Previous issue date: 2014-06-24 / This research examines the implementation of the Programme PRONATEC / Brazil
Without Poverty through a case study with the Municipal Social Justice and Safety in
Pelotas (SMJSS). Its analysis reference issues relating to public and private education.
Discusses the participation of the S system (SENAI, Senac And SEST/SENAT) and
South of Rio Grande Federal Institute of Education, Science and Technology in
PRONATEC/Brazil Without Poverty. It has the following objectives: make a
contextualization of Educational Policies in Brazil after the nineties (90s), and vocational
education reforms in the period; Discuss the relationship in public and private education;
Investigate the implementation strategies PRONATEC/Brazil Without Poverty by the
applicant SMJSS in Pelotas and identify the percentage of pre-registered interest in the
courses at the PRONATEC/BSM forming part of Income Transfer Programs of the
Federal Government in Pelotas. Displays a context of post 90s education policies,
identifying the reforms in the period. Investigates the strategies used by the
implementation of SMJSS PRONATEC/Brazil Without Misery in Pelotas. The research is
qualitative-quantitative nature, in that it explores, through two interviews - with the
management of the Secretariat and the interlocutor of PRONATEC / Brazil Without
Poverty - the dynamics used in the implementation. It uses questionnaires to identify the
profile of the public pre-registered in the courses at the PRONATEC / Brazil Without
Misery in Pelotas, rescuing the relationship with Brazil Without Poverty Program. Field
research was conducted from September to October 2013.'s Main findings indicate that
the system S has an important role to participate in PRONATEC/Brazil Without Misery in
Pelotas, reflecting a national panorama. Concludes that PRONATEC/Brazil Without
Misery policies result from the reforms that took place in professional education post 90s
and the influence of the guidelines of international organizations, particularly the World
Bank. Also concludes that the strategies of mobilization and deployment of
PRONATEC/Brazil Without Poverty by SMJSS in Pelotas, partially ensure that the target
audience priority belonging to the Single Registry for Social Programs of the Federal
Government (CadÚnico) and Income Transfer Programs, be benefited with the vacancies
in professional qualification courses

Miséria através de um estudo de caso junto à Secretaria Municipal de Justiça Social
e Segurança em Pelotas (SMJSS). Tem como referência de análise as questões
relativas ao público e privado em educação. Aborda a participação do Sistema S
(SENAI, SENAC E SEST/SENAT) e do Instituto Federal de Educação, Ciência e
Tecnologia Sul-rio-grandense no PRONATEC/Brasil Sem Miséria. Têm como
objetivos: efetuar uma contextualização das Políticas Educacionais no Brasil pós
anos 90, e reformas da educação profissional ocorridas no período; Discutir a
relação público e privado em educação; Investigar as estratégias de implementação
do PRONATEC/Brasil Sem Miséria pela demandante SMJSS em Pelotas e
identificar o percentual dos interessados pré-matriculados nos cursos do
PRONATEC/BSM que fazem parte dos Programas de Transferência de Renda do
Governo Federal em Pelotas. Apresenta uma contextualização das políticas
educacionais pós anos 90, identificando as reformas ocorridas no período. Investiga
as estratégias utilizadas pela SMJSS na implementação do PRONATEC/Brasil Sem
Miséria em Pelotas. A pesquisa é de caráter quali-quantitativo, na medida em que
explora, por meio de duas entrevistas com a gestora da Secretaria e a
interlocutora do PRONATEC/Brasil Sem Miséria , a dinâmica utilizada na
implementação. Utiliza-se de questionários para identificar o perfil do público prématriculado
nos cursos do PRONATEC/Brasil Sem Miséria em Pelotas, resgatando a
relação com o Programa Brasil Sem Miséria. A pesquisa de campo foi realizada no
período de setembro a outubro de 2013. As principais constatações indicam que o
Sistema S possui um papel relevante de participação no PRONATEC/Brasil Sem
Miséria no município de Pelotas, refletindo um panorama nacional. Conclui que as
políticas do PRONATEC/Brasil Sem Miséria são decorrentes das reformas ocorridas
na educação profissional pós anos 90 e da influência das diretrizes de organismos
internacionais, em especial, do Banco Mundial. Conclui, ainda, que as estratégias de
mobilização e implementação do PRONATEC/Brasil Sem Miséria pela SMJSS em
Pelotas, garantem parcialmente que o público-alvo prioritário pertencente ao
Cadastro Único para Programas Sociais do Governo Federal (CadÚnico) e
Programas de Transferência de Renda, seja beneficiado com as vagas nos cursos
de qualificação profissional

Previous issue date: 2017-05-30 / This research approaches the theme of productive inclusion with its focal point
on the National Program for Access to Vocational Education and Employability
(Pronatec). It is a qualitative case study established at the Sul-rio-grandense
Federal Institute for Education, Science and Technology - Pelotas Campus,
2014. The purpose was to understand how Pronatec contributed to the
productive inclusion of workers who sought qualification through this program.
