År 2000 presenterade FN den s.k. Brahimi-rapporten. Den efterlyste en ”doktrinomsvängning” för attFN på ett mer effektivt sätt skulle kunna möta framtida utmaningar inom ramen för fredsfrämjandeoperationer. Rapporten redovisade ett antal konkreta förslag till förbättringar. I vilken grad har då FNomsatt Brahimi-rapportens förslag i ord och handling? Det övergripande syftet med denna uppsatsvar att analysera implementeringsgraden av Brahimi-rapportens rekommendationer, dels inom ramenför FN:s fredsfrämjande operation MONUC i Demokratiska republiken Kongo och dels i förhållandetill den nya FN-doktrinen. Resultaten visar att i båda fallen har förhållandevis stor hänsyn tagits tillBrahimi-rapportens rekommendationer inom de undersökta områdena. Slutsatsen är därmed att bådeFN-operationen MONUC och FN-doktrinen i hög grad återspeglar Brahimi-rapportensrekommendationer. / In the year 2000, the UN presented the so-called Brahimi report. It called for a ”doctrinal change” inorder for the UN to meet future challenges within the framework of peacekeeping operations in amore efficient way. The report presented a number of tangible recommendations for improvement.To what degree has the UN transformed these recommendations into theory and practice? The overallaim of this essay was to analyze the implementation of the Brahimi reports’ recommendations withinthe UN peacekeeping operation MONUC in the Democratic Republic of the Congo and in relation tothe new UN peacekeeping doctrine. The results show that in both cases relatively large considerationhas been taken to the recommendations of the Brahimi report within the examined areas.
