An Exploratory Study of Factors Influencing e-Procurement

Nowadays, for many enterprises, the advantages coming from the savings of e-procurement systems, which contribute to the increasing of gross profit, benefit more than those coming from the earnings. After depressed economic environment in recent years, the e-procurement system seems to show its unique importance. Even with the economic climate getting better , the urgency to build a sustainable e-procurement system is still very important in establishing the long term competitive advantage of the companies. In this thesis , an e-procurement strategic alignment model is proposed to build relevant theories through the case study approach . The e-procurement model in the thesis is composed of four major perspectives , including factors such as product , process , supplier¡¦s attraction and supplier relationship. Besides, related issues in each factor are also addressed. In the so-called meagre profit era , every enterprise should think of e-procurement as a major strategic tool . That is to say , by means of a series of strategic operation in e-procurement and Web / Internet solution , it can reduce transaction cost and streamline procurement process to maximize the synergy in a company . If the procurement is service , sometimes it is referred to outsourcing . In thesis , e-collaboration plays an important role in strategic products in the supply chain which includes the buyer, Intel , and two suppliers ,OSE and ASE . Futhermore , an e-sourcing system which was usually adopted and executed before e-procurement system was discussed in thesis. Here there are four hypotheses resulted from case analysis in this study shown below: Hypothesis 1.¡RIf the procurement or outsourcing service are regarded as one part of the core competence of the enterprise , the company seldom tend to procure products outside or outsource this kind of service. Hypothesis 2.¡RThe higher the extent to the structuralization of the procurement processes, the easier the processes set up automatically. Hypothesis 3.¡RThe easier the factors in supply attraction are quantified , the higher the possibility of those factors are electonicalized since quantitative analysis can lead to standardization and structuralization of associated factors . In today¡¦s competitive global market, which emphasizes efficiency, fast service, and innovation, the functions of the government should be adjusted in order to face the challenge of adapting to fast changing information technology. Government institutions could apply information technology to improve the efficiency of government services, to facilitate communication with citizens, and to lower the costs of services. The promotion of e-government can become a main strategy, for developed countries, to improve their national competitiveness. It is also an important indicator when evaluating national competitiveness by the World Economic Forum and other international organizations. Since governments have limited resources, including finances, it has become a trend to allow the private sector to join in the building and operation of the government¡¦s information system. Therefore, the most effective use of private sector innovation and management, in developing e-government, becomes an important strategy in the promotion of e-government. The objective of this paper is to develop the criteria that relate to the basic theory of outsourcing tasks for building and operating an e-government information system. According to the principles issued by the Executive Yuan in 2002, there are five practical ways that the information systems of government could be authorized to private enterprises. Based on these criteria, I tried to establish a way to measure the most suitable way to outsource to deliver public service e-government.

The research is composed of the consigner, consignee and third person with the outsourcing of the government affairs, and discusses whether what relation of the law within consigner and consignee exist, and what discussion within consigner and third person, and what relation of the law within consignee and third person. According to above statements, the study has five conclusions: 1. The legal of property of towing outsourcing operation is Verwlatungshelfer. The outsourcing operation with government authority is prohibited by the principle of Vorbehalt des Gesetzes. 2. The relation of law of towing illegal vehicles is administrative enforcement, not administrative penalty. 3. The relation of law between the government and the private towing operators is private law. 4. The remedial procedure of car owners about towing illegal vehicles is only to protest for the local court. 5. The owners of car have the remedial procedure by the Responsibility of National Compensation.

For such mentioned state, one of the relative practical management, Outsourcing Management, have be choice for further research. Meanwhile, by means of questionnaire method to find out the influence level of Horizontal Conflict and Vertical Conflict, using the analysis result to compare with the theory¡¦s methods of Coordination and the result of the company¡¦s research. However, outsourcing has its risks and shortcomings, and mainly in the outsourcing relationship management to minimize these deficiencies, outsourcing benefits to the greatest play. And good relationship management, to ensure that the contract called for quality products, if problems can be found and for the improvement of rapid response. Outsourcing operation mechanism of the organization members and organizational communication link will be good or bad, what means of communication where organizations do a good communication? In this paper, to investigate the case by the actual communication with the outsourcing strategy of the Organization for the impact of organizational goals. A Case of Applying the Theory of Constrains to Improve the Outsourcing Subcontract Management

In an era of extreme competition and pursuit of economic success, the competition between corporations has extended to the integration of supply chain management in search of economic leverage over their competitors. Today, outsourcing is deemed as an integral part of supply chain management and increasing number of companies use outsourcing as vital elements in their business strategies. Companies having an established and cooperative supply chain will enhance their competitive strength. As a manufacturing company, outsourcing is closely tied with production management and treated as an extension of one's own manufacturing capacity. However, manufacturing companies are faced with unique outsourcing problems; such as manufacturing delays impacting and requiring rearrangement of one's own master production plan as well as resulting bottle necks caused by parts shortages and idle capacity while waiting for parts. This thesis focuses upon methods that can be taken both in-house and at the outside production provider to reduce the bottlenecks and avoid idle equipment capacity to assure the specification compliant parts are available in the right quantity at the right time to ensure the product throughput necessary to promote the company¡¦s competitive strength. This thesis incorporates the Thinking Process of Theory of Constrains in developing the proposed solutions to eliminate the undesirable effects and core conflicts associated with Outsourcing Subcontract Management at Aero Engine Factory of the Aerospace Industrial Development Corporation. The proposed Real Time Platform of Collaboration Manufacturing System principally includes the use of; Material Pre-release Notices, Daily Work Orders & Sequence Monitoring, Supplier Non-compliance Reports, E-technical Data & Drawings, E-receiving & Inspection, Supplier Performance Evaluations with TDD concept, Tooling & Fixture Borrowing, and Training & Certification. The proposed method has proven effective in reducing outsourcing cycle time by 32.71% and has improved the on time delivery rate from 84.32% to 93.81% and the date of late delivery from 1.24 to 0.22 in average from the study period between January 2009 through November 2009 according to data collected by Aero Engine Factory Outsourcing Team.
