Main Street remade : a case study of eminent domain use in Port Chester, New York

In the late 1990s, looking to improve its fiscal situation, the Village of Port Chester, New York, decided to approve the redevelopment of a 27-acre site that comprised a large section of its downtown. The centerpiece of the 1999 plan was a big-box shopping center and multi-tier parking structure. To build the project, Port Chester used eminent domain to raze most of its South Main Street, along with adjacent blocks--an area already full of small shops and businesses. The village took this action in the name of “public good,” replacing the small-scale buildings and family owned businesses with big-box retail--including Costco, a Loews multiplex, DSW shoes and Bed Bath & Beyond. The village’s goal was to replace a “blighted” area (the term a vestige of legal and rhetorical constructs surrounding mid-20th century urban renewal) with a more upscale one--bringing in, as officials saw it, more tax revenue and creating jobs. This dissertation examines the mechanics and the consequences of this kind of large-scale land clearance, especially in the context of a small suburban municipality. Far from being an anomaly, the Port Chester project is an example of an ongoing trend: the use of eminent domain in the service of economic development, which we can see as a kind of present-day urban renewal. / text

Loss of data due to network congestion, overflow on the end nodes, as well as packet latency above a few hundred microseconds, can be critical during a flight test. To avoid these problems, several advanced packet filtering and network optimization functions are required in order to achieve best possible performance and thus avoid loss of data. This paper gives insight into how to properly engineer an Ethernet based FTI network and how to use advanced Ethernet switch techniques such as Quality of Service (QoS) and rate shaping.

Syftet med detta arbete var att undersöka om det fanns intresse för att införande av DUKC (Dynamic Under Keel Clearance) systemet i Sverige.Vi utgick ifrån en hamn i Australien, Port Hedland, som använt systemet sedan 1996, sedan tog vi reda på vad som användes i Sverige. För att få en bra grund sökte vi information om vad som krävdes för att DUKC skulle fungera tillfredställande. Vi Tog också del av en studie som man utfört i Mälaren som grundar sig på fartygs dynamiska rörelser och djupgående.Utifrån vår insamlade data ville vi fråga en sjöfartsrelaterad grupp och undersöka hur intresset för DUKC såg ut och skickade ut en enkät som även innehöll ett informationsblad.Efter sammanställning av erhållna svara framgick det att intresset för att införa just DUKC systemet inte var så stort men däremot ett system som gör det möjligt att säkerställa de krav som finns idag.

There are currently very few examples of northern Canadian landscape architecture. There is even less literature on the subject. This design practicum follows a broad exploration of the Canadian North in an attempt to understand how the discipline of landscape architecture may insert itself as a profession capable of functioning in a northern environment. Key design issues specific to the North have been identified through a review of literature and personal experience working in the North, and have been categorized in three main areas: socio-economic, socio-cultural and physical environment. A framework of considerations for northern landscape architecture has been proposed and applied to the research process, supporting a holistic approach. A design has been proposed for the historic mine site of Port Radium, Northwest Territories. The design tests the applicability of landscape architecture in the North and follows the proposed framework, considering the history and future of the site from a socio-economic, socio-cultural and environmental perspective.

Die Single Port-Operationsmethode stellt eine neue Technik auf dem Gebiet der Minimal-invasiven Chirurgie dar. Hierbei werden operative Eingriffe über nur einen Zugang durchgeführt. Über diese Minimalisierung des Zugangstraumas werden die Ziele eines besseren kosmetischen Ergebnisses durch weniger und kleinere Narben, einer schnelleren Rekonvaleszenz mit kürzerer Hospitalisierung und einer daraus resultierenden höheren Patientenzufriedenheit verfolgt. In dieser Arbeit wurde diese Operationsmethode anhand von Patienten evaluiert, die sich einer Cholecystektomie oder einer Adrenalektomie in Single Port-Technik am Klinikum St. Georg in Leipzig unterzogen. Zur Analyse der potentiellen Vor- und Nachteile dieser Methode wurden die intra- und postoperativen Daten der Patienten retrospektiv ausgewertet und es fanden Nachuntersuchungen statt. Im Rahmen dieser Nachuntersuchungen wurde das kosmetische Ergebnis der Operationsnarben anhand der Vancouver Scar Scale beurteilt. Weiterhin kam zu der Beantwortung zweier Fragebögen durch die Patienten, bei denen die postoperative Lebensqualität und die subjektive Patientenzufriedenheit ermittelt wurde. In der Auswertung aller Ergebnisse zeigte sich, dass es sich bei dem Single Port-Verfahren innerhalb unseres Patientenkollektivs um eine gut durchführbare und sichere Technik handelt, die mit einem verbesserten kosmetischen Ergebnis und einer sehr hohen Patientenzufriedenheit einhergeht. Nachteilig steht dem eine derzeitig noch signifikant längere Operationszeit, bedingt durch die anspruchsvollere operative Handhabung und die höheren Materialkosten gegenüber.

WHilst the Truth and Reconciliation Commission (TRC) was involved in its hearings on amnesty applications and gross human rights violations, new museums were emerging and older ones began reshaping their displays. This thesis interrogated the changing representations of history, culture, identity and heritage in one South African city, Port Elizabeth, which in 2005 was re-named the Nelson Mandela Bay Municipal area. This discussion examined, at times, the historical era prior to South Africa's democracy and the period after the first democratic elections of 27 April 1994.</p>
