Rio de Janeiro, RJ, Brasil. / Neste trabalho foi destacada a importância das atividades logísticas na distribuição de medicamentos de um Laboratório Farmacêutico Oficial, Farmanguinhos, responsável pela produção e suprimento das demandas públicas de medicamentos, oriundas de campanhas do Ministério da Saúde. A logística de medicamentos influencia na qualidade dos produtos que chegam ao paciente e deve ser controlada desde a preparação da carga (picking) até o transporte, onde podem ocorrer as principais falhas nos níveis de serviços. Evidenciou-se neste contexto, a importância dos Operadores Logísticos que atuam no ramo de transporte de produtos farmacêuticos e devem seguir rigorosamente as legislações sanitárias vigentes por se tratar de um serviço que se exige qualidade e efetividade e por serem corresponsáveis na manutenção do produto. Os Prestadores de Serviços Logísticos que se encontram no mercado apresentam diferenciações entre os tipos de serviços ofertados. Os objetivos desta dissertação focaram: a identificação da situação problema com a modelagem do processo antes da intervenção, através da qual foram mostradas as possíveis falhas no modelo de distribuição de medicamentos praticado por este Laboratório; a apresentação de um novo modelo logístico de distribuição com as atividades de logísticas de suporte: armazenagem e picking da carga sendo executadas nas dependências de Farmanguinhos; e a terceirização da atividade primária de logística, representada pelo transporte multimodal com modelo de contratação baseada nas melhores práticas amparadas pelas Legislações Farmacêuticas, corroborando com a legislação que rege as contratações de bens e serviços na esfera pública, Lei 8666/93. Para o desenvolvimento do estudo, foram utilizadas as ferramentas: Ciclo PDCA e Modelador de Processos Bizagi. Os resultados positivos obtidos com o novo modelo foram apresentados através de indicadores de desempenho, que provaram que o novo modelo otimizou as etapas de distribuição e permitiu ao Gestor intervir de imediato em possíveis falhas internas, nas atividades de suporte. Os indicadores de ocorrências de danos da carga durante o picking, de notas fiscais sem comprovação de entrega e de entregas sem documento fiscal permaneceram zerados nos anos 2013 e 2014; houve uma redução dos níveis de estoque, no tempo médio de entrega da demanda inicial ao cliente final, nos atrasos na entrega e nas avarias de carga. As mudanças no modelo trouxeram resultados satisfatórios na performance da logística de distribuição de medicamentos deste Laboratório / This work highlighted the importance of logistics activities in the distribution of medicines of an Official Pharmaceutical Laboratory, Farmaguinhos, responsible for the production and supply of public demands for drugs coming from the Health Ministry campaigns. The drugs logistic weighs the product quality reaching the patients and must be controlled from the load preparation and carriage picking, to transport, where the main problems can occur in service levels. This context drafts that the importance of Logistics Operators acting on pharmaceuticals transport sector must strictly follow the health law because it is a service that demands quality and effectiveness and it is co-responsible for the maintenance of the product. The Logistics Service Providers in the market feature differences between the types of services offered. The objectives of this work focused: the identification of the problem situation with the old process model, where possible failures in drug distribution model used by this laboratory were; the presentation of a new logistics distribution model with the support of logistics activities: storage and cargo picking in Farmaguinhos dependencies and outsourcing the primary activity of logistics, represented as multimodel transport with the hiring model based on the best practice supported by the Pharmaceutical Law confirming the governing legislation of the procurement of goods and services in the public sphere, Law 8666/93. To develop the study tools it was used: PDCA Cycle and Bizagi Process Modeler. The positive results obtained with the new model were presented through performance indicators, which proved that, the new model: optimized the steps of distribution and monitoring enabling the Manager intervention in possible internal faults in support activities. Occurrences indicators have shown cargo damage during picking, invoices without proof of delivery and deliveries without tax document remained null on 2013 and 2014; there was a reduction in inventory levels, in the delivery average time of initial demand to the final customer, the delivery delays, in faults charge. Changes in the model brought satisfactory results in drug performance distribution logistics of this Laboratory.

Introducing the home delivery of prescription medicine in Sweden : An analysis of private pharmacies and their supply chains

Logistics and Supply Chain Management has become a vital component in every industry in the globalised world. It is a key strategic tool for companies to deliver services and resources to stakeholders and a source of competitive advantage, consequently any failures to optimise or develop a supply chain can lead to a loss of customers, revenue and market share. The healthcare industry, specifically pharmaceuticals, is one such industry which is highly dependent on a stable and secure supply chain to deliver both products and services. However, on an extended level the pharmaceutical supply chain is often described as less mature than the automotive or aviation industry’s - both the part of the distribution channel connecting manufacturers to healthcare providers, as well as the one linking those to patients accessing medicine via authorised pharmacies. In several countries this was at least partly due to underdeveloped Information Technology (IT) infrastructure provided by the national health care providers. IT is often the driving force and backbone of any supply chain infrastructure - without the ability to compute vast amounts of data in real-time it becomes difficult for a supply chain to remain efficient and functional. Sweden is among the countries, which have upgraded their IT, adapted their law and thus allowed for the home delivery of sensitive prescription only (PO) medicine to patients which is, for example, already in use in England. To analyse the circumstances for an introduction of home delivery and its implications for the supply chain a dual case study adopting an abductive approach was carried out on both the corporate and retail level of PO medicine administration - namely, private pharmacy chains in Sweden, as well as a significant player in the pharmaceutical logistics industry. / Logistik och Supply Chain Management har blivit en viktig del i alla branscher i den globaliserade världen. Det är ett viktigt strategiskt verktyg för företag att leverera tjänster och resurser till berörda parter och en källa till konkurrensfördel, därför eventuella fel för att optimera eller utveckla en försörjningskedja kan leda till en förlust av kunder, intäkter och marknadsandelar. Hälso-och sjukvården, särskilt läkemedel, är en sådan bransch som är starkt beroende av en stabil och säker leveranskedja för att leverera både produkter och tjänster. Men på en utökad nivå läkemedelsleveranskedjan beskrivs ofta som mindre mogna än fordons-eller flygindustrin är - både den del av distributionskanal ansluter tillverkarna att vårdgivare, såväl som den som förbinder dem till patienter tillgång till läkemedel via auktoriserade apotek . I flera länder var detta åtminstone delvis på grund av underutvecklade informationsteknik (IT) infrastruktur som tillhandahålls av de nationella vårdgivare. Det är ofta den drivande kraften och ryggraden i alla försörjningskedjan infrastruktur - utan möjlighet att beräkna stora mängder data i realtid blir det svårt för en försörjningskedja för att förbli effektiv och funktionell. Sverige tillhör de länder som har uppgraderat sin IT, anpassat sin lagstiftning och därmed tillåtet för hemleverans av känsliga recept (PO) medicin till patienter som är, till exempel, som redan används i England. För att analysera de omständigheter för en introduktion av hemleverans och dess konsekvenser för leveranskedjan en dubbel fallstudie anta en abduktiv metod utfördes på både företags-och detaljistledet av PO medicin administration - nämligen privata apotekskedjor i Sverige, samt som en betydande aktör inom läkemedelslogistikbranschen.
