Vícečetné mírové operace v Mali / Multiple Peace Operations in Mali

Novotný, František January 2021 (has links)
In recent years, some scholars have turned their attention towards the problem of multiple simultaneous peace operations (MSPOs), but with little focus on state motivations for their initiation. This thesis examines the case of the conflict in Mali and the high amount of operations deployed there by different actors. It does so through an instrumental case study of the establishment of these operations and of the French role in this process. The thesis finds that France was at first eager to deal with the conflict by supporting regional actors, but with the crisis deteriorating, becoming ever more involved. Next to its own intervention, it led various international organizations to operate alongside it in order to share the conflict management burden while remaining critically influential and securing its goals. This approach allowed France to balance the interests of its domestic audience, western allies, as well as those of the governments in the region. Based on the analysis, the thesis suggests that the proclaimed logic of division of labor between different organizations deploying MSPOs might be a justification for primarily generating as much resources as available while reducing various kinds of costs, although without any explicit evidence for it being a conscious effort of using the...

[pt] CAMPOS DE PROTEÇÃO, ESPAÇOS DE EXCEÇÃO: UMA LEITURA DOS PROTECTION OF CIVILIANS SITES DAS NAÇÕES UNIDAS NO SUDÃO DO SUL / [en] CAMPS OF PROTECTION, SPACES OF EXCEPTION: A READING OF THE UNITED NATIONS PROTECTION OF CIVILIANS SITES IN SOUTH SUDAN

ANA CAROLINA MACEDO ABREU 29 October 2020 (has links)
[en] This thesis analyses different approaches to the protection of civilians (PoC) as mobilized by police/military and humanitarian actors in contexts of armed conflict and humanitarian emergencies where a United Nations peacekeeping operation is deployed. Inspired by the strategies of post-structural discourse analysis, the thesis focuses on the PoC sites in South Sudan, which have sheltered civilians fleeing from violence and persecution since armed conflict broke out in that country, in December 2013. These protected sites have been an integral part of protection strategies and practices advanced by both humanitarian actors present in the country and the United Nations Mission in South Sudan (UNMISS) and are taken here as a privileged analytical microcosm for assessing protection discourse(s) due to the colocation of different protection rationales that characterizes those spaces. Grounded on a Foucauldian theoretical-conceptual framework, this work mobilizes the concepts of sovereign power, governmentality and biopolitics developed by Michel Foucault and employed by critical literature on peacekeeping operations and humanitarian action. It is argued in the thesis that the rationales of protection advanced by both the humanitarian and security sectors work according to the rationality of police power, understood as an ensemble of technologies and techniques that maintains order and protects life among populations but also decides on the suspension of law. Pointing to the particular relationship between protection, policing and exceptionality unraveled in the context of PoC sites, these spaces will be treated as Giorgio Agamben s camps: as spaces of normalized exceptionality where bare life is managed.

Alternative Pathways to Peace and Development in Rural Chiapas, Mexico

Hollinger, Keith H. 01 July 2011 (has links)
The concept of peacebuilding holds enormous importance for international relations, particularly in regions facing impending violent conflict and those recovering from such conflict. However, in order for peacebuilding to be a viable alternative to traditional peace operations, scholars and practitioners need to have a shared understanding of what peacebuilding is and what goals it hopes to achieve, in addition to fluid strategies for implementation. This dissertation seeks to identify strategies for building sustainable peace through sustainable community development and democratization. Using a qualitative metasynthesis of five ethnographies conducted in Chiapas Mexico, this dissertation develops mid-range theories, or strategies, for building peace in Chiapas and in regions experiencing low-intensity conflict more generally. These strategies are based upon the development of Pluriethnic collective governance at the local level in regions that are experiencing low-intensity conflict related to indigenous communities. / Ph.

Ngamilu, Geoffrey 04 1900 (has links)
It is with great complexity and ambiguity that the United Nations Peace Operations took place on the international scene during the last decade. Since their deployment reflects first and foremost one of the most fundamental goal of the Unites Nations Organization, namely: to maintain international peace and security (Section 1(1) of the Charter of the United Nations), it is predictable that the actions they undertake on the field may produce harmful effects for the third parties. The question raised by this thesis aims to discover if and to what extent the UN responsibility is governed by International Law when such third parties suffer from material and personal damages at the hand of UN Peace Operations troops. What does International Law provide? Are there any means of reparation for the victims? Searching for the UN responsibility includes the supposition that the Organization possesses the international legal personality, because its legal existence represents the basic postulate on which its responsibility will be based. The Advisory Opinion of 11 April 1949 of the International Court of Justice on Reparation for Injuries Suffered in the Service of the United Nations constitutes the exact moment of the personification of the UN on the international scene. From a more substantial perspective, the outlines of the UN responsibility in the peacekeeping context are being drawn around one crucial element: « the internationally wrongful act ». This element includes two parts; on the one hand, an objective component which consists of a specific conduct (action or omission) breaching an international obligation; and, on the other hand, a subjective component attributing to the Organization the breach of this international obligation. This framework of the UN responsibility will allow a better understanding of the extent to which the responsibility of the Organization can be retained for actions or omissions committed in a peacekeeping context. More importantly, it allows us to plead for a responsibility which encompasses not only the endogenous characteristics of each situation, but also a legal protection by International Law of the interest of each individual.
