Successful frameworks for financing capital projects: an analysis of Texas community college processes for bond referendums, 1998-2008

The purpose of this study was to investigate the capital project financing methods of Texas community college districts, including an analysis of successful general obligation bond elections. A two-phase research approach was used in this analysis. The first part of the research investigation surveyed 65 community college executives and administrators representing 50 community college districts in Texas. College leaders were asked to participate in an online survey regarding finance methods used to fund capital projects. This included leaders who have participated in general obligation bond referendums on their college campuses. Thirty-four out of 65 leaders responded to the survey, which resulted in a 52.3% response rate. The second part of the investigation disaggregated survey response information from district college leaders into two groups: Those who finance capital projects utilizing general obligation bonds (GO bond) and those who use other methods than general obligation bonds to fund capital improvements or renovations. A cross-sectional study was conducted during the second phase, which investigated 12 community college district leaders’ processes and strategies of passing general obligation bond elections from 1998 to 2008. As a follow-up to the survey instrument, 11 interviews were conducted from GO and non-GO bond community college districts. The results from the findings led to the following conclusions. Each community college district is unique in how capital projects are funded. The commonalities that existed among survey participants and the personal interviews conducted were establishing strong community relationships prior to the planning of bond campaigns. The data reinforced the basic premise of building key relationships with civic/business leaders early on in the process. The importance of creating an environment that focuses on open communication and trust in support of the college was a determining factor for winning bond elections. The recommendations that emerged from this study were community college leaders must begin a dialogue to share best practices in capital project funding. Secondly, community college leaders must advocate for an organized system of data collection to record general obligation bond elections from their state agencies. Lastly, an organization for capital project advocacy must be created. / text

Quality control test for carbon fiber reinforced polymer (CFRP) anchors for rehabilitation

Different strategies can be used to repair, rehabilitate and strengthen existing structures. Techniques based on Fiber Reinforced Polymer (FRP) materials appear to be innovative alternatives to traditional solutions because of their high tensile strength, light, weight, and ease of installation. One of the most common and useful FRPs is Carbon Fiber Reinforced Polymer (CFRP) used in sheets and anchors attached on the concrete surface to strengthen the section through addition of tensile capacity. The purpose of this study was develop a technique for assesses the strength of anchors for quality control purpose. However, to transfer tensile capacity to a concrete surface, the sheets are bonded to the surface with epoxy adhesive. As tension increase, CFRP sheets lose adherence of the epoxy from the concrete surface and finally debond. To avoid this failure, CFRP anchors are applied in addition at the epoxy. The CFRP anchors allow the CFRP sheets to utilize their full tensile capacity and maximize the material efficiency of the CFRP retrofit. The number and size of anchors play a critical role. However the capacity of CFRP anchors has not been investigated extendedly. A methodology for assessing the quality of CFRP anchors was developed using plain concrete beams and reinforced externally with CFRP sheets attached with epoxy and CFRP anchors. Applying load to the beam, allowed the development a tensile force in the CFRP sheets and a shear force on the CFRP anchors. The shear forces in the CFRP anchors were defined by the load applied to the beam and compared with forces based on measured stress in CFRP sheets. / text

The gazebo project : a look into the benefits of student discourse in learning mathematics through a process of creating, critiquing, and revising a plan

The Gazebo Project is an open ended, generative, model eliciting project that was designed to allow students to develop their own understanding of fractions rather than receiving direct instruction. The students were placed in three different sections to work on the project, a group section that allowed for collaborative work, a peer tutoring section and an individual section. All students were given a pre-project clinical interview to assess their knowledge prior to beginning The Gazebo Project. They were then separated into one of the three sections for the project. The Gazebo Project charged the students with the task of designing a gazebo that would maximize the amount of seating and minimize the size of the entrance, which needed to be a whole side length. By challenging the students to minimize the entrance they were guided to explore the relationship between side length and number of sides. Upon completion of the project all students were then given a post-project clinical interview to determine the growth in their understanding of fractions. The study suggested that The Gazebo Project was effective in helping students develop their understanding of fractions, but only when the students worked in the group section or the peer tutoring section. The element of student discourse created an environment where students could create, and critique each other’s plan and in the process student discourse contributed to revised thinking. This study challenges educators to consider the benefits of open ended generative activities and discourse in student learning and also encourages the use of regular clinical interviews to assess student reasoning. / text

Clean Development Mechanism - Key to the future? : A minor field study of organizations working in rural areas in Vietnam with renewable energy sources.

