The Effects of Community Quality of Life on Local Policy DecisionsKo, Myeong Chul 31 August 2011 (has links)
There have been extensive debates on the factors that influence local policy decisions. Although many researchers have contributed to uncovering various influences such as political, economic, institutional, and demographic factors on local policy decisions, however, the concept of QoL rarely has used in extant literature. Local government spending is likely to be affected by citizen demands for achieving community well-being. Additionally, given that different policy functions variably affect local circumstances, the impact of QoL on local policy decisions will depend on the policy area. Hence, this study examined the relationship between QoL and local budgetary decisions based on Peterson's (1981) policy scheme of, three distinct policy arenas (developmental, allocational, and redistributive policy). In examining the relationship of QoL and city spending across policy functions, I also considered economic, political, institutional, and demographic factors, derived from various theoretical perspectives on local policy decisions.
The relative influences of community QoL as well as other factors on local policy decisions were estimated by two-stage least squares regression analysis (2SLS) for developmental spending and by ordinary least squares (OLS) for allocational and redistributive spending. To measure community QoL, this study used 89,066 completed surveys from 167 communities in the United States for 2002-2008 are used. QoL appeared as a critical factor influencing local government expenditures in the three policy areas. The impact of QoL on local spending in the three areas differed depending on city income levels; city income levels then moderated local policy decisions.
These findings suggest that local policy priorities adjusted in accordance with economic growth. Allocational policy functions also should be thought to be functions of cities geared toward giving them a competitive edge over other cities by meeting evolved citizen preferences for city amenities. These findings also point to distinct patterns of political activities in each policy arena. Given that community QoL reflects adjusted citizens' demands, I contend that community QoL can contribute to performance management by providing additional public information and a complementary performance indicator. / Ph. <p>The aim of this paper is to try to explain how specific, foreign policy decisions are made, and why one state decides to use violence against another state. A qualitative method is used, and text and documents are analysed. The two theoretical points of departure are central within foreign policy analysis: realism´s theories on external threats and constructivism´s theories on ideas´ policy influence. The empirical case chosen is the US decision to use military violence against Iraq. The paper investigates whether the real threat from Saddam Hussein´s Iraq was the cause of the American military attacks, or whether the ideas of leading politicians in the USA were decisive for the decision to invade the country. The main theoretical assumption is that politicians´ ideas – rather than real, external threats – influence their actions. </p><p>The differences between President Clinton´s benevolent Iraq policy and President Bush´s aggressive Iraq policy can be summarized as a result of a combination of a changed external environment and differences in ideas on the use of military violence. The general conclusion is that politicians´ ideas – rather than real, external threats – influence their decision-making on specific foreign policy decisions.</p>

Traditional inventory models focus on risk-neutral decision makers, i.e., characterizing replenishment strategies that maximize expected total profit, or equivalently, minimize expected total cost over a planning horizon. In this paper, we propose a framework for incorporating risk aversion in multi-period inventory models as well as multi-period models that coordinate inventory and pricing strategies. In each case, we characterize the optimal policy for various measures of risk that have been commonly used in the finance literature. In particular, we show that the structure of the optimal policy for a decision maker with exponential utility functions is almost identical to the structure of the optimal risk-neutral inventory (and pricing) policies. Computational results demonstrate the importance of this approach not only to risk-averse decision makers, but also to risk-neutral decision makers with limited information on the demand distribution. / Singapore-MIT Alliance (SMA)

Is public health policy based on scholarly evidence? With the manifold variables that policy makers must consider, is evidence-based policy even realistic? While strategies exist to translate research into policy, a need to understand better how that can play out in real-life remains. Using interviews from informants occupying a range of positions, and considering the atmosphere created by media reports, this study examines the case of smoking privileges at East Coast Forensic Hospital. After a patient committed murder while on leave, apparently to smoke, public pressure over public safety, a relative lack of relevant scholarship, ethical considerations, and the divergent voices of stakeholders created challenging circumstances for policy makers. Through the use of case study methodology, this project identifies the kinds of information that are employed in the creation or modification of policy and offers insights concerning how the influences exerted on policy makers determine how information is employed.

