Les États-Unis dans les relations sino-françaises de 1949 à 1964 / The Role of United States in the Sino-french Relations from 1949 to 1964

La République Populaire de Chine a été établie le 1er Octobre 1949, cela met fin au régime de Chiang Kaï-shek en Chine continentale. À ce moment-là, le gouvernement français commence à négocier officiellement pour reconnaître la République populaire de Chine. Vivant dans deux camps hostiles, pourquoi la France est-elle prête à reconnaître le régime de Mao Tse-tung en 1949 ? Le 27 janvier 1964, la Chine populaire et la France ont publié simultanément un communiqué diplomatique à Pékin et à Paris. La France est devenue le premier pays occidental majeur à établir des relations diplomatiques au niveau des ambassadeurs avec la République populaire de Chine en 1964. Que se passe-t-il au cours de ces 15 ans? Pendant cette période, les États-Unis jouent un rôle très important à la Guerre de l’Indochine, la Guerre de Corée, la Conférence de Genève, la question de Taïwan et la représentation des peuples chinois à l’ONU, et influence la politique européenne avec le plan Marshall. Après son retour en 1958, De Gaulle a la volonté de sauvegarder la souveraineté nationale, les intérêts nationaux et l’indépendance, et s’engage sur une route de décolonisation. À partir de 1962, la politique extérieure française devient plus active en Chine, et les deux pays commencent à négocier sur l’établissement des relations diplomatique après être parvenus à un consensus sur Taïwan, Algérie et États-Unis. L’établissement des relations diplomatiques sino-françaises n’est pas accidentelle, cela répond aux besoins politiques et diplomatiques et aussi à la tendance inévitable du développement historique dans la Guerre Froide. / The People’s Republic of China was established on 1 October 1949, which ended the regime of Chiang Kaï-shek in Chinese mainland. At that time, the French government began to negotiate officially la recoginization of the People's Republic of China. Living in two hostile camps, why France had the plan to recognize the regime of Mao Tse-tung in 1949? On January 27, 1964, People’s Republic of China and France simultaneously issued a diplomatic announcement in Beijing and Paris. France became the first major western country to establish diplomatic relations at ambassadorial level with the People’s Republic of China in 1964. Why France waited 15 years for recognizing PRC? What had happened during this 15 years? During this period, the United States played a very important role in the Indochina War, the Korean War, the Geneva Conference, the Taiwan question and the representation of China in the United Nations with launching the policy Marshall Plan. After the return of De Gaulle in 1958, he resolved to safeguard national sovereignty, national interests, and embarked on a road to decolonization. From 1962, French foreign policy became more active in China, and the two countries began to negotiate on the establishment of diplomatic relations after reaching a consensus on Taiwan, Algeria and the United States. The establishment of Sino-French diplomatic relations is not accidental, which responds to political and diplomatic needs, and to the inevitable trend of historical development in the Cold War.

La tesis doctoral Actores y orden en las Relaciones Internacionales. El papel de la República Popular China y Japón en la construcción del orden regional de Asia oriental analiza el comportamiento de los actores internacionales en el proceso de gestación, consolidación y transformación del orden, así como los factores que lo motivan. La primera parte estudia la naturaleza del orden, plantea una propuesta de clasificación de los actores y formula diversas hipótesis. A continuación se contextualizan y desarrollan dos casos de estudio. La segunda parte describe el proceso de construcción del orden regional de Asia oriental, su estructura y contenido actuales. Las partes tercera y cuarta se centran en el análisis del cambiante papel desempeñado por la República Popular China y Japón en este proceso y en los factores explicativos de su evolución. Por último, el apartado de consideraciones finales recoge las conclusiones y esboza tres posibles escenarios de futuro. / The doctoral thesis Actors and order in International Relations: the role of the People's Republic of China and Japan in the construction of East Asia's regional order analyzes the behaviour of international actors in the process of order emergence, consolidation and transformation, as well as its underlying factors. First, the thesis reflects on the nature of order, sets out a proposal for the classification of international actors, and formulates several hypotheses. In order to test them, the following sections contextualize and develop two case studies. The second section describes the process leading to the construction of East Asia's regional order, as well as its current structure and content. The third and fourth sections analyze the changing roles of China and Japan in this process and the factors shaping their evolution. Finally, the last section summarizes the main findings and sketches three potential scenarios for the future.

