Magistriniame darbe nagrinėjama Visagino savivaldybės kūno kultūros ir sporto sistema, kaip Lietuvos sistemos grandis, analizuojamos Visagino kūno kultūros ir sporto sistemos raidos kryptys, problemos ir modernizavimo galimybės. Literatūros analizė parodė, kad kol kas mažai teorinio įdirbio kūno kultūros ir sporto sistemos funkcionavimo srityje. Daugelis sistemos dalių yra iškelta nacionaliniu lygiu ir daug mažiau dėmesio kreipiama į savivaldos lygį. Todėl nėra susiformavęs inovatyvus požiūris į kūno kultūros ir sporto sistemos funkcionavimą valstybinėse institucijose ir ypatingai savivaldybėse. Tai aktuali problema, nes valstybė neturi tiesioginio sąlyčio su visuomene ir negali tiesiogiai vykdyti savo kūno kultūros ir sporto politikos. Kūno kultūros ir sporto sistema – tai specifinių sudedamųjų dalių, susijusių su žmogaus fizine prigimtimi, visuma: nuo fizinio ugdymo, rengimo fiziniams krūviams ir darbinei veiklai, aktyvaus fizinio judėjimo ir laisvalaikio organizavimo, žmogaus organizmo funkcinių rezervų ir galimybių plėtros iki specifinio kryptingumo – geriausio sportinio rezultato ir/ar fizinio tobulumo siekimo. Apibūdinant savivaldybės uždavinius ir tikslus kūno kultūros ir sporto srityje, siūlomos rekomendacijos kūno kultūros, sporto bei rekreacijos sistemoms modernizuoti, kurios padėtų susisteminti kūno kultūros ir sporto modelį, jungiantį vyriausybines ir nevyriausybines organizacijas. [toliau žr. visą tekstą] / This Master thesis is devoted to the analysis of Visaginas City Municipality physical education and sports system as a segment of Lithuania’s sports system, the trends of Visaginas City physical education and sports development, problems and modernization possibilities. The analysis of literature sources revealed that there is little theoretical knowledge applied in the functioning of physical education and sports system. Most segments of the system are relevant on the national level, thus, less attention is paid to self-government level. Therefore, there is no innovative attitude developed towards the functioning of physical education and sports system in state institutions, especially in municipalities. This is an acute problem because the state does not have a direct contact with society and cannot directly implement physical education and sports policy. Physical education and sports system is the unity of specific segments connected to an individual’s physical nature, i.e. physical education, preparation for physical load and work activities, active physical activities and free time organization, development and possibilities of functional reserves of human organism as well as a more specific direction – the best possible result in sports and/or attempt for physical perfection. Lietuvoje kūno kultūros ir sporto sektoriaus problemų analizė mokslo lygmenyje atliekama fragmentiškai, dažniausiai orientuojamasi į sportininkų rengimo arba sporto mokslo problematiką, bei problemas, susijusias su įvairaus amžiaus gyventojų fiziniu aktyvumu ir sveikata, specialistų rengimu, tačiau mažai dėmesio skiriama sporto sektoriaus vadybos klausimams, o šio sektoriaus strategijos formavimo problemų analizės apskritai pasigendama. Tyrimo tikslas – ištirti kūno kultūros ir sporto sektoriaus strategijos formavimo teorinius aspektus, sudaryti šio sektoriaus strateginio valdymo modelį ir nustatyti strategines veiklos sritis. Tyrimui pagrįsti pasitelkti bendrieji mokslinio tyrimo metodai – mokslinės literatūros, Lietuvos ir kitų šalių įstatymų bei kitų teisinių dokumentų analizė ir apibendrinimas, ekspertų apklausa, statistinė duomenų analizė ir grafinis modeliavimas. Pirmoje disertacijos dalyje nagrinėjami teoriniai strategijos formavimo konceptualizacijos aspektai. Antrojoje disertacinio darbo dalyje nagrinėjama kūno kultūros ir sporto situacija pasirinktose užsienio valstybėse ir Lietuvoje, analizuojami Lietuvos kūno kultūros ir sporto valdymo raidos organizaciniai ir ekonominai aspektai. The most frequent research orientation consists of athletes’ training or sport science scientific problems, as well as various ages individuals’ physical activity and health, specialist training. The most frequent research orientation consists of athletes’ training or sport science scientific problems, as well as various ages individuals’ physical activity and health, specialist training. Very little attention is dedicated to the sport sector’s management problems and the aforementioned sector strategy formation problem analysis is absent overall. Conselho Nacional de Desenvolvimento Científico e Tecnológico / Este trabalho deu conta de analisar as políticas públicas de Educação Física e esportes na Rede Federal de Educação Profissional e Tecnológica e a implicação das mesmas na formação dos estudantes, partindo do entendimento de estarmos imersos em uma conjuntura político e econômica novo desenvolvimentista. Para tanto entrevistamos alguns interlocutores privilegiados que estão diretamente ligados à formulação de políticas públicas na área ou que têm um grande envolvimento com a rede. Além de aplicarmos questionários em professores da rede de várias regiões do Brasil na ocasião do II Fórum Nacional de Políticas Públicas em Educação Física, esporte e lazer dos Institutos Federais de Educação, Ciência e Tecnologia e analisarmos os documentos da SETEC/MEC. Por fim, não identificamos políticas públicas consistentes formuladas pela SETEC/MEC, apesar de vermos a entrada de projetos do Ministério dos Esportes, como o Programa Segundo Tempo. Também procuramos com este trabalho identificar projetos e ações isoladas pelo Brasil sobre o tema que pudessem nos ajudar a refletir sobre possibilidades superadoras no plano da formulação de Políticas Públicas de Educação Física e esportes na rede para a formação dos alunos. / This paper realized analyze public policies of Physical Education and Sports in the Federal Network of Technological Education and the implication of those in the formation of the students, based on the understanding that we are immersed in a economic and political conjuncture new developmental. To obtain it we interviewed some interlocutors that are directly linked to the formulation of public policies in the area or who have a big involvement with the network. Besides applying questionnaires for teachers from various regions of Brazil on the occasion of the II National Forum on Public Policy in physical education, sport and leisure of the Federal Institutes of Education, Science and Technology and analyzing the documents from SETEC / MEC. Finally we did not identify consistent public policies formulated by SETEC / MEC, despite seeing the entry of projects of the Ministry of Sports, as the Second Time Program. We also seek to work with this project and identify isolated actions by Brazil on the subject that might help us think about possible overcome possibilities in terms of formulation of Public Policy for Physical Education and sports network for the formation of the students.
