attraktrivitet och regionplanering : Hur ska osby kunna ha en positiv ekonomisk tillväxt och befolkningsutveckling i region skåne?

Abstract Attractiveness may be defined by a variety of factors but you should see it in the public planning as it is to have a positive population growth and economic growth, through working with communications, service, housing, to name a few. This is done primarily through direct projects both within the municipality and through various partnerships between local and regional level. The progress we have seen in recent years has gone more towards a clear shell level, particularly a regional level where these have had a much greater freedom with clear geographical boundaries in between each other. Within these regions there are also clear regional groupings that have common interests and competing between each other. In my thesis, we have been distinguished including three levels of scale levels. At the local level Osby municipality, together with the other municipalities in Skåne Nordost working Sound region and at regional level, Region Skåne after that will the national level and global level. Osby has for several years worked with attractiveness both within its own municipality, and through collaborations with both north-east Skåne, Region Skåne and a number of other formal and informal collaborations. Efforts to increase its attractiveness has been assumed to have a stable population and a positive economic growth. This work has been made concrete by using the outline above, and that through various projects, such as this can Pågatågen and Boda like to mention. Both projects are designed to increase the attractiveness of just Osby. Through working with these projects and to always show up, so will these projects lead to Osby will have a positive population growth and economic growth. Osby municipality has a good location for the future, especially their geographical position, especially in view of the main line gives them an edge against other municipalities located in the periphery of a strong growth region. Another reason that makes Osby has a good location that they went through a restructuring during the high economic climate and with it so has it been able to adapt its business is now located at a high national level.

Kommunala kulturmiljöprogram : strategiska planeringsunderlag för landskapsanalys, kulturhistorisk värdering och utveckling av kulturmiljöer

<p>In 1999 the Swedish Parliament decided about 15 environmental goals aimed to be achieved in time for the next generation. For example physical social planning must be based on programs and strategies how cultural-historical values has been attended, so called programs of cultural heritage. By law the Swedish municipalities are responsible for reaching these goals by creating program of cultural heritage. But only a few of the municipalities have these programs, meaning that many municipalities need to create programs of cultural heritage in the next five years.</p><p>The aim of this report is to present a model of analysis on programs of cultural heritage in municipalities for preservation and development of cultural environments. By testing the model on the municipalities of Osby and Tomelilla methods on how to create a new program of cultural heritage or how to complete existing documents are formulated.</p><p>One of the conclusions is that one document, program of cultural heritage, functions as landscape analysis, model of cultural valuation and strategy of developing cultural values. One condition is that the program of cultural heritage is established in social planning in the municipality.</p><p>Two case-studies, the Osby and Tomelilla programs of cultural heritage with text-analysis and interviews, constitutes the study. The municipalities do not use these programs in full extension, often based on ignorance. When the program isn’t established with politicians or employees it can’t be established with citizens. The study shows great differences between the program in Tomelilla which can be applied to the physical social planning, and the program in Osby which can’t. The conclusion is that the program needs to be adjusted for the cause if the program can’t be applied in the hysical social planning in the municipality.</p><p>The common meaning in the municipalities is that cultural heritage is a positive factor, which makes it possible to reach the environmental goals, regional development, tourism et cetera. One important part in a program of cultural heritage is to erase the boundaries between nature, recreation and culture by finding the starting point in the specific environment, not based on the administrative responsibility.</p>

En analys av tillgängligheten på Osby kommuns hemsida / An analyze of the accessibility on the homepage of Osby Municipality

Frågan om en tillgänglig hemsida har fått en allt större betydelse i offentliga verksamheter. Genom att följa riktlinjerna i Vägledningen 24-timmarswebben, utgiven av Verva (Verket För Förvaltningsutveckling), kan man få en tillgänglig hemsida. En rapport från FunkaNu som gjordes 2006 visade att Osby kommuns hemsida hade tillgänglighetsproblem och kommunen bestämde sig för att förbättra tillgängligheten. Ett första steg i detta arbete var att uppgradera till ny version av sitt publiceringssystem och att utbilda webbredaktörerna i webbtillgänglighet. Vilket resultat har dessa satsningar gett? Syftet med denna rapport är att undersöka i vilken omfattning Osby kommuns hemsida följer riktlinjerna i Vägledningen 24-timmarswebben och därigenom se hur tillgänglig Osby kommuns hemsida är. Genom att utföra teoretiska och praktiska tester har webbplatsen www.osby.se undersökts för att se vilka riktlinjer som följs. Totalt har 77 riktlinjer granskats. Resultatet av undersökningen visar att Osby kommuns hemsida följer 47st (cirka 60%) av de undersökta riktlinjerna. I samband med att publiceringssystemet uppgraderades minskade valideringsfelen med 90% på startsidan. Hemsidan använder sig av en stilmall för att styra merparten av presentation och layout samt är den uppbyggd med en kombination av fasta och flexibla mått. Navigation, struktur och utformning är konsekvent. Hemsidan har en rubrikstruktur, tabbordning och det fungerar att navigera med tangentbordet. Det finns fortfarande en hel del saker webbplatsen behöver förbättra för att bli mer tillgänglig. Det finns 30 riktlinjer som inte följs. Genom att de inte följs har hemsidan brister i sin tillgänglighet av allvarligare och mindre allvarlig karaktär. Till exempel visar resultatet att information på teckenspråk saknas och uppgifter om informationsansvarig likaså. Webbplatsens html-kod och även koden för stilmallen följer inte någon standard. Om användaren använder webbläsarens inbyggda funktion för utskrift får den inte hela sidan utskriven. För att öka tillgängligheten bör kommunen arbeta vidare med att öka andelen av riktlinjerna som följs. Då får de med automatik en mer tillgänglig hemsida.
