To conduct this research, official documents of the PCB had been used. They consisted in Theses for Discussion and articles produced by the Communist leadership and published on Communist newspaper Novos Rumos (New Paths) during the V Congress held in 1960; the Declaration of March produced and published by the PCB in 1958 and the Manifesto Program produced and published by the dissidents who have created the PCdoB in February 1962. To deals with these documents, it was extract their most recurrent themes, not giving previous defined meanings to the information , but taking in account the logic that led those debates in that moment, understanding more precisely the historical context. The objective of this research was to analyze the differences and circumstances that led to the split of the Communist Party, considering the proposals contained in the debate between its leadership. These debates were related mainly to the understanding about the nationalist-development politics that was a part of the a Juscelino Kubitschek s administration, as well as the relations between Brazil and the imperialist countries and the contradictions caused by the Brazilian capitalism, from which it was surged the Party s political strategy on social relationship between the working class and the bourgeoisie, and the proposed Frente Única (Unique Front). It was observed that the difficulties to understanding the political processes and their connections with national development, as well as the controversy about the consequences of deepening the relations to the foreign capital, have led to the split of Communists at that moment, beside the suspicion about the Brazilian bourgeoisie real wishes, which even divided, simply wanted to recover its positions at the Juscelino s government, without changing social structures / Esta dissertação de mestrado trata da divisão do PCB ocorrida no início dos anos 60, quando surgiu o PC do B em contraponto àquela primeira organização. Para realizar esta pesquisa, foram utilizados os documentos oficiais do PCB, que consistem nas Teses para discussão, e os artigos produzidos pelos dirigentes comunistas, publicados no jornal comunista Novos Rumos, durante o V Congresso realizado em 1960; a Declaração de Março, produzida e publicada pelo PCB em 1958, e o Manifesto Programa, produzido e publicado pelos dissidentes que formaram o PC do B em fevereiro de 1962. Para trabalhar a documentação, buscou-se extrair suas temáticas mais recorrentes, não se atribuindo às informações significados definidos a priori, mas respeitando-se a lógica que conduziu os debates naquele momento, compreendendo de maneira mais precisa o contexto histórico. O objetivo da pesquisa foi analisar as divergências e as circunstâncias que levaram à ruptura do Partido Comunista, considerando as proposições contidas no debate entre os seus dirigentes. Tais debates disseram respeito principalmente ao entendimento sobre a política de desenvolvimentismo nacionalista que permeou o governo de Juscelino Kubitschek, bem como as relações do Brasil com os países imperialistas e as contradições provocadas pelo capitalismo brasileiro, do que decorreram as propostas de estratégia política do partido no que se referia às relações sociais entre a classe operária e a burguesia, assim como a proposta da Frente Única. Observou-se que as dificuldades no entendimento dos processos políticos e suas conexões com o desenvolvimentismo nacional, assim como as polêmicas sobre as decorrências do aprofundamento da relação com o capital estrangeiro, levaram à ruptura dos comunistas naquele momento, a que se somou a dubiedade no entendimento dos reais interesses da burguesia brasileira, a qual, mesmo que cindida, pretendia apenas retomar suas posições frente ao governo de Juscelino, sem alterar as estruturas sociais

Notre thèse a comme objectif fondamental l’étude de l’influence des questions nationales et internationales sur les partis communistes au Brésil et principalement, l’incidence qu’ont eu dans ces partis, la crise du socialisme, la chute du mur de Berlin, la fin de l’Albanie et l’effondrement de l'URSS. Parmi les questions étudiées, il se détache l'équilibre tendu entre les conditions nationales et internationales qui ont suscité l’existence de deux PCs au Brésil, étant tous les deux reconnus internationalement. En raison de cette cassure, nous avons une bifurcation du réflexe de ces modèles internationaux dans le champ de la gauche brésilienne, donnant une caractérisation distincte à propos de la stratégie du socialisme à suivre, à savoir : la réforme ou la révolution. Dans ce processus, nous examinons la période 1985-2006, soit du début de la Nouvelle République au Brésil avec la législation des PCs, jusqu’à la conclusion du manda du président Lula, premier président de gauche élu. Par conséquent, nous analyserons la ligne tactico-stratégique des