In the past decade South Africa experienced major political and economic changes. In addition to these major changes, South Africa is a highly diverse country and a country of extremes in many respects. Within this dynamic and diverse environment the agricultural sector has to survive and grow financially. In order to survive and grow, good decision-making within the agricultural sector in terms of policies and business strategies is extremely important and necessary. However, within the dynamic and extreme environment it is very difficult for decision-makers to make correct decisions since the likely impact of changes in markets and policies is difficult to quantify. The general objective of this dissertation is to identify and construct a type of farm-level model that will have the ability to quantify the likely impact of change in markets and policies on the financial viability of a representative farm. The specific objective is to construct a model of a representative grain and livestock farm in the Reitz district, Free State province, South Africa. The approach to farm-level modelling that is followed is a positivistic approach since questions of “what is the likely impact” is asked, and not “what ought to be” questions. Apart from behavioural equations, this farm-level simulation model also consists of accounting identities. The model is of a deterministic type since explanatory and descriptive types of questions need to be answered. The development of this farm-level model contributes to research in the field of farm-level modelling in South Africa due to the fact that it has the ability to simulate the impact of changes in markets and policies on a representative farm’s financial position. This is done by linking the farm-level model to a sector-level model developed by Meyer (2002) as well as outputs from several other institutions in terms of macro-economic variables and social variables. There are, however, several issues that became clear in this study. Firstly, positivistic simulation models have the disadvantage that validation and verification are difficult and time consuming due to lack of accurate and detailed data. Secondly, due to the positivistic nature of the model, the assumption is made that very little adjustment in terms of the farm structure takes place during the simulation process. One possible solution to this problem of not being able to simulate adaptation to changing conditions is to develop a model following a normative approach. The third problem with specifically the deterministic type of model is the fact that the model and simulation process assumes no risk. Doctor of Education / Department of Educational Leadership / Robert J. Shoop / Lobbying and lobbyists have been a part of the national policymaking landscape since the inception of this country. In addition, lobbying and lobbyists play a similar role in the policymaking in every state in the Union. Recent and past media reports of dishonest politicians in Washington, D.C. who have accepted expensive gifts from powerful and unscrupulous lobbyists do little to cause the general public, including legislators in Kansas, to trust those individuals whose role includes being a source of information legislators can access when making decisions about issues.
The purpose of this study was to discover the nature of the influence on Kansas K-12 education policy that each type of registered education lobbyist had from 1995 – 2006. The influence lobbyists have had on Kansas K-12 education policy was identified through interviews with each type of registered education lobbyist and with legislators who have served as the chief leadership of the Kansas House Education Committee, as well as through an analysis of documents related to bills the Committee considered from 1995 – 2006.
A qualitative method of inquiry, in the form of a case study, was selected by the researcher as the methodology around which to structure the research. The focus of this case study was to learn how lobbyists influenced the decisions made by members of the Kansas House Education Committee from 1995 – 2006. The study identifies the significant education issues of the Committee as determined by an expert panel of educators, the strategies registered lobbyists indicated they used in their attempt to influence legislators’ decisions, and the information sources which were perceived to influence the positions lobbyists and legislators took on education policy. As a case study, the research is “based on one person’s encounter with a complex case” (Creswell, p. 187); and includes analysis of the data; a discussion of the implications of the understandings drawn from the analysis of data, and suggestions for future research.

The Swedish government is legally obliged to conduct climate policy work that will protect nature and humanity from the harmful effects of climate change. Obligations related to the environment arise under Swedish domestic law, European law and international law. This thesis investigates the possibilities for the Swedish public to initiate climate change litigation against the Swedish government due to insufficient climate actions. I examine three climate change litigation approaches from selected jurisdictions, including Germany, the Netherlands, Norway and the United Kingdom. By transposing the three litigation approaches into the Swedish legal order I seek to discuss the possibilities for the public to challenge the Swedish state's responsibility in climate matters. This thesis claims that the possibilities for the concerned public to address climate change are restricted. International obligations derived from the European Convention on Human Rights and the Aarhus Convention have given individuals substantive rights and procedural rights in matters related to the environment. However, the implementation of the international obligations are not always enshrined in the national law.
