GIS-based scenarios for the reorganization of Kansas counties

Harrington Jr / County consolidation and reorganization has been rare in the United States in the last 100 years, and recent literature on county consolidation and reorganization is limited. Still, county consolidation appears to be a possible method for reducing the cost of government in areas with declining rural populations. Seven consolidation scenarios were generated for Kansas using criteria based on distance from a county seat, population distribution, and local economic strength in terms of tangible assessed valuation. All the scenarios reduce the number of counties from the current 105 to 25. The goal of the study was not to advocate or oppose county consolidation, but rather to show a proficiency of GIS to implement user-defined consolidation and reorganization procedures. The seven scenarios each possessed strengths and weaknesses based on appearance and statistical measures of area and population. The population scenarios possessed the greatest apparent strength, based on measures of area and population as well as overall appearance. Still, county consolidation and reorganization is a daunting task due to inertia and the social opposition that would likely result, due to loss of existing county identity and losses of government funding provided to numerous rural county seats.

Understanding the influence of lobbying on decisions made by the Kansas House Education Committee, 1995 - 2006

In addition, lobbying and lobbyists play a similar role in the policymaking in every state in the Union. Recent and past media reports of dishonest politicians in Washington, D.C. who have accepted expensive gifts from powerful and unscrupulous lobbyists do little to cause the general public, including legislators in Kansas, to trust those individuals whose role includes being a source of information legislators can access when making decisions about issues. The purpose of this study was to discover the nature of the influence on Kansas K-12 education policy that each type of registered education lobbyist had from 1995 – 2006. The influence lobbyists have had on Kansas K-12 education policy was identified through interviews with each type of registered education lobbyist and with legislators who have served as the chief leadership of the Kansas House Education Committee, as well as through an analysis of documents related to bills the Committee considered from 1995 – 2006. A qualitative method of inquiry, in the form of a case study, was selected by the researcher as the methodology around which to structure the research. The focus of this case study was to learn how lobbyists influenced the decisions made by members of the Kansas House Education Committee from 1995 – 2006. The study identifies the significant education issues of the Committee as determined by an expert panel of educators, the strategies registered lobbyists indicated they used in their attempt to influence legislators’ decisions, and the information sources which were perceived to influence the positions lobbyists and legislators took on education policy. As a case study, the research is “based on one person’s encounter with a complex case” (Creswell, p. 187); and includes analysis of the data; a discussion of the implications of the understandings drawn from the analysis of data, and suggestions for future research.

Maxwell M. Rabb: a hidden hand of the Eisenhower administration in civil rights and race relations

Rabb's role in the area of civil rights and race relations from January 1953 through May 1958 during the administration of President Dwight D. Eisenhower. Rabb was the first Secretary to the Cabinet, a position created by Eisenhower. In his lesser known duty, Max Rabb quietly developed many aspects of President Eisenhower's civil rights program. Chapter One describes Rabb's pivotal role in ending segregation in the military establishment to include the Navy and the Veterans Administration. In this chapter Rabb is a lone operator, personally meeting with principal actors in the Eisenhower Administration and U.S. Congress to end segregation. Chapter Two examines how Rabb participated in and helped to develop the various organizations of the White House. As the organizations within the Eisenhower White House matured, Rabb was able to use them as roads into the problem of civil rights and to use their power to advance civil rights. The final chapter focuses on the confluence of race relations and human rights on the one hand with U.S. domestic and foreign policy on the other. The chapter uses four cases studies to illustrate the growing importance of American race relations in world affairs after World War II. Max Rabb's participation in each case serves as a reminder that the American domestic sphere had become a cause of international concern and could damage the credibility of U.S democratic values in the a world where racial sensitivity was on the rise and increasingly a factor in international relations. This work ends by concluding that Rabb's effectiveness was severely limited by President Eisenhower's narrow understanding of the limits of government. Rabb was a New Deal Republican serving in the administration of a man who rejected the activism required by New Deal Liberalism. Though Rabb served Eisenhower well, it was Eisenhower who failed to sense the full scope of the problems in U.S. civil rights and race relations.

The aims of this thesis are to determine to what extent the Crown remains important as a source of legitimacy for the constitutional order and as a focus of sovereignty; how the Crown has developed as a distinct institution; and what the prospects are for the adoption of a republican form of government in New Zealand. The imperial Crown has evolved into the New Zealand Crown, yet the implications of this change are as yet only slowly being understood. Largely this is because that evolution came about as a result of gradual political development, as part of an extended process of independence, rather than by deliberate and conscious decision. The continuing evolution of political independence does not necessarily mean that New Zealand will become a republic in the short-to-medium term. This is for various reasons. The concept of the Crown has often been, in New Zealand, of greater importance than the person of the Sovereign, or that of the Governor-General. The existence of the Crown has also contributed to, rather than impeded, the independence of New Zealand, through the division of imperial prerogative powers. In particular, while the future constitutional status of the Treaty of Waitangi remains uncertain, the Crown appears to have acquired greater legitimacy through being a party to the Treaty. The expression of national identity does not necessarily require the removal of the Crown. The very physical absence of the Sovereign, and the all-pervading nature of the legal concept of the Crown, have also contributed to that institution's development as a truly national organ of government. The concept of the Crown has now, to a large extent, been separated from its historical, British, roots. This has been encouraged by conceptual confusion over the symbolism and identity of the Crown. But this merely illustrates the extent to which the Crown has become an autochthonous polity, grounded in our own unique settlement and evolution since 1840. Participating in the world: select American press coverage of United States internationalism, 1918-1923

Mrozek / This thesis examines the internationalist message in news coverage and editorial commentary of a select group of American newspapers in the last throes and years immediately after World War I. Some historians have misinterpreted this period as a "return" to isolationist sentiments throughout America. However, the articles and editorials in these papers presented a message that America was still concerned with the happenings of the world and willing to participate in ascertaining solutions to the problems confronting Europeans as well as other peoples around the globe. The first chapter looks at the late stages of the war through the Senate's rejection of the Versailles Treaty. These papers initially presented a message of hope that the war could become the last war in history, spearheaded by President Wilson's Fourteen Point program. However, these hopes were dashed when the Fourteen Points were largely overlooked in the treaty. In the ensuing fight between the administration and the treaty's dissenters there were no threats of isolating the country from world affairs. According to these sources, those proposing reservations to the treaty were unwilling to commit the country to the League of Nations because they believed the League to be a permanent military alliance that violated the Constitution. The second chapter examines how the debate over the treaty and League membership became significant issues throughout 1920, reaching a climax with the presidential election in November. This section focuses on the coverage of Senator Harding's message of continued U.S. international participation throughout the campaign. The coverage from these papers regarding the international affairs of and events during the Harding administration is investigated in the final chapter. This chapter focuses heavily on the reactions to the Washington Conference of 1921-1922 which established international naval arms limitations. Harding and his policies enjoyed significant popular support from many of these papers because they believed he established a lasting peace. Throughout this period, the editorials and news coverage in these papers presented U.S. leaders as actively participating in global affairs rather than proposing the country step back from a leadership position in the world.
