Les politiques de formation professionnelle dans le domaines des TIC : le cas des entreprises du transport et de la logistique en République de Djibouti / Vocational training policies in the field of ICT : the case of transport and logistics companies in the Republic of Djibouti

Cette thèse vise à explorer la mise en route des politiques de développement de formation professionnelle dans les entreprises de transport et de la logistique en République de Djibouti. Nous posons l'hypothèse générale que l'appropriation des Tics par l'entreprise est un vecteur important de développement économique pour l'entreprise. Ainsi trois hypothèses opérationnelles ont été étudiées et vérifiées : 1) Le niveau de compétence en tic et le degré d’utilisation est très important. Pour que l’entreprise soit performante économiquement, il faut qu’elle développe les compétences en tic de son personnel et de ses cadres ; 2) Le plan de formation professionnelle est un outil clé dans la gestion prévisionnelle des compétences et des emplois. Pour développer les compétences en tic il faut que l’entreprise prévoie un plan de formation. Une entreprise qui met en place un plan de formation professionnelle a conscience de l’importance de compétence en tic et dispose d'un potentiel de développement économique ; 3) les tics sont des outils de développement personnels et professionnels. Deux questionnaires destinés d'un côté aux employés de l'autre aux dirigeants ont été conçu pour investiguer le terrain et vérifier les hypothèses émises ci-dessus. La méthode privilégiée est à la fois quantitative et à la fois qualitative. / This thesis aims at exploring the implementation of the development policies of vocational training in the transport companies and of logistics in Djibouti. We ask the general assumption that the appropriation of Information and Communication Technologies by the company is an important vector of economic development for the company. And three operational assumptions were reviewed and verified: 1) ICT skill level and degree of use is very important. For the company be economically efficient. It has to tick develops the skills of its staff and its management; 2) The training plan is a key tool in the management planning of skills and jobs. To develop the skills tic must now provide a training plan. A company that sets up a training plan recognizes the importance of competence tic and has a potential for economic development; 3) ICT are personal and professional development tools. Two questionnaires from one side to the employees of the other leaders were designed to investigate the field and verify the assumptions made above. The preferred method is both quantitative and qualitative.

Perceptions of Air Force Civilians Regarding Participation in Nonresident Professional Military Education

In spite of a 2009 memorandum from senior Air Force leaders calling for civilian employees to participate in nonresident Professional Military Education (PME) courses, employees' PME completion rates have remained low. This qualitative study investigated the perceptions of nonresident PME held by 12 employees at an installation with a nonresident PME completion rate of less than 3% in 2013. The theories of reasoned action and planned behavior guided the 5 main questions that asked participants to describe their familiarity with nonresident PME course content, availability, and structure; as well as their perceptions of organizational support for PME course participation, their capacity to complete PME courses, the role of nonresident PME in their leadership development, and the importance of PME completion for attaining their career goals. The data were manually coded and organized according to the emergent themes and subthemes. None of the participants identified any external barriers to nonresident PME completion, but factors such as supervisor support, prior participation in enlisted PME, personal interest in PME course content, and inconsistent hiring practices influenced participants' perceptions of nonresident PME for their professional development and career progression. The findings and prior research suggest the Air Force should educate PME eligible civilians regarding the benefits of nonresident PME, conduct focus groups to discover employees' specific learning needs, and assist supervisors in establishing effective mentoring relationships. These actions have the potential to enhance employee motivation, to align employee development with organizational goals and objectives, and to increase supervisor-subordinate collaboration.

Návrh koncepce dalšího vzdělávání pro nelékařské zdravotnické pracovníky / Draft concept of further education for non-medical healthcare professionals

The main goal of this work is to create an idea of how an educational system for non-physician healthcare professionals in the departments of anestesiology, resuscitation, and intensive care should look like with regards to interpreting and evaluating ECG curves that would lead to a better knowledge of understanding ECG curves. This certain idea of an educational system should be another option on how to educate healthcare professionals, thus improving their competence. The theoretical part of this work compares the educational system of healthcare professionals in the Czech Republic to other foreign countries and the competence of non-physician healthcare professionals working mostly in intensive care in hospitals. It also introduces and explains the basics on how to record an ECG curve that competent workers should be able to read and interpret correctly. The empiric part is based on the quantitative method of making a survey, in which the respondents are non-physician healthcare workers working in anestesiology, resuscitation, and intensive care in Czech hospitals. The survey study focuses not just on finding out the knowledge of ECG in non-physician healthcare professionals in anestesiology, resuscitaiton, and intensive care, but also whether it's necessary to teach them more about ECG. We assume the configuration of this research from the documentary analysis and semi-structured qualitative character, the concern is with the quality in the interviewees' statements, as well as documentation. The search for answers to some personal questions in order to explain a professional education with academic education, in addition to that required for a position as teacher of Basic Education II, SEE-SP and that went through one of the types of continuing education through PBM / D, teacher Master or PhD in public schools, found the Internet, the sites of SEE-SP, APEOESP lattes and curricula of Fellows and Board of Education 1 North, documents the laws of the past three decades, records registration form sheets and monthly reports submitted for analysis of the regional commission. As conclusion, we present what we consider relevant in an enterprise investigative searching for answers to the survey answers and points, a potential of PBM / D for personal and professional training, as well as for its recovery as a teacher at the school, with its students, but adds the lack of public policies to enhance the professional teacher and researcher / A proposta desta pesquisa possui como objetivo analisar as contribuições e os impactos do Programa Bolsa Mestrado/Doutorado, a partir da questão inicial qual a contribuição do PBM/D e seus impactos no desenvolvimento pessoal, profissional dos professores e a valorização desses profissionais da educação básica pela SEE-SP, após a conclusão da pós-graduação? Assumimos a configuração dessa pesquisa a partir da análise documental e de entrevistas semi-estruturada de caráter qualitativa, onde a preocupação é com a qualidade nas falas dos entrevistados, bem como na documentação. A busca de respostas para algumas indagações pessoais, no sentido de explicitar um profissional de educação com formação acadêmica, além da exigida para ocupar um cargo de Professor de Educação Básica II, na SEE-SP e que passou por uma das modalidades de formação continuada por meio do PBM/D, o professor Mestre ou Doutor, nas escolas públicas. Encontramos respostas na internet, nos sites da SEE-SP, APEOESP e currículos lattes dos bolsistas e na Diretoria de Ensino Norte 1: documentos da legislação das últimas três décadas, registros em forma de fichas cadastrais e relatórios semestrais enviados para análise da comissão regional. Nas considerações finais, apresentamos o que consideramos relevante em uma empreitada investigativa à procura de respostas que a pesquisa responde e aponta um potencial do PBM/D para a formação pessoal e profissional, bem como para a sua valorização na escola, como professor e com seus alunos, mas acrescenta a inexistência de políticas públicas para valorizar esse profissional professor e pesquisador