Following are the main questions guiding this research: Which life story
motivated the students to join Pronatec? How did the job search experience
happen, after finishing the program? Initially, a bibliographic review was made,
approaching the categories of structural duality in education, Employability and
Exclusion. The field work used as main tools, the semi structured interview,
having as core subjects, former Pronatec students. Research results
demonstrate that Pronatec assists people who bring a life record of exclusion in
elementary education, and at some point in their lives were not able to combine
school with work. However, if the program foresees a comeback of the excluded
subjects into the educational system, it does so in a radically different way than
the one which assists students who did not experiment exclusion from the
system. In this study, as Pronatec instituted itself in parallel with regular high
school education, it established a second school system inside the same
institution, whose education – withdrawn from the regular high school program –
allocates precarious development to the fraction of the population that has been
excluded from the school system. Through this perspective, we bring to
discussion that the program, as a public policy, reinforces the structural duality
in education. In this sense, the fast paced qualification offered in the Pronatec
programs is one of the themes identified in the former students reports.This
learning path, characterized by a fast paced and instrumental qualification did
not bring to the interviewed subjects, whatsoever, the conviction that they have
in fact a new profession. As a result, the reported experiences demonstrated
that the interviewees, in general did not reenter the labor market in a better
professional situation. It is argued that the type of qualification that Pronatec
offers, in the “Brasil sem Miséria” program, aspires to rescue the poorer part of
the population in order to promote inclusion, in a precarious and subservient
way, as a peripheral work force. / A pesquisa que aqui está sendo apresentada aborda o tema Inclusão Produtiva
e tem como foco o Programa Nacional de Acesso ao Ensino Técnico e
Emprego (Pronatec). Trata-se de um Estudo de Caso Qualitativo delimitado no
Câmpus Pelotas do Instituto Federal Sul-rio-grandense, no ano de 2014. O
objetivo foi entender como o Pronatec contribuiu para a inclusão produtiva dos
trabalhadores que se capacitam por meio deste programa. Os principais
questionamentos que nortearam a pesquisa foram os seguintes: Que histórico
de vida motivou os alunos a ingressar no Pronatec? Qual a percepção dos
mesmos sobre a formação oferecida pelo Pronatec? Como se deu a
experiência de procura por emprego pelos trabalhadores formados pelo
programa? Foi feita inicialmente uma revisão de literatura que abordou as
categorias Dualidade estrutural da educação, Empregabilidade e Exclusão. O
trabalho de campo utilizou como principal ferramenta a entrevista
semiestruturada, tendo como principais sujeitos ex-alunos do Pronatec. Os
resultados da pesquisa mostram que o Pronatec atende pessoas que trazem
um histórico de exclusão do ensino básico e que em algum momento da vida
não conseguiram mais conciliar a escola com o trabalho. Todavia, se o
programa prevê um retorno dos sujeitos “excluídos” ao sistema educacional, o
faz em uma escola radicalmente diferente daquela que atende aos estudantes
que não experimentaram a exclusão escolar. No caso estudado, o Pronatec, ao
instituir-se em paralelo com o ensino regular, estabeleceu uma segunda escola
dentro de uma mesma instituição, cujo ensino - desvinculado da formação geral
- reserva uma formação precarizada para a fração da população que tem sido
excluída da/na escola. Por esta perspectiva, discute-se que o programa,
enquanto política pública, reforça a dualidade estrutural da educação. Neste
sentido, o aligeiramento da formação oferecida nos cursos Pronatec é um dos
temas mais presentes na fala dos ex-alunos. Esse percurso formativo,
caracterizado pela educação rápida e instrumental não trouxe aos sujeitos
entrevistados, sequer, a convicção de que estes tenham, de fato, uma nova
profissão. Como reflexo, as experiências relatadas mostram que os
entrevistados, de forma geral, não reingressaram no mercado de trabalho em
melhor situação profissional. Argumenta-se que o tipo de formação que o
Pronatec oferece, no âmbito do programa Brasil sem Miséria, busca recrutar a
fração mais pobre da população para “incluí-la”, de maneira subalterna e
precária, como força de trabalho periférica.