The theme is presented with using a large number of primary archive sources and relevant secondary literature. In addition, the text offers an insight into the topic through the memoirs of former Czechoslovak seafarers collected with the use of oral history method. The primary aim of this work is to capture the history of the Czechoslovak ocean shipping in a broader context of political, economic, and foreign policy development of Czechoslovakia in the given period. A key moment for founding a merchant fleet represented the year 1948, the communist coup d'état respectively, when the country came into the sphere of the Soviet Union's influence and transformed its economy into a centrally planned one with the absence of market principles. These specific circumstances enabled to develop a transport sector which Czechoslovakia did not have either natural conditions, or practical experience with. This Master's thesis is focusing on why the United States of America never ratified the United Nations Convention on the Law of the Sea. It is analysing the prevailing arguments which were used in 1982, which led to President Ronald Reagan never ratifying the Convention. As well as why the same thing happened in 1994 when the United Nations agreed on an Update to the Convention. Then the thesis is focusing on crucial parts of the Convention, which are part of the arguments for or against the ratification of the Convention, as well as those which have a great influence on the American approach to the high seas. Furthermore, this thesis is trying to offer a current insight into the problematic of why the United States still did not ratify the Convention, despite the fact that they used the Convention as an explanation why they patron the high seas as well as the right of innocent passage. At the same time, the findings are then looked at from the perspective of the South China Sea, which is a region the United States monitor. This last part is attempting to do several things. Aktuální podoba bilaterálních vztahů EU a ČLR / Actual state of bilateral relations between the EU and the PRC

This thesis deals with the issue of actual state of bilateral relations between the EU and the PRC. The aim of this thesis is to answer question, whether diversity of actorness which occurs in cooperation between the EU and the PRC affects current form and content of their bilateral relations. The theoretical part applies two different approaches to the topic of actorness --theories of international relations and the theory of international law. The empirical part is based on an analysis of particular primary documents, adopted by these two parties. At first is performed an analysis of the EU external relations with the PRC in terms of their historical development which is followed by SWOT analysis which determines current content and form of their bilateral relationship. Based on research findings from this SWOT analysis the thesis suggests ten recommendations for EU-PRC relationship.

In the Indian Ocean Region, China's economic and strategic interests are converging as many of its investments lie along the vital ocean routes needed to literally and figuratively fuel its growing economy. The rollout of Xi Jinping's Belt and Road Initiative, against the backdrop of, and in line with this convergence, has raised concerns about the military-strategic utility of various infrastructure projects. The increased economic connectivity that drives the Belt and Road has inherent strategic consequences, but the degree to which geostrategic factors drive investments divides analysts. Some believe that certain ports have been purposefully selected as future bases for China's navy. To address the difficulty of comprehending China's foreign policy decisions, this thesis draws on a neoclassical realist interpretation of international relations, and uses geographical location, collective memory, strategic culture, and domestic politics to develop a better understanding of Chinese policymakers' perceptions of their international security environment. This study develops methodology to evaluate the strategic value of a site in context to different basing strategies. Serpent in the Water: Debating the Chinese Maritime Strategy

A current topic of international debate among western geopolitical scholars concerns whether recent demonstrations of Chinese naval power represent China's adoption of an outwardly aggressive maritime strategy which might require a reactive change of approach by western nations in dealing with Southeast Asian trading interests. This paper analyzes recent developments in Chinese maritime strategy in order to determine whether the strategy is actually offensive or defensive. Drawing on a realist interpretation of international relations, a geo- strategic evaluation of the Chinese state, and a detailed understanding of the principles of maritime strategy, this paper addresses the inherent difficulty in distinguishing between offensive and defensive maritime strategies given that maritime states naturally develop power-projection forces in order to protect their Sea Lanes of Communication and maritime commerce. In an effort to discern the strategic intent underlying China's modern naval activity, this paper establishes an independent vision of China's optimal defensive maritime strategy based on the state's current threat environment, and compares those results against recent investments in China's naval power.