communistes en concordance, premièrement avec le PMDB ; puis postérieurement, la séparation du PCdoB, de ce front tactique ; s'associant opportunément au PT. Avec la crise du socialisme qui a dévasté l’Europe de l’Est, nous notons pour conséquences, l’impact qu’a eu cette débâcle, plus marquante, pour les troupes du PCB alimentant la construction du PPS ; et, se reflétant, plus en avant, sur la trajectoire distincte que ces deux groupes ont eu au cours de la décennie de 1990 et 2000. Vis-à-vis du PCdoB, il est nécessaire d'examiner comme si la crise du socialisme avait eu lieu dans le parti et par conséquent, le réexamen et l'approfondissement de cette organisation dans la sphère politique nationale, en se détachant des modèles internationaux. Trata-se de um trabalho de reconstituição histórica em que, além das fontes bibliográficas e dos resultados eleitorais, faz-se uso, principalmente, da documentação partidária do período tratado. / This thesis aims fundamentally to study the influence of national and international issues in the communist parties in Brazil, and especially the impact caused in these parties by the crisis of socialism, the fall of the Berlin Wall, the end of Albania and the collapse of USSR. Among the studied issues there are included the tense balance between national and international conditions that fostered the existence of two PCs in Brazil, both been internationally recognized. Given this crack that happened, we split the reflex of these international models in the field of Brazilian left, giving distinct characterization about the own strategy of socialism to be followed: if reform or revolution. In this process there are examined, especially the period from 1985 to 2006, ie the beginning of the New Republic in Brazil, with the legalization of PCs until the completion of the mandate of Lula, first leftist president elected. For this, we analyze the strategic-tactical line of the communists in consonance, firstly with PMDB, and then untying with PCdoB, ahead of this tactic; associating to PT. With the crisis of socialism that swept Eastern Europe, are noteworthy, therefore, that the impact had this debacle, most emphatically, in the hosts of PCB encouraging the construction of the PPS, and reflecting further on the path that these two distinct associations had throughout the 90s and 2000. Regarding the PcdoB, it implies the we examine how this crisis of socialism occurred in this party and hence its rethinking and the deepening of this organization in national politics, letting go of the alleged international models. It is a work of historical reconstruction where, in addition to bibliographic sources and election results, it uses mainly the party documentation of the treated period.

Entre as questões estudadas destacam-se o processo de aproximação das agremiações comunistas ao MDB, enfatizando que este processo era reflexo dos limites impostos pelo regime autoritário, dando origem à dupla militância, por parte dos comunistas: legal (MDB-PMDB) e ilegal (PCB e PCdoB). Examinam-se as eleições no RS desde a instauração do bipartidarismo, com especial ênfase às eleições de 1982, que foi a última eleição em que essas três agremiações funcionaram como uma "unidade" partidária. Para tanto, analisa-se a linha tático-estratégica dos comunistas em consonância com o PMDB e as suas aspirações com respeito ao fim do regime, assim como o próprio cotidiano da vida partidária e os reflexos advindos desta dupla militância na dinâmica infrapartidária. Trata-se de um trabalho de reconstituição histórica em que, além das fontes bibliográficas e dos resultados eleitorais, faz-se uso da documentação partidária do período e de entrevistas com militantes partidários sobre as eleições de 1982. / This dissertation aims to study the fundamental relationship between the PCB and the PCdoB with the MDB-PMDB distension in the policy of the military dictatorship. Among the issues examined included the process of approximation of the MDB communist associations, emphasizing that this process was reflective of the limits imposed by the authoritarian regime, leading to double militancy on the part of communists: legal (MDB-PMDB) and illegal (PCB and PCdoB). It examines the elections in RS since to begin the bipartisan system, with special emphasis for election of 1982, which was the last election in that the three associations functioned as a "unity" party. Thus, it examines the strategic-tactical line of the communists in line with the PMDB and aspirations with respect to the end of the procedure, so as the daily life of the party and reflexes arising in the dynamics of double militancy into partisan. This paper is about a historical reconstitution where, besides the bibliographical sources and the electoral results, use the partisan documentation of the period and interviews with militant partisans the 1982 elections.
