[pt] O objetivo deste trabalho é orientar criticamente organizações não governamentais e outros agentes da sociedade civil engajados na construção discursiva de mensagens para campanhas em favor do acolhimento de refugiados, por julgarem que esta é uma temática de crescente relevância para a promoção dos direitos humanos tanto no Brasil quanto a nível internacional. Para tanto, apresentará considerações acerca de duas narrativas hegemônicas amplamente utilizadas por organizações e instituições globais, a fim de identificar as suas premissas conceituais e possíveis conexões com o estabelecimento de práticas das Relações Internacionais. A primeira delas refere-se à tradição do humanitarismo, guiado sobretudo pela mobilização de uma lógica afetiva e de imperativos morais de solidariedade para legitimar a proteção emergencial de grupos em situação de extrema vulnerabilidade; a segunda, por sua vez, recorre à linguagem do desenvolvimento pautado por premissas essencialmente neoliberais para projetar uma imagem de capacidade adaptativa e resiliência sobre indivíduos acolhidos por comunidades nacionais, de modo a discursivamente convertê-los em potencial capital humano para economias de mercado do Sul Global. Publicações oficiais do site brasileiro do Alto Comissariado das Nações Unidas para Refugiados (Acnur) e o Pacto Global sobre Refugiados das Nações Unidas serão revisados para argumentar sobre o despontar de um significado discursivo comum entre ambas as instâncias textuais na contemporaneidade. / [en] This article aims to offer indepth considerations to non governmental organizations and other civil society agents engaged in the discursive construction of messages for campaigns in favor of the reception of refugees as an issue of increasing relevance for the promotion of human rights both in Brazil and internationally. To this end, it will present perspectives on two hegemonic narratives widely used by global organizations and institutions to identify their conceptual premises and possible connections with the establishment of practices of International Relations. The first one refers to humanitarianism, guided mainly by the mobilization of an affective logic and moral imperatives of solidarity to legitimize the urgent protection of groups under extreme vulnerability; the second one uses the language of development and its essentially neoliberal premises to project an image of adaptivity and resilience on individuals hosted by national communities, discursively converting them into potential human capital designed for market economies of the Global South. Official news articles published by the Brazilian website of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Global Compact on Refugees will be reviewed to argue that a common discursive meaning emerges from both in the present time.

[pt] Esta tese de doutorado investiga o acolhimento humanitário de pessoas LGBTI+ pela Operação Acolhida (2018-2022) como resposta do Brasil para o fluxo de migrantes e refugiadas venezuelanas no país, pensando um panorama dos serviços oferecidos e das questões que surgem no acolhimento e na integração dessa população no território brasileiro. Uma abordagem da performatividade de Judith Butler amparada por Jacques Derrida será usada como estratégia analítica para entender as práticas, os discursos, os protocolos e as regras empreendidas nesse caso pensando a reiteração de normas de gênero, sexo e sexualidade, do humanitarismo e de Estado. Nesse sentido, o texto é um enquadramento parcial de reiterações performativas da Operação Acolhida que podem (re)criar (im)possibilidades não-intencionais para migrantes e refugiadas venezuelanas LGBTI+. A realidade social LGBTI+fóbica traz consigo atravessamentos culturais locais e transfronteiriços em que imperam lacunas, silêncios, segregação e violências. Enquanto a lógica humanitária traz consigo as narrativas e protocolos da crise, da emergência estabelecendo pressa e reforçando ausências constitutivas; e o Estado traz consigo a demanda da contenção, da gestão e governo das populações e espaços, criando narrativas de (des)acolhida. Nessa sobreposição normativa e regulatória do contexto de acolhimento da Operação Acolhida, a população migrante e refugiada LGBTI+ necessita de integração a médio e longo prazo e de políticas que garantam seus direitos no país. Demandas de empregabilidade, saúde e assistência social se multiplicam em um universo em que o pensamento de curto prazo é reproduzido de forma central. Os limites, problemas e avanços da estrutura logística humanitária são foco do trabalho e delinearão os achados da pesquisa apontando para uma reflexão em torno da adaptação de protocolos e de uma crítica dialógica. / [en] This PhD thesis investigates the humanitarian reception of LGBTI+ people from Operação Acolhida (2018-2022) as a response from Brazil to the flow of Venezuelan migrants and refugees in the country, thinking about an overview of the services offered and the issues that arise in the encounter