Ubuntu values in an emerging multi-racial community : a narrative reflection

This dissertation examines the meaning of the African philosophy of Ubuntu in an emerging multi-racial community within the new context of democracy in South Africa from a narrative research perspective. South Africa has been embedded with notions of tribalism, homelands, segregation, racism, violence which have origins and ethnological prejudices mirrored in colonialism and apartheid. This dissertation is broadly shaped by the following three questions: • Is the concept of Ubuntu applicable in a multiracial community? • South Africa is viewed as an unequal society in terms of socio-economics, racial prejudice and resulting in political instability. How does this inequality affect people's relationships with one another and with the leaders in a diverse community? • How do people living in a multi-racial society in a post-democratic country perceive peace, forgiveness, the ideal of a Rainbow Nation and reconciliation in their communities? To appropriate the meaning of Ubuntu through narrative research in a multiracial community, the researcher embarked on a qualitative research, social constructionism, postmodernism and postfoundationalism in specific reference to the community of Olievenhoutsbosch Township. This is one of the rare urban townships in South Africa where almost all the races, classes, socio-economic statutes, ethnic groupings and foreigners are found. This study proceeded from a narrative research approach to listen to the stories of people living in this township. The aim of the research was to understand how meaning was being constructed with regard to Ubuntu. Ubuntu was frequently mentioned by the co-researchers as the African philosophy embracing 'Batho Pele' (People first), Rainbow Nation, peace, forgiveness and reconciliation in South Africa. The study traces the historical experiences of human settlement from colonialism, apartheid to post-apartheid. The research proceeded to transversal interdisciplinary conversation where academics from the fields of Clinical Psychology, Political Sciences and Education, reflected their voices. Social remembering and children's historical consciousness

This study explores how young people's engagement with history outside of the classroom shapes the development of their historical consciousness. Drawing on public discourses around the First World War (WW1), I address the implications of this engagement for history teachers and young peoples' learning. Recognising the active and dynamic construction of memory and meaning by young people, I develop the concept of social remembering. Building on socio-cultural perspectives, I examine the 'lived experience' of young people's memory work. Using WW1 as a context, and adopting an innovative mixed methods approach, the research was conducted over two stages. The first stage of the research used a quiz and survey to explore the extent and nature of young people's social remembering. In the second stage of the study I examined young people's memory work outside the classroom. I worked with several small groups of students to construct their own ethnographic accounts of societal and familial remembering and their emerging historical consciousness, fashioning these into ethnographic portraits. The research highlights the role that social remembering plays in young people's identities, including the ways in which they value and use history, attribute historical significance to events and orientate themselves in time. It shows how different forms of social remembering can both include or exclude young people and impact positively or negatively on young people's historical consciousness. An understanding of social remembering outside the classroom can support history teachers in the development of pedagogies that build on students' meaning making associated with public events such as commemorations. I argue that teachers can use the intersections between social remembering and disciplinary history to engage and support students in their study of history. Although the study originated within the context of history education, it has wider value, offering a ground breaking methodological approach to exploring young people's understandings of the past and in contributing to the historiography of historical memory.

Aid project exit strategies: building strong sustainable institutions

Foreign aid project exit strategies that contribute to sustainable development have been rarely considered throughout the history of development studies and practice. The philosophical underpinnings of early development were based on economic theories. Over the years initiatives have manifested themselves by investments through international aid projects. As aid projects are donor-driven, most exit strategy planning involves closing down a project without turning it over to another organization to continue implementation. This means that aid benefits end with whatever impact the project has made, leaving ill-equipped local ministries or under-resourced NGOs to meet local development needs and fill the gap of terminated services. The project cycle—a popular development tool used by multinational and bilateral organizations alike—provides a framework to induce development, but makes no accommodation for an exit strategy that perpetuates development. This is a missed opportunity that reveals a flaw in the project cycle. This flaw can be corrected by revising the project cycle implementation stage to include building the capacity of people to perform the functions the project was designed for, as well as a local implementing entity through which they can work. Once accomplished, a sponsor can transfer project activities and resources to the local implementing entity though a phase-over process to extend development post-project for ongoing impact. / The aim of this thesis is to promote a greater understanding of exit strategies and analyze an aspect of project management essential to all foreign aid projects since every project must eventually end its interventions upon completion of its goals or within prescribed financial and time constraints. What are the conditions necessary to complete a foreign aid project phase-over to a local institution successfully? How can in-country local project staff contribute to institution-building before, during, and after a phase-over? What are the appropriate ways to measure the success of a phase-over? / This thesis examines the concept of exit strategy within the context of a case study of the United States Department of Agriculture’s Marketing Assistance Project (USDA-MAP) in Armenia (1995-2005) and the innovative phase-over approach it used to establish the Center for Agribusiness & Rural Development (CARD). To do this, the writings of Levinger & McLeod (2002), Gardner et al. (2005), and Esman (1972) are drawn upon to analyze this case. The actions taken by the USDA illustrate how an emphasis on internal local project staff, over external technical interventions, furthers development. The USDA’s exit strategy incorporated collective participation, empowered local stakeholders, promoted development ownership through localization, and built individual and institutional capacity. The resulting organization that was created is evidence of a successful phase-over and an innovative institution. This phase-over model offers a paradigm that embraces and promotes social/human assets within aid projects for sustainable development, and in so doing has ramifications for policy makers, project designers, and development practitioners to rethink conventional development practices.

Scoping and developing the potential for SAPS online service delivery

This study gives guidelines to enhance online service delivery by the South African Police Service (SAPS by means of its website. It makes various recommendations to achieve this, following various investigations. The SAPS describes its primary goal as “service to the public”. This is in line with the South African government’s Batho Pele (“People first”) initiative to improve the delivery of public services. However, as society is changing in response to the demands of the Internet Age, service providers (for the purpose of this study, police agencies) must, too, adjust. The application of e-Governance will enable these agencies to serve the public with a wide variety of information and services. This study makes recommendations in this regard as well. In the initial study for this work user needs regarding the establishment of the SAPS website were assessed. Subsequently a study was conducted to determine best practices in various English-speaking countries, using an evaluation framework compiled for this purpose. Based on the results gained a measuring instrument was designed to evaluate the SAPS website. Four expert evaluators were then requested to do so. The purpose of this quantitative, descriptive study was to identify shortcomings in the implementation of the Batho Pele Principles in a public hospital. Findings were obtained from a range of patients who had been admitted to specific units for three or more days, and more evidence was gathered from articles in mass media. Data was collected through a structured questionnaire from one hundred respondents (n=100) and analysed by means of descriptive statistics. The research findings revealed that none of the Batho Pele Principles were implemented effectively and that patients in general were not satisfied with treatment in public hospitals. Shortcomings are attributed to insufficient management skills and knowledge on different levels of the health care system, as well as a lack of awareness among patients of their rights and responsibilities in health care. / Health Studies / M.A. (Public Health)
