e o desenvolvimento da própria biblioteconomia estadunidense. Em seguida, discutimos o conceito de "assunto", dada a sua importância e constante presença no vocabulário da área e na própria expressão Catalogação de Assunto. Utilizamos o método do Protocolo Verbal em Grupo, para buscar a visão de acadêmicos e profissionais acerca das discussões aqui levantadas e dessa forma, obter dados sobre o conhecimento dessas questões nessas duas esferas de atuação, a partir do que confirmamos que embora tais tópicos tenham tido pouco espaço entre a literatura brasileira, e assim, é necessário que esta abordagem seja... (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The Subject Cataloging is a process of thematic representation of the information and was developed in the United States from the consolidation of the american librarianship and of the librarian processes that evidenced the need for further development of catalogs, as they asserted themselves as an instrument indispensable to libraries and their user communities. However, despite Brazil having been heavily influenced by American Library, there is little national literature about and so little discussion of historical, conceptual and methodological aspects of Subject Cataloging. Thus, we addressed these aspects through theoretical study and also the work of Charles A. Cutter, fundamental name to the evolution of Cataloging, and the principles proposed in his Rules for a Dictionary Catalog. Thus, we had by objective was to assist in understanding these fundamentals about Subject Cataloging and provide theoretical support that could contribute to reducing the lack of this theme in Portuguese. From this, we outline the history of the Subject Cataloging departing from its broader context, which is Cataloging as a whole, and the development of American librarianship. Next, we discuss the concept of "subject", given its importance and constant presence in the vocabulary of area and in the expression Subject Cataloging. We used the method of Think-aloud protocol, to seek the view of academics and professionals about the discussions raised here and thereby obtain data on the knowledge of these issues in these two spheres of activity, from which we confirm that although these topics have been little space between the Brazilian literature, and so, it is necessary that this approach is carried out to seek of the understanding of this conceptual universe.
