Propomos analisar o tema do Pan-americanismo em Oswaldo Aranha a partir dos seus discursos e conferências. Com isso, torna-se necessário ter pleno discernimento dos objetivos do Estado Novo no cenário nacional e internacional; torna-se importante o posicionamento assumido por Aranha na política interna e externa no período em que esteve à frente do Ministério das Relações Exteriores. Buscamos também contribuir para a compreensão da política externa durante o período em que Oswaldo Aranha foi Chanceler, quando as relações exteriores do Brasil com os Estados Unidos se tornaram prioridade e compreender também a linha mestra de sua política de relações exteriores para o Brasil: o Pan-americanismo. / This thesis aims to analyze the speeches of the Minister Oswaldo Aranha, and his defense for the Pan-americanism cause, in the period when he was Minister of Foreign Affairs of Brazil, during the government of the New State, between 1938 and 1944. We propose to analyze the subject of Pan-americanism in Oswaldo Aranha from his speeches and conferences. Thus, it becomes necessary to have full insight into the new state goals in the national and international scene; becomes important the position assumed by Aranha on domestic and foreign policy in the period that he was ehead the Ministry of Foreign Affairs. We also seek to contribute to the understanding of foreign policy during the period in which Oswaldo Aranha was Chancellor when foreign relations between Brazil and the United States became priority and also understand the guideline of his foreign affairs policy for Brazil: the Pan -americanism.

We observed that this educational institution, as early as the 1960s, provided its students with content and activities that valued reflexive thinking geared to the social action of the individual and to the transforming action of a given context, central aspects in the current documents that direct the teaching of Portuguese Language, as is the case of National Curricular Parameters. Motivated to deepen the understanding about the educational context of the Vocational Colleges, and particularly of the Oswaldo Aranha Vocational College, we established two objectives: to analyze the essays of students and documents, such as planning, reports, teacher evaluations, student self- assessments, to verify as was the teaching of Portuguese in the context of this school and establish possible relations between what guide the National Curriculum Parameters of Portuguese Language of elementary education and the Portuguese language teaching taught at the Oswaldo Aranha Vocational College. In order to proceed to this study, we align with the postulates of Koerner (1996), in the area of Linguistic Historiography, related to the principles of contextualization, immanence and adequacy. We found that the Portuguese language had a preponderant role in student development in all areas of knowledge and that through the proposed activities, carried out in groups or individually, the student was led to develop an accurate critical sense and a remarkable capacity for expression, oral and written, even in the first years of school. The research carried out indicates that it is important to seek a more comprehensive and in-depth understanding of Portuguese language teaching in Vocational Colleges, even to understand more clearly the guidelines that guide current teaching, its future implications and possible ways to promote improvements / Neste estudo, por meio da análise documental, investigamos o ensino de Língua Portuguesa ministrado no Colégio Vocacional Oswaldo Aranha. Observamos que essa instituição de ensino, já na década de 1960, proporcionava a seus alunos conteúdos e atividades que valorizavam o pensamento reflexivo voltado à ação social do indivíduo e à ação transformadora de um dado contexto, aspectos centrais nos atuais documentos que direcionam o ensino de Língua Portuguesa, como é o caso dos Parâmetros Curriculares Nacionais. Motivados a aprofundar o entendimento acerca do contexto educacional dos Colégios Vocacionais, e particularmente do Colégio Vocacional Oswaldo Aranha, estabelecemos dois objetivos: analisar as redações dos alunos e documentos, como planejamentos, relatórios, avaliações do professor, autoavaliações dos estudantes, a fim de verificar como se dava o ensino de Língua Portuguesa no contexto dessa escola e estabelecer possíveis relações entre o que orientam os Parâmetros Curriculares Nacionais de Língua Portuguesa do ensino fundamental e o ensino de Língua Portuguesa ministrado no Colégio Vocacional Oswaldo Aranha. De modo a procedermos a esse estudo, alinhamo-nos com os postulados de Koerner (1996), na área da Historiografia Linguística, relacionados aos princípios da contextualização, da imanência e da adequação. Constatamos que a Língua Portuguesa tinha papel preponderante no desenvolvimento do estudante em todas as áreas de conhecimento e que, por meio das atividades propostas, realizadas em grupo ou individualmente, o aluno era levado a desenvolver um acurado senso crítico e uma notável capacidade de expressão, oral e escrita, ainda nos primeiros anos escolares. A investigação realizada indica ser relevante buscar um entendimento mais abrangente e aprofundado acerca do ensino de Língua Portuguesa ministrado nos Colégios Vocacionais, até mesmo para compreendermos mais claramente as diretrizes que pautam o ensino atual, suas implicações futuras e possíveis caminhos para promover melhorias
