It starts with categories and concepts of tourism, planning, regional development, under the theoretical reference used by the research. The study made use of the qualitative methodology for data collection and analysis, in which the option is reduce the coverage for the benefit of the depth. For that, semi-structured interviews were conducted with the representatives of São Joaquim government, local community and organized civil society, which are involved in the tourism, trying to understand the tourist vocation of the municipality. To analyze the data, it was made a crossing of the collected interviews information and the results lead us to believe that the effort developed by the government matches with that of the external entrepreneur s interests, and normally clashes with the interests of the autochthonous population, who is more focused in the local entrepreneurship. The government officials, on the other hand, tend to see the absent of interest of the natives for tourists enterprises as an inability for the entrepreneurship and a culture directed for the immediatism / Esta dissertação trata de analisar a vocação turística e a identidade local do município de São Joaquim, com o objetivo de compreender se a população local está preparada para o desenvolvimento proposto pelo Projeto ―ACORDE São Joaquim‖, assim como se o planejamento inserido neste projeto pode transformar o município e região no melhor destino turístico de inverno do Brasil. Parte-se de categorias e conceitos de turismo, planejamento, desenvolvimento regional, segundo o referencial teórico utilizado para a pesquisa. O estudo fez uso de metodologia qualitativa para a coleta e análise dos dados coletados, onde opta-se por reduzir a abrangência em benefício da profundidade. Para tanto, foram realizadas entrevistas semi-estruturadas com representantes do poder público de São Joaquim, comunidade local e da sociedade civil organizada, envolvidas no turismo para tentar compreender a vocação turística do município. Para a análise dos dados foi feito o cruzamento das informações coletadas nas entrevistas e os resultados levam a crer que o esforço desenvolvido pelo poder público coincide com os interesses dos empreendedores externos, e normalmente choca-se com os interesses das populações autóctones, mais voltada para o empreendedorismo tradicional. Os agentes públicos, por sua vez, tendem a ver na ausência de interesse dos nativos pelos empreendimentos turísticos uma incapacidade para o empreendedorismo e uma cultura voltada para o imediatismo