<p>A scholarship from the Swedish International Development Cooperation Agency (SIDA) made it possible for the authors to collect primary data on location in Vietnam. Through a study of three organizations we aimed to create an understanding of the Clean Development Mechanism.</p><p>Despite all the natural resources and the potential of renewable energy in Vietnam, a large percent of the electricity production comes from coal and other sources that contribute to carbon dioxide emissions. However, there are organizations working nationwide with implementing renewable energy projects and educating the Vietnamese. Since the birth of carbon market in connection with the Kyoto Protocol new possibilities have emerged as e.g the Clean Development Mechanism. For example high quality carbon offsetting companies are working on projects that reduce greenhouse gas emissions.</p><p>The purpose of this thesis is to study and describe how three organizations are working with renewable energy in rural areas in Vietnam and their connection to Clean Development Mechanism.</p><p>We have carried out an explorative study with an inductive approach. Our three semi-structured interviews were conducted as personal interviews at location in Vietnam. We also had two informative meetings, also in Vietnam. Beyond, we had e-mail correspondents with a number of professionals in their field.</p><p>Due to the heavy bureaucracy the Governmental process rate is slow, which are making projects such as in the area of renewable energy difficult to initiate. Also the Governmental interest in renewable energy as a source of generating electricity is limited. However, new policies are on the agenda which might increase the support for organisations working towards a sustainable development.</p>

Barriers to external knowledge transfer between Sweden and Uganda : A c a s e ab o u t d e v e l o pme n t p r o j e c t s

<p> </p><p> </p><p> </p><p> </p><p> </p><p><strong>Abstract</strong></p><p><strong>Problem: </strong>The desire for development in less privileged countries like Uganda has created the need for the privileged countries like Sweden to embark on external knowledge transfer through different projects, as one of the objectives to achieve development. However, some factors tend to limit the success of this external knowledge transfer process.<strong> </strong></p><p><strong>Purpose: </strong>The purpose of this research is to find out the factors that lead to the barriers and limitations of knowledge transfer in development projects. Since there are differences in objectives between nonprofit and profit making projects, the research is also aimed at highlighting the extent to which the affecting factors hinder the achievement of objectives and goals. <strong> </strong></p><p><strong>Method: </strong>Qualitative methods were used in this research. Telephone interviews were conducted after sending questionnaires to four respondents from different organizations that were actively involved in the projects. In order to have balanced results, two respondents each from Uganda and Sweden were interviewed. Trustworthiness and ethical issues were put into consideration while conducting the interviews, in a bid to create a desirable atmosphere for conducting the study.<strong> </strong></p><p><strong>Result: </strong>External knowledge transfer is affected by factors like culture, individual factors, and knowledge management factors. Apart from the mentioned factors, research found that instead of organizational factors that would affect profit making projects to a greater extent, factors like the political will, ownership and local needs are the ones that affect development projects.</p><p><strong>Conclusion: </strong>The factors that affect the external knowledge transfer process are to a greater extent human, and are controllable. In development projects, the recipient country should identify the needs that would initiate the external knowledge transfer process. Most of the affecting factors would be controlled through building of relationships and strong ties, local ownership, and political considerations. All this put into consideration, external knowledge transfer between developed and developing countries stand a high chance to succeed.</p><p> </p><p> </p><p> </p><p> </p>

A sense of place in the Tucson Arts District

The expression "sense of place" has been used to describe the relationship between a natural or built environment and the people who inhabit or perceive that environment. This relationship involves the qualities or attributes which give a place its own particular character, as well as the identification and association that people give to a place. Aspects of Tucson's current sense of place are explored in this study by examining the perceptions of Tucson's accepted symbols and attributes held by persons involved with the planned downtown Arts District. The current quality of Tucson's sense of place was found to be most strongly reflected in the Sonoran Desert Environment, the city's ethnic and cultural history, and the urbanism of the revitalizing Central Business District. The content of Tucson's characteristic attributes was used to suggest design opportunities useful in enhancing the sense of place in the planned downtown Arts District.
