THE SECURITIZATION OF HUMANITARIAN AID: A CASE STUDY OF THE DADAAB REFUGEE CAMP

This thesis examines, empirically, the securitization of aid delivery at the Dadaab refugee camps in Kenya. Through a series of semi-structured interviews with aid workers, it documents their security concerns, organizatinonal responses to security risks, and discusses the impacts of these concerns and responses on the delivery of aid to the camps. Armed with a biopolitical conceptualization of sovereignty, articulated in the human security paradigm, the humanitarian aid industry has increasingly reached beyond national borders to touch ‘bare life.’ By now, it is widely recognized that humanitarian principles such as neutrality have often failed to protect aid workers from violent attack as they increasingly venture into the world inhabited by “surplus populations.” Drawing on existing research, this study demonstrates how humanitarian aid delivery in high-risk environments, like refugee camps, is essential to the broader task of using aid to securitize and contain high-risk populations and political instability. Paradoxically, without the securitization of aid at the operational level, humanitarian workers are left exposed to the same enduring elements of insecurity that persistently threaten the lives of those they endeavor to help.

Embora a UESB venha conseguindo uma expansão no desenvolvimento das suas atividades de ensino, pesquisa e extensão e esteja implementando um processo de mudança em sua gestão, alicerçado em um modelo de organização participativa, ainda não dispõe de um Sistema de Avaliação qualitativa de professores e técnicos, que faça jus à relevância e à repercussão social e acadêmica das atividades individuais e coletivas nela realizadas. Em decorrência disso, as atividades são avaliadas apenas em termos quantitativos, desprezando-se a qualidade e a repercussão das ações. O foco central desta dissertação foi o de explorar as possibilidades e potencialidades da avaliação de desempenho do ponto de vista qualitativo, a partir das percepções, opiniões e crenças da comunidade acadêmica. A metodologia utilizada para a realização da pesquisa empírica foi a qualitativa e a técnica empregada foi a dos Grupos Focais, que reuniu 31 pessoas da Comunidade Acadêmica, divididas em 5 grupos (Grupo de Diretores de Departamentos e Coordenadores de Colegiados, Grupo de Docentes, Grupo de Servidores Técnico-Administrativos, Grupos de Discentes e Grupo da Administração Central) que teve como tema para discussão a “Avaliação de Desempenho e o Estágio Probatório”. Uma das conclusões da pesquisa é a de que a Comunidade Universitária está consciente da necessidade de controle sistemático dos processos acadêmico e institucional na UESB, mas isto deverá ser feito a partir da elaboração de um Programa de Avaliação de Desempenho discutido de maneira pública e democrática, como forma de garantir caminhos estratégicos para a expansão e consolidação da Universidade. Fica evidente na pesquisa que, levando-se em conta os argumentos representativos dos componentes dos 5 grupos focais, a avaliação de desempenho na UESB deve ser desenvolvida utilizando a metodologia de avaliação por objetivos onde o foco é o trabalho e as comparações a serem feitas devem estar pautadas no trabalho e seus resultados. Deverão assim ser analisados o fornecimento dos meios e condições necessárias à realização dos trabalhos e padrão de comportamento apresentado pelos servidores em sua realização, a partir de um processo de decisão colegiada que possui como fatores chaves os aspectos comportamentais, aspectos técnicos e de qualidade nos resultados e aspectos de conhecimento e domínio teórico. O objetivo deste trabalho é estudar a dinâmica política da reemergência do federalismo brasileiro no Governo Geisel, qual seja, no princípio da abertura política. Isto porque é neste momento que se dá início à redefinição das relações entre as esferas de poder a serem consolidadas no processo constituinte e cristalizadas na Constituição. A nossa hipótese central baseia-se na premissa de que, no Governo Geisel, os rumos do federalismo serão condicionados pela ação do Estado brasileiro. Mais especificamente, pela forma como o Estado conduziu dois projetos complementares: a liberalização política controlada e o II Plano Nacional de Desenvolvimento. De forma que a questão do federalismo será abordada em sua dupla dimensão, enquanto projeto econômico e enquanto projeto político de distensão. / The aim of this work is to study the political dynamic of the reconstruction of federalism in Brazil during the Geisel Government, at the very beginning of the Brazilian transition to democracy. During this period it took place the redefinition of the intergovernmental relations which were consolidate in the constituent process and crystallized in the Constitution. Our main hypothesis is based on the assumption that the path of federalism, during the Geisel Government, might has been affected by the action of the Brazilian State. Mainly by the way which the State has conducted two complementary projects: the controlled political liberalization and the Second Brazilian Plan for Development. Thus, the question of federalism will be studied in its double dimension: as a political and economic project.