and integration of this population in the Brazilian territory. An approach to Judith Butler s performativity supported by Jacques Derrida will be used as an analytical strategy to understand the practices, discourses, protocols and rules undertaken in this case thinking about the reiteration of norms of gender, sex and sexuality, humanitarianism and the State. In this sense, the text is a partial framing of performative reiterations of the Operação Acolhida that can (re)create unintentional (im)possibilities for Venezuelan LGBTI+ migrants and refugees. The LGBTI+phobic social reality brings with it local and international cultural crossings in which gaps, silences, segregation and violence prevail. While the humanitarian logic brings with it the narratives and protocols of crisis, of emergency, establishing haste and reinforcing constitutive absences; and the State brings with it the demand for containment, management and government of populations and spaces, creating (un)welcoming narratives. In this normative and regulatory overlap of the reception context of Operação Acolhida, the LGBTI+ migrant and refugee population needs medium and long-term integration and policies that guarantee their rights in the country. Employability, health and social assistance demands multiply in a universe in which short-term thinking is centrally reproduced. The limits, problems and advances of the humanitarian logistical structure are the focus of this work and will outline the research findings, pointing to a reflection around the adaptation of protocols and a dialogic critique.

[pt] Esta dissertação procura analisar as diferentes abordagens à proteção de civis (PoC, da sigla em inglês) mobilizadas por agentes policiais/militares e humanitários em situações de conflito armado e emergências humanitárias onde há presença de operações de paz das Nações Unidas. Inspirada pelas estratégias de análise de discurso pós-estrutural, a dissertação se concentra nos PoC sites no Sudão do Sul, espaços que abrigam civis deslocados pela violência e perseguição desde a conflagração do conflito armado em curso, em dezembro de 2013. Tais espaços de proteção têm integrado as estratégias e práticas de proteção avançadas tanto por humanitários quando pela Missão das Nações Unidas no Sudão do Sul (UNMISS) e são tomados como um microcosmo privilegiado para a análise do(s) discurso(s) de proteção, dada a coexistência de diferentes racionalidades de proteção que os caracteriza. Orientada por um arcabouço teórico-conceitual foucaultiano, a dissertação mobiliza os conceitos de poder soberano, governamentalidade e biopolítica desenvolvidos por Michel Foucault e trabalhados por literaturas críticas às operações de paz e ao humanitarismo. Defende-se que as racionalidades de proteção avançadas pelos setores humanitário e de segurança seguem a racionalidade do poder policial, entendido como um conjunto de tecnologias e técnicas quem mantêm a ordem e protegem a vida no nível da população, mas também decidem sobre a suspensão da lei. Apontando para a relação entre proteção, policiamento e excepcionalidade desenvolvida nos PoC sites, tais espaços serão analisados a partir do conceito de campo de Giorgio Agamben: espaços de normalização da excepcionalidade em que a vida nua é governada. / [en] This thesis analyses different approaches to the protection of civilians (PoC) as mobilized by police/military and humanitarian actors in contexts of armed conflict and humanitarian emergencies where a United Nations peacekeeping operation is deployed. Inspired by the strategies of post-structural discourse analysis, the thesis focuses on the PoC sites in South Sudan, which have sheltered civilians fleeing from violence and persecution since armed conflict broke out in that country, in December 2013. These protected sites have been an integral part of protection strategies and practices advanced by both humanitarian actors present in the country and the United Nations Mission in South Sudan (UNMISS) and are taken here as a privileged analytical microcosm for assessing protection discourse(s) due to the colocation of different protection rationales that characterizes those spaces. Grounded on a Foucauldian theoretical-conceptual framework, this work mobilizes the concepts of sovereign power, governmentality and biopolitics developed by Michel Foucault and employed by critical literature on peacekeeping operations and humanitarian action. It is argued in the thesis that the rationales of protection advanced by both the humanitarian and security sectors work according to the rationality of police power, understood as an ensemble of technologies and techniques that maintains order and protects life among populations but also decides on the suspension of law. Pointing to the particular relationship between protection, policing and exceptionality unraveled in the context of PoC sites, these spaces will be treated as Giorgio Agamben s camps: as spaces of normalized exceptionality where bare life is managed.