Dentro de um novo contexto educacional e considerando as novas políticas públicas para a área após o lançamento, em 2007, do Plano de Metas do Governo Federal “Compromisso Todos pela Educação” e do Plano de Desenvolvimento da Educação (PDE), fizemos uma abordagem no que diz respeito à implementação dessa ação sob a ótica do diretor, em seis escolas públicas municipais de Juiz de Fora que apresentaram baixo Índice de Desenvolvimento da Educação Básica (Ideb) no ano de 2007. Dessa forma, buscamos compreender como se dá a implementação do programa no âmbito da escola, tendo como foco o papel da liderança no processo. A pesquisa de cunho qualitativo envolveu entrevistas com diretores escolares e a análise dos dados encontrados se deu com base na produção recente de autores do campo da gestão escolar, como Dourado (2001), Fonseca (2003a, 2003b), Libâneo (2004), Lück (2008), Mendonça (2000), Paro (1998), Teixeira (2010). Os resultados apontam que a escola precisa apropriar-se de uma cultura de planejamento tendo como articulador central o gestor, devendo esse exercer uma forte liderança e ser capaz de dialogar com todos os segmentos da comunidade escolar de forma democrática, em prol de uma educação de qualidade. / We intend in this work study the Strategic Planning in the Education applied to the Educational Management as instrument of managerial innovation, having as a starting point the analysis of a Program of the Department of the Education (Ministry of Education and Culture - MEC) which comes being implemented in the public schools of the country since 1997, the Plan of Development of the School – PDE School (Plano de Desenvolvimento da Escola – PDE Escola). Into a new educational context and considering the new public politics for the area after the launching in 2007 of the Plan of Goals of the Federal Government "Commitment Everybody by the Education"( Plano de Metas do Governo Federal “Compromisso Todos pela Educação”) and of the Plan of Development of the Education (Plano de Desenvolvimento da Educação - PDE), we have done an approach concerns to the implementation of that action under the point of view of the director, in six municipal public schools of Juiz de Fora which presented low Development index of the basic education (Índice de Desenvolvimento da Educação Básica - Ideb) in the year of 2007. In this way, we tried to understand how happens the implementation of the program in the scope of the school, having like the focus the paper of the leadership in the process. The research of qualitative character involved interviews with school directors and the data analysis found was happened on the basis of recent production of authors from the field of the school management as Dourado (2001), Fonseca (2003a, 2003b), Libâneo (2004), Lück (1986), Mendonça (2000), Paro (1998), Teixeira (2010). The results shows the school necessity to appropriate of a culture of planning having as a central articulator the gestor and he must exercise a strong leadership and to be capable of talk with all of the segments of the school community in a democratic form, in behalf of an education of quality.

Closing the Gaps in Professional Development: A Tool for School-based Leadership Teams

The field of professional learning in education has been studied and added to extensively in the last few decades. Because the importance of learning in authentic contexts through professional dialogue has become so important, high quality, school-based professional learning is vital to building capacity at the school level. Unfortunately, the literature on professional development (PD) does not provide much guidance on how to bridge theory and practice at the school level, creating a gap. With the goal of PD ultimately being to improve teacher performance and student learning, the problem with this gap is that school-level professional development is arbitrarily planned, resulting in variable outcomes. I propose the reason for this is schools lack a comprehensive framework or tool that guides the design of a quality professional learning plan. This problem was identified in Orange County Public School and this dissertation in practice aims at developing a solution that accounts for the district*s specific contextual needs. My proposed solution is the design of an integrative tool that school leaders can use to guide them through the professional development planning process. The School-based Professional Learning Design Tool incorporates the professional development standards in planning, learning, implementing, and evaluating outlined in the Florida Professional Development System Evaluation Protocol. It also guides leaders in taking an inventory of the culture and context of their school in order to plan PD that will be viable given those considerations. The components of the Tool guide teams through assessing school teacher performance and student achievement data to help identify focus groups; determining gaps in learning through root cause analysis; creating goals aligned to gaps in performance; and selecting strategies for professional learning, follow-up support, and evaluation. The development of the Tool was informed by the extant literature on professional development, organizational theory, state and national standards for professional development, and principles of design. The Tool is to be completed in four phases. Phases one and two, the focus of this paper, include the literature review, organizational assessment, design specifications, and the first iteration of the Tool. In the next phases, the goals are to solicit feedback from an expert panel review, create a complete version of the Tool, and pilot it in elementary schools. Although the development of the Tool through its final phases will refine it considerably, there are limitations that will transcend all iterations. While the Tool incorporates best practices in professional development, the lack of empirical evidence on the effectiveness of specific PD elements in the literature renders this Tool only a best guess in helping schools plan effective professional development. Another limitation is that the Tool is not prescriptive and cannot use school data to make decisions for what strategies to implement. Taking these limitations into consideration, the use of this Tool can significantly impact the quality and effectiveness of professional development in schools.

Odbytové organizace a jejich význam ve společné zemědělské politice / Marketing Estabilishments and their Importance in the Common Agricultural Policy

The thesis is aimed at an analysis of marketing organizations within the frame ot the Common Agricultural Policy. Marketing organizations are one ot the forms of co-operation and these are usually horizontal co-operation, i.e. at the same level ot the logistics chain. This form of co-operation is called marketing organizations or marketing co-operatives in the agrarian sector. Voluntary grouping of farmers into marketing organizations is common both in the Czech Republic and within the whole European Union. To conclud the thesis, it can be said that the existence of co-operation is very important for functioning of agriculture and that agribusiness without any membership in any co-operative association is often very difficult.